Dear Editor: The Oregon Citizen's Alliance is proposing a measure which would place homosexuality in the category of abnormal behavior. Perhaps this issue can be more clearly understood when juxtaposed with what is currently normal behavior in our country and our community. "Normal" behavior is heterosexual men battering their partners, ex-partners and wives at the rate 'of one every 11 seconds. "Normal" behavior is heterosexual men raping women at the rate of at least one every minute. "Normal" behavior is heterosexual fathers, grandfathers, brothers, uncles sexually molesting children. Studies indicate that 95% of the sexual aouseof children, both male and female, comes at the hands of heterosexual men. "Normal" behavior is heterosexual men buying and abusing women in prostitution.

It seems to me th.at there is far more danger and violence being perpetrated by the heterosexual community which brags about its normality than there ever is from the gay and lesbian community.

The OCA wants the right to define normalcy. Compulsory heterosexuality is the norm they wish: and it is that normative oehavior which is causing death and lifelong pain to women and children in this community. Heterosexual privelege condones domestic and sexual violence. Those who hate gays' and lesbians also most often hate people of colors, people of varying cultures and women.

I cannot stay silent in the face of the public attacks on Police Chief Tom Potter. Free speech is protected by the 1st Amendment -- theirs AND HIS! The Newhall Fami1y(inc1uding Sarah in Thailand and David in Guam) think Tom Potter is doing a competent, creative, effective job as Police Chief. His leadership serves as a role model to members of the Police Department, citizens of Portland and all of Oregon!

The respect he gives to every human being is required in a Democratic society and a livable city like Portland! The Future Focus Committee goal that we "Celebrate and embrace diversity and eliminate bigotry" is being demonstrated by Tom Potter's public and private behaviour. I hope that Chief Potter has had a look at both the Diversity action plan· and that of the Crime working group's report. Perhaps he'd take some comfort in the support that is expressed there for his philosophy and behaviour.

The Diversity working group learned a great deal about the on going attacks on gays and lesbians and the prejudice against them in the work place, in finding affordable housing of their choice and in securing lodgings as they travel around Oregon, even when s~e is available. Port1anders who envision a city which embraces and celebrates diversity must stand up and be counted so that we can eliminate bigotry and achieve our vision of a more livable city.

It's fair, and it's the right thing to do!

Congratulations, Mayor Clark, on your choice of Tom Potter as Police Chief and your support of a discrimination-free Portland! The Mayor's support of a Police Chief who advocates equal protection under the law of all citizens is essential. I have no doubt that with your many years of police experience and extensive training you are an effective law enforcement officer and Chief of Police. To The Editor:

I am writing to commend the fine articles I have read lately in the Oregonian about Chief Potter and his daughter, and your series on alternative families.

In both cases you portrayed loving families who exemplify what the word "family" means: persons who unconditionally love and accept one another, support and nurture one another, and instill values of acceptance and mutual respect.

The Potter family and the family with two gay dads are reminders in particular that, contrary to the ill-informed and fear-driven beliefs of the Oregon Citizens' Alliance and its supporters, lesbians and gays and those that love them are at least as likely to come from, create and demonstrate the very best in American family values as those in "traditional" family units .. The OCA should take a lesson from them.

As the OCA's activities demonstrate, it is homophobia that is destructive and dangerous, not homosexuality. Non­ traditional families need extra support and encouragement to survive and succeed amidst such paranoia.

I don't know much about Chief Potter, but I do know that he has been a ded1cated publ1c servant for decades. He has genu1nely served h1s communlty as a clt1zen. He 1s a parent who loves and supports his children unconditionally. He thinks that all clt1zens of Portland have a right to llve a l1fe free from v1olence. He 1s aga1nst v1olence, cr1me, b1gotry, hatred, pr1vl1ege and exclusion. His beliefs embody the American principal that Just1ce means equal treatment for all.

I would like to take a moment of your time to let you know my feelings towards the CITY OF PORrIAND ORDINANCE FOR LESBIAN AND GAY RIGHTS.

I am a 36 year old Gay man who pays his taxes, works 40 hours a week, waits for the "walk" sign on street corners and loves the Rose Festival. I enjoy what everyone else does in Portland. with this Portland Ordinance, I, as a Gay man, am not asking you for any special privileges or rights. All I am asking you to do is let me keep and exercise the basic rights as guaranteed to ALL citizens by the Constitution and Bill of Rights. All I am asking is to be treated like everyone else in the City of Roses when it comes to basic day-to-day living.

I am asking you to judge me by WHO I am, not WHAT I am. Dear Mr. Secretary:

Regarding LC 4094 Draft to be part of Article I of The Constitution of the state of Oregon, Section 41 does embrace "one subject only and matters properly connected therewith". ' Homosexual behavior is abnormal. It is not an "Alternative Life Style". For years I have tried to be tolerant, but now I find I Lam being pushed into making a stand. And I must stand for what is right. There is no chance for a new life to be born between homosexuals. If everyone were homosexuals, eventually life would cease to exist. If there were no homosexuals, life would certainly continue.

Now, homosexuals and their advocates want to go into the schools and teach my children and my grandchildren that perversion is okay, and only an alternative life style. It is not! All six (6), pedophilia, sadism, masochism, homosexuality, bestiality and necrophilia are abnormal, unnatural and perverse conduct. And I don't want anyone teaching my children and my grandchildren that it is "okay"! And again, engaging in any of these sexual behaviors, cannot produce a new life.

I choose to instill my own code of morals into my family. I will not ask the schools to teach it to them. I will not ask the State to pass a law, stating my way must be taught to everyone. Neither will I tolerate someone else teaching "moral(?) ethics" to my family!

I believe it is time to set a standard for Oregon's youth, and to let them know that these behaviors are to be discouraged and avoided. These children are our future.

If any part or provision of this Chapter, or application thereof to any person or circumstance, is held invalid, the remainder of this Chapter and the application of the provision or part thereof, to other persons not similarly situated or to other circumstances, shall not be affected thereby and shall continue in full force and effect. Prohibit discrimination in housing, employment and public accommodations on the basis of race, religion, color, sex, marital status, familial status, national origin, age, mental or physical disability, sexual orientation or ~ource of income and provide for enforcement. (Ordinance; add Title 23, Chapter 1)

The City of Portland Ordains:

Section 1. The Council finds:

1. The just-completed Portland Future Focus study identifies a compelling need to value the diversity of Portland's population and affirm the City's unwillingness to tolerate discrimination, bigotry or violence against its citizens.

2. Unlike many cities across the United States, Portland's municipal code currently lacks explicit civil rights protections prohibiting discrimination in the areas of employment, housing and public accommodations. 3. Oregon law does not clearly prohibit discrimination on the basis of sexual orientation and source of income at the present time.

4. Evidence presented to Council demonstrates that discrimination based on sexual orientation and source of income exists in the City of Portland.

5. The importance of affirming the City's commitment to civil rights and equal opportunity generally, as well as the need to safeguard basic rights of individuals who currently lack protections under state law, make creation of a civil rights code for the City imperative.

6. It is anticipated that enforcement of the new code, drafted in reference to the Oregon Revised Statutes, will initially be undertaken through a contractual arrangement with the Oregon Bureau of Labor and Industries ("BOLI"), however a variety of circumstances could lead to changes in the enforcement scheme.

NOW, THEREFORE, the Council directs:

a. Title 23 of the City Code is amended by adding a new Title 23, Civil Rights, Chapter 1 as set forth in Exhibit A, attached hereto and incorporated herein by this reference.
