PREAMBLE The South Delhi Municipal Corporation (SDMC) is responsible for providing municipal and civic services within area falling under its jurisdiction. One major component of municipal services is scientific management of solid waste following Municipal Solid Waste Rules and other applicable laws. SDMC has undertaken to develop, run and maintain an effective infrastructure for collection, segregation, transportation, processing and disposal of Solid Waste. Major emphasis has been laid on devising a system that ensures collection of solid waste from the source, lifting drains silt and street sweeping waste, green waste generated from houses, parks, roads side trees, construction and demolition waste, providing for efficient transfer and temporary storage without allowing mixing of different kinds of waste - a system that promotes 3R concept of reducing, recycling and reuse of waste - eventually reduce burden of carrying entire waste to landfills. Role of citizens of Delhi is paramount in achieving the end objective and hence SDMC plan to take up effective and sustained IEC initiatives and awareness programs to disseminate information to public. To accomplish the task SDMC has undertaken detailed study of all types of solid waste generated within its jurisdiction and has evolved an effective operations and management system to address various issues that plagued solid waste handling till now. Project Information Memorandum (PIM) lays down methodology and mechanism to be followed by the Concessionaires’ for achieving the desired results and to create a system that can be administered and monitored - a system where all stakeholders: Citizens, Concessionaire and SDMC participate – a system that improves sanitation system and makes Delhi a ‘Clean City’.

1. Introduction 1.1. About Delhi One of the major goals of the Delhi Government is to make Delhi a center of urban excellence; a well- managed; clean and hygienic city. Cleanliness is the most vital indicator of good Urban Management Process. The Solid Waste generated by the City contributes the major share towards the environmental problems and challenges for better urban management; and on account of tremendous increase in population and increase in per capita income, generation of domestic waste has increased considerably. It is estimated that the quantity of Municipal Solid Waste (MSW) within in the National Capital Territory (NCT) of Delhi would reach 17,000 – 25,000 MT per day (as per MCD) by 2021. After the trifurcation of MCD in year 2012, there are five agencies responsible for Municipal Solid Waste (MSW) management in Delhi namely the South Delhi Municipal Corporation (SDMC), North Delhi Municipal Corporation (NDMC), East Delhi Municipal Corporation (EDMC), the New Delhi Municipal Council (NDMC) and the Delhi Cantonment Board (DCB). The area covered by all Corporations is approximate 1399.26 sq.km. 1.2. Demography of Delhi As per Census 2011, population of Delhi, as on 1 March, 2011, was 16.75 million as against 13.85 million as on 1 March, 2001. According to census 2011(provisional) about 97.50 per cent of the population of Delhi live in urban areas and remaining 2.5 percent in rural areas. This urban population includes population of 110 Census towns in 2011 Census. As per Revenue Department record these census towns are located in rural area of Delhi and they are not part of notified urban area of Delhi. The decadal growth rate of population during 2001-2011 was recorded at 21 per cent.

1.3. SDMC at a Glance South Delhi Municipal Corporation (SDMC) comprises of four zones specifically South, Central, West and Najafgarh Zone for the management of the sanitation system in a systematic manner. Further these zones are distributed into Wards and details are given in the table mentioned below:

SDMC, part of the Delhi, has a population of 6031247 souls and 1278191 households as per census 2011 with decadal growth rate of 21% in the decade 2001-2011. SDMC encompasses an area of 657 sq. km. approximate. Zone-wise list of Population, households, number of Dhalaos and number of open sites is given in table no. 2.

1.4. Project Coverage Area

The project is for three (03) zones namely South, West and Najafgarh Zone under the jurisdiction of South Delhi Municipal Corporation. 2. Scope of the Project Scope of Work and how it is expected to be executed has been defined and elaborated in this Project Information Memorandum (PIM). Bidders shall adhere to PIM for accomplishing Scope of Work, methodology prescribed for carrying out the work, procurement and deployment of equipment and vehicles prescribed, quality and quantum of manpower to be deployed while executing the work assigned, establish monitoring system, fulfill reporting requirements and implement awareness campaign to achieve desired outcome of the Project. Project scope is Secondary Collection and Transportation of Municipal Solid Waste and Street Sweeping Wasteand any other solid waste specified by SDMC from time to time (Conforming Waste) as per ‘Scope of Work’ and procedures laid down in this PIM. Detailed procedure of scope of work is also illustrated in figure 2.

There are 2 (Two) major identifiable components in the ‘Scope of Work’: 1. Collection and transportation of Municipal solid waste (MSW) and street sweeping waste from Secondary Collection Points (SCPs) (Dhalaos, FCTS, Street Corner Bins, Open Sites etc.)

2. Implementing IEC for better sanitation and waste management The Concessionaire shall execute project based on the guidelines established in this PIM for effective implementation of the system in close coordination with SDMC and Project Consultants namely Project Monitoring Consultant appointed by SDMC for monitoring, reporting and advising SDMC and Concessionaire. Roles and responsibilities of all stakeholders have been defined in tender documents.

2.1. Collection and Transportation of Street Sweeping Waste a. SDMC is responsible for the manual sweeping of all streets within its jurisdiction. b. SDMC’s safai karamchari shall be responsible to transfer the ‘street sweeping waste’ into specified (colour-brown) of 1.1 cu m covered RC bins to be provided by the Concessionaire at Secondary Collection Points (SCPs). c. Concessionaire shall in a time bound plan transport Road sweeping waste from SCPs to the SLF at Okhla or other designated landfill sites using Refuse Collector Truck (Tipper) having mechanical “Bin-Lifting” capability to lift 1.1 cu m bins. Deployment of Refuse Collector cum Compactor Vehicle (MTS) and Fixed/Static Compactor Transfer Stations - (FCTS) a. Dedicated Refuse Collector cum Compactor shall be deployed to transport the waste from SCPs (Dhalaos, 1.1 cum bins, open sites etc.) b. In addition dedicated FCTS shall be installed at specified Dhalaos to receive waste from manual rickshaws, Auto Tippers, 3 Wheelers. c. Minimum numbers of MTS and FCTS to be installed. d. Garbage spilled near Fixed Transfer Stations, while transferring the MSW, should be cleared by the concessionaire so that no spillage is left. Disinfectant should be used after the cleaning process at that location. f. FCTS shall have a provision of dumping waste by residents from nearby areas. g. Concessionaire shall maintain a reciprocative balance between the Refuse Compactor and FCTS but should not go below minimum number prescribed in the document. Decision of the Project Review Committee shall be final and binding on Concessionaire. h. Concessionaire shall install the CCTV Cameras at the locations where in FCTS to be installed. Concessionaire shall be responsible for recording waste collection and disposal status including number plate of autotippers/rickshaws etc. delivering waste for each trip. SDMC shall have right to examine the recording from time to time for clearing the payments due to Auto tippers engaged. i. The concessionaire shall also issue receipts of waste delivered at FCTS for every trip.  Hydraulic loading shovel bucket of 1.5 cu m capacity  Compaction system lying on the ground level  Detachable container of 10 cu m capacity. Once the hydraulic shovel bucket is filled with MSW, it shall transfer the MSW to the compaction system. Then, this compaction system will hydraulically charge and compact the MSW and further push the waste in to detachable container of 10 cu m capacity. Once the detachable container is filled with the compacted MSW, it shall be transported to the designated site by using the hook loader vehicle compatible with the 10 cu m container. At one Dhalao/one location, 01 compactor, 02 detachable containers shall be deployed OR (FCTS with Non-detachable Container) Integrated unit of Compaction Head, hydraulic loading bucket and 10 Cu m Body, shall be transportable by compatible Hook Loader from one place to another. At one Dhalao/one location, 02 integrated units shall be deployed k. Concessionaire should adhere to the minimum specifications for the installation of Fixed Compactor Transfer station. l. Suggestions from Concessionaire to improve specifications would be encouraged by SDMC. 2.3. Management of Secondary Collection Points (SCPs) (Dhalaos, Open Sites/Street Corner Bins (SCBs), Fixed Compactor Transfer Stations) SDMC desires that, Concessionaire shall maintain and manage the secondary collection points in the following manner: a. Concessionaire shall be handed over SCPs on as-is-where-is-basis by SDMC at the start of the Contract. b. From the date of handover till end of contract, concessionaire shall be fully responsible for carrying out up gradation, management and upkeep of all the secondary collection points. c. Concessionaire shall carryout modification of civil structures of Dhalaos as per layout provided in the Annexure IV, including Repairs and re-furbishing of roof and walls; laying flooring, providing shutter/door/gate; external & internal plaster; internal & external white wash/paint etc. d. All FCTS and Dhalaos (where waste is coming more than 8 ton) shall be manned 24x7, Dhalao (where waste is coming less than 8 ton) shall be manned for 1 shift in a day, all MTS shall be manned minimum by 1 driver & 2 helper by personal employed by the Concessionaire on its pay role. No outsourcing /subletting or subcontracting would be permitted. e. SCP Manpower shall wear specified uniform along with personal protective equipment. f. Concessionaire shall have no rights to display advertisements on any of the secondary collection points. It is SDMC who shall have exclusive advertising rights on SCPs and all project facilities. g. Washing of Dhalaos shall be done weekly, while sweeping, cleaning and disinfection of secondary collection points shall be done on daily basis. h. Concessionaire shall ensure that:

1) Different coloured Bins are used depending upon type of waste received:  Wet waste - green colour bin (capacity 1.1 cu m)  Street sweeping waste - brown colour bin (capacity 1.1 cu m)  Dry waste – black colour bin (capacity 1.1 cu m) 2) There is no mixing of various kinds of wastes (i.e. MSW, street sweeping waste, drain silt, Green waste and C&D waste should not mixed) 3) Waste is not be littered on the floor of the Dhalao or outside Dhalao at any point of time. 4) Bins shall not be overflowing and shall be covered when they are filled. 5) Bins from Dhalaos shall be taken out at the time of unloading in to Compactor only. 6) Adequate number of additional bins shall be provisioned to receive excess waste. 7) Bins need to be maintained so that there are no breakages, cracks, leakages, toppling of bins and dislocation of covers. The Concessionaire shall maintain adequate number of spare bins and ensure repair and replacement of damaged bins within 24 hours. 8) Log of reportings of damaged bins should be maintained by Concessionaire at SCPs as well as office which is subject to audit /inspection by SDMC. Continuance of default shall be viewed seriously. i. Non-conforming waste including the C&D waste shall not be allowed to be dumped at the Dhalaos and open sites. j. If non-conforming waste is found, Concessionaire shall transport such waste to the specified disposal sites at own cost. k. The Concessionaire shall ensure that the area within 15 metre radius from the periphery of the Secondary collection points shall be kept clean all the times. l. Bins shall be cleaned, washed and disinfected (with approved disinfectants) at least once in a week while painting of all project assets shall be done once in an every six months. m. Garbage stored at the secondary collection points should not be visible to public in any circumstances. n. o. Dhalaos receiving Zero waste should be handed over to SDMC by Concessionaire. Thereafter, that Concessionaire shall not have any responsibility towards that Dhalao. p. The clearing schedule of bins should ensure that the bins are emptied at least once in every day 2.4. Mechanical Bin Washer a. Concessionaire shall carry out washing of all the bins on a weekly basis. Time table for bin washing shall be provided by the Concessionaire. b. Concessionaire shall deploy prescribed number of mechanical bin washers fitted with GPS to carry out bin washing exercise. Figure 6: Garbage (Compactor) Bin 2.5. Workshop for maintenance of C&T vehicles a. Dedicated workshop for repair and maintenance including the servicing of Collection &Transportation vehicles shall be set-up by concessionaire. b. SDMC has identified the following land for the workshop in each zone which will be made available to the Concessionaire for setting up the workshop

Maintenance and painting of the workshop site should be carried out at least once in a year. g. Apart from the workshop site, SDMC shall also provide atleast 2-3 parking sites in each zone. h. Minimal following infrastructure to be installed at Workshops:

2.6. General Conditions- Manpower Deployment a. All manpower deployed on the project shall wear prescribed dress comprising of:  For Men: Cap, T-shirt/Shirt, Jacket, Trouser, Shoes  For Women: Cap, Salwar Suit, jacket, shoes b. Concessionaire shall provide at least 2 sets of dress to the workers every six months c. Colour code of dress to be finalized in discussion with SDMC. Dress colour may be different for different activities d. PIM prescribes minimum number of employees, supervisory and managerial staff to be deployed. e. Concessionaire has to provide identity cards with photo signed by the concerned authority of Concessionaire. f. Concessionaire shall deploy the bio-metric attendance system for keeping attendance of all the staff. Daily attendance shall be made available to SDMC on daily basis.

Other Conditions g. All services must conform to the provisions of Solid Waste (Management & Handling) SWM, Rules 2016 and any amendment thereto in future as well as per the applicable rules/laws. h. The Concessionaire shall adhere the applicable laws/norms for the procurement and deployment of project vehicles/assests etc. i. All the project assets shall be painted with anti-corrosive primer & paints of best quality as per the specified colour by SDMC. j. Complaint number, public slogan, message should be promptly written on all the project assets. k. In case, break down/shut down of W2E plant, Concessionaire has to make the alternate arrangement for the transportation of waste to SLF, Okhla or any other designated site. l. The current waste-to-energy (W2E) plant site is at Okhla and the average distance of Okhla W2E plant from South zone is 13 km, from West zone is 26 km and from Najafgarh zone is 39 km. As per the tentative estimate, tentative 8.5% of the tipping fee is for fuel cost for secondary collection and transportation of MSW from SCPs to W2E/SLF in South Zone, 15% in case of West Zone and 20% in case of Najafgarh zone. In case, the land fill site shifts, then 8.5% in South Zone, 15% in West Zone and 20% in Najafgarh zone of the quoted tipping fee will change accordingly/proportionally as per change in average distance between SCPs and changed land fill/W2E plant. For example (Illustrative purpose only)

If the quoted fee is Rs 2,000 per MT for west zone (in this case fee quoted for secondary C&T is 2000*15% = Rs 300) Now if the average distance between SCPs and changed land fill site is decreased to 20 km from West zone, then payment to the contractor shall be made at following rate: Tipping fee excluding secondary C&T – 2000*85% = Rs 1700 Tipping fee for secondary C&T – 300*20/26 = Rs 230 Total tipping fee payment to be made to contractor = Rs (1700+230) = Rs 1930 m. Similar is applicable in case distance is increased from current location. n. Tare weight shall be written on every vehicle for each specified waste. o. First aid box need to be put at all the SCPs and vehicles except the open sites. p. In case, Refuse Removal Truck (RRT) is used in the emergency circumstances (viz. during the shutdown of W2E Plant, Okhla), density system for each specified waste shall be applicable during the weighing at weighbridge. 2.7. Management Information System (MIS) SDMC on its own or through its appointed IT Consultantshall set-up a “secure online MIS” and “application for customer care center/control room” that facilitates effective monitoring of the project. This system shall be “automated” as per below mentioned methods or with further improvements to the methods suggested. There shall be provision to feed the information “manually”, in case information is not obtained automatically. There are three major components of this

system: a. MIS Reports that shall be delivered by the System b. Customer Care Center/Control Room Application to receive customer, SDMC staff complaints, requests on phone calls, SMSs or emails. c. Automation using GPS, RFID/RFID Reader, Photo & Request Update using “Mobile Applications”, SMS, Bio-Metric Machines etc. Please note that the recommended requirements are: i. Minimum that the SDMC requires at this stage. There can be more reports/automation that can be suggested by SDMC from time to time to enhance effective monitoring of the project. ii. Concessionaire/s at the direction of SDMC, is free to use data from system for monitoring projects and resources at their end and can increase any reports/database that they deem fit for their purpose (at their own cost). iii. The Concessionaire shall be responsible to provide information that is required for generating reports and project monitoring. Following sections describes the minimum system and reporting requirements. 2.7.1. MIS Reporting System The MIS reports proposed in this section are classified into following categories: a. Collection and Transportation of Street Sweeping Waste and Clearing of Bins. b. Clearing of Secondary Collection Points (SCPs) Although it is understood that infrastructure servicing these various categories cannot be segregated in watertight compartments, (e.g., a Dhalao may be receiving waste from both households as well as commercial establishments). It is expected that the Concessioner shall classify the infrastructure in these groups based on the question – “to which category the said infrastructure service mostly” However, exclusivity in categorization should be maintained, i.e., an item should not get reflected in more than one category while reporting. To the extent possible, aggregating the data using automated method and minimal manual intervention shall generate reports e.g. GPS feed, SMS from field, Real Time Bio-Metric Attendance etc. There reports are submitted to SDMC in printed format daily duly signed by the authorized person. (However, on the real time basis, reports shall be viewable on the server, so that SDMC has a clear view about the status of ongoing work). Report indicating summary overview of current operation shall be made available in formats mentioned in Annexure-I. 2.7.2. Procedure for Generating MIS Reports a. Before the Start of the month the Concessionaire has to upload the File containing information about Action Plan for the Month. This will form base for Master information for automatically generating MIS reports. b. Daily, Biometric Attendance shall be taken of staff deployed and data pushed into the System. c. At the Start of an Activity, the concerned person will send a START SMS to the system. System will acknowledge the receipt of such message to confirm logging. d. Thereafter GPS system will take-over to see the progress of the activity and shall automatically prepare the process reports. e. When a secondary collection vehicle clears waste from a Dhalao or a bin, the operator shall, through a

mobile application, click a photo of the cleared item. The application shall automatically upload the clearing information & photo through GPS system. In addition, the mobile application shall allow the operator to record the type of waste cleared and also if any non-confirming waste (along with type) was found in the said Dhalao/bin. When the secondary collection vehicle reaches the disposal site (SLF/ W2E etc.), the vehicle shall be weighed at the weighbridge. The weighbridge operator shall on-line report the receipts at the disposal site into the system. f. For Mobile Transfer stations, since the vehicles are connected to GPS, the system shall automatically note clearance / arrival at disposal site. g. For Bin-washers, same method as above; except the fact that the bin washing vehicle will not be required to end at disposal point. h. For complaint redressal, same method as above. i. For Inspection Reports, the concerned inspectors shall be provided with a mobile application through which he can feed and upload his inspection report in the system. The application will be GPS based, so that inspector only needs to record his observations, and/or upload photo. j. SDMC shall also be provided view (and down load) access to the data and reports generated through this system for its use. However, in case or times of IT system not functional, for such period, certain basic monitoring reports (as may be prescribed by SDMC from time to time) will be required to be generated by concessionaire and submitted on paper format to SDMC.

components: a. Dedicated phone lines and staff to receive complain or request from public and SDMC staff. b. Mobile phone’s short code number to receive complaint’s SMS and Web-Interface for customer to directly feed complaints. c. Workflow to track the work that is reported and report back to person originating the complaint. d. Customer Care center/Control Room shall be manned by concessionaire staff. e. SDMC/its appointed monitoring agency at its discretion would be at a liberty to check the working of the Customer Care Center/Control Room/Complain address system etc. 2.7.3.1. Dedicated Phone Lines a. A dedicated phone number with minimum 5 lines (and extendable based on actual requirement). Maximum call waiting time shall be 2 minutes for any received complaints. While the customer is waiting, a recorded voice message indicating that complains can be logged by SMS or on web shall be played, in addition to general greetings. b. All calls shall be recorded and shall be reviewed for the quality of interaction of their staff with the customers/SDMC staff. This recording shall be made available to SDMC, any or all the agency/ies designated by SDMC for auditing purpose. c. Concessionaire shall put a detailed Standard Operating Plan (SOP) in place to elaborate actual arrangement. d. Report received from customer shall be stored online directly. Unique ticket number shall be generated and communicated to caller along with expected time for correcting the issue. e. Control Room shall be staffed adequately to receive and process the complaints. Control room shall be operational from 7 am till 10 pm on all days. 2.7.3.2. SMS to Receive Complain a. Short code based SMS service shall be deployed by Concessionaire to receive complains/requests in structured SMS form. b. Similar Short code based SMS service shall be deployed by Concessionaire to receive requests from SDMC staff for on demand service. c. User friendly web shall be created to receive complains from SDMC/customers online. 2.7.3.3. Workflow to Track Status a. Each complaint request shall be assigned a unique ticket number. b. Each complaint shall be forwarded via-SMS and system to the concerned executing person with a copy to reporting supervisor. c. Once ticket is closed, it shall be updated in the database. In case complaint is not addressed within specified time, reason for delay along with likely resolution time shall be supplied in database. d. Status of complain if completed or not completed (along with reason and likely date of addressing) shall be supplied to the customer on or before the specified date. e. Customer feedback shall be taken on completion of task and shall be stored in the database. f. Similar system shall be in place for SDMC staff raised request/complaint ticket. g. Status shall also be searchable online using ticket number and customer phone number.

c. Current status of all open and closed complaints shall be visible online and user shall be able to view their status by date or/ and complain number etc. d. On completion of work – SMS shall be sent back to the customer indicating completion of work. Systems shall have provision to take feedback of customer on the level of satisfaction based on service provided. h. Daily summary report Zone Wise, Sub-Zone, Ward Wise shall be sent to the relevant designated SDMC staff. These repots shall be auto-generated from the customer complaint database 2.7.4. Hardware & Other Components SDMC or its appointed IT Consultant shall be prescribing the system and type of the Hardwares to be installed. Since SDMC shall anchor the main MIS software at its own cost, the Concessionaire shall be responsible for installing compatible Hardwares. It is expected following types of automation and monitoring Hardwares shall be installed.

2.7.4.1. Unique numbering System for Project Assets As a precursor for automation, a unique numbering system should be followed for marking all Secondary Collection Points/Assets in such a manner so that all such points are uniquely identified across the SDMC area. This numbering shall be referred in all time-table/customer complainant redressal systems and other communications. Following are some examples for unique numbering: a. For uniquely identify the bin number 120 in South Zone, Ward 10: SDMC/ZS/W10/B120 b. For uniquely identify the Dhalao (collection point) in South Zone, Ward 15: SDMC/SN/W15/D102 c. For uniquely identify the 2nd container at the Fixed Transfer point in West Zone, Ward 25: SDMC/ZW/W25/F101-1 The final numbering mechanism shall be approved by the SDMC. 2.7.4.2. GPS in All Vehicles Concessionaire shall install GPS system in all the vehicles with following device specification or better: a. General Specifications: i. Dual band GPRS (900/1800 Mhz). ii. On-board Storage of at least 2 days of data. iii. Internal battery to sustain operation for at least 10 hours with a minimum recording at interval of 30s and reporting at intervals of minimum of 120s. iv. A minimum reporting interval of 30s. v. Alerts on external power disconnection. vi. Internal antenna or antenna wire enclosed in metal sheath. vii. IP 65 enclosure (i.e. water proof for occasional sprays of water and dust proof). viii. Device should be hidden – minimum of -161db gain for GPS antenna. ix. Ability to work against sustained external voltage of upto 33v and handle transient of as high as non- spike 55v/6000 Joules spikes (To work in presence of hydraulics, falling battery). x. Digital Input: 2 minimum. Changes to digital input must be communicated immediately – i.e. changes should not be missed because it falls in between recording interval. On the other hand transients (<

1-2s) must be discarded. xi. Analog Input: 1 minimum b. Accessories: i. Must be able to detect engagement of bin’s raising/lowering. ii. Must be able to detect raising/lowering of tipper’s body c. Protocol: i. Commands for controlling devices via SMS and protocol/data format must be shared with SDMC and vendor must warrant that the users can choose to use their software to work with devices without paying anything extra d. Over the air control of device – including server to which devices communicate with e. GPS Running Requirement i. 98% of installed GPS shall be operational all the time. ii. Any non-operational GPS shall be replaced within 24 hours of time of non-functioning. iii. If any GPS is not operational (within the above limits), driver shall be provided with android/Mobile Application enabled phone with location tracking capability and same shall be monitored separately by concessionaire. 2.7.4.3. RFID (Radio Frequency Identification Reader) a) RFID tag in non-breakable, non-temper & non-removable enclosure shall be fixed on all key project assets by the Concessionaire. Key assets shall include (but not limited to): (i) 1.1 cum RC bin (ii) All vehicles b) RFID tag should contain following information Table 5: Asset Information Sheet Asset type Asset no. Ward no. Vehicle RFID Tags shall store Information in RC and Insurance details, in structured format. c) Concessionaire shall provide (2 RFID Readers per ward) including inbuilt display to read RFID tag information. These readers shall be fitted with GPRS module and information shall be relayed to the asset records on server – indicating asset validation date (and comments if any) Concessionaire shall replace the damaged RFID Tag within the 24 hours’ time of non-functioning. New RFID tag in place of damaged tag shall be fixed with the same information. 2.7.4.4. Mobile Application for Reporting from site SDMC or its IT Consultant shallprovide robust mobile applications to report the site conditions. Following are minimum requirements: a) Mobile application shall be able to send information to control room about the ground situation along with “Photo”, “Geo-Tag (latitude-longitude) and Status update. b) This mobile application shall work even when GPRS connectivity is not there and the moment GPRS connectivity is available, data shall be uploaded to the servers.

Adequate encryption shall be supplied for the same. d) This application shall be used for (but not limited to): i. Report Lifting of Bins from Secondary Collection Points ii. Reporting after clearing road sweeping waste bins iii. Reporting of any site condition that is required to be reported by SMDC from time to time. e) Concessionaire shall be responsible for providing Android phone, SIM with data connection to all its drivers, supervisors and any other staff who is designated for reporting from ground with application. Non-reporting will be automatically treated as no work completed. f) Concessionaire shall also train all their staff to use the application. 2.7.4.5. Bio-Metric Attendance 1) Concessionaire shall deploy robust biometric attendance system to report staff attendance. Following are minimum requirements: a) Bio-Metric Attendance System that is fitted with GPRS/any other mechanism to relay each record instantaneously to the central server shall be deployed by the concessionaire. b) For staff who have missing finger prints (at times reported by few workers), alternate fool proof system shall be deployed. c) Machines shall be deployed at all offices and attendance points (mobile-bio-metric devices for open points) d) Only records received from bio-metric attendance shall be treated as valid records for staff reporting – in reports generated from servers. 2.7.4.6. MIS Reporting Formats Formats for the MIS reporting system are mentioned in the Annexure-I. 3. Information Education Communication (IEC) Programme For Municipal Solid Waste Management 3.1. Objectives of the IEC Campaign Theobjective of the project is to introduce 3 Rs (Reduce, Re-use and Recycle) so as to reduce the load of disposal of solid waste. The success of the project is dependent upon participation of the stakeholders. The Citizen being one of the most important stakeholder in the project, due emphasis is required to have an IEC strategy for increased participation of citizens and residents. The IEC strategy shall be prepared by SDMC with an objective to create awareness among target audience and ensure public participation in the municipal solid waste management program envisaged in this project. This IEC strategy would provide the framework and facilitate SDMC to address the communication needs related to implementation of sanitation and waste management project in the city. The main objectives of developing and implementing the IEC campaign are to change the attitude and behaviour of the target audience through:

 Increasing level of awareness on the concept of waste accumulation and the way it affects their lives.

 Inducing the waste generators to adopt modern waste management system introduced by SDMC such as segregation of waste as ‘Dry & Wet Waste’ at source, usage of ‘door-to-door’ and ‘street level’ collection systems, storage of segregated waste in separate bins, separation of hazardous waste from the regular wastes and safe disposal of all the segregated waste as per the designed waste management system.

 Sharing information about the waste management system placed by the municipal corporation like schedule of collection of different kinds wastes, free and chargeable facilities, change or update in any fixed schedule/s or route/s, emergency or on-demand facilities, complaint redressal numbers, customer care centres etc.  Promoting public participation in the successful operation and maintenance of waste management system through sensitisation of citizens, RWAs, Traders Associations, etc.  Propagating the message that the “Clean City” is a pride of every citizen.

 Approaching Zero Waste situation in due course 3.2. Roles of various Agencies a. SDMC  Prepare an IEC strategy for eight year period  Prepare suitable strategies for various target groups such as different housing groups (LIG/HIG/MIG/JJ Clusters/ Villages/ Resettlement Colonies/Unauthorized / Commercial Area/ Markets/ daily markets/ Sabzi Mandi/ School and College students etc.  Establish two way communication mechanisms with stakeholders of the project such as citizens, the media, RWAs/Trade Organizations on one hand and the implementing agencies like Concessionaire or/and SDMC on the other hand.  Prepare and design Short Films, Advertisement Campaign, Posters, Brochures, Flax, Hoardings, Pamphlets, Stickers, Radio jingles, etc. for the campaign  Monitor quality and accuracy of contents of the advertisement material  Lay out ward wise annual plan for conducting campaign events such as: meetings, workshops, street corner plays, movies etc. Detailing number of event content, schedule, target group which are to be conducted by the Concessionaire in association with RWAs/Trade Associations/ School and collage Managements/ NGOs and SDMC, etc. b. Concessionaire c. Conduct workshops for staff of Concessionaireand training them by using manuals and other IEC materials prepared by SDMC  Any other activity as may be approved by SDMC.  Distribute all advertising and campaign material provided by SDMC for the IEC campaign during entire concession period  Distribution of campaign materials like brochures, posters, stickers etc., provided by SDMC and making them available to stakeholders as per the plan.  Pursue with various media including cinema halls in public interest to create awareness.  Conducting orientation programs for line department staff.  Implement campaign as prepared by SDMC.  Identify resource persons from RWA or local organizations (College, School, and Society) to propagate awareness amongst the citizens. 17

 Organize colony /community level events comprising workshops and meetings with RWAs etc. as per the IEC plan and showing audio-visual tapes and CDs, short films, presentations etc. during such meetings/ workshops with the involvement of RWA and other supporting networks.  Conducting orientation programs for all workers belonging to MSW Service.  Distribution/ putting up campaign materials like brochures, posters, stickers etc, provided by SDMC as per plan.  Placing and painting information boards at various localities for disseminating information to public for availing the services envisaged in the project.  Creation of website of the SPV wherein all information, such as schedules, timings, charges, complaint redressal system, Asset details, services, etc. that are required by the public are available. The web-site to be bilingual (English & ).  Organize School level programmes as per plan/programme  Organize IEC programme for rag-pickers and kabadi-wallas to integrate them into the project.  Perform such activities as may be required for the success of the project and ensure participation of citizen 3.3. Incentives and Disincentives – SDMC Incentives and reward play major role in improving behaviour. In order to gain better results from the IEC campaign, there will be a provision of incentives and disincentives. The organizations especially RWAs and market associations which have shown good results should be felicitated in public functions to motivate and encourage others to replicate the same. Some of the incentives and disincentives which may be used during the campaign are;

 Cleanest Residential Area Award – A certificate or trophy from the Mayor or Commissioner – ward wise  Most Responsible RWA - A certificate or trophy from the Mayor or Commissioner ward wise  Cleanest Market - A certificate or trophy from the Mayor or Commissioner ward wise.  Responsible Citizen Award to most active citizen for his her contribution to improvement of SWM in the city.  Collective penalty on RWAs, Market Associations for poor waste management  Best Sanitary Worker of the Year from Concessionaire and SDMC  Felicitation of NGOs and CBOs on special occasions The Concessionaire and SDMC shall make necessary assessments to identify the prize-winners; SDMC shall organize half yearly felicitation programme for granting incentives/ dis-incentives. The cost of organizing such programme shall be borne by SDMC.

4. Zone Wise Information Details 4.1. South Zone The MSW from the South Zone through the specified vehicles finally shall be dispose to Waste to Energy Plant, Okhla Phase -2. Waste specified other than MSW viz. silt, street sweeping waste shall be transported to Okhla landfill site which is situated in Okhla phase -1. 4.1.1. Service Area The South Zone of Delhi is, indeed, a true representative of the all kinds of area - authorized, unauthorized, JJ colonies, urbanized village, rural village, Industrial and Slum area etc. Total area covered by the South Zone is approximate 190.03 square kilometer.

4.1.3. Projected Population South Zone of SDMC has a population of 1358791 souls as per Census 2011 with decadal growth rate of 21% in the decade 2001-2011 for Delhi. Table 7 below shows the projected population of the South Zone upto year 2023 keeping in mind the current prevailing growth rate. It is to be noted that the projected population of year 2016 have been used for planning of minimum project assets requirement for collection and transportation of solid waste.

Note: As per the NCR Regional Plan, projected population of Delhi in 2021 is in range of 197-208 Lakhs (Growth Rate of Delhi is about 18%)

4.1.4. Quantification of MSW, Silt, Street Sweeping, Dairy Waste and C&D Waste For the quantification of the waste, sample size survey of households/commercial establishments/roads/parks/drains was undertaken in South zone. During the survey, all types of categories of colony viz. authorized/unauthorized/JJ/resettlement/village/urban village were covered. Based on the survey conducted and analysis done, per capita MSW generation is estimated for each of the households at 382 grams/capita/day. Gross per capita waste generation for the South Zone is estimated at 715 grams/capita/day.

Projected Waste Quantities upto 2023 AD Projections waste quantity from year 2013 to 2023 for the South Zone has been done on the basis of projected population. To calculate the gross per capita, per capita per year (kg/year) generation with 1% increase as per NEERI report was also considered. Projected waste quantities for the residential, commercial, hotels/restaurants, street sweeping, drain silt, dairy waste are given in the table 10. These are indicative values to understand the future generation.

4.1.7.4. Other Vehicle Requirement Concessionaire shall provide one new vehicle on 24x7 basis, at the disposal off Engineer-In-Charge, SDMC. The vehicle should not be lesser than 7 seaters capacity along with the company fitted CNG with driver for the entire concession period including extensions period. All the expenses viz. fuel, insurance cost, poullution cost etc shall be borne by Concessionaire. Vehicle will rum maximum 4000 km in a month. The Concessionaire shall maintain the vehicle in good running condition throughout the concession period/extended period and indemnify SDMC for any enventuality i.e. accident, theft etc.

4.2. West Zone The MSW from the West Zone through the specified vehicles finally shall be dispose to Waste to Energy (W2E) Plant, Okhla Phase -2 which is operational by M/s Jindal and company since 2012. Waste specified other than MSW viz. silt, street sweeping waste shall be transported to Okhla landfill site which is situated in Okhla phase -1. 4.2.1. Service Area The West Zone of Delhi is, indeed, a true representative of the all kinds of area - authorized, unauthorized, JJ colonies, Industrial and Slum area etc. Total area covered by the West Zone is approximate 59.74 square kilometer.

Projected Population West Zone of SDMC has a population of 1708285 souls as per Census 2011 with decadal growth rate of 21% in the decade 2001-2011 for Delhi. Table 19 below shows the projected population of the West Zone upto year 2023 keeping in mind the current prevailing growth rate. It is to be noted that the projected population of year 2016 have been used for planning of minimum project assets requirement for collection and transportation of solid waste.

Note: As per the NCR Regional Plan, projected population of Delhi in 2021 is in range of 197-208 Lakhs (Growth Rate of Delhi upto year 2021 is about 18%)

4.2.4. Quantification of MSW, Silt and Street Sweeping Waste For the quantification of the waste, sample size survey of households/commercial establishments/roads/parks/drains was taken in West zone. During the survey, all types of categories of colony viz. authorized/unauthorized/JJ/resettlement/village/urban village were covered. Based on the survey conducted and analysis done, per capita MSW generation is estimated for each of the households at 326 grams/capita/day. Gross per capita waste generation for the West Zone is estimated at 624 grams/capita/day.

Concessionaire shall provide one new vehicle on 24x7 basis, at the disposal off Engineer-In-Charge, SDMC. The vehicle should not be lesser than 7 seaters capacity along with the company fitted CNG with driver for the entire concession period including extensions period. All the expenses viz. fuel, insurance cost, poullution cost etc shall be borne by Concessionaire. Vehicle will run maximum 4000 km in a month. 4.3. Najafgarh Zone

The MSW from the Najafgarh Zone through the specified vehicles finally shall be dispose to Waste to Energy (W2E) Plant, Okhla Phase -2 which is operational by M/s Jindal and company since 2012. Waste specified other than MSW viz. street sweeping waste shall be transported to Okhla landfill site which is situated in Okhla phase -1. Service Area

The Najafgarh Zone of Delhi is, indeed, a true representative of the all kinds of area - authorized, unauthorized, JJ colonies, Industrial and Slum area etc. Total area covered by the Najafgarh Zone is approximate 307.35 square kilometer.

4.3.2. Projected Population

Najafgarh Zone of SDMC has a population of 1473385 souls as per Census 2011 with decadal growth rate of 21% in the decade 2001-2011 for Delhi.

Table 31 below shows the projected population of the Najafgarh Zone upto year 2021 keeping in mind the current prevailing growth rate. It is to be noted that the projected population of year 2015 have been used for planning of minimum project assets requirement for collection and transportation of solid waste. Note: As per the NCR Regional Plan, projected population of Delhi in 2021 is in range of 197-208 Lakhs (Growth Rate of Delhi upto year 2021 is about 18%)

4.3.3. Quantification of MSW, Silt, Street Sweeping, Horticulture and C&D Waste

For the quantification of the waste, sample size survey of households/commercial establishments/roads/parks/drains was taken in Najafgarh zone. During the survey, all types of categories of colony viz. authorized/unauthorized/JJ/resettlement/village/urban village were covered. Based on the survey conducted and analysis done, per capita MSW generation is estimated for each of the households at 298 grams/capita/day. Gross per capita waste generation for the Najafgarh Zone is estimated at 574 grams/capita/day.

ANNEXURE-II

Performance Penalties

The Monitoring System based on self-reporting by the Concessionaire is proposed (refer table no. 40 to 92 in annexure-I). It may be noted all these self- assessment reports shall tally with GPS report (auto analyzed by the computer system) for this monitoring system to properly work. Penalty for non-conformance shall be imposed by Authority based on one or both of the following: (a) Complaint by 2 or more actual users, and validated by field report or GPS system; (b) Spot inspection and reporting by Authority officials/ appointed Project Monitoring Consultant. (c) The penalties imposed on the basis of above MIS reports shall over-ride the self-reporting by the concessionaire, notwithstanding the fact that the self-assessment may have been accepted by the authority. In addition, the Concessionaire shall be given an opportunity of being heard. Certain Tolerance for default(s) are prescribed in the table 75. If the performance of the concessionaire falls below the tolerance level, the penalties are applicable on all defaults (and not just that are in excess of the tolerance limits). Concessionaire has to follow minimum technical requirement of the proposed vehicles mentioned in the below table. Please note that “capacity” and “specifications” suggested below are “minimum required”. Concessionaire is free to use higher capacity or higher specifications.
