TRANSPORT DEPARTMENT NOTICE

Special Traffic and Transport Arrangements for the Public Processions in and Central Districts on 1 May 2012

Members of the public are advised that the following traffic and transport arrangements will be implemented in Wan Chai and Central Districts on 1 May 2012 to facilitate the following public processions:

1. Public procession from Southorn Playground to the Central Government Offices in Tamar at about 10.30 am; 2. Public procession from Chater Road Pedestrian Precinct to Rodney Street in Admiralty at about 11.30 am; 3. Public procession from Southorn Playground to the Central Government Offices in Tamar at about 11.30 am; 4. Public procession from East Point Road Pedestrian Precinct to Victoria Park at about 1.00 pm; and 5. Public procession from Victoria Park to the Central Government Offices in Tamar at about 2.30 pm.

1. Public procession from Southorn Playground to the Central Government Offices in Tamar at about 10.30 am

The procession will start from Southorn Playground, via westbound, Queensway westbound, footbridge connecting Pacific Place and Queensway Plaza, Queensway Plaza, United Centre, and footbridge connecting United Centre and CITIC Tower with its destination at Central Government Offices, Tamar.

2. Public procession from Chater Road Pedestrian Precinct to Rodney Street in Admiralty at about 11.30 am

The procession will start from the Chater Road Pedestrian Precinct, via the section of Chater Road between Ice House Street and Murray Road, Chater Garden, the section of Queensway eastbound between Murray Road and Rodney Street and the northern pavement of Queensway with its destination at the western pavement of Rodney Street outside United Centre.

1 3. Public procession from Southorn Playground to the Central Government Offices in Tamar at about 11.30 am

I. Special Traffic Arrangements

A. Road Closure

The following roads will be closed to all vehicular traffic from about 11.15 am onwards until the crowd has dispersed and the road closure is lifted:

(a) Luard Road northbound between and Hennessy Road will be intermittently closed; (b) Hennessy Road eastbound between Luard Road and Fleming Road; (c) Fleming Road northbound between Hennessy Road and Lockhart Road; (d) Fleming Road flyover; and (e) Harbour Road westbound, Fenwick Pier Street westbound and Lung Wui Road westbound will be intermittently closed.

B. Traffic Diversion

The following traffic diversion will be implemented from about 11.15 am onwards until the crowd has dispersed and the road closure is lifted:

(a) Traffic along Hennessy Road eastbound must turn left onto Luard Road northbound (except franchised buses); (b) Traffic along Hennessy Road westbound will be prohibited from turning right onto Fleming Road northbound; (c) Traffic along Lockhart Road will be prohibited from entering Fleming Road flyover; (d) Traffic along Fleming Road southbound will be prohibited from entering Fleming Road flyover southbound; (e) Traffic along Harbour Road westbound will be prohibited from turning left onto Fleming Road flyover southbound; and (f) Traffic along Fenwick Pier Street westbound will be prohibited from entering Lung Wui Road westbound.

2 II. Special Public Transport Arrangements

A. Suspension and Temporary Relocation of Bus Termini

The termini of the following bus routes will be temporarily relocated from 11.15 am onwards until the road closure is lifted:

All bus stops along the procession route may be intermittently disrupted during the procession.

The following arrangements will be implemented from about 11.15 am until the road closure is lifted:

CTB 40 and 40M To Wan Chai  Will be converted into circular route: via Hennessy Road eastbound, Fenwick Street southbound, Johnston Road eastbound, Fleming Road northbound and Hennessy Road westbound.

XHT 104 To Pak Tin  via Gloucester Road eastbound and Cross Harbour Tunnel.

XHT 905, 960 and To Wan Chai  via Fenwick Street southbound and 961 Johnston Road eastbound.

XHT 905, 960 and To Lai Chi Kok / Tuen  via Fleming Road northbound and 961 Mun Hennessy Road westbound.

4 D. Restriction on Access to / Exit from Car parks

All car parks along Harbour Road westbound may be intermittently closed at short notice if necessary. In addition, vehicles may not be permitted to leave or access the car parks along the procession route during the road closure period until the roads are re-opened to traffic.

4. Public procession from East Point Road Pedestrian Precinct to Victoria Park at about 1.00 pm

The procession will start from East Point Road Pedestrian Precinct, via Yee Wo Street eastbound, Regal Hotel crossing, across Irving Street, western pavement of Leighton Road, Keswick Street, Pennington Street northbound, across Yee Wo Street, Sugar Street eastbound and across Gloucester Road with its destination at Victoria Park.

5. Public procession from Victoria Park to the Central Government Offices in Tamar at about 2.30 pm

I. Special Traffic Arrangements

A. Road Closure

Phase I

The following roads will be closed to all vehicular traffic from about 2.00 pm onwards until the crowd has dispersed and the road closure is lifted:

(a) The U-turn slip road between Gloucester Road southbound and northbound; (b) Sugar Street; (c) Irving Street (except vehicles heading for Regal Hong Kong Hotel); (d) Jardine’s Bazaar; (e) Tang Lung Street; and (f) Canal Road East between Hennessy Road and Russell Street.

Phase II

The following roads will be closed to all vehicular traffic from about 2.30 pm onwards until the crowd has dispersed and the road closure is lifted:

(a) Gloucester Road southbound between Victoria Park Road flyover and Causeway 5 Road (if necessary); (b) Yee Wo Street westbound between Pennington Street and Hennessy Road; (c) The section of Yun Ping Road between Kai Chiu Road and Pak Sha Road; (d) Kai Chiu Road; (e) The section of Lee Garden Road between Kai Chiu Road and Hennessy Road; (f) Hennessy Road westbound between Yee Wo Street and Lee Garden Road; (g) Canal Road West between Sharp Street West and Hennessy Road; (h) Wan Chai Road between Canal Road West and Morrison Hill Road; (i) Bowrington Road between Sharp Street West and Hennessy Road; (j) Hennessy Road westbound west of Lee Garden Road and Queensway will be intermittently closed; (k) The slip road leading from Johnston Road eastbound onto Hennessy Road westbound; (l) Rodney Street; (m) Harcourt Road westbound between the exit of Harcourt Garden car park and Tamar Street; (n) The fast lane of Harcourt Road westbound between Tamar Street and Cotton Tree Drive; (o) Harcourt Road eastbound between Tim Wa Avenue and Tim Mei Avenue; (p) Tim Wa Avenue southbound (except vehicles heading for Chief Executive Office and Central Government Offices car park); (q) The fast lane of Garden Road flyover; and (r) Edinburgh Place southbound between Lung Wo Road and Connaught Road Central.

B. Traffic Diversion

Phase I

The following traffic diversion will be implemented from about 2.00 pm onwards until the crowd has dispersed and the road closure is lifted:

(a) Traffic along Gloucester Road southbound will be prohibited from turning right onto Gloucester Road northbound; (b) Traffic along Yee Wo Street eastbound will be prohibited from turning left onto Sugar Street; (c) Traffic along Causeway Road westbound will be prohibited from turning right onto Irving Street westbound (except vehicles heading for Regal Hong Kong Hotel) and must turn left onto Leighton Road westbound; (d) Traffic along Irving Street westbound will be diverted to turn right onto Pennington Street northbound; 6 (e) Traffic along Pennington Street northbound will be diverted to turn right onto Yee Wo Street eastbound; (f) Traffic along Russell Street westbound will be diverted to turn left onto Canal Road East southbound; and (g) Traffic along Hennessy Road westbound will be prohibited from turning left onto Canal Road East.

Phase II

The following traffic diversion will be implemented from about 2.30 pm onwards until the crowd has dispersed and the road closure is lifted:

(a) Traffic along Victoria Park Road flyover southbound will be diverted to turn right onto Gloucester Road service road westbound (if necessary); (b) Traffic along Gloucester Road southbound heading for Causeway Road will be diverted to Tai Hang Road flyover southbound (if necessary); (c) Traffic along Great George Street eastbound will be diverted to turn left onto Gloucester Road northbound (except vehicles heading for Tai Hang Road flyover southbound); (d) Traffic along Yun Ping Road northbound will be diverted to turn left onto Pak Sha Road or Lan Fong Road; (e) Traffic along Canal Road West northbound near Sharp Street West will be diverted to the up-ramp leading to Canal Road flyover northbound; (f) Traffic along Sharp Street West eastbound will be diverted to the up-ramp leading to Canal Road flyover northbound; (g) Traffic along Sharp Street West eastbound will be prohibited from turning left onto Bowrington Road northbound; (h) Traffic along Bowrington Road northbound will be diverted to turn right onto Sharp Street West eastbound; (i) Traffic along Wan Chai Road eastbound will be diverted to turn right onto Morrison Hill Road southbound; (j) Traffic along Stewart Road southbound will be prohibited from turning right onto Hennessy Road westbound; (k) Traffic along Fleming Road southbound will be prohibited from turning right onto Hennessy Road westbound; (l) Traffic along Fleming Road northbound will be prohibited from turning left onto Hennessy Road westbound; (m) Traffic along Fenwick Street southbound will be prohibited from turning right onto Hennessy Road westbound; (n) Traffic along Harcourt Road westbound near the exit of Harcourt Garden car park 7 will be diverted to Harcourt Road flyover westbound; (o) Traffic along Harcourt Road eastbound will be diverted to turn right onto Cotton Tree Drive southbound; (p) Traffic along Cotton Tree Drive northbound will be diverted to Tim Wa Avenue northbound; (q) Traffic along Lung Wo Road will be prohibited from entering Tim Wa Avenue (except vehicles heading for Chief Executive Office and Central Government Offices car park); and (r) Traffic along Lung Wo Road will be prohibited from entering Edinburgh Place southbound.

II. Special Public Transport Arrangements

The following arrangements will be implemented from about 2.00 pm until the road closure is lifted:

17 GMB 40 To Stanley  Will be converted into circular service: via Leighton Road eastbound, Hysan Avenue eastbound, Hoi Ping Road southbound, Leighton Road westbound and Morrison Hill Road southbound.

D. Suspension of Bus Stops

All bus stops along Gloucester Road southbound, Irving Street, Yee Wo Street westbound, Hennessy Road westbound and Rodney Street, and Admiralty (East) Public Transport Interchange will be suspended from about 2.00 pm until the crowd is dispersed and traffic resumes normal.

E. Suspension of Public Light Bus (PLB) Stand and Green Minibus (GMB) Stand

The PLB stand at Sugar Street and GMB stand at Tang Lung Street will be temporarily suspended from 2.00 pm until the crowd is dispersed and traffic resumes normal.

F. Restriction on Access to / Exit from Car parks

All car parks along Hennessy Road westbound and Rodney Street may be closed at short notice if necessary. In addition, vehicles may not be permitted to leave or access the car parks along the procession routes during the road closure period until the roads are re-opened to traffic.

Removal of Illegal Parking Vehicles

Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above might be towed away without prior notice.

Attention and Appeal

Due to extensive road closure in Causeway Bay, Wan Chai and Central, and the diversion of bus routes and general traffic away from Yee Wo Street, Hennessy Road and Admiralty (East) Public Transport Interchange, we expect that other major roads in the vicinity, such as Victoria Park Road, Gloucester Road, Queensway, Harcourt Road, Cross Harbour Tunnel and Aberdeen Tunnel will become very busy and more congested.

Appropriate traffic aids will be erected on site to guide motorists. Bus companies and Green 18 Minibus operators will display notices to advise passengers of the above special traffic arrangements. Motorists should exercise tolerance and patience in case of traffic congestion and take heed of instruction of the Police; and watch out for the latest traffic news via media.

Depending on the prevailing circumstances, other ad-hoc traffic and public transport measures, including further closures of roads, traffic diversions, alterations and suspension of public transport services may be introduced by the Police at anytime depending on traffic and crowd conditions in the areas.

Members of the public are advised to use public transport services and avoid driving to the affected or congested areas, especially Causeway Bay, Wan Chai and Admiralty unless necessary. They are advised to plan their routes early, use alternative routes and allow more traveling time to cater for unexpected delay. Bus and other public transport commuters are advised to pay attention to the arrangements of route diversions and suspension or relocation of stops.
