MINUTES OF THE ORDINARY MEETING OF RISLEY WITH HOPWELL PARISH COUNCIL

held at the Risley Hall Hotel on Thursday 11 July 2019

19-036 Apologies Apologies for absence has been received from Parish Councillor Housley.

19-037 Variation of order of business None required.

19-038 Declarations of interest The Chairman declared an interest in the item regarding the Playscheme owing to a conflict of interest as he is a member of Parish Council.

19-039 Dispensations None.

19-040 Public session 1) Members of the Public The resident attended the meeting to give an update on the apparent drug activity. This has been reported and is being dealt with by the Police. 2) Reports from Councillors appointed to outside bodies Nothing to report. 3) Reports from the Police Liaison Officer, County Council, Borough Council and Parish Councillors a) A report from the Police had not been received. b) i) There will be no increase in the price of school meals for a further year. ii) Cllr Major reported on the works to the bridge on Longmoor Road and the diversions which have been put in place. The bridge is going to be infilled underneath and hopefully the road will be open once again mid to late September 2019. c) i) Cllr Scott gave a verbal report to the meeting, a copy of which will be forwarded to members.

ii) Cllr Major, in his lead member capacity, reported that the play areas in Larklands, West Park and Sawley are to be refurbished; a public consultation is on-going for the time extension to the Ilkeston Charter Fair; gave an update on HS2, further information for which is available on the Councils’ website. d) Cllr McKeown reported on the meeting he had had with David Jenkinson, the Rights of Way officer at the County Council regarding the work which had been undertaken on The Nook. Mr Jenkinson confirmed that the County Council were aware of the bench which had been placed on the footpath near to Nook View. Cllr McKeown also reported on the poor state of the twitchell on Second Avenue with litter and overgrown vegetation. The Clerk was asked to check with the Borough Council or Land Registry to see who actually owns the land.

Cllr Ancliff reported that work has now been carried out to the overhanging trees identified at the last meeting apart from No. 2 Derby Road.

Cllr McCann had arranged for draft signage for the defibrillator and it was agreed that a working party comprising of Cllrs McCann, McKeown and the Chairman should decide which are to be used.

19-041 Minutes of the Ordinary Meeting held on 20 June 2019 The minutes of the meeting held on 20 June 2019 were proposed as a true record by Cllr Jones, seconded by Cllr O’Neill and signed by the Chairman.

19-042 Exempt items There are no exempt items.

19-043 Chairman’s announcements/report The Chairman reported that the barbeque which had been dumped on the play area has now been removed and it was suggested that possibly the Cricket Club or the Village Hall may find a use for it.

19-044 Clerk’s report The contents of the Clerk’s report which had been distributed prior to the meeting were noted. The Clerk made mention of the declaration of election expenses which all councillors were legally required to return even if the election was uncontested. She also reminded members of the planning training which is being offered to all parish councils on 23 July 2019 at the Long Eaton Town Hall.

She reported on the parish council’s application for grant funding in order to work with Sandiacre and Parish Council to offer a playscheme to young residents of the three parishes. Unfortunately this was unsuccessful as applications were required for individual events only. It was RESOLVED that should Risley residents attend the playscheme then the parish council should make a donation to funds.

19-045 Association of Local Councils Circular Nos. 8/2019 and 9/2019 were noted.

19-046 Matters for determination a) A discussion took place on whether the parish council should make arrangements for an event to commemorate VE Day on 8 May 2020 as this would be a good way of bringing the community together. The Clerk informed the council that this would be the date of the PCC election count and also the May bank holiday. It was agreed to add this to the newsletter and ask for feedback from residents and to discuss this at a future meeting. b) The Clerk reported that a quotation of £200 had been received from Poplar Tree Services for the crown lift of trees on Rush Meadow which were overhanging the footpath and it was RESOLVED that this be accepted. c) The Clerk reported that only two of the three benches which required repainting were actually on the parish council’s asset register. It was proposed by Cllr Jones, seconded by Cllr Ancliff and unanimously AGREED that the bench outside of the Church gates and the one on the corner of Second Avenue be dealt with. d) The Clerk raised the question whether litter picking equipment was required to assist members undertaking litter picking duties whilst inspecting the play area. It was RESOLVED that as there were a number of pickers with former councillors, no new equipment was required. e) It was AGREED that the works for the channelling on Rush Meadow for the power to the Christmas Lights should now been arranged as well as arranging for the switch-on event. The Clerk to report to the next meeting.

19-048 Playground inspections Councillor Jarratt had carried out the inspection for May and the contents of his report were noted.

19-049 Planning ERE/0619/0039 – 20 Derby Road, Risley (conversion and extension of the existing garage at the rear to form ancilliary living accommodation for dependent relatives) – no objection on condition that it is for the sole use of the dependent relatives and that there is no further extension or alleviation) ERE/0619/0030 – Phone Mast Site 73518, Stanton Road, Sandiacre (the installation of a replacement 20m monopole with 12no antenna in an open headframe and the upgrade of the equipment cabinets and ancillary development thereto) - no objections.
