Presidential Administration Under Trump Daniel A. Farber1 Anne Joseph O’Connell2 I. Introduction [I would widen the Introduction: focusing on the problem of what kind of president Donald Trump is and what the implications are. The descriptive and normative angles do not seem to have easy answers. There is a considerable literature in political science and law on positive/descriptive theories of the president. Kagan provides just one, but an important one. And there is much ink spilled on the legal dimensions. I propose that after flagging the issue, the Introduction would provide some key aspects of Trump as president, maybe even through a few bullet points conveying examples, raise key normative questions, and then lay out a roadmap for the article. Trump of an Executive Order barring U.S. access to people from certain countries, colleges and universities around the country responded swiftly. Below are stories about some Consortium members and their responses: Within three days of the February 4th issuance of the Order, Georgetown University, in adherence to its Jesuit traditions, announced it was providing resources to students and scholars affected by the Order. Upon the issuance of the first Order, Georgetown University President John DeGioia said “We are an institution that values the contributions of our international students, staff and faculty, and we are deeply committed to interreligious dialogue and providing a context in which members of all faith backgrounds are welcomed and encouraged to practice their faith;” In a story on this topic also related to Georgetown, Judge James Robart, who issued the court ruling suspending the February 4th Executive Order, is a graduate of Georgetown University Law Center (Law ’73). Judge Robart’s ruling blocking the implementation of the Order nationwide was upheld by the Ninth Circuit Court of Appeals which resulted in the Robart ruling continuing to block the president’s Executive Order from going into effect. -

The Future of Conservative Foreign Policy By Colin Dueck The Trump era has triggered an intense, yet useful discussion on the political right and center-right about the proper direction of American foreign policy. Conservatives within the United States — like Americans generally — have oscillated between realist and idealist interpretations of world affairs, just as they have between military intervention and non- intervention, always trying to find the right balance. But American conservatives have also made these choices in their own characteristic ways. In particular, a recurring tension has long existed between placing emphasis on national versus international priorities. Conservative nationalists have tended to stress U.S. sovereignty,1 while conservative internationalists have tended to stress the need for U.S.
