“A SPATIO-TEMPORAL ANALYSIS OF ALCOHOLISM IN CITY, ASSAM” PRANJIT THAKURIA Research Scholar, Department of Geography, Gauhati University, Assam, India

Abstract: Alcoholism is linked to many harmful consequences for the individual drinker, the drinker’s immediate environment and society as a whole (Klingemann and Gmel, 2001). Though alcohol consumption is a part of the dietary practice of the native tribal society in Assam, vis-à-vis Guwahati city, consumption of alcohol is not at all regarded as an accepted social norm. Guwahati is one of the fastest growing areas in North-East India where alcoholism is a major social problem which is engulfing today`s younger generation. The study deals with the growth of alcoholism in the city. The study was carried out with a view to analyze the spatio-temporal dimension and distribution of alcohol outlet in the city. Primary data has been generated from both the alcohol user and non user groups with purposively designed questionnaires. Apart from it GPS technology were used to portray the spatial context of the alcohol outlets and show their spatial diffusion over time and space.

1. INTRODUCTION

One of the most widespread problems creating a grave in the social periphery is the problem of alcohol addiction. Alcoholic beverages occupy a prominent place among consumer goods in Guwahati city. The alcohol market in the city generates profits through increase in productivity, distribution, sale and consumption of various alcoholic beverages and incurs huge loss and harm to the society. The Eastern Bengal and Assam Excise Act, 1910 was the initial legal provision associated with import, export, transport, manufacture, sale and possession of intoxicating liquor and of intoxicating drugs, during the British period (Saikia, 2011). Under such provision there were only two wine outlets in the city and the trend continued till 1980s where medico-legally permitted users are allowed to procure and consume alcohol in a controlled manner. However, the menace of alcohol addiction has gradually gaining ground; particularly Guwahati City in the mid 80s as many of the areas of the state including the city was declared as ‘wet areas’. Guwahati is one of the largest markets in North East India in terms of volume, value, government revenue and per capita consumption of alcoholic beverages. Its growth is rapidly increasing due to increase in production. Under such circumstance alcohol addiction has become a very scene in the social landscape of the city.

1.1 Objectives of the study:

The major objectives of the work are to:

1. Understand the trend of growth of alcoholism in Guwahati city. 2. Analyze the spatio-temporal dimension and distribution of alcohol outlet in the city.

2. METHODOLOGY

The study is based on both primary and secondary sources of information collected from the field and relevant sources like department of Revenue and Excise, Government of Assam, Police stations of the city, NGOs involved in such fields, etc. Secondary information has been consulted from relevant sources like books, published reports, papers from research journals and magazine, along with materials available in web based platform relevant to the study.

Purposively designed questionnaires were used to carry out the primary survey. GPS locations and GIS technology was used to portray the spatial context of the alcohol outlets and to show their spatial diffusion over time and space.

3. RESULTS AND DISCUSSION

3.1 Growth of alcoholism:

Guwahati City ranks as one of the largest alcoholic beverage markets across Assam where four types of products found mainly IMFL (distilled spirits), Beer, wine and country liquor (Indian Made Indian liquor). In Assam overall the IMFL sales volume have increased by 14.4 times from 0.672 million cases in 1995-96 to 9.668 million cases in the year 2011-12 (Table 1). The sales volume of beer has increased by 9.4 times from 0.296 million cases to 2.794 million cases. The country liquor volume have also increased by 1.38 times from 7.715 million litres to 10.71 million litres since 1995-96 to 2011- 12.The average growth rate of 18.70 per cent in sales volume of IMFL, 16.27 per cent of beer and 2.69 per cent of country liquor have been observed in the state during 1995-96 to 2011-12 (Bijaya Kumar Nayak, 2015). Assam earned Rs 11.4413 billion from liquor sales in 2015. In Guwahati, the Excise department collected 1.726 billion rupees as excise revenue for the last year i.e.; 2015-16.

During 1991-2000, the growth of alcohol outlets was 1350 percent which is far most the highest growth recorded so far (Table2).

3.2 Spatial distribution of alcohol outlets:

At present time (March.2016) there are 429 alcohol outlets in Guwahati city where 282 are wine shop and 147 are bars/clubs serving in the city. Those alcohol outlets are divided into two sections; on shop (Bars/Clubs/Pubs, etc) and off shop (wine shop). These alcohol outlets are situated almost every corner of the city. There are 11 Country Spirit shop in Guwahati and 15 bonded warehouse and 8 distilleries and bottling plants in the city.

The maximum concentration of alcohol outlets are in Paltanbazar area having 38 registered alcohol outlets, where 17 are off shop and 21 are on shop. The survey reveals that a large number of alcohol outlets are located near the railway station and the bus station.Likewise Ganeshguri comes after Paltanbazar having 28 numbers of registered alcohol outlets. It has 15 off shop and 13 on shop which are located near the main road i.e. GS road of the area. , Zoo Road area, Fancybazar, , Narangi, Panbazar, Kahilipara and Sixmile are the important area having large number of alcohol outlets. Total 171 alcohol outlets (40 percent) are found in the above mentioned area and rest 258 outlets are distributed to the other areas of the city.

3.3 Spatial Analysis of selected alcohol outlets in Guwahati City: The data are collected basically from few localities within Guwahati city to show the spatial distribution of alcohol outlets and to understand their distribution pattern. For this purpose a total 132 numbers of alcohol outlets are selected and collected their relative location information (Fig 1). For the data collection purpose, the area namely Paltanbazar, Panbazar, , Ganeshguri, G.S. Road, Sixmile, Narangi, Maligaon and Zoo Road are selected. For collection of their specific location attribute GPS technology are used.

Source: Based on Field survey, 2016 The study reveals that almost 80 percent of the surveyed alcohol outlets in Guwahati city are near the roads and market place. The concentration is very high in Paltanbazar area having 38 numbers of registered alcohol outlets. The concentration of on shop are high in this area of the city compare to the others area. In the surveyed alcohol outlets Zoo road area comes after Paltanbazar in terms of number of registered alcohol outlets. Zoo road area has 20 numbers of outlets that are basically located at the Zoo Tiniali point. There 9 numbers of outlets within a short distance at Zoo Tiniali point. Sixmile has 11 numbers of alcohol outlets and maximum of it locate near the Sixmile over bridge. In Sixmile area, the outlets seems to be compact and concentrated surrounding the Sixmile market point.

3.4 Temporal distribution of alcohol outlets:

Before 1990s there were three registered wine shop serve the alcohol consuming people of the city. These few wine shop can easily handle the demand of consumption of alcohol at that time due to limited alcohol users in the city. The growth of alcohol outlets had began to increase during the Congress regime of Hiteswar Saikia in the early part of 1990s when 2829

ISSN- 2394-5125 VOL 7, ISSUE 16, 2020 government started doling out liquor licenses liberally to surrendered ULFA militants as part of their rehabilitation package. In this process permission had given to open more than 30 numbers of alcohol outlets in Guwahati city. These licenses were permitted during 1990-95s and started regulated the norms by collecting excise duty and revenue (Table 3). With due course of time, after 1996 onwards, the AGP government came into the power and started issuing more than 300 wine shop licenses to the different section of the people in Guwahati city.

For the temporal analysis of alcohol outlets in Guwahati city, a 132 numbers of alcohol outlets are selected from different parts of the city. From the analysis it is found that 96 percent (127 out of 132) of the surveyed alcohol outlets are constituted with in the period of 1991-2010. Before 1980s there are only 3 registered outlets in the city, but due to government policy for revenue earning and associated factors, issuing of license for alcohol outlets was very high in 1991- 2000 period (Table 4)

From the surveyed outlets it was found that before 1990, there has been little growth to the alcoholism sector in the city. By 1991 onwards, registered alcohol outlets are expanding at a alarming rate having 89 registered outlet till 2000 and it is increasing at a rapid rate and by the end of 2010, total registered alcohol outlets was 131(Fig 2). Therefore the time period from 1991-2010 is the basic and most influencing period for increasing alcohol outlets in Guwahati city. After 2010, the growth of alcohol outlets decreasing as government allows only selected sites of approval of alcohol outlets license.

Among the selected alcohol outlets, the foremost alcohol outlets are found in the core area of Panbazar and Fancy bazaar. These two alcohol outlets were set up before 1980s. In lieu of times, different localities of the city have experienced setting up of alcohol off shop and on shop. The time period between 19991-2010 has recorded the highest growth of alcohol outlets in the city. Paltanbazar,Sixmile, Zoo-road, Maligaon, Bharalumukh, Ganeshguri, Bhangagarh, GS road, Fancy bazaar and Panbazar area has emerged out with increasing numbers of alcohol outlets.

3.6 A case study of Bhangagarh area and establishment of alcohol outlets:

A case study of Bhangagarh area has been done to check whether, the alcohol outlet in Guwahati city follow the institutional framework crated for their establishment. Bhangagarh area is known for the Gauhati Medical College (GMC). This area is particularly known for its large number of medical clinic and health care centre. Nemeare,All Care, Aruna Memorial Hospital, etc. are some of important health clinic centre. It has also all the necessary facilities and infrastructure such as schools, colleges, religious, institute etc. Apart from it the area has 7 registered alcohol outlets namely Yellow Chille Bar (HUB), French wine shop, Limelight wine shop, Royal wine shop, Night cop Bar, Mainland China and Green wood. As per the government regulation and the Assam Excise Rules, 1945 (143) 2B, no liquor shops or bars will be permitted “within a distance of 500 meters from religious places, healthcare centers, educational institutions or similar buildings”, therefore this study try to found out the real scenario about the location of alcohol outlets in this area in relation to its surrounding context (Fig.3).

Source: Based on field survey, 2016 With the help of GPS technology, precise location of the alcohol outlets in Bhangagarh area has been collected. Similarly the location of surrounding place of religious, educational and medical institutions is also collected. A 500 mt buffer zone is drawn around the each alcohol outlets in Bhangagarh area (Fig.4). It is found that the alcohol outlets are violating the rules by establishing their outlets within a short distance from the above mentioned religious, medical and academic establishments. Religious institution, viz.Bhangagarh Mosque, and Satsang Bihar and healthcare institutions like ArunaMemorial Hospital, Gauhati Medical College are some oldest institution which come under the 500 mt. radius from these alcohol outlets.

The state government has amended its excise rules from time to time for healthy environment of regulating the excise norms. In spite of this there are many social issues and problems regarding the setting up of alcohol outlets which need to be addressed properly. There are more than thousands of illegal alcohol outlets are located in the different parts of the city.

4. CONCLUSION

Alcoholism has become the major social problems in both urban and peripheral rural areas in the Guwahati city. Alcoholism affects the lives of the individuals, family and the society at large. The sale of alcohol beverages has become untamable as the consumers of alcohol increased in the city over the years. The study reveals that alcohol consumptionhas become a habit for the users in Guwahati city though it is not accepted as a social norm.

The rapid growth of alcohol outlets in the city portrays the increasing demand for alcohol as well as increasing the number alcohol consumer in the city. This alarming rate of growth of alcohol outlets is basically associated with its business prospect for the vendor as well as the revenue earning motive of the state machinery. The state government collects a good amount of excise revenue from these alcohol outlets, however many lives are destroyed and socio-psychological hurdles emerged in this process. It is the duty of the excise department to check such illegal outlets properly. It is more important for the government to invest on youth rather than damaging them by collecting the handsome excise revenue and giving green signal to the vendor of the alcohol to destroy the youth as well as the society.
