Addendum

1. The Tenth Conference on Urban and Regional Research “Sharing Responsibility for Our Region – Redefining the Public Interest for Territorial Development” will take place in from 22 to 23 May 2006. The conference is being organized jointly with the Council of Europe’s European Conference of Ministers responsible for Regional Planning (CEMAT). Information on the conference themes, response papers and programme is contained in the document “Programme and Organization” (ECE/HBP/SEM.54/1). The conference will be preceded by a study tour on Sunday, 21 May, to give participants the opportunity to become acquainted with the issues and approaches involved in regional development in Slovakia.

2. Slovakia’s current National Plan of Regional Development outlines policy objectives and measures for the development of regions, focusing on the following development axes: (a) the promotion of business activities that use regions’ potential and capacities; (b) the development of human resources; and (c) the development of infrastructure facilitating regional accessibility. This plan is being prepared in response to an ongoing concentration of economic activities in urban areas. To counterbalance this process, the regional policy objective is to preserve and support further development of relatively equally distributed networks of medium-sized towns and regional centres, which should lead to the creation of a polycentric town system. The polycentric model of development is supported by the current trends of globalization, regionalization and further development of information and production technologies. Cities and towns will no longer be able to concentrate all their traditional functions and will have to develop new relationships with other cities and towns in order to be able to satisfy populations’ wide-ranging needs. This will require cooperation between towns and the redefinition of the relationship and division of functions between towns and their rural hinterland.

3. During the study tour, participants will have the opportunity to become acquainted with problems and approaches related to urban development in Bratislava, Trnava and other smaller towns situated on the slopes of the Small Carpathians between these two cities. These cities and towns are an example of how polycentric development could lead to more balanced spatial development. Bratislava, the capital of the Slovak Republic, is situated on the Danube River, on Slovakia’s southwest border, and is a business centre as well as a major educational, research, financial and cultural centre. Trnava, the capital of the Trnava region (with 70,000 inhabitants and located 50 kilometres northeast of Bratislava) is also a well-established economic, cultural and educational centre. Trnava has recently attracted major investments that have influenced the city’s development. Bratislava and Trnava together with their adjacent settlements are the most urbanized areas in the country. With the decentralization of functions, there is a growing tendency to construct new housing and locate production plants and service facilities in adjacent suburbs. This leads to increased demand for new construction, which in turn leads to increased land use, followed by increased transport activity and negative impacts on the environment.

4. Study tour participants will be able to discuss the opportunities and challenges posed by these developments with representatives of local, regional and national authorities.

5. The study tour will start at 10 a.m. on Sunday, 21 May. The meeting point will be confirmed on registration. The host authority has made group arrangements which include refreshment stops, lunch and transport. Please indicate your intention to participate in the study tour on the registration form attached herewith (annex I).

6. The conference and the study tour are free of charge. All participants are expected to pay for their own travel to and from Bratislava as well as their accommodation and living expenses. (Lunches will be hosted by the Slovak authorities.)

7. Venue:

8. Accommodation:

Conference accommodations will be arranged through the Satur Travel agency in Bratislava. Participants are invited to choose their hotel from the list below and indicate it on the registration form.

The hotel is situated in a quiet district (Ružinov) about 15 minutes’ drive from the city centre and the Hotel Danube (conference venue).

10. Registration:

Each participant should complete two copies of the attached registration form. One copy should be sent to the UNECE secretariat and the other to Satur Travel. Participants are encouraged to register as soon as possible and not later than 15 April 2006.

11. Getting there:

Bratislava can be reached by air via Vienna or Bratislava airport, as well as by rail or bus. On request, Satur Travel can arrange a transfer by car or minibus from/to Bratislava or Vienna airport to/from the hotel (please refer to annex I). There is also regular bus service between Vienna and Bratislava. The bus arrives in Bratislava‘s Mlynskie station. The distance from Vienna airport to Bratislava is 50 kilometres and from Bratislava airport to the city 6 kilometres.
