The main objectives of the subprogramme are: (i) to contribute to the growth of drinking water supply infrastructure with a view to improving the living conditions of the populations of Greater Libreville (Municipalities of: Libreville, , and ); (ii) contribute to ensuring a better quality of drinking water supply in Grand Libreville through (a) improving the rate of return of the distribution network and (b) strengthening the capacity of the various actors to transformation of the sector.

The project will generate considerable positive and tangible socio-economic and environmental benefits for the 920,000 inhabitants of Grand Libreville and on the natural environment. Thanks to the network extension works, it is expected that 300,000 additional people will have access to drinking water, ie 31% of the population of Libreville. With the project, the rate of access to drinking water drops from 55% to 90% for the urban population of Libreville. In addition to the inhabitants of Libreville, the project will benefit local industries and other production and service structures such as the administrations involved including the Ministry in charge of Water and Energy, public works, barracks, society operating; schools and hospitals.
