1. Introduction

1.1 Background

1. This report is the 7th semimanual environmental monitoring report for the Guangxi Beibu Gulf Cities Development Project (the Project) covering the period of 1 January – 30 June 2019. It is prepared by the Management Office of the Leading Group for ADB-Financed for Guangxi BeibuGulf Cities Development Project (or Guangxi Project Management Office, GPMO) with the assistance from NREM International Inc. (NREM) as the loan implementation consultants.

2. The report is prepared in accordance with the environmental management plan (EMP), on the basis of the data collected by the loan implementation consultants and provided by the external environmental monitoring agencies.

2. Project Overview

2.1 Project Components and Implementation Status

The total value of civil works and goods contracts is estimated to be CNY 1.457 billion, and the completed works is valued at CNY 1.2 billion, accounting for 82.6% of the total value of the civil works contracts. The disbursement amount is CNY 910 million, accounting for 62.5% of the total value of the contracts, and 76% of the completed engineering works.

By project city, the total value of civil works contracts for Beihai is estimated to be CNY 356 million, the completed works is valued at CNY 367 million, accounting for 103% of the total value of the civil works contracts, and the disbursement amount is CNY 267 million, accounting for 75% of the total value of the contracts. The total value of civil works and goods contracts for Qinzhou is estimated to be CNY 723 million, the completed works is valued at CNY 469 million, accounting for 64.8% of the total value of the civil works contracts, and the disbursement amount is CNY 363 million, accounting for 50.2% of the total value of the contracts. The total value of civil works and goods contracts for Fangchenggang is estimated to be CNY 377 million, the completed works is valued at CNY 368 million, accounting for 97.6% of the total value of the civil works contracts, and the disbursement amount is CNY 280 million, accounting for 74.3% of the total value of the contracts.

6. All of the construction contracts implemented before 2018, most of them have been completed or basically completed, and most of the goods contracts have been delivered or accepted and settled. The three (3) new civil works contracts and two (2) goods contracts started in 2019 will be fully completed by the end of April 2020, and all withdrawals will be completed before the closure of the project.

7. The Fangchenggang Dongxing Blvd started relatively late, and some difficult situations are involved during the bidding process, which resulted in the delay of bid evaluation and finalization of the bidder till the beginning of 2019. The bidding of the newly added Binhai Highway and the north section of Road #2 of Qinzhou Xincheng Road Network is also due to some difficult situations involved during the bidding process, the bid award has been delayed again and again. At present, the implementation of these several contracts is normal, however, because the construction period has been compressed, it is quite difficult to complete all the projects in the required time, and great efforts need to be made by all parties involved.

2.2 Implementation Progress by Contract Package

8. The implementation progress by contract package is shown in Table 2 and the updated implementation schedule is shown inTable 6.

2.4 Updated Financing Plan

10. ADB provides a loan of $150.0 million from its ordinary capitalresources to help finance the project. The loan will have a 25-year term, including a grace period of 6 years, an annual interest rate determined in accordance with the London Interbank Offered Rate (LIBOR)-based lending facility, a commitment charge of 0.15% per year, and such other terms and conditions set forth in the draft loan and project agreements. The ADB loan also finances taxes and duties for eligible ADB-financed expenditures, and transportation and insurance costs included in the base cost for ensuring smooth project implementation. The loan is estimated to finance 49.0% of the project cost, including civil works, equipment and materials, and institutional strengthening. The government finances the remaining $207.17 million through counterpart funds from the two project cities.

2.5 Implementation Arrangements

11. GZARG is the project executing agency (EA). A project management office (PMO) for the project was established in the Guangxi Development and Reform Commission

(GDRC). The project implementing agencies are the Beihai, Qinzhou and Fangchenggang municipal governments. The implementation arrangements are shown in the following figure.

3. Implementation of the EMP

3.1 Overview

12. The objective of establishing an EMP is not only to propose appropriate mitigation measures, but also to recommend establishment of institutions or mechanisms to monitor and ensure compliance with environmental regulations and implementation of the proposed mitigation measures. Such institutions and mechanisms will seek to ensure continuously improving environmental protection activities during preconstruction, construction, and operation in order to prevent, reduce, or mitigate adverse impacts.

13. The Environmental Management Plan (EMP) was prepared by the domestic EIA institutes, the design institute and GPMO based on the domestic EIA reports, the feasibility study reports (FSRs), as well as the master plans of the three project cities, and other project documents. The EMP covers all project implementation phases, including design & pre-construction, construction, and operation.

14. The EMP defines appropriate mitigation measures for the anticipated environmental impacts, and defines the institutional responsibilities and mechanisms to monitor and ensure the compliance with PRC’s environmental laws, standards and regulations, and ADB’s Safeguard Policy Statement (SPS 2009). The EMP specifies: (i) objectives; (ii) implementing organization and responsibilities; (iii) mitigation measures; (iv) inspection, monitoring, and reporting arrangements; (v) training and institutional strengthening; (v) future public consultation; and (vi) a feedback and adjustment mechanism.

15. The EMP has divided the project duration into the following phases:

1) Pre-construction phase, from the date of loan effectiveness to the commencement of construction, with the primary task of incorporating environmental management provisions into the detailed design, bidding, contracting, reviews and approvals, institutional strengthening and capacity building, etc.

2) Construction phase, from the start of construction to the date of physical completion, with the primary task of implementing and supervising the implementation of the Environmental Management Plan (EMP) and monitoring the residual environmental impacts, etc.

3) Operational phase, with the primary task of implementing and supervising the implementation of the operational mitigation measures and monitoring the residual environmental impacts.

16. On the basis of updated progress above, the project implementation spans all three phases: pre-construction, construction and operation.

3.2 Updating the EMP

17. The EMP specifies that in case of major change of project location (or additional physical component) that may cause substantial environmental impacts or involve additional APs, IAs and city PMOs should form an EIA team to conduct additional EIA and also public consultations. The revised EIA should be submitted to the GEPD and ADB for approval and disclosure. To determine whether the change is minor or major under assistance of LIEC,

GPMO and local PMOs should consult with ADB. As of today, there have been three major updates to the EMP in the form of standalone addendum EMPs that were endorsed by GZARG and ADB: i) April 2015 Addendum to the Consolidated Project Environmental Impact Assessment (for cancellation of the Yingpan Road and addition of Beihai Avenue, Henan Road and Nanzhu Avenue in Beihai Eastern District)1; ii) June 2017 Addendum to the Consolidated Project Environmental Impact Assessment (for addition of the Dongxing Avenue in Fangchenggang City)2, and iii) June 2017 Addendum to the Environmental Impact Assessment for the Two Newly Proposed Roads in Qinzhou3. There was no EMP update during this reporting period, as there is either change in project scope nor contract variation / construction plan that warrant an update.

3.3 Fulfilment of Institutional Responsibilities

18. The EMP has defined the roles and responsibilities of the key project agencies, including the EA / city PMO, IAs / city PMOs, PIUs, contractors, construction supervision companies (CSCs), loan implementation environmental consultant (LIEC). These agencies have by and large fulfilled the assigned responsibilities for EMP implementation.

3.4 Institutional Strengthening for EMP Implementation & Supervision

19. The environmental management plan has defined the roles and responsibilities of key project agencies, including project executing agency / GPMO, project implementing agencies / city PMOs, project implementation units, contractors, construction supervision companies, and loan implementation consulting services. These organizations have generally fulfilled their responsibilities as specified in the environmental management plan.

20. Specific requirements under the provisions of the EMP are as follows: 1) establishment of an environmental management unit (EMU) in each city PMO, including at least one environmental expert; 2) appointment of an environmental coordinator in the GPMO to coordinate the implementation of the EMP by the city PMOs / project implementing units; 3) inclusion of an environmental specialist under loan implementation consulting services; 4) provision of environmental management training to all project partners; 5) invitation of officers from the environmental management authorities for training to the contractors and construction supervision companies.

21. EMUs have been established by the PMOs of Beihai, Qinzhou and Fangchenggang. The EMU is headed by the deputy director of the PMO and assisted by an environmental officer. The environmental coordinator coordinates with the GPMO, the city PMOs and the PMUs. After the ending of contract in December 2017 with Mott McDonald, NREM International Inc. was hired to provide loan implementation consulting services, starting in March 2018. There is an environmental expert in the loan implementation consultant team.

22. Environment person of construction supervision companies (CSCs). Environment persons of CSCs will have the principal responsibility for observing contractor construction activities, and for ensuring that those activities are accomplished in compliance with the Project's environmental requirements, specifications, goals and objectives. During this reporting period, corresponding CSCs environment persons have been appointed for all the work contracts that have entered construction stage.

23. Environment person of contractors. An environment person will be appointed by each Contractor to be responsible for the implementation of environmental mitigation measures and internal monitoring. During this reporting period, corresponding environment persons have been appointed for all the work contracts that have entered construction stage.

24. Environment monitoring companies. The environment performance of the project will be verified by external environmental monitoring companies (EMCs). Beihai PIC has contracted Guangxi Hengqin Test Technology Co. Ltd. as the EMC, Qinzhou PIC contracted Guangxi Weibiao Test technology Co. Ltd. to conduct external environment monitoring. For Fangchenggang, the DongxingBlvd was still under procurement during reporting period andtherefore no external environmental monitoring was undertaken.

25. As of today, NREM has conducted training in each project city for officers of city PMO, PIU, contractors, construction supervision companies and external environmental monitoring agency. Topics of training covered ADB's safeguard policies, environmental provisions in loan and project agreements, environmental management plan, institutional roles and responsibilities, environmental monitoring plan, public consultations, grievance redress mechanisms, compliance with loan convenants, etc. In the fourth quarter of 2018, a one-day comprehensive training workshops was provided to all active contractors under the project. In the second quarter of 2019, a two-day comprehensive training workshop was organized and the participants included all IFI-financed projects in Guangxi whereby the GPMO is managing.

3.5 Capacity Development

27. There are two consulting services under recruitment. They focus on universal design and climate resilience for urban infrastructures. They are scheduled for completion before loan closure.

3.6 Questionnaire Survey of PIUs

28. A questionnaire survey of the PIUs on key issues of environment, health and safety was administered in June 2019. The results are presented in the following table. As can be seen from the table, each PIU has an EMU and the required staff in place. The external environmental monitoring agencies have also been engaged. As of today, there has been no occurrence of major accidents relating to construction and community safety, environmental pollution and health.

3.7 Implementation of Mitigation Measures

29. The anticipated impacts of the project components in the three project cities during project preparation, implementation and operation, as well as corresponding mitigation measures to minimize those impacts, were defined in the EMP. By and large, the mitigation measures have been implemented properly. A summary matrix is provided in Appendix 1.

3.8 Environmental Provisions for Bidding and Contract Documents

30. There are two requirements in the EMP with respect to bidding and contract documents: 1) ensure the mitigation measures in the EMP are incorporated in all bidding

31. The following environmental provisions have been clearly listed in the bidding documents and contracts. General Contract Conditions of the bidding documents have clearly defined as: 1) the contractor shall be responsible for the safety of all activities on the site; 2) the contractor shall take all reasonable measures according to applicable environmental protection laws and regulations to protect the environment on and in vicinity of the site and avoid damages or nuisances to personnel or to property of the public and others resulting from pollution, noise or other causes arising as a consequence of the contractor's acts and/or operation. Specific environmental requirements including all mitigation measures defined in the EMP are also included in the civil work contracts. Moreover, the EIA and EMP were attached as appendices to all of the bidding document and the civil work contracts. The environmental management requirements cover air emission control, wastewater management, solid waste management, noise control, soil erosion control, public and workers health and safety, physical cultural resources, social impact, gender equity, resettlement, etc.

3.9 Grievance Redress Mechanism and Public Consultations

32. In accordance with the EMP, a Project Public Complaints Unit (PPCU) has been established in the project city PMOs.

33. Information disclosure is achieved primarily through the bulletin board serected at each construction site, as required by Chinese law. The bulletin boards contain a description about the project, layout map, construction safety, labour standards, environmental and health standards, name of the contractor(s) and names and contact information of the on- site managers and company executives. Public complaints can also be lodged through the 24-hour hotlines of the municipal EPBs in the three project cities (―12369‖– common number country-wide). The municipal EPBs also have online complaints gateways in their webpages. These channels are assessed to be adequate.As of today, no formal public complaint has been received.

34. Meanwhile, the EMP contains a comprehensive public consultation program for the construction and operation phases, as shown in the table below. The public consultation program includes public participation in: (i) monitoring impacts and mitigation measures during construction and operation, (ii) evaluating environmental benefits and social impacts, and (iii) interviewing the public after the project is completed. The city PMOs and PIUs are responsible for public participation during project implementation. They are supported by the loan implementation environmental consultants.

3.10 Land Acquisition and Resettlement

35. In accordance with the EMP, the land acquisition and resettlement plans (LARPs) have been updated if and when there are design changes that affect the scope of land acquisition and resettlement. The project cities each have a land acquisition and resettlement office that comprises local government officials for managing the land acquisition and resettlement process.

36. The land acquisition and resettlement processes and procedures in practice entail comprehensive information dissemination, community consultation and community

They are able to meet the regulatory requirement of the PRC Land Administration Law (1999) and the ADB SPS (2009).

37. The EMP requires all resettlement activities are reasonably completed before construction starts on any component. The city PMOs and PIUs understand and are complying with this requirement.

38. Detailed resettlement monitoring results are included in the resettlement monitoring report for 2019.

3.11 Status of Compliance with Loan Covenants

39. The status of compliance with the environment-related covenants as prescribed in the Loan and Project Agreements is summarized in the table below. All environmental safeguard covenants have been complied with, being complied with or not yet due.

affected persons in real terms relative to pre-Project levels, and to improve the standards of living of the poor and other vulnerable groups. 4. Environmental Monitoring, Inspection and Reporting

4.1 Introduction

40. The environmental monitoring program focuses on the environment within the project’s areas of influence in the three project cities. The environmental monitoring program covers the scope of monitoring, monitoring parameters, time and frequency, implementing and supervising agencies, and estimated costs. The environmental monitoring program shall comply with the methodology provided in the relevant national environmental monitoring standards. Other associated standards to be followed are the national environmental quality standards of air, water and noise, and the pollutant discharge standards.

4.2 Environmental Reporting Requirements

41. According to the EMP, there are six types of environmental monitoring reports, including five for the construction phase, and one for the operational phase. The reporting requirements are summarized in the following table.

4.3 Internal Monitoring and Supervision

42. Internal monitoring, supervision and reporting are undertaken by regularly by the PIU environment office and the construction supervision companies (CSCs) on a weekly basis. During construction, the internal monitoring results are reported through the CSCs’ reports to the PIUs and EMUs monthly.

43. Field inspections and supervision consists of visual inspectionsand meetings with relevant stakeholders, by the on-site environmental engineer (OEE) of the contractor, construction supervision company (CSC), EMU officers, GPMO and the loan implementation consultants on a regular basis. The findings of the site inspections and supervision are recorded in the internal environmental monitoring report.

4.4 External Monitoring and Reporting

44. The environmental monitoring plan, as specified in the EMP, is provided in Appendix 2. The EMP requires for field sampling and laboratory analysis to be undertaken by the external environmental agencies, during construction and operation period, for such quantifiable environmental parameters such water quality, air quality and noise levels, until a project completion report (PCR) is issued. The external environmental monitoring agencies are charged with the responsibility to prepare sampling and laboratory analysis reports according the schedules, frequencies and submitted to GPMO, city PMOs and the PIUs, in accordance with the environmental monitoring plan as included in the EMP.

45. During this reporting period, construction of Beihai Zhulin road was suspended because of expected design change for a fishing pond at the end of the road. External environmental monitoring was done for Beihai Eastern District roads.

46. For Qinzhou, external environmental monitoring for Xincheng roads under construction was undertaken.

47. For Fangchenggang, the Dongxing Avenue was still under procurement and therefore no external environmental monitoring was undertaken; for the Fangcheng- Jiangshan road, the PIC informed the loan implementation consultants that no external environmental monitoring was conducted, as the road was completed and put into operation at the end of 2017.

48. Field sampling and laboratory analysis has been undertaken by the external environmental monitoring agencies for project components under construction. The external environmental monitoring results are presented in Appendix 3. The external environmental monitoring results show no violations of applicable standards.

49. The environmental monitoring plan contained in the EMP requires: i) air quality monitoring of the Wanheshan NR in 3 locations at border of NR facing road; of the roads in Xincheng district in 9 locations evenly distributed and the other roads in Beihai for the sensitive receptors within 200 of alignments; with a monitoring frequency of 3 samples perday for 3 consecutive days, semi-annually; 2) water quality monitoring for Chashan reservoir (Fangcheng-Jiangshan road), Xiaotaojiang river and Maolingjiang river (Maoling WWTP) and Maowei bay), with the sampling frequency of 3 sample each time, semi- annually; 3) noise monitoring, in the same locations and with the same frequency as air quality monitoring described above; and 4) heron population at the Wanheshan NR once a year. The duration of one year for operational monitoring is the norm and appropriate for this project. The PICs do not seem to be aware of the operational external monitoring requirements. The loan implementation consultants will conduct comprehensive training on the implementation of the EMP in Q3 / 2019; and the external environmental monitoring requirements during the operation phase will be emphasized.

4.5 Site Inspections

50. During reporting period, the PPMO together with the ADB mission team, MPMOs and NREM consultants conducted site inspection to three project cities from 23rd to 27 February 2019. Issues identified has been informed the contractors for immediate mitigation. After site visits, meetings were held with MPMOs, CSCs and Contractors to discuss further actions needed.

Constructed Roads

Site inspections by ADB, GPMO, MPMOs and NREM consultants

51. During this reporting period (1 January-30 June 2019), the GPMO environmental officers and loan implementation environmental specialists, accompanied by city PMO and PIU environmental officers, conducted multiple rounds of site inspections. During the inspection missions, the GPMO environmental officers and loan implementation environmental specialists conducted interviews and briefings with the city PMOs, PIUs, contractors and construction supervision companies with respect to the implementation status of the EMP, issues encountered and corrective actions. The inspections have discovered that the contractors are in full compliance with the mitigation measures proposed in the EMP. In particular, construction sites are generally well fenced and gated for safety, and dust and noise abatement. Construction sites are sprayed for dust suppression generally well. Construction vehicles are covered to prevent littering. Construction offices are clean and tidy, with proper sanitary facilities. Exposed surfaces are revegetated immediately after construction. Workers are found to wear proper safety equipment.

52. When deficiencies are found during site visits, the contractor is ordered to take immediate corrective action. For example, during February 2019 site visit by the GPMO and loan implementation environmental consultant, some road sections under construction in Beihai were found to have gaps in the fences and dry, dusty road surface. The PIU environmental officer immediately ordered the contractors to close the fence gaps, spray water on the dry, dusty road surface and prevent from reoccurring in the future.

5. Work Plan for the Next Reporting Period

5.1 Introduction

53. As of today, the project covers pre-construction, construction and operation phases. The primary tasks included bidding (for Binhai Hwy and No. 2 Road North-Central in Qinzhou), construction and operation. These tasks will continue to the next reporting period (1 July-31 December 2019). The work plan for the next reporting period therefore will entail environmental management for all three phases of pre-construction, construction and operation.

5.2 Proposed Work Plan

B. Qinzhou subproject

In Qinzhou, environmental monitoring was undertaken for both construction phase and operation phase. For roads under construction, air quality and noise level were monitored monthly at three locations (see figure below), surface water quality was monitored quarterly, sea water quality was monitored semi-annually. Air quality was monitored 24-hrs continuously for two days. Noise level was monitored twice (day time and night time) for two days. For roads put into operation, operational monitoring was undertaken.
