Vlaams Parlement ₪ Schriftelijke Vragen VLAAMS PARLEMENT ₪ SCHRIFTELIJKE VRAGEN PHILIPPE MUYTERS VLAAMS MINISTER VAN FINANCIËN, BEGROTING, WERK, RUIMTELIJKE ORDENING EN SPORT Vraag nr. 420 van 7 februari 2014 van WIM WIENEN Vlaamse Wielerweek - Zichtbaarheid Vlaamse Gemeenschap Wielerminnend Vlaanderen kijkt stilaan alweer uit naar de start van het wielerseizoen 2014 en meer bepaald naar de Vlaamse Wielerweek. Dan staan immers kort na elkaar de Vlaamse klassiekers op het programma. De Vlaamse Gemeenschap heeft deze Vlaamse Wielerweek altijd gesteund. Niet alleen omdat ze ei- genlijk tot het sporterfgoed behoort, maar ook om de zichtbaarheid van Vlaanderen te vergroten. De meeste van die wedstrijden krijgen niet alleen in de Vlaamse media veel aandacht, maar evenzeer in de internationale media. Vooral De Ronde van Vlaanderen is over de hele wereld bekend. Het was dan ook de bedoeling van de minister - zoals we onder meer in de beleidsdocumenten konden lezen - om de zichtbaarheid van Vlaanderen op deze manifestaties te verhogen. Toch bestaat de indruk dat ondanks de aanzienlijke subsidies aan deze wedstrijden de zichtbaarheid van Vlaanderen niet echt is verhoogd. Tenzij ik mij vergis, is op het podium geen vlag van de Vlaamse Gemeenschap te zien. Ook het logo van Topsport Vlaanderen staat steevast ergens onderaan - moeilijk zichtbaar - op het bord waarop de sponsors staan vermeld en waar de winnaars voor poseren. 1. Wat is het subsidiebedrag dat de Vlaamse overheid ter beschikking stelt van deze wielerwedstrij- den? 2. Welke andere ondersteuning wordt aan deze wedstrijden geleverd? 3. Is de minister van oordeel dat de zichtbaarheid van Vlaanderen op deze wedstrijden is verhoogd? Zo ja, graag enkele voorbeelden om dat te staven. 4. Welke maatregelen heeft de overheid inzake zichtbaarheid genomen bij de organisatoren van deze wielerwedstrijden? PHILIPPE MUYTERS VLAAMS MINISTER VAN FINANCIËN, BEGROTING, WERK, RUIMTELIJKE ORDENING EN SPORT ANTWOORD op vraag nr. 420 van 7 februari 2014 van WIM WIENEN In de aanhef van deze vraag wordt verwezen naar de Vlaamse Wielerweek. De term “Vlaamse Wie- lerweek” wordt echter al enkele jaren niet meer gebruikt, waardoor het moeilijk wordt om de werkelij- ke doelmatigheid van deze vraag in te schatten. Wellicht wordt hier de ondersteuning aan “Flanders Classics” bedoeld en bij uitbreiding aan alle wielerklassiekers in het Vlaamse wielervoorjaar. Ik heb in mijn antwoord dan ook voortgebouwd op dit uitgangspunt. De Vlaamse Wielerweek was tot in 2009 de aaneenschakeling van de E3-Prijs Vlaanderen, de Brabantse Pijl, de Driedaagse van De Panne-Koksijde om af te sluiten met de Ronde van Vlaanderen. Sinds 2010 is Flanders Classics de overkoepelende organisatie van zes Vlaamse voorjaars- klassiekers, nl. Omloop Het Nieuwsblad Dwars door Vlaanderen Gent-Wevelgem Ronde van Vlaanderen Scheldeprijs Brabantse Pijl Flanders Classics wil de positie van de Vlaamse wielerklassiekers in de internationale kalen- der verstevigen. Deze samenwerking heeft intussen reeds geleid tot een betere datum en/of verhoogde UCI classificatie voor drie van de deelnemende wedstrijden (Gent-Wevelgem, Scheldeprijs en Brabantse Pijl). Daardoor wordt het ook mogelijk meer toppers aan te trekken naar deze Vlaamse wedstrijden. 1. Voor Flanders Classics wordt een subsidie voorzien van 170.000 euro. Dit geldt voor de zes hierboven genoemde herenwedstrijden én de dameswedstrijden Ronde van Vlaanderen, Om- loop Het Nieuwsblad, Gent-Wevelgem, Dwars door Vlaanderen en Brabantse Pijl. Voor de E3-prijs wordt een subsidiering voorzien van 15.000 euro en voor de Driedaagse De Panne-Koksijde van 18.000 euro. Al deze wedstrijden zijn minimaal van UCI-niveau 1HC-2HC. Enkel deze drempelniveaus komen in aanmerking voor ondersteuning via de kredieten Topsport Vlaanderen. 2. Per wereldbekerwedstrijd komt de Wielerbond Vlaanderen als topsportfederatie ook nog in aanmerking voor 7.500 euro decretale ondersteuning op basis van de bepalingen uit de faculta- tieve opdracht Topsport. Specifiek voor het Vlaamse Wielerwedstrijd worden volgende wed- strijden als een wereldbeker beschouwd: E3-Prijs, Gent-Wevelgem, Ronde van Vlaanderen heren en Ronde van Vlaanderen dames. Dit komt op een bijkomende ondersteuning van 30.000 euro. 3. Het logo “Topsport Vlaanderen” komt zeer regelmatig in beeld bij diverse internationale sportmanifestaties die in Vlaanderen worden georganiseerd. Recent was het logo zeer duide- lijk in camerazicht op de atletiekmeeting Flanders Indoor en bij de slotmanche van de Super- prestige veldrijden in Middelkerke. Mijn administratie waakt er steeds over dat het logo van Topsport Vlaanderen zo optimaal mogelijk in beeld komt op TV en dat het logo wordt aange- bracht op alle communicatiedragers van het evenement zoals drukwerken, podium of inter- viewwanden. Hierover worden met de organisatoren vooraf afspraken gemaakt. 4. In de subsidiebesluiten wordt opgenomen dat het logo van Topsport Vlaanderen moet worden opgenomen om alle informatiedragers (zoals publicaties, affiches, uitnodigingen, brochures, advertenties, audiovisuele boodschappen) en relevante externe communicatiekanalen (persbe- richten, websites, sociale media). Daarnaast moet promotiemateriaal met logo” Topsport Vlaanderen” worden opgenomen langsheen het parcours van de betrokken topsportevenementen. .

Samen met Flanders Classics zet Proximus in op een extra beleving rond het openingsweekend. De Ploegenvoorstelling in het Kuipke wordt live gestreamd op de Proximus Facebookpagina. Proximus brengt zijn klanten immers dichtbij wat voor hen belangrijk is. Het hoogtepunt van de wielerklassiers - Vlaanderens mooiste - de Ronde Van Vlaanderen wordt gevierd op zondag 2 april. Ook voor de Ronde pakt Proximus uit met een unieke klantenervaring op en naast het parcours. De vier andere gerenommeerde Vlaamse voorjaarskoersen op het agenda zijn Dwars Door Vlaanderen, Gent-Wevelgem, Scheldeprijs Schoten en de Brabantse Pijl. Proximus Cycling Challenge Proximus steunt ook het circuit voor wielerliefhebbers. Dit jaar vindt al voor de vierde keer de Proximus Cycling Challenge plaats. Tussen februari en oktober biedt de Proximus Cycling Challenge liefst 15 wielerparcours voor alle wielerliefhebbers langs de mooiste plekjes van het land. Het succesrecept van de Proximus Cycling Challenge blijft ook komend seizoen behouden met uitgebreide bevoorradingen, prima uitgepijlde parcours, technische assistentie onderweg en heel wat leuke extra’s zoals een bikewash en een foto animatie.

    GENERAL REGULATIONS | FLANDERS CLASSICS BY BKOOL This document contains all the information about the general rules for the Flanders Classics by Bkool competition INTRODUCTION ​ Virtual Cycling is a cycling discipline which is done on a bicycle mounted on a smart trainer that is connected to an online device (computer, tablet or other mobile device). The simulator recreates the different conditions of each race in a very realistic way: the distance, slope, power of the cyclist, draft, environment and even weather. Virtual Cycling is a discipline that has an increasing popularity among cycling fans. CONCEPT AND FORMAT Flanders Classics by Bkool is an innovative Virtual Cycling competition. Organized by Flanders Classics, together with Bkool bicycle simulator software, this competition is ​ made up of 6 independent online races, which run on simulations of the official routes from several of the most relevant UCI WorldTour calendar races: ● Omloop Het Nieuwsblad ● Gent-Wevelgem (GW) ● Dwars door Vlaanderen (DDV) ● Ronde van Vlaanderen (RVV) ● Scheldeprijs (SP) ● De Brabantse Pijl (BP) To join Flanders Classsics by Bkool, participants register on the Bkool cycling simulator platform, and perform at least one of the races in the competition. Thanks to Bkool, cycling enthusiasts can train and race with their bicycles from their own homes, connecting their smart trainers or smart bikes to devices (smartphone, tablet or computer) and participating in online competitions on simulations of actual routes.     Time trials between Knokke-Heist and Bruges, road races from Antwerp to Leuven 2021 UCI Road World Championships: tailor-made for ‘Flandriens’ The 2021 UCI Road World Championships that will be held in Flanders from 18 to 26 September 2021 are revealed in the four host cities. The official visual was launched and the mascots were presented, but most of the focus went to the course of this 100th anniversary edition of the World Championships. The UCI awarded the organisation of the 2021 Road World Championships to Flanders in Innsbruck in 2018. Exactly 100 years after the very first Road World Championships, the event ‘is coming home’ to Flanders, the birthplace of road cycling. The 100th anniversary will be the central theme for numerous occasions in the run-up to and during the Championships themselves and will also take pride of place in the campaign images. Poster containing all the elements of the World Championships in Flanders The official campaign visuals will be popping up all over the place in the coming year. The design will obviously be dominated by the colours of the rainbow jersey, the colour lines looking like brush strokes and referring to our cities of art. The Flemish accents (of the race) such as the Flandriens and Flandriennes, and the cobblestones have been depicted in the tradition of the Flemish culture of comics. Furthermore, the design pays homage to the idea that typifies the true Flandrien: suffering in the struggle for eternal fame. The mascots are a sympathetic lion and lioness: Leon and Leontien. In addition to the well- known walking mascot that will be visible in the streets, there will also be a digital, animated version that will be used in films and digital content.

I hopped on my bike and rode to my friend Steve’s house. It was spring break and I was home from college with no particular plans, so falling back on my high school routines was like slipping into an old sweatshirt. Those routines consisted of gathering across town -- biking on the nice days -- at either Steve’s house or another friend’s, and if anything like a quorum could be found, basketball or football or some warped rendition of baseball would happen. But on this day there was no quorum. Steve was home, hanging in his room, watching TV. “Check this out,” he said1 as he flicked on CBS Sports, showing a bike race from France. I’d caught a glimpse of the Tour de France before, enough to know the name and register some basic comprehension of the need for some people to race their bikes.
