  • Doze Through This Primary and You'll Regret It
Doze through this primary and you'll regret it Marty Trillhaase/Lewiston Tribune If you're not careful, Idaho's May 17 primary election could lull you to sleep. Turnout generally is abysmal. Anywhere from 16 to 18 percent of Idaho's eligible voters bother to show up. This election is the second Idaho GOP primary in 10 weeks. Back on March 8, 227,000 Idaho Republicans cast their preference for the GOP presidential nomination. Who knows how many voters will be burned out? Two years ago, Republicans had two slates of candidates, from the top of the ticket to bottom - representing a choice between a right-wing insurgency and the center-right establishment. Some called it a contest for "the heart and soul" of the party. You won't find many marquee races this time. Sen. Mike Crapo, R-Idaho, has no GOP primary opponent. Congressmen Raul Labrador and Mike Simpson have only token opposition within their own parties. That leaves Idaho's 105 legislative seats. As of now, start with 15 of Idaho's 35 state senators - 12 Republicans and three Democrats - who face no challenger. Next add 14 House members - 11 Republicans and three Democrats - also without opposition. Then mix in the two Senate seats and 14 House positions that will be decided in the Republican primary because no Democrat has signed up for those seats. No Republican has filed to run for one Democratic House seat. Both parties are contesting the six legislative seats representing Benewah, Latah, Lewis and Nez Perce counties, so those races will be decided in November.

  • Legislative Report Card
2020 Idaho Legislature The student governments of multiple public colleges and universities in the state of Idaho have come together to continue evaluating legislators’ voting records pertaining to higher education. The schools involved for the 2020 process were University of Idaho, Boise State University, Idaho State University, North Idaho College, and College of Western Idaho. Our common interest has led us to advocate and educate students on the legislative support of higher education. This project was started in 2018 with the goal of better educating voters on the underrepresentation of higher education at the state level. Continuing this election year, we aim to recognize the efforts of legislators supporting higher education initiatives. We believe that holding our legislators accountable will cause higher education to become more affordable, accessible, and prioritized. We identified 27 total bills presented on the House and Senate floors in the last two legislative sessions relating to higher education. Eighteen of those bills come from the 2020 session, and the other nine originated in the 2019 session. In a group discussion, the representatives from each college (listed below) determined a score from one to five points for each individual bill. Votes on higher weighted bills had larger impacts on a legislator’s final score. For most bills, if a legislator voted against a bill or was not present for the vote, they received zero points. If a legislator voted for a bill, they received the points of the bill. If a legislator sponsored a bill, they received double points for that bill. Because the house bills H0440 and H0500 adversely affect student populations, the scoring is as follows: a vote for either bill or an absence in voting does not earn the points of the bill; a vote against the bill earns the points of the bill; and sponsoring the bill earns the bill’s value in points against a legislator.

  • Idaho Legislative Session Final Report
2021 IDAHO LEGISLATIVE SESSION FINAL REPORT The 2021 Session of the Idaho Legislature has come to an end for all practical purposes, if not officially. This year’s turbulent proceedings set a record for the longest session in Idaho state history at 122 Days. Yet, due to an unusual maneuver by leaders in the House of Representatives, the session will technically remain open until the end of the year, leaving its results in a bit of uncertain legal limbo. Overall, it is fair to say that the distractions, political posturing over hot-button issues, and inconclusive end of session, at times, created a chaotic legislative environment, reflective of the country’s divided political zeitgeist. That said, Idaho lawmakers did make significant legislative progress on issues that will benefit Idaho’s credit unions, while also taking critical steps to benefit our rapidly growing state. GENERAL OVERVIEW OF 2021 LEGISLATIVE SESSION On May 12, the Idaho State Senate adJourned sine die (Latin for “without day”) ending their legislative work for the 2021 legislative session. Historically, the Idaho House of Representatives would have quickly followed suit, thus completing, and calling a final end to that year’s session. Instead, the Idaho House took steps to put themselves in a long-term, extended recess, which is scheduled to come to an end on December 31, 2021, Just prior to the kick-off of the 2022 Legislative Session. In interviews and discussions, Idaho House leaders expressed concern about whether they would be given a proper opportunity to be involved in any additional state budget decisions if the Biden Administration or the U.S.
