Cleared for public release: distribution unlimited. 1 Abstract THE ARMY AMATEUR RADIO SYSTEM: 1925-1941 by MAJOR Scott B. Hedberg, United States Army, 78 pages. This monograph conducts a historical study of the Army Amateur Radio System, the predecessor to the Military Auxiliary Radio System (MARS). MARS is primarily known for its performance during the Vietnam conflict in providing morale communications for US service personnel. In 2009, the Department of Defense changed the MARS mission to support homeland security functions by using MARS to provide backup emergency communications to local, state, and federal authorities. Viewed as a new direction for MARS, the responsibility of providing emergency communications is the same mission that was ably conducted by the Army Amateur Radio System prior to the United States entry into World War II. -

The so called ‘Calais Experiment’ (1950) and the ‘Paris Week’ (1952) were celebrated as historic landmarks in European television and celebrated as a new ‘entente cordiale’ between the two countries. This article aims at highlighting some of the tensions that surrounded the realization of these first experiments in transnational television by embedding the historic events into the broader context of television development in Europe and by emphasizing the hidden techno- political interests at stake. In line with current trends in transnational and European television historiography, the article analyses transnational media events as performances that highlight the complex interplay of the technical, institutional and symbolic dimension of television as a transnational infrastructure. Lackow July 13, 2008 Abstract In the study of law and economics, there is a danger that historical inferences from theory may infect historical tests of theory. It is imperative, therefore, that historical tests always involve a vigorous search not only for confirming evidence, but for disconfirming evidence as well. We undertake such a search in the context of a single well-known case: the Federal Radio Commission’s (FRC’s) 1927 decision not to expand the broadcast radio band. The standard account of this decision holds that incumbent broadcasters opposed expansion (to avoid increased competition) and succeeded in capturing the FRC. Although successful broadcaster opposition may be taken as confirming evidence for this interpretation, our review of the record reveals even stronger disconfirming evidence. In particular, we find that every major interest group, not just radio broadcasters, publicly opposed expansion of the band in 1927, and that broadcasters themselves were divided at the FRC’s hearings. 1. Introduction What is the role of history in the study of law and economics? Perhaps its most important role in this context is as a test of theory and a source of new hypotheses.
