02 “Lyon can only flourish in an international context” wrote Fernand Braudel. Travellers on the Silk Road and Italian bankers; the Franco-Chinese Institute and euronews: world has always beaten a path to the banks of the Saône and the Rhône. In the words of the old local saying, “Not everyone can come from Lyon”: the town’s development depends on its capacity to welcome foreigners.

In 2014, 80 new businesses were established in Lyon, attracted by Aderly. They will all benefit from the skills and expertise found in Lyon - and they will also enrich the surrounding region with their know-how, technologies and dynamism.

However, sixteen thousand foreign students also come each year to study in Lyon University’s lecture theatres, hundreds of thousands of tourists stroll the streets of Old Lyon or Confluence, and an equal number of foreigners discover the town when they attend a specialist conference

The visit by the Chinese President Xi Jinping was the highlight of a very international year. He chose Lyon as the starting point for his official tour of France, a sign that the regional capital now has truly the status of an international metropolis. This status has been ratified by investment decisions involving tens of millions of euros by the US companies Cenntro Motors and Hexcel and the German company Fresenius.

80 companies chose Lyon in 2014 and benefi ted from the Aderly's support in settling in their businesses. 30

In keeping with the strategic plan for the Agency and the region, the 938 two priority business sectors (life sciences and cleantechnologies) BUSINESS SERVICES & ICT continue to account for half the results: 56% of the number of investment projects and 45% of the number of jobs created in 3 years. However, the service and technology bias in the Lyon Metropolis is evident, alone accounting for 30 projects and 938 jobs (37% of NEW projects and 48% of jobs). 33 COMPANIES 12 Of the diff erent qualitative criteria defi ned by the Agency, results 599 AND surpassed targets in two areas: 268 CLEANTECHNOLOGIES JOBS IN 3 YEARS LIFE SCIENCES - Innovation and R&D: the Agency supported 12 R&D centres in 2014 & INDUSTRY BY ACTIVITY SECTOR (target: 8). This highlights the fact that competitiveness in Lyon is based particularly on its scientifi c and technical excellence (see diagram below). - Geographical spread: over 13% of the projects supported by Aderly involved areas outside Greater Lyon (Lyon Metropolis). 9 were in 5 peri-urban areas of the Rhône Department and 2 in Aderly's partner regions (Ain and Isère) belonging to the metropolitan centre under 117 construction (see diagram on next page). In 2014, Aderly helped 80 new businesses settle or develop in the Lyon region. This represents 1,922 jobs in three years - beating previous records, as shown in the diagram below. The Agency's overall targets for 2014 were 60 projects per year and 1,800 jobs generated in 3 years. In the three-year period 2012/2014, Aderly has helped 228 businesses (against a target of 180) creating 5,606 jobs in 3 years (against a target of 5,400).

The Vandemoortele Group is one of the major European and world players in fats and frozen baked goods (breads, fancy breads, cakes and pastries). The Group currently has 4,700 employees and its turnover in 2014 was 1.4 billion euros. Vandemoortele decided to invest in a new industrial bakery for frozen baked goods on the Industrial Estate of the Plaine de l’Ain. This investment was in response to a high demand for frozen baked goods in France and growing export opportunities. Two production lines will be opened in 2015 with 60 - 70 people. The site will ultimately employ 150 staff , with 4 production lines and a high-bay logistics building.

Aderly helped Vandemoortele especially in fi nding land. The Agency identifi ed 8 sites in 3 weeks. Two were short-listed, and the fi nal choice was the Plaine de l’Ain: its location is ideal not only for exporting to Germany, Switzerland and Italy, but also for accessing Lyon to deliver to shops.

Skinjay has set up its R&D centre within the Axel’One Innovative Materials Platform (Plateforme Matériaux Innovants - PMI). It Novasep leads in the production of molecules for fi ne chemicals researches new (recyclable and biodegradable) materials in order and life sciences. It chose a 900m² building in the Biodistrict to design shower capsules that can diff use skin care products and of Lyon-Gerland as the location for its management team. The perfumes into the water. Lyon site is thus becoming the company's nerve centre. It has just added to the two production units already established in the Nicolas Pasquier, Skinjay's founder and CEO region, at Chasse-sur-Rhône and Saint-Maurice-de-Beynost in Skinjay chose to install its laboratory and technical teams in Lyon the Ain Department (a total of 320 people). for two reasons: it had collaborated eff ectively for over two years with the INSA Engineering Institute in Lyon, and it had the town's Aderly was involved in many aspects of Novasep's move to support via Aderly economic development agency. Smad Fresenius is a world leader in services and products for treating kidney failure. It chose to open a new production unit for NUMBER OF BUSINESSES an ultra-high technology product - dialysis fi bre - at its French manufacturing subsidiary at L’Arbresle (Rhône Department). The project represents an investment of 70 million euros and 12 creates 80 new jobs. It will complete three years from now, because it involves buying a new site near the current factory and erecting a number of buildings to house the unit's fi rst three production lines. Two more production lines will be added in the NUMBER OF JOBS IN 3 YEARS following year.

The project builds on the company's achievements and results over the last few years, and is in competition with Japanese, German 268 and American sites. It is supported by Aderly and championed by Thierry Eyrard, Chairman of Fresenius Medical Care. We have demonstrated our ability to develop new technologies and complete projects to time.

Nova Dfl is the world's largest manufacturer of anaesthetics for dental surgery. Based in Brazil, it sells an extensive and comprehensive range of products including resins, dental whiteners, instruments and implants to over 50 countries worldwide. The business chose Lyon as the site for both its European subsidiary and a logistics platform to give it access to the whole of Europe and the countries in the Mediterranean basin. Within the next two or three years, Nova Dfl plans also to set up an R&D site to develop new resins. The company moved into the World Trade Center Lyon in October. The aim was to obtain the marketing authorizations for their range of anaesthetics as quickly as possible.

ALMA BIO THERAPEUTICS

This Israeli business develops anti-infl ammatory DNA molecules for therapeutic use, and wanted to set up its European head offi ce in France. Alma Therapeutics also considered , but fi nally chose Lyon, and in particular the Accinov platform, in order to profi t from scientifi c and technical skills in immunology.

Aderly took me under its wing and helped me integrate into the life-sciences community in Lyon , emphasizes Binah Baum, CEO of Alma Therapeutics France.

Amaris provides consultancy services with high added value. Its activity & ICT is based on fi ve specialist areas: business and management consulting, information systems and technologies, engineering and high technologies, telecommunications, biotechnologies and pharmaco-economics. The Group has 55 sites worldwide and almost 2,000 people. Its French head offi ce is based in Lyon and employs 220 staff . Amaris has chosen to focus all the areas of expertise that it previously based in other regions in our urban area, and to add other skills not present before. NUMBER OF BUSINESSES Jean-François Thunet, Director of Operations and Director for France in Lyon. Amaris, a consultancy fi rm specializing in management and technologies, set up its French head offi ce in Lyon in 2008. It has a presence in 40 countries, 30 but chose the Lyon area because it is economically dynamic and well placed for Europe. Manufacturing (among other sectors) is expanding strongly, and Lyon is both a national and a regional Decision-making centre. Air Liquide France Industrie covers all the activities required to produce and market the Group's industrial gases in France, with three complementary activity sectors: Large Industries, Industrial Merchant and Electronics. The Group now has over 2,500 employees and more than 80 sites in France, serving a portfolio of 300,000 customers. In 2014, the company wanted to locate all its customer-relationship activities in France (previously spread over 15 towns) at a single site. After inviting Bordeaux, Lille, Lyon, Marseille and Nantes to compete, it chose Lyon.

5 This digital design studio specializes in innovative business applications (web + mobile), and decided to set up a development centre in Lyon. Christophe Dubernet de Boscq, Co-founder of Silk, explains why. Since March 2011, Silk has specialized in web and mobile applications for NUMBER OF JOBS IN 3 YEARS medical laboratories. We enable secure and tracked exchanges between laboratories and external personnel. We are a small multi-disciplinary start- up (2 developers, 2 sales staff and 1 designer) and our aim is to change the 117 way health personnel work and communicate in France - and very shortly, in Europe. We created the company in Paris, but in December 2013, we decided to move to Lyon for several reasons: an attractive and economically-buoyant area; controlled rents; living conditions and a quality of life much better than those in Paris; and above all the pleasure of being again in a town of manageable size. In addition, we were lucky enough to be welcomed by Aderly, who helped us fi nd our new offi ces and put us in touch with the important players in the region. It still gives us lots of good advice.

Smart PS develops optimized security solutions for major groups and regional authorities. Smart Teknics is a subsidiary of the security fi rm Smart PS, which has its KEY POINTS head offi ce in Lyon and a presence in 11 other French towns. We chose Lyon for this subsidiary in order to develop an autonomous robot for industrial-site surveillance. A focus on the region is central to Aderly's work

In 2014, the scope of its work included communes in the Lyon Metropolis, some communes in the Department of the Rhône, the CAPI (Agglomeration Community of Porte de l'Isère), the PIPA (Plaine de l’Ain Industrial Park) and ViennAgglo (Agglomeration Community of Pays Viennois). These areas comprise the territory that the Agency can offer to the businesses it supports. One of the Aderly's tasks is to promote these areas, but it also works with them in decisions on their development. Focus on some examples from 2014.

ADERLY AT THE PARCOURS FRANCE TRADE SHOW The Parcours France trade show (formerly Prov’emploi) took place in October in Paris. The objective was to allow the regions to introduce themselves to executives and project directors based in Paris. Aderly has attended the show for the last two years, alongside Agency partners in peri-urban areas (Beaujolais Vert and Monts du Lyonnais) to showcase Lyon's complete offering in terms of career opportunities (see banner below).

The team identified two set-up projects and met over 250 visitors at the partnership stand "Lyon Metropolis and the New Rhône". Information was available about employment and Lyon's key activity sectors and trades, but also about the quality of life in the Lyon region.

Invest in French Metropolises Agencies promoting French regional centres form a club called "Invest in French Metropolises", which promotes the advantages of cities other than Paris in the eyes of foreign investors. The club is informal and comprises the agencies in Lille, Marseille, Lyon, Toulouse, Nantes, Bordeaux and Nice. It also aims to encourage the French authorities to recognize the regional centres as first-line partners when promoting France abroad.

Cities in Business Amsterdam, Rotterdam, Stockholm, Berlin, Munich, Frankfurt, Manchester, Copenhagen, Paris, Vienna and Lyon. The international promotion agencies in 11 European regional centres have decided to form a club, where they can exchange good practice and facilitate common performance measures when prospecting for businesses.

The CNER Aderly is a member of the governing board of the French National Council for Regional Economies (Conseil National des Economies Régionales - CNER), a federation of economic-development agencies in France. It thus contributes to discussions on how to match the economic-development offering to the realities of the region. For instance, Jacques de Chilly was among the delegates received by André Vallini (French Secretary of State for territorial reform) on 15 October 2014, in order to discuss changes to the economic- development agencies in the context of territorial reform.

ADERLY PARTICIPATES IN WORKING GROUPS ON DEVELOPING THE REGIONAL OFFERING Aderly contributes as a member to the discussions on developing the Plaine Saint-Exupéry, and participates in local government in the context of the Territorial Management Directive (Directive Territoriale d’Aménagement - DTA). This cross-Departemental area (20 communes from the Rhône, the Isère and the Ain) is being changed to improve regional and metropolitan access to the airport via public transport.

The aim is not only to make the area a strategic site for locating businesses, particularly those running logistics, but also to attract industrial projects that require a lot of land.

THE VISIT OF THE CHINESE Gala dinner at the Hôtel de Ville in Lyon attended by Gérard Collomb (Senator and Mayor of the town of Lyon), Laurent PRESIDENT XI JINPING Fabius, (Minister of Foreign Aff airs), and 200 well-known names from Lyon and IN MARCH 2014 China, notably the leaders of Chinese businesses established in Lyon.

The visit of the Chinese President Xi Jinping to Lyon in March was initiated by China, marking the 50th anniversary of diplomatic relations with France. But Lyon and China wanted to celebrate over two centuries of cultural, economic, institutional and academic exchange. The visit called to mind the past, but also the future. It was organized over two days (25 and 26 March) round three key events.

A cue for the President to praise Alain Mérieux and his teams, who have proved their usefulness to China in helping it respond to the challenges of its public health policy. Partnerships have been agreed in research areas that are key for China, including respiratory pathologies, cancer and nosocomial infections. There is also the project to cooperate with France in setting up a P4 laboratory (work on the most dangerous viruses) in Wuhan, based on the laboratory opened in Lyon in 1999. Vital if China is to become safer, threatened as it is by bird fl u and coronaviruses.

22 The Chinese President with Gérard Collomb inaugurated the centre promoting the relationship between Lyon and China, located on the site of the old Franco-Chinese Institute (see box). The centre will promote the academic, economic and cultural aspects of the relationship between the city and the Middle Kingdom.

COMMUNICATION, ONLYLYON'S DIGITAL STAKE

In 2014, ONLYLYON extended Lyon's international presence and visibility via major communication campaigns. An important innovation this year was a changed digital profi le, based on well- known on-line media including TripAdvisor, the world's premier community-driven site for on-line tourism (over 260 million diff erent visitors each month), and LinkedIn, the leading global professional social network (300 million users worldwide).

Attended by around one hundred people, this key event at the Conference Centre in the Cité Internationale was devoted to teams from the founding partners of the ONLYLYON approach. It was an opportunity to review and update the key strengths, so that Lyon could be promoted worldwide as effectively and collaboratively as possible.

LYON TAKES OFF INTERNATIONALLY The Addicted to Lyon campaign was also advertised in the Paris-Charles de Gaulle and Orly airports in May, thus reaching 15 million passengers. The spots emphasized business, the tourist destination and culture. A 30-second spot promoting Lyon on board Emirates aircraft was broadcast during April and May and reached over 6 million people. In addition, the Emirates loyalty programme offered to double or triple the air miles for any flight between Lyon and Dubaï between January and March. INTERNATIONAL STUDENTS VOLUNTEER AS STANDARD BEARERS FOR LYON

We have worked on over thirty initiatives with the 16,000 international students in Lyon, including World Student Night (reception for scholarship students at Campus France) and the forum for student initiatives, etc. We work closely with the University of Lyon and its establishments, and particularly the schools such as the INSA, the EMLyon and the Central School. The objective is to integrate students into our city and make them keen to promote it with their contacts abroad.

30 ONLYLYON EXTENDS ITS INFLUENCE ON MEDIA RELATIONS: THE SOCIAL NETWORKS AN EXCEPTIONAL YEAR

Very positive results, with 276 references in the international press (up 50% compared with 2013) and a total of 353 references (up 20%)!

Lyon welcomed around one hundred journalists to the town in 2014 and met over 200 during events organized internationally by ONLYLYON. After three successive years of strong growth, the ONLYLYON Press Centre reached a new stage in 2014. This was, in fact, a year marked for Lyon by many international events that promoted the town's exposure in leading foreign media (e.g. the visit of the Chinese President, the Dubai Festival of Lights and the North American mission). This resulted in even better results, and exposure in key media in the countries targeted by the initiative. Whether the events related to culture, town planning, biotechnologies or economic attractiveness, the leading media were interested in Lyon: Frankfurter Allgemeine Zeitung, CNN, Nikkei, the Wall Street Journal, The Independent, In 2014, traffic on the ONLYLYON and Lyon Facebook pages grew by NHK, La Presse, Al Bayan, CCTV and O Globo etc. 124%, with 74 million views. Activity is also higher on YouTube (the videos of aerial views taken by drone were particularly successful, with 350,000 views) and Twitter, where the number of subscribers leapt by 130% to 32,000 followers.

An Instagram account was also opened in December 2014. The content of the space is generated entirely by Lyonnais and by our visitors and has started very promisingly with a total of 35,000 Likes. Lastly, we have created an ONLYLYON LinkedIn page which had 450 subscribers a few weeks after it opened.

PUBLIC RELATIONS - LYON DISTINGUISHES ITSELF INTERNATIONALLY

In 2014, ONLYLYON focused on two areas:

When a business from outside our region thinks of Lyon, the Lyon Metropolis or the Lyon region, it thinks of an area covering the Beaujolais, the district round the airport, the Plaine de l’Ain and Chemical Valley right up to Roussillon, and often Saint-Étienne. Thus Aderly must be able to offer it this full range of opportunities. The Lyon Metropolis (formerly the area of Greater Lyon), created on 1 January 2015, will continue to be the principal beneficiary from business moves. For this reason, this area continues to play a major role in the Agency's financing and governance, via the CCIs of Lyon and Greater Lyon. The other areas within Aderly's remit will also profit from the Agency's investment projects and also from its other services (such as tracking major Groups and recruitment, etc.). Two areas want a more active collaboration with Aderly in 2015: the Saint-Étienne Porte de l'Isère urban area (CAPI), which extends up to Pays Viennois, and the city of Saint-Étienne. Prospecting will be strengthened in sectors key to these regions, i.e. sustainable construction (based on the building innovation centre (Pôle Innovation Constructive - PIC) in North Isère), and industrial design (based on the Cité du Design in Saint-Étienne). The input from these groups of communes in the redefined Rhône Department will require putting more resources into industrial prospecting, particularly among SMIs, who may find the peripheral areas offer the ideal conditions for their development.

Forty years ago, when it chose to extend its area of action to the new town of Isle d’Abeau and the Plaine de l’Ain Industrial Park, Aderly anticipated the " building of the metropolitan centre. The Agency today is consolidating the city's international focus by attracting considerable numbers of foreign businesses, enhancing Lyon's industrial infrastructure and strengthening its competitiveness.

Aderly's history has thus always been aligned with metropolitan thinking. In twenty years, large cities have become the main drivers of the world economy. 300 cities account for 50% of the world's wealth - and the percentage will increase.

Cities attract people of talent and creativity, investors, and businesses, because they bring together places that produce goods and disseminate knowledge, international transport infrastructures, good quality culture and creative arts, and centres of research and innovation.

But Lyon remains a city of manageable size, concerned for its inhabitants' quality of life and to preserve social bonds. It is a city where exchanges between academics and business people, manufacturers and researchers, and public and private partners can occur almost naturally. And a city nourished by the innovation born of that cross- fertilization - an innovation which then spreads well outside the boundaries of the town.

34 Lyon must become increasingly international. This applies to the region's future, but above all to the competitiveness of its businesses. Estimates show that only 7% of businesses in the "metropolitan area export regularly: but when France is showing poor growth, we must often look internationally for the growth opportunities we need.

The Lyon CCI is therefore working to inform, advise and support businesses that want to establish or strengthen their international presence. But international development also covers the Chamber of Commerce and Industry's fi rm commitment to the capital holding in the airport, and its campaign to set up new international routes. It means also its undertaking to Eurexpo to develop and create new international conferences and trade shows so the region's businesses have the opportunity to make new contacts in commerce and technology.

The CCI also wants to see its management school continue to expand across the world and to train managers capable of developing our businesses internationally. And international development includes also, of course, the important role our establishment plays in guiding Aderly in attracting and establishing foreign businesses in Lyon. The metropolitan aspects are espoused by both the Chambers of Commerce & Industry (CCI) in Lyon, Saint-Étienne and Roanne, and also the EM Lyon Business School and Aderly. It is this approach that enables Lyon to compete and survive - with adequate, because shared, resources - in the global economy.

This prospecting is based on world-class competitiveness clusters (Lyonbiopôle and Axelera) and a high concentration of skills and resources. To these two fl agship sectors, we are gradually adding service-sector prospecting, with two components: the attractiveness of back-offi ce and head-offi ce activities; and activities linked to the "Smart city" theme.

A business off ering for established businesses For businesses, access to the market is one of the most important criteria when setting up in the Lyon region. Lyon is seen as an ideal location for two reasons: it off ers easy access to markets (in the south but also in Germany and Switzerland), and it is a dominant region, has an industrial infrastructure and provides access to a large pool of consumers. However, several set-up projects have failed to take root because there was insuffi cient commercial momentum.

This is why Aderly, together with the international team from the Lyon CCI and the World Trade Center Lyon in particular, is is off ering a service specifi c to market positioning for businesses setting up in Lyon. It covers marketing support, fi nding customers and marketing development, etc.

An ambitious common international strategy The fact that Greater Lyon, the Lyon CCI and Aderly (and also the Tourist Offi ce and ONLYLYON) were able to join forces and make joint trips to the United Arab Emirates, China, New York and Singapore has had a real impact, not only in terms of image but also on concrete investment projects. These economic players defi ne jointly their priority targets in terms of countries and cities when prospecting internationally. This will enable them to build a fruitful long-term relationship with these places.
