2. Overtime Reports Chief Brinton presented the December and January Overtime Reports. The December 2019 Overtime Report shows a higher than anticipated overtime for the year. Several new hires should be reducing this trend going forward into 2020.

COMMUNICATIONS:
3. BCAPB AGM Proposed Resolutions for Discussion
Each Board member has a vote on each of the resolutions. This time on the agenda was provided as an opportunity to discuss or ask questions prior to the AGM. A question was asked regarding the origins of the proposed resolution involving the BC Coroner Services. Chief Brinton explained that the coroner is no longer responsible for body removal at sudden deaths. This has created logistical issues for police. A question was also asked about the two WorkSafe-related resolutions. Chief Brinton spoke of the higher premiums across the province due to presumptive PTSD and longer delays in processing these claims. The other WorkSafe-related resolution concerns the wide gap between the WorkSafe compensation and the true salary of police officers. CARRIED
NEW BUSINESS:
4 Joint Saanich-Oak Bay Police Board Meeting, May 25, 2020
The Board has been invited to participate in a joint meeting with the Saanich Police Board on May 25. There are currently eight items on the proposed agenda. The Board expressed concern that there was not enough time to give due attention to each of the items and would like to ask if the agenda could be pared down somewhat.
Action: Board Secretary to confirm the date and ask that the agenda be confined to the following topics of shared interest: • Extended Services Contract • Collective Bargaining • Regional Policing • Working with Other Agencies – Island Health, BC Housing • Shared Services (with a request for clarification of definition to include E-Comm)
MOVED and seconded: That the Oak Bay Police Board participate in a joint meeting with the Saanich Police Board on MayDRAFT 25, 2020.

5. Department Restructure
Chief Brinton’s memo is in response to a 2019 identified priority to review the structure of the department. The restructure will retain the six sergeant positions, with one assigned to Administration with focus on policy development and training, one in charge of Community Services and four dedicated to Patrol. The positions in the Detective Office are currently under review, but if retained would be at the constable rank. The Police Association has been consulted

May I take this opportunity to send appreciation from my office to you and your respective departments regarding the season of protests and demonstrations recently experienced in the Capital Regional District.
The depth of expertise applied to the tasks that your members have been engaged in is of the highest quality and the support that they have been, as a police service and as individual police officers is second to none!
While it is not possible to fully incorporate individual incidents for recognition, it would be remiss of me if I did not mention just a few outstanding examples of professionalism that my team and I have experienced in the past few weeks.
On Tuesday 11th February 2020, we saw systematic obstruction to the Legislature and other key government locations surrounding the precinct. Thanks to the excellent leadership of Deputy Chief Jason Laid man and the Greater Victoria Crowd Management Unit led by Inspector Grant Hamilton, we were able to develop and execute an operations plan to ensure that the Lieutenant Governor was able to access the Legislative Assembly, deliver prorogation and the throne speech as planned and to safely · return to Government House. This would not have been possible without additional expert help from the Victoria Strike Force unit, members of the Esquimalt Fire Department Medic team and in particular, our key police liaison member, Sergeant Cliff Watson .
In similar fashion on Tuesday 18th February 2020, the Minister of Finance and Deputy Premier was able to deliver her traditional budget briefing to stakeholders and media at the Victoria Conference Centre before returning to the Legislative Assembly for the main budget speech. Once again, I would wish to offer appreciation to Sergeant Cliff Watson, the Greater Victoria Crowd Management Unit and special thanks to Victoria Police Department Constables Ralph Weber and Steven Lefebvre who shone out as true ambassadors of excellence as they led the efforts to ensure the minister's safety.
