1. AGENDA ITEM 1: OPENING OF THE MEETING

1.1 Place and duration

1.1.1 The first meeting of the Meteorology Panel (METP) Working Group on Meteorological Operations Group (WG-MOG) was held in Gatwick, United Kingdom, at the premises of the Civil Aviation Authority (CAA) from 8 to 11 September 2015.

1.1.2 The meeting was opened at 0900 hours by the Working Group Rapporteur Mr. Colin Hord (United Kingdom), who welcomed the participants and stressed the importance of the main tasks of the group and its role in supporting the work of the METP.

1.2 Attendance

1.2.1 The list of participants is provided in Appendix A.

1.3.1 The Rapporteur of the Working Group, Mr Colin Hord, presided over the meeting.

3. SUMMARY OF DISCUSSIONS AND CONCLUSIONS

3.1 Matters relating to SADIS (8th and 9th September)

3.1.1 The meeting noted that the Air Navigation Commission had agreed to disband the SADISOPSG

3.2 Status of outstanding SADISOPSG Conclusions

3.2.1 In this regard the group reviewed WP/2, presented by the SADIS Provider State, regarding Concatenation and availability of WAFS GRIB2 Files. The SADIS Provider seeks endorsement to revise the concatenation process for WAFS GRIB2 files on Secure SADIS FTP. After discussion the group formulated the following draft conclusion:

Conclusion 1/1 — Revised methodology for presenting concatenated WAFS GRIB2 data to Secure SADIS FTP

That the SADIS Provider be invited to modify the processes by which WAFS GRIB2 gridded forecasts are presented to the 'GRIB2' folders of the Secure SADIS FTP server. Specifically, the files should only be presented to the 'GRIB2' folders if:

a) all required GRIB2 bulletins have been received; or

b) if the specified cut-off time threshold has been reached.

Note 1.— The cut-off times to be applied will be T+4 hours 20 minutes for wind, temperature, humidity, geopotential altitude and tropopause WAFS GRIB2 data; and T+4 hours 50 minutes for cumulonimbus cloud, icing and turbulence WAFS GRIB2 data.

Note 2.— The change should be implemented at 1200 UTC 10 March 2016.

3.3 Operation of SADIS – for cost recovery purposes

3.3.1 The meeting noted IP/6, presented by the SADIS Provider State, that apprised the group and formally recorded the background to the decision to cease satellite based services (SADIS 2G) at 1200 UTC on 31st July 2016. It also re-affirmed the expected continued future of the Secure SADIS FTP service. The group noted the activities, some ongoing, being undertaken by the SADIS Provider to communicate this decision to all SADIS 2G stakeholders.

3.3.2 The meeting noted IP/7, presented by the SADIS Provider State, which informed the group of assistance that is available to those users who will be required to migrate from SADIS 2G to Secure SADIS FTP.

3.3.3 The meeting reviewed WP/18, presented by the SADIS Gateway Provider, referred to the group’s agreement, in principle, for the SADIS Gateway Provider to propose to ICAO to manage the - 3 - METP-WG/MOG/1-SD

global update the FASID MET 2A on their behalf. In this regard the group noted that as a result of the lack of update to the FASID MET 2A the notification process has not been implemented since April 2014. As an up to date version of this table is important to the work carried out by the SADIS OPMET Gateway provider, it was proposed to set up an ad hoc team to assist ICAO on producing the necessary update of FASID Table MET 2A. Therefore the group agreed on the following draft recommendation:

Recommendation 1/2 — Update of FASID Table MET 2A

That an ad hoc team consisting of Stuart (Rapporteur) , Hans-Rudi, Larry, and Patrick be tasked to:

a) review the FASID MET 2A and highlight entries that are no longer up to date:

— liaise with States/regions, ICAO HQ and ICAO Regional Officers to source any information that will assist with the update;

— provide ICAO with an updated FASID MET 2A to ICAO for verification and ratification and subsequent distribution;

b) review the FASID MET2A change requests provided in WP/18:

— review any requests and identify any changes for Non AOP aerodromes that have been made in the last 3 years;

— provide ICAO with the change requests generated by the ad hoc team to for formal ratification and distribution to the relevant State/region;

— receive updates from ICAO on progress toward an updated FASID MET 2A;

c) on an on-going 6 monthly basis in co-ordination with ICAO consolidate any information received from states/regions with regard to changes to the FASID MET 2A and generate an updated change request;

d) propose a more efficient process for the update to the FASID 2A to meet the customers need, to be presented to the MOG at the next meeting;

e) work with ICAO and its Regional Officers to create a definitive list of SIGMET headers which are distributed to meet the requirements identified in Activity 19/10 and provide an update procedure to manage the possible changes in the headers list, in liaison with the ICAO Regional Offices; and METP-WG/MOG/1-SD - 4 -

f) work with ICAO and propose a more robust update procedure for the update of FASID Table MET 2A.

3.3.4 The meeting noted IP/2, presented by the , regarding the future provision of the Full U.S. METAR/SPECI Reports on SADIS Dissemination Systems. The purpose of the paper was to inform the international community that U.S. METAR and SPECI reports will contain the complete report for international dissemination, including the World Area Forecast System (WAFS) File Service (WIFS).

3.3.5 U.S. METARs and SPECIs will no longer have “remarks” removed from the report before transmission to the various international services, e.g. WIFS.

3.3.6 Effective date for the provision of the METAR/SPECI with Remarks has not been established. Once the date is finalized it will be made available on the WIFS website, WAFS Change Notification Board, and appropriate U.S. notification services.

3.3.7 The ICAO representative advised the group about the inconvenience of the dissemination of information not compliant with Annex 3 in official ICAO Systems i.e. SADIS and WIFS. The WMO representative noted that according to WMO regulations METAR and TAF should not be distributed with Remarks.

3.3.8 The group also noted IP/3 regarding the provision of OPMET information by United States in response to a request from IATA SADISOPSG/19 Meeting.

3.4 SADIS Management Report – 2014/15

3.4.1 The group was pleased to note that, in accordance with Conclusion 7/1, the SADIS Provider State had prepared a management report for the period 2014-2015 which was placed on the METP WG-MOG website on 12 August 2015, at least one month in advance of the meeting. After review of the report, the group expressed its compliments to the SADIS Provider State for providing such a detailed and informative management report.

3.5 Operational efficacy of the SADIS – 2014/15

3.5.1 The group reviewed WP/11, presented by the SADIS Provider State, about the operational efficacy assessment 2014/2015, and proposal for 2015/2016 operational efficacy questionnaire.

3.5.2 In this regard the group, including the International Air Transport Association (IATA), agreed that, in the light of comments received, the SADIS 2G satellite broadcast and the Secure SADIS FTP service continued to meet the operational requirements during the period under review (namely 2014/2015) and formulated the following draft conclusion accordingly:

Conclusion 1/3 — Annual statement of operational efficacy of SADIS 2014/2015

That the Chair of the METP-WG/MOG be invited to inform the Chair of the SCRAG that the SADIS continued to meet the operational requirements during the period 2014/2015. - 5 - METP-WG/MOG/1-SD

3.5.3 In addition the group agreed that, since the SADIS 2G service will be withdrawn on the 31 July 2016, that the 2015/2016 questionnaire should have references to the SADIS 2G component of the service withdrawn. The group formulated the following draft recommendation:

Recommendation 1/4 — 2015/2016 SADIS operational efficacy questionnaire

That the questionnaire used in the 2015/2016 consultation will remove references to the SADIS 2G component of the service.

3.6 SADIS Inventory-2015

3.6.1 The meeting reviewed WP/8 presented by the SADIS Provider States regarding changes and updates to the SADIS inventory proposed by the SADIS Provider State for review and endorsement by the group. After discussion the group formulated the following draft recommendation:

Recommendation 1/5 — SADIS Inventory 2015-2016

That the Chair of the METP-WG/MOG be invited to forward the updated SADIS inventory given in Appendix to the WP/8 to the Chair of SCRAG.

3.7 SADIS Implementation — 2015

3.7.1 The meeting reviewed the SADIS User Guide. In this regard, the meeting considered the most recent revision proposal with regard to the SADIS 2G User Guide. It was noted that the proposed revision was available at the MOG website and the group was pleased with its content.

3.7.2 The attention of the group was turned to the alignment of the OPMET content of SADIS and WIFS. In this regard the group reviewed WP/19 presented by IATA which provided an overview about the differences of the two systems (SADIS and WIFS) and the logic behind the request that the OPMET information be aligned. In reply to the request the group concur that the OPMET content of SADIS 2G satellite broadcast, Secure SADIS FTP and WIFS be aligned. The group formulated the following draft recommendation: METP-WG/MOG/1-SD - 6 -

Recommendation 1/6 — Alignment of the OPMET content of SADIS and WIFS

That the SADIS provider state and the WIFS provider state in, be invited to:

a) continue efforts to align of the OPMET content of SADIS and WIFS for scheduled OPMET information (METAR and TAF) and non-scheduled OPMET information (such as AIRMET, SIGMET, GAMET, AIREP);

b) report on progress in respect of a) above to the next WG- MOG Meeting.

IATA monitoring concerning the availability of scheduled OPMET information from AOP and non-AOP aerodromes. Presented in the Appendix to METP-WG/MOG-WP/20 may assist in a) above.

3.7.3 In a related issue the group reviewed WP/20 presented by IATA which outlined the changes to IATA requirements for OPMET data of non-AOP aerodromes and additionally it proposed changes to the existing tables concerned as soon as the IATA requirements have been approved by responsible groups in the ICAO Regions. After discussion and noting the importance of these requirements for users, the group formulated the following draft recommendation by electronic correspondence:

Recommendation 1/7 — Revision to the ICAO database that is used to generate the FASID TABLE MET 2A

That ICAO:

a) be invited to consider the urgent development of an updated procedure for the update of the ICAO database that is used to generate the FASID TABLE MET 2A and in a particular OPMET information from non-AOP aerodromes; and

b) include in the referred update the IATA requirements from non-AOP aerodromes as presented in Appendix B to this report by 31 December 2015.

3.7.4 The group reviewed WP/17 presented by the SADIS Gateway Provider regarding the SADISOPSG/19 Conclusion 19/11, in relation to a review of the SADIS Gateway Operations Handbook OPMET Monitoring Requirements. After discussion the group formulated the following draft conclusion: - 7 - METP-WG/MOG/1-SD

Conclusion 1/8 — Update to the SADIS Gateway Operations

That the SADIS Gateway Provider, in coordination with the SADIS Contract Manager:

a) publish and implement Version 5 of the SADIS Gateway Operations Guide; and

b) review the guide on an annual basis and if required update and present for approval to the METP-WG/MOG.

3.8 Development of the SADIS under METP and WGs

3.8.1 The group reviewed WP/16 presented by the SADIS Provider State which proposed that future references to SADIS User Guide Annex 1 should be replaced with 'FASID TABLE MET 2A', and that the SADIS User Guide Annex 1 be withdrawn. After discussion the group agreed with the proposal and formulated the following draft recommendation:

Recommendation 1/9 — Withdrawal of future references to 'SADIS User Guide Annex 1' in favour of references to 'FASID Table MET 2A'

That the ICAO Secretariat, in coordination with the SADIS Provider State and WIFS Provider State, be invited to replace all extant and future references to 'SADIS User Guide Annex 1' with 'FASID Table MET 2A'.

Note 1.— References to 'SADIS User Guide Annex 1 to be replaced with 'FASID MET 2A' and – where appropriate – a link to http://www.icao.int/safety/meteorology/Documents/FASID%20Table %20MET%202A%20-%20SUG%20Annex%201%20- %20Complete.pdf.

Note 2.— SADIS User Guide Annex 1 to be deleted, with remaining Annexes re-numbered.

3.8.2 In a related issue the group discussed WP/3 presented by the SADIS Provider State which requested endorsement to remove the ' LAST_18_HOURS_DATA ' datafile from Secure SADIS FTP. In light of the foregoing information the meeting formulated the following draft recommendation:

Recommendation 1/10 — Removal of the 'LAST_18_ HOURS_DATA' file from Secure SADIS FTP

That the SADIS Provider be invited to remove the 'LAST_18_HOURS_DATA' file from Secure SADIS FTP, to be effective 1200 UTC 12 January 2016.

Note.— Notice of this change to be given to the WAFS Change Implementation Notice Board, SADIS Workstation suppliers and via SADIS Administrative message (NOUK10 EGRR). METP-WG/MOG/1-SD - 8 -

3.8.3 Additionally the group reviewed WP/4 presented by the SADIS Provider State intended to obtain endorsement to cease the last T4 products being delivered via SADIS, and to update all references in SADIS User Guide in relation to T4. In light of the foregoing information relating to T4 versions of Volcanic Ash Graphic, which are no longer compliant with ICAO Annex 3, the meeting formulated the following draft recommendation:

Recommendation 1/11 — Cessation of distribution of last T4 formatted Volcanic Ash Graphic product

That the SADIS Provider cease distribution of the last T4 formatted Volcanic Ash Graphic product with effect from 1200 UTC 17 November 2015.

Note 1.— The affected WMO Abbreviated Header Lines are PHVA10 RJTD and PHVA15 RJTD.

Note 2.— The SADIS Provider will inform users via administrative message (NOUK10 EGRR) accordingly in advance of ceasing distribution.

Note 3.— Any legacy references to 'T4' formats in extant SADIS documentation should be removed as soon as practicable.

3.9 Review of MOG Terms of Reference in relation to SADIS

3.9.1 No papers were presented.

3.10 Work Plan from METP/1 under WG-MOG

3.10.1 The group the reviewed the SADIS-related activities allocated to the WG as follows:

3.10.1.1 Activity 1.1: Alignment of the OPMET content of SADIS and WIFS (SADISOPSG 19/7).

3.10.1.1.1 This issue was addressed separately in by the SADIS Management Report and the USA WIFS update.

3.10.1.2 Activity 1.2: Revision to Annex 1 to the SADIS User Guide (SUG) concerning OPMET information from non-AOP aerodromes (SADISOPSG 19/9).

3.10.1.2.1 Completed by ICAO.

3.10.1.3 Activity 1.3: Maintenance of information containing WMO abbreviated header lines for SIGMET and advisories (SADISOPSG 19/10).

3.10.1.3.1 ICAO provided a report as a follow-up of Conclusion 19/10. In this regard it was noted that due to the ANB reorganization the work on this matter had been unable to be started. The group was of the view that it should continue to work with ICAO HQ and its Regional Offices to create a definitive list of SIGMET headers which are made available to meet the requirements identified in Activity 19/10 and provide an updated procedure to manage the changes in the headers list, in liaison with the ICAO Regional Offices. Therefore Conclusion 19/10 was considered still valid. - 9 - METP-WG/MOG/1-SD

3.10.1.4 Activity 1.4: Review of the SADIS Gateway Operations Handbook OPMET monitoring requirements (SADISOPSG 19/11).

3.10.1.4.1 This issue was addressed by WP/17.

3.10.1.5 Activity 1.5: Review of the provision of concatenated data files containing WAFS GRIB2 bulletins on Secure SADIS FTP (SADISOPSG 19/16).

3.10.1.5.1 This issue was addressed separately in 3.2, WP/2 refers.

3.10.1.6 Activity 1.6: Feasibility study into making area forecasts for low-level flights issued in graphical form available on Secure SADIS FTP. (SADISOPSG 19/26).In this regard the group reviewed WP/7 presented by the SADIS Provider State as a follow-up of SADISOPSG Conclusion 19/26. In this regard the group was apprised about the outcome of a feasibility study in relation to making area forecasts for low-level flights available on Secure SADIS FTP. In light of the information provided the group formulated the following draft recommendation:

Recommendation 1/12 — Provision of low-level area forecasts in graphical format on Secure SADIS FTP

That the SADIS Provider, in coordination with the SADIS Gateway Provider undertake a 6 month trial to make available on Secure SADIS FTP European graphical low-level area forecasts, and as a minimum the United Kingdom's graphical low level forecast.

Note 1.— The trial will commence on 19 January 2016 and will continue to 19 July 2016. A review of this change to the service will be presented by the SADIS Provider at the next appropriate METP WG-MOG meeting.

Note 2.— Originating States (or their agents) shall ensure that such data complies with the principles set out in Appendix B [to this Working Paper].

Note 3.— During the trial period of 6 months, the SADIS Provider shall have the right to terminate – without notice – provision of the data if, in the opinion of the SADIS Provider, it endangers the service as whole.

3.10.1.7 Activity 1.7: Structure of Annex 3 of the SADIS User Guide (SADISOPSG 19/27).

3.10.1.7.1 In this regard the group noted the information contained in IP/10 presented by the SADIS Gateway Provider with regard to the structure of Annex 3 of the SADIS User Guide as a follow-up of SADISOPSG Conclusion 19/27. Additionally the group was presented with the Report of the SADISOPSG technological developments team (IP/5 refers) and was very pleased with the information contained therein.

3.11 SADIS Matters arising in relation to other METP groups

3.11.1 The group reviewed IP//4, presented by the SADIS Provider State, regarding recent SADIS Evaluations conducted against the criteria established by SADISOPSG/19, and endorsed via METP-WG/MOG/1-SD - 10 -

SADISOPSG Decision 19/20. The group was pleased to note that further evaluations are scheduled in the future.

3.12 SADIS and Meteorological Information Exchange – WG-MIE

3.12.1 No documentation was submitted regarding this agenda item.

3.13 SADIS and Meteorological Information and Service Development – WGMISD

3.13.1 No documentation was submitted regarding this agenda item.

3.14 SADIS and Meteorological Requirements and Integration – WG-MRI

3.14.1 No documentation was submitted regarding this agenda item.

3.15 Proposals from the SADIS Provider and SADIS Gateway Provider for consideration by appropriate WG under METP/1

3.15.1 The meeting reviewed WP/9 presented by the SADIS Provider State regarding the endorsement of the development of Secure SADIS Web service. After discussion, the meeting agreed that the this matter should be discussed at WG/MIE.

3.15.2 In a related issue the group discussed WP/5 presented by the SADIS Provider State inviting the group to consider a revised definition of the 'SADIS' acronym, to more accurately reflect the distribution method following cessation of SADIS 2G at 1200 UTC on 31 July 2016. After discussion the group formulated the following draft recommendation:

Recommendation 1/13 — Revised definition of the 'SADIS' acronym

That:

a) effective on 1st August 2016, the SADIS acronym will be understood to refer to 'Secure Aviation Data Information Service'; and

b) ICAO be invited to consider the need to issue a State Letter announcing the cessation of the SADIS 2G service and need for the revision to the SADIS acronym to update all references to SADIS where required.

3.15.3 The attention of the group was turn to WP/10 presented by the SADIS Provider State which, in light of increased downloads of WAFS GRIB2 data, and the expected significant increase of Secure SADIS FTP users ahead of the withdrawal of the SADIS 2G service (31 July 2016), proposed an increase to the overall bandwidth allocated to the Secure SADIS FTP service from 27 October 2015. After discussion the group formulated the following draft recommendation: - 11 - METP-WG/MOG/1-SD

Recommendation 1/14 — Increase of Secure SADIS FTP Bandwidth

That:

a) the SADIS Provider be invited to increase the overall bandwidth available to Secure SADIS FTP to 24 Mbit/sec bursting to 42 Mbit/sec; and

b) the SADIS Provider be invited to increase the individual client limit from 1024Kbit/sec to 2048 Kbit/sec.

Note 1.— The overall bandwidth refers to the bandwidth available between the SADIS Provider and its Internet Service Provider (an annual cost of GBP10,250 at 2015 rates).

Note 2.—The increase in bandwidth to be implemented at 1200 UTC on 27 October 2015.

3.16 Future Requirements for oversight of SADIS for cost recovery purposes

3.16.1 No documentation was submitted regarding this agenda item.

3.17 Future Management Report requirements, including review of KPIs.

3.17.1 It was expected that for the purposes of SADIS Cost Recovery, the SADIS Provider State would continue to provide annual SADIS Management Reports to the WG-MOG meetings.

3.18 Future Inventory requirements.

3.18.1 It was expected that for the purposes of SADIS Cost Recovery, the SADIS Provider State would continue to provide annual SADIS Inventory updates to the WG-MOG meetings.

3.19 Future SADIS implementation requirements.

3.19.1 No documentation was submitted regarding this agenda item.

3.20 Operational Efficacy/Annual questionnaire.

3.20.1 See 3.5 above.

3.21 Long term planning of SADIS
