City Manager’s Update

The Moores Bridges Water Treatment Plant was, appropriately, the backdrop Thursday for the public announcement of the renewed water contract between Beach and Norfolk. Mayor Louis Jones and Norfolk Mayor Kenny Alexander represented their respective cities and City Councils in announcing the agreement that will extend the water contract until 2060. I attended along with Norfolk City Manager Doug Smith and Deputy City Manager Tom Leahy, who, as a young engineer with the City, oversaw the Lake Gaston pipeline project.

“Each day, our residents and businesses rely on us to bring them safe, high-quality, dependable water to drink in a sustainable and environmentally friendly manner,” Mayor Jones said at the event. “Therefore, what we announce here today is an extension of the water services contract, and the continuation of a partnership that has developed, quite literally, a public water supply that is among the best in this great nation.”

The Norfolk-Virginia Beach Water Services Contract is an important corollary to the Lake Gaston Water Supply Pipeline. Completed in 1997, the pipeline brings 60 million gallons of water 76 miles from Lake Gaston through a 60-inch diameter pipe to the Norfolk reservoirs in the Isle of Wight and Suffolk. Norfolk receives, stores, and transmits the water to the Moores Bridges Water Treatment Plant.

Norfolk treats the water and delivers it to Virginia Beach. Virginia Beach reimburses Norfolk for its costs pursuant to the Water Services Contract. This unique partnership has resulted in a public water supply that has the lowest costs in the region, superior water quality, and excellent reliability.

The Virginia Beach Department of Public Health will host a FREE flu vaccination clinic at Newtown Elementary School (5277 Learning Circle) on Saturday, Oct. 20, from 10 a.m. to 1 p.m. Public Health nurses, volunteer Medical Reserve Corps nurses and City EMS personnel will administer 1,100 doses free of charge on a first-come, first-served basis to adults and children, ages 3 years and older.

Limited dental screenings will also be offered for children ages 18 and younger. Public Health dental staff will conduct the dental screenings. See attached flyer. Contact: VBDPH at (757) 518- 2700 weekdays from 8:30 a.m. and 5 p.m.

Virginia Beach Housing and Neighborhood Preservation is the winner of the 2018 Housing Consortium Housing Partner: Special Project Award for the new Housing Resource Center. The award recognizes an individual or organization that has demonstrated outstanding commitment, effectiveness and innovation in meeting any type of housing-related needs through a project or specific program. Special consideration was given to nominations that address a particularly pressing affordable housing need, serve the needs of a special population (e.g. elderly, disabled and homeless), and use creative financing products and outreach to provide housing for a disadvantaged population.

The Hampton Roads Housing Consortium (HRHC) is a voluntary association of governmental, private and nonprofit organizations committed to improving affordable housing opportunities in Hampton Roads. HRHC presented the award at a ceremony on Oct. 11 at the Westin Virginia Beach Town Center.

Vice Mayor Jim Wood and I joined the Philippine Ambassador to the Jose Manuel Romualdez, members of the Sisters Cities Association of Virginia Beach and the Philippine American Chamber of Commerce of Virginia (PACCVA) at a dinner hosted by PACCVA on Oct. 4. Economic Development staff briefed Ambassador Romualdez on the establishment of the Virginia Beach Olongapo Business Development Foundation office as well as planned and ongoing investments by Virginia Beach companies in Olongapo City and the Subic- Clark corridor. They also discussed the sister city ports agreement between the Virginia Ports Authority and Subic Bay Metropolitan Authority.

In a two-day introductory visit to the L-R: City Manager Dave Hansen; Carolyn Garrett, president of the Hampton Roads area, Ambassador Sister Cities Association of Virginia Beach (SCAVB); Ambassador Romualdez emphasized the Embassy’s Romualdez; Vice Mayor Wood; Ruth Fraser, executive director of interest in strengthening economic relations SCAVB; and Naomi Estaris, president of PACCVA. with state and local governments throughout the United States. He brought along his economic team to discuss the Philippines’ interest in doing business in the areas of agriculture, banking, business process outsourcing, logistics, port automation, infrastructure and technology.

The National Theatre for Children’s ‘Water Pirates of Neverland: Ocean’s 3 1/2’ tour kicked off on Monday, Oct. 15 in Virginia Beach. Funded by the Department of Public Utilities, this show promotes water conservation, protection and appreciation among younger students.

The performance centers around Captain Doorknob, a pirate on the hunt for a valuable treasure. Throughout the show, students learn about the uses of water, the importance of water, how water gets polluted and ways to conserve water. By the end, Captain Doorknob and the student audience discover that water is the valuable treasure they seek, and they should treat it as such.

The tour will conclude on Nov. 2, after performing at 27 Virginia Beach elementary schools and reaching nearly 9,300 students.

A Virginia Historical Highway Marker to commemorate the World War II era German prisoner of war camp at Camp Ashby was dedicated on Oct. 11. Located on the north side of Virginia Beach Boulevard just east of Thalia Road, the marker was the result of a research grant awarded to local historian Julie Spivey by the Historic Preservation Commission. Ms. Spivey researched the camp history, developed the marker text, and prepared and submitted the application materials to the Virginia Department of Historic Resources.

Vice Mayor Jim Wood and Delegate Jason Miyares were the featured speakers at the event. Other speakers included military historian Fielding Tyler and JEBLCFS Executive Officer William Johnson. Councilmember Rosemary Wilson also attended the ceremony.

Camp Ashby housed more than 6,000 German POWs from 1944 to 1946. The prisoners provided labor on local L-R: Julie Spivey, Captain William Johnson, farms and manufacturing plants as a way of addressing Fielding Tyler, Delegate Jason Miyares, Vice labor shortages caused by the war. The former Tidewater Mayor Jim Wood and Council Member Victory Memorial Hospital served headquarters for Rosemary Wilson. Camp Thalia and Camp Ashby. From the 1950s until 2017, the building served as the showroom for the Willis Furniture Company. The building was removed earlier this year.

Virginia Beach Public Library held its second annual Science Play Day at the TCC/City Joint- Use Library last Saturday, Oct. 13. More than 150 children and family members explored topics including bees, dinosaurs, circuits, chemistry, the skeletal system, robots, reptiles, satellites and more. Library staff and teen volunteers hosted stations inside and outside the library where children could enjoy hands-on experiments and crafts. Community partners including the Back Bay Amateur Astronomers as well as local butterfly, beekeeping and reptile organizations also hosted tables during the event.

Science Play Day highlights scientific concepts for young children in fun, age-appropriate ways and provides families who may not be able to attend the library's year-round, weekday STEAM (Science, Technology, Engineering, Art and Math) programs a chance to participate. Science Play Day is funded by a grant from the Friends of Virginia Beach Public Library.

A new shuttle started serving the Lighthouse as well as the National Park Services’ Cape Henry Memorial this week. The shuttle program was launched after new Federal security measures were put in place since the site is on an active military base. Preservation Virginia has launched a walking tour that explores more than 400 years of the historic Cape Henry area surrounding the Lighthouse. Stops include the Cape Henry Memorial National Park, where English settlers first landed in 1607 before continuing up the to Jamestown, and the new built in 1881 to replace the original tower. The organization will also continue daily Dune Talks at ground level every half hour, which cover STEM-related topics, including weather, ecology, geology and optics. A dune restoration project around the Cape Henry Lighthouse is underway through March 2019.

The shuttle is a partnership between Joint Expeditionary Base Little-Creek Fort Story, non-profit Preservation Virginia and the City of Virginia Beach. Internally, the new program reflects strength in coordination between the departments of Public Works (Fleet Management and Facilities Management), Planning and Community Development, Convention and Visitors Bureau and the Communications Office.
