Description:

This acquisition consists of (18) base bid items and (10) Bid Options. The government reserves the right to award none, any or all of the bid options in any order. Unit of issue is ton. Unit prices quoted shall be per ton and include hauling and stockpiling or tailgate spreading of ordered materials as indicated below. This project is located in the Great Smoky Mountains National Park’s , Blount, Sevier, and Cocke Counties and North Carolina; Swain and Haywood County.

Contract Time: 120 calendar days (June 1, 2021 – December 31, 2021)

Item 0001 - TDOT Class A, Grade D Base or NCDOT (ABC) Aggregate Base Coarse 1”; tailgate spread. Delivery Locations and Quantities: • Hyatt Lane – estimated quantity 125 tons - From Townsend, TN take Route 73 into the park. At the split in the road turn right onto Laurel Creek Road. Continue on Laurel Creek Road for approximately 7 miles. Coordinate access to the Loop Road with the District Maintenance Supervisor PRIOR to attempting delivery. Enter the Loop Road and continue until you reach Hyatt lane. To exit, return to the Cades Cove Loop Road. Gravel will be spread under the direction of the park equipment operator. Equipment operator will be on site.

Coordinate access to the Cades Cove Loop Road with the District Maintenance Supervisor PRIOR to attempting delivery. Enter the Loop Road and continue until you reach Primitive Baptist Church Access Road. To exit, return to the Cades Cove Loop Road. Item 0004 – TDOT Class A, Grade D Base or NCDOT (ABC) Aggregate Base Coarse 1”; tailgate spread. Delivery Location and Quantity: • Upper Tremont Road – estimated quantity 150 tons - From Townsend, TN, take Route 73 into the park. At the split in the road turn right onto Laurel Creek Road. Continue on Laurel Creek Road for approximately 1/4 of a mile, cross the bridge and make an immediate left onto Tremont Road. Stay on Tremont Road for 2.1 miles until the asphalt ends and the Upper Tremont Road (gravel) begins.

Delivery Location and Quantity: • Upper Tremont Road – estimated quantity 100 tons - From Townsend, TN, take Route 73 into the park. At the split in the road turn right onto Laurel Creek Road. Continue on Laurel Creek Road for approximately 1/4 of a mile, cross the bridge and make an immediate left onto Tremont Road. Stay on Tremont Road for 2.1 miles until the asphalt ends and the Upper Tremont Road (gravel) begins.

Item 0006 - TDOT Class A, Grade D Base or NCDOT (ABC) Aggregate Base Coarse 1”; tailgate spread. Delivery Location and Quantities: • Greenbrier Road – estimated quantity 500 tons – Greenbrier Road is located approximately 6.9 miles from Gatlinburg, TN, between Gatlinburg and Pittman Center, TN on US 321. From Gatlinburg, follow US 321 to the National Park Service Greenbrier sign. Turn right just beyond the sign onto Greenbrier Road. Follow the road approximately ¼ mile past the Ranger Station where the asphalt ends.

Gravel will be spread under the direction of the park equipment operator. Equipment operator will be on site.

Item 0007 – TDOT Class A, Grade D Base or NCDOT (ABC) Aggregate Base Coarse 1”; tailgate spread.

Delivery Location and Quantity:

• Porter’s Creek Road – estimated quantity 200 tons – Porter’s Creek Road is off of Greenbrier Road. Greenbrier Road is located approximately 6.9 miles from Gatlinburg, TN, between Gatlinburg and Pittman Center, TN on US 321. From Gatlinburg, follow US 321 to the National Park Service Greenbrier sign. Turn right just beyond the sign onto Greenbrier Road. Continue on Greenbrier road until it ends, once it ends (Ramsey’s Cascade intersection) that is where Porter’s Creek road begins.

Gravel will be spread under the direction of the park equipment operator. Equipment operator will be on site.

Item 0008 - TDOT Class A, Grade D Base or NCDOT (ABC) Aggregate Base Coarse 1”; tailgate spread. Delivery Location and Quantities:

• Elkmont Cemetery Road – estimated quantity 150 tons – From main Gatlinburg entrance take little river road to Elkmont Campground road. Go towards Elkmont campground. Go about a mile and the turn will be on the left (just before the old wonderland hotel entrance.)

• Cataloochee Entrance Road – estimated quantity 400 tons - Take I-40 in North Carolina to Exit 20, then drive 0.4 miles then turn right onto Cove Creek Road (S.R. 1395), drive 5.8 miles to the Park Entrance. Spread from Cove Creek Gap to Pavement.

Gravel will be spread under the direction of the park equipment operator. Equipment operator will be on site.

Delivery Location and Quantities:

• Cataloochee gate @ Jct. with gravel entrance road and paved valley road – estimated quantity 200 tons - Take I-40 in North Carolina to Exit 20, then drive 0.4 miles then turn right onto Cove Creek Road (S.R. 1395), drive 5.8 miles to the Park Entrance. Take gravel entrance road then take right on paved valley road and go behind gate to stockpile.

• Old 284 Big Creek side to steel bridge – estimated quantity 200 tons - Take I-40 to Exit 451, then drive towards Big Creek Campground. At intersection before entering Park turn left onto 284 and go until reaching park boundary.

• Purchase Knob Road – estimated quantity 300 tons – Take US 276 to Hemphill Road. Travel on Hemphill road till it leaves pavement and turns to gravel purchase Knob Road.

• Big Creek Entrance Road – estimated quantity 200 tons – From I-40 take exit 451 and follow signs to big creek. Once in Park at gravel begin work.

Item 0020 - TDOT Class A, Grade D Base or NCDOT (ABC) Aggregate Base Coarse 1”; tailgate spread.

Delivery Locations and Quantities:

• Abrams Creek Campground Access Road – estimated quantity 75 tons - From Maryville, TN take Montvale Rd. to Happy Valley Road then take left onto Abrams Creek Road and go until road turns to gravel.

Gravel will be spread under the direction of the park equipment operator. Equipment operator will be on site.

Enter the Loop Road and continue until you reach Abrams Falls Access Road. To exit, return to the Cades Cove Loop Road. Gravel will be spread under the direction of the park equipment operator. Equipment operator will be on site.

Item 0022 - TDOT Class A, Grade D Base or NCDOT (ABC) Aggregate Base Coarse 1”; tailgate spread. Delivery Location and Quantities: • Ramsey Cascades Road – estimated quantity 200 tons – Greenbrier Road is located approximately 6.9 miles from Gatlinburg, TN, between Gatlinburg and Pittman Center, TN on US 321. From Gatlinburg, follow US 321 to the National Park Service Greenbrier sign. Turn right just beyond the sign onto Greenbrier Road. Follow the road approximately ¼ mile past the Ranger Station where the asphalt ends then continue on gravel to first bridge across creek to left and you are on Ramsey Cascades Road..

Gravel will be spread under the direction of the park equipment operator. Equipment operator will be on site.

Item 0023 – TDOT Class A, Grade D Base or NCDOT (ABC) Aggregate Base Coarse 1”; stockpiled.

Delivery Locations and Quantities:

• Cades Cove Maintenance Area – estimated quantity 500 tons - From Townsend, TN take Route 73 into the park. At the split in the road turn right onto Laurel Creek Road. Continue on Laurel Creek Road for approximately 7 miles. Make a left at the intersection into the Cades Cove Campground. Once in the campground, take the first right into the maintenance area.

Park staff will be responsible for mounding the gravel on a daily basis.

Item 0024 – TDOT Class A, Grade D Base or NCDOT (ABC) Aggregate Base Coarse 1”; stockpiled.

Delivery Location and Quantity:

• Forge Creek Road – 350 tons - From Townsend, TN take Route 73 into the park. At the split in the road turn right onto Laurel Creek Road. Continue on Laurel Creek Road for

approximately 7 miles. Coordinate access to the Cades Cove Loop Road and Forge Creek Road with the District Maintenance Supervisor PRIOR to attempting delivery. Enter the Loop Road and continue until you reach the Cable Mill Area and the entrance to Forge Creek Road. To exit, return to the Cades Cove Loop Road.

Gravel will be stockpiled under the direction of the park equipment operator. Equipment operator will be on site.

Item 0025 - TDOT Class A, Grade D Base or NCDOT (ABC) Aggregate Base Coarse 1”; stockpiled.

Delivery Locations and Quantities:

• North District Maintenance Area – estimated quantity 200 tons – From Gatlinburg, TN take US 441 south into the park. From the entrance to the park, continue to travel on US 441 South for approximately 1.5 miles then turn right onto Park Headquarters Road. Continue to the Maintenance Area.

Park staff will be responsible for mounding the gravel on a daily basis.

Item 0026 - TDOT Class A, Grade D Base or NCDOT (ABC) Aggregate Base Coarse 1”; stockpiled. Delivery Location and Quantity:

• South District Maintenance Area (stockpile area) – estimated quantity 400 tons – From Cherokee, NC take US 441 North into the park. From the entrance to the park, continue to travel on US 441 North for approximately 2 miles then turn right onto Floyd Bottom Road, after crossing the bridge turn right into the Maintenance Area.

Park staff will be responsible for mounding the gravel on a daily basis.

Item 0027 - TDOT Class A, Grade D Base or NCDOT (ABC) Aggregate Base Coarse 1”; stockpiled. Delivery Location and Quantity:

• Towstring Road Parking (stockpile area) – estimated quantity 200 tons – From Cherokee, NC take US 441 North into the park. From the entrance to the park, continue

to travel on US 441 North then turn right onto Towstring Road, after crossing the bridge turn left and take gravel road to the end at parking area.

Item 0028 – TDOT Class A, Grade D Base or NCDOT (ABC) Aggregate Base Coarse 1”; tailgate spread.

Delivery Location and Quantity:

• Rich Mountain Road – estimated quantity 1000 tons - From Townsend, TN, take Route 73 into the park. At the split in the road turn right onto Laurel Creek Road. Continue on Laurel Creek Road for approximately 7 miles to the entrance of the Cades Cove Loop Road. Enter the Loop Road and continue until you reach the first right hand turn (approximately 3 miles in), this is Rich Mountain Road. To exit continue on Rich Mountain Road until you exit the park. The road turns into Old Cades Cove Road. Follow this road until you turn right onto Old Tukaleechee Road. Continue on Old Tukaleechee Road until you reach US 321. Turn right for Townsend, TN and left for Maryville, TN

Gravel will be spread under the direction of the park equipment operator. Equipment operator will be on site.

Equipment: All vehicles and equipment to be used in Great Smoky Mountains National Park shall be thoroughly pressure washed prior to arrival. Particular attention must be shown to the under carriage and any surface where soil containing exotic weed seeds may exist. All loaded trucks and trailers shall be covered (tarped) when loaded. These efforts are critical to prevent the introduction and establishment of non-native plant species into the park. Equipment inspection will be scheduled by the Equipment Operators. All equipment used in the work shall be of the proper type, of a sufficient size, in good operating condition, and otherwise meet the equipment specifications for each type of maintenance work. The Contracting Officer may order removal and/or replacement of any unsatisfactory equipment at the Contractor's expense. All equipment must meet all Federal and State licensing and safety requirements. The moving of equipment shall be considered incidental to the contract.

Safety: The Contractor shall exercise due caution and care when working to prevent undue conflict with public users of roads. Roads shall remain passable to traffic during the Contractor's operations. The Point of Contact has authority to have deliveries stopped when weather or road

140P5321Q0020 Great Smoky Mountains National Park Gravel Delivery conditions are unsuitable for the hauling of aggregate. If operations are stopped for any reason, the Contractor will be notified by the Point of Contact twenty-four (24) hours prior to resuming operations.

Damage to Property: The Contractor shall be responsible for any damage caused by his/her personnel or equipment to any existing structures such as culverts, signs, cattle guards, and riprap protecting culvert inlets and/or outlets. Damaged items shall be repaired or replaced by the Contractor at no additional cost to the Government.

Pollution and Erosion Control: During all operations under this contract, the Contractor shall take reasonable measures to prevent or minimize soil erosion and pollution of water and other resources. All refuse, including garbage, rubbish, and solid or liquid wastes, from the Contractor's operations, shall be stored, collected, and disposed of in a sanitary and nuisance-free manner. Refuse shall be disposed of in State-approved landfills or as approved by the COTR.

Rock Quarry: All quarry material will come from an approved source. This requirement stems from the Park wanting to prevent the introduction and spread of invasive non-native plants. The contractor will provide the name of quarry, listed with in the quote. Quarry will be reviewed when quote is submitted.

Currently this is the list of approved and non-approved sites:

Approved: Vulcan Kodak Vulcan Newport Vulcan Maryville APAC Dillsboro Nantahala Talc and Limestone

Non-approved: Vulcan Sevierville APAC -Hazelwood

Base Aggregate: Furnish crushed hard, durable particles or fragments of quarry stone or gravel meeting the size and quality requirements for crushed aggregate material normally used locally in the construction and maintenance of highways by Federal or State agencies. Furnish crushed quarry aggregate with the following gradation that is free of organic matter, lumps or balls of clay and other deleterious substances. It shall be of such nature that it can be compacted readily under watering and rolling to form a firm and stable surface. The crushed quarry rock shall be inspected by a representative of the contracting agency prior to delivery to the worksite to insure material quality.

Truck Spreading: The Contractor shall spread the aggregate in a uniform layer so the road remains open to traffic. If the Contractor piles any aggregate in the road it shall be immediately spread by hand or mechanical means to clear the roadway for traffic. Hauling shall be suspended until the problem is corrected. Aggregate will be spread at a depth of three (3) to six (6) inches as directed by the COTR.

Aggregate Base: Crushed aggregate will be the tons of material placed and accepted. Weight receipts will be required on crushed aggregate.

Basis of Payment: The accepted quantities will be paid for at the contract unit price(s) quoted.
