Monday, 1 May 2006 Official Session

Opening CSD-14 will open in plenary on the morning of 1 May 2006. It will start with the election of officials and adoption of the agenda and organization of work. The Chair of CSD-14 will make an opening statement. This will be followed by opening remarks by the Under-Secretary-General for UN-DESA.

The outcomes of events and activities organized during the inter-sessional period will be presented. The presentations will be a maximum of five minutes in duration, focusing on the outcomes of the events.

The Opening will be followed by General Statements focused on overview of progress Conf. Room 4 10:00 – 1:00 in the implementation of Agenda 21, the Programme for the Further Implementation of (Plenary) Agenda 21 and the Johannesburg Plan of Implementation, as well as on the Mauritius Strategy, based on the Secretary-General’s reports on overall progress and on SIDS. Delegations are invited to focus their statements (3 minutes each) on selected issues of priority concern to them, as well as new challenges and opportunities, including those in relation to partnerships for sustainable development (It is recommended that delegations in their general statements address one or two priority issues related to the overall progress in implementation or new challenges and opportunities and avoid deliberations on the thematic cluster of issues, which will take place during Thematic and Regional discussions, scheduled to commence shortly following the opening ).

General Statements This session provides an opportunity for making General Statements (3 minutes each) focused on overview of progress in the implementation of Agenda 21, the Programme for the Further Implementation of Agenda 21 and the Johannesburg Plan of Implementation, as well as the Mauritius Strategy, based on the Secretary-General’s reports on overall progress and on SIDS. Delegations are invited to focus their statements on one or two issues of priority concern to them, as well as new challenges Conf. Room 3:00 – 6:00 and opportunities, including those in relation to partnerships for sustainable 4 development.

Delegations are invited to forward their statements by e-mail ([email protected]) for posting on the CSD Secretariat’s website.

Thematic Discussions: Improving access to reliable, affordable, economically viable, socially acceptable and environmentally sound energy services. Interactive discussions led-off by a panel of UN agencies, funds, programmes, IGOs, and Major Groups, etc.

Discussions should be as specific as possible and focus on (i) identifying obstacles and constraints; (ii) lessons learned and best practices; as well as (iii) next steps. Means of implementation and other cross-cutting issues, as identified by CSD-11, should be discussed within each of the thematic issues. CSD-14 SIDS Day

Structure of the SIDS Day: The meeting will begin with a brief opening ceremony, and then move quickly into review of SIDS progress within the context of the thematic clusters, each introduced by specially invited panellists. Emphasis will be on practical initiatives which may be considered or adopted to strengthen the implementation of Mauritius mandates related to the CSD-14 themes.

Panellists will therefore be invited to share very specific experiences and best practices in SIDS, with a view to encouraging their further development, their replication in other SIDS, and the support of the donor community and agencies of the UN system for financing, investment and capacity building in SIDS, within the thematic framework

Each thematic presentation will be followed by an intergovernmental exchange moderated by the Chair of the Bureau, during which Member States will have the opportunity to share experiences, successes and lessons learned, and to identify constraints and continuing challenges. It is during the intergovernmental exchange that SIDS representatives could avail themselves of the opportunity to make brief interventions focusing on programme implementation in their respective countries or regions, including a discussion on the means of implementation.

The four thematic clusters will be shared among three panels as follows: - Towards Increased Energy Efficiency, Energy Access and the Development and Expanded Use of Renewable Energy Technology; - Innovative Strategies to Enhance Industrial Development in SIDS; - Measures for Mitigating Air Pollution and Promoting Adaptation to Climate Change in SIDS.

10:00– 6:00 Conf. Room 4 Conclusion of Meeting The Chair will make a short oral summary (5 minutes) at the end of the special session, highlighting key points emerging from the discussions. Morning Session: The morning session will begin with introductory remarks (5-7 minutes each) by the following: • Chair of CSD-14; • Under-Secretary General, UNDESA • Under-Secretary General, OHRLLS • Chair, Alliance of Small Island States (AOSIS) The first panel will begin immediately after the opening. The issues of energy access and efficiency and renewable energy will be addressed by two panelists each, with 10:00– 1:00 Conf. Room 4 presentations no longer than 7 minutes. Following these four presentations, the Chair will moderate an interactive dialogue. This will include accommodation of specific questions to the panelists. Interventions should be no longer than 2-3 minutes. Major Group representatives, regional organizations and relevant agencies of the UN system will be allowed to participate to share specific information on success stories and best practices. The means of implementation, possibilities for donor support, investment and capacity building within the context of each thematic cluster may be explored in exchanges with the donor community.

Afternoon Session: The afternoon session will address the remaining two panel presentations. Three panelists will present on industrial development in SIDS, and three on the mitigation of atmospheric pollution and adaptation to climate change. The Chair will moderate an interactive dialogue after Panel Two and another after Panel Three. Interventions will again be limited to 2-3 minutes, and Major Group representatives, regional organizations and relevant agencies of the UN system will be 3:00 – 6:00 Conf. Room 4 allowed to participate to share specific information on success stories and best practices. Ministers will be invited to engage in an interactive discussion with Heads of UN 10:00 – 11:30 Conf. Room 4 organizations, including the Regional Commissions, specialized agencies, funds and Plenary programmes and IFIs, as well as relevant international and regional organizations, focusing on their role in implementation in relation to the thematic cluster.

The dialogue session will begin with presentations from organizations of three minutes each followed by interactive discussions.
