The action plan submitted to Hon'ble Lt. Governor while seeking extension under clause 5.11 of regulations dated 24.3 .2008 upto 31 .3.2015 to expedite the regularization process by grouping UCs based on record and various reports received from concerned is as under: 1. Category-!, as per Annexure-! (Total134 UCs) The colonies exist in 2002 and having built up percentage 50% or more in 2007 which do not require NOC from ASI, Forest, DDA and have no other objections. (a) The UCs identified eligible by UD Deptt. as per clause 3 of Regulations dated 24.3.2008 in such cases boundary to be finalized by 31 .7.2014 by the Revenue Department. (b) After finalization of boundary by Revenue Deptt. , GSDL shall submit superimposed maps as per aerial survey/satellite imageries as prescribed in Regulations upto 30.9.2014. (c) The local bodies shall finalize and approve the fay out plans of above identified colonies as per provisions of regulations dated 24.3.2008 and its subsequent amendments. 2. Category 2, as per Annexure-11 (Total 111 colonies) The colonies exist in 2002 and having built up percentage 50% or more in 2007 which do not require NOC from ASI , Forest and DDA but other objections are there. (a) Finalization of boundary by Revenue Department to resolve objections like scattered, MRWA, affluent etc. by 30.11.2014. (b) GSDL shall provide superimposed maps as -per boundaries finalized by Revenue Deptt. of each colony under this category upto Dec. 2014. (c) Lay out Plans of colonies found eligible as per boundary finalized by Revenue Deptt. and superimposed maps supplied by GSDL ; shall be approved by local bodies by 31 .1.2015. (d) Order of regularization of UCs fulfilling of provisions of the regulations shall be issued by GNCTD by February, 2015. 3. Category-3, as per Annexure-Ill (Total 289 UCs) The colonies exist in 2002 and having built up percentage 50% or more in 2007 which require NOC from ASI , Forest, DDA and having other objections. (a) Concerned agencies shall ensure to submit NOCs as required under clause 3 of the regulations dated 24 .3.2008 by 30 .9.2014. (b) Scrutiny to ascertain eligibility for fixation of boundary after obtaining NOC . from all agencies shall be completed by 30 .6.2014. (c) Finalization of boundaries of UCs identified under (b) above by revenue authorities upto December, 2014. (d) Issue of regularization orders to eligible UCs by 31 .3.2015. 4. Category 4, as per Annexure-IV (Total 362 UCs) The colonies which does not exist or exist in the year 2002 and having built up less than 50% in 2007 with other various objections. (a) Decide eligibility I rejection of UCs by 31.10.2014. (b) Finalization of boundaries and issuing regularization order of eligible UC, if any, by 30.4.2015. All are requested to complete the regularization process of above· unauthorized colonies to adhere the time line approved by Hon'ble Lt. Governor, Delhi so that entire process of regularization is completed by 31st March 2015. The details of UCs and LoPs submitted by RWAs may also be accessed from '{y'_Y'{_'0£.ud.delhigovt.nic.in.     A LANGUAGE WITHOUT A STATE: EARLY HISTORIES OF MAITHILI LITERATURE Lalit Kumar When we consider the more familiar case of India’s new national language, Hindi, in relation to its so-called dialects such as Awadhi, Brajbhasha, and Maithili, we are confronted with the curious image of a thirty-year-old mother combing the hair of her sixty-year-old daughters. —Sitanshu Yashaschandra The first comprehensive history of Maithili literature was written by Jayakanta Mishra (1922-2009), a professor of English at Allahabad University, in two volumes in 1949 and 1950, respectively. Much before the publication of this history, George Abraham Grierson (1851- 1941), an ICS officer posted in Bihar, had first attempted to compile all the available specimens of Maithili literature in a book titled Maithili Chrestomathy (1882).1 This essay analyses Jayakanta Mishra’s History in dialogue with Grierson’s Chrestomathy, as I argue that the first history of Maithili literature was the culmination of the process of exploration of literary specimens initiated by Grierson, with the stated objective of establishing the identity of Maithili as an independent modern Indian language.This journey from Chrestomathy to History, or from Grierson to Mishra,helps us understand not only the changes Maithili underwent in more than sixty years but also comprehend the centrality of the language-dialect debate in the history of Maithili literature. A rich literary corpus of Maithili created a strong ground for its partial success, not in the form of Mithila getting the status of a separate state, but in the official recognition by the Sahitya Akademi in 1965 and by the Eighth Schedule of the Indian Constitution in 2003.
