Supplementary Planning Guidance for Wylfa Newydd PDF 5 MB
ISLE OF ANGLESEY COUNTY COUNCIL Report to: The County Council Date: 15th May 2018 Subject: Wylfa Newydd Supplementary Planning Guidance (SPG) Portfolio Holder(s): Cllr. Richard Dew Cllr. Carwyn Jones Report Author: Dylan J. Williams Head of Regulatory & Economic Development Service Tel: (01248) 752499 E-mail: [email protected] Local Members: All Elected Members A – Recommendation/s and reason/s Recommendation(s) That the County Council: i. Adopt the revised (Anglesey specific) Wylfa Newydd Supplementary Planning Guidance (SPG) and all Topic Papers & Statutory Assessments. Introduction The New Nuclear Build at Wylfa: Supplementary Planning Guidance (SPG) was produced and adopted by the Isle of Anglesey County Council (the IACC) in July 2014 (Link). Supplementary Planning Guidance is a means of setting out detailed thematic or site specific guidance on the way in which national and local policies will be applied in particular circumstances or areas. As the Joint Local Development Plan (JLDP) was yet to be adopted, the SPG was produced to fill this policy gap. This enabled the IACC to influence and inform Horizon Nuclear Power’s (Horizon) strategic decision making, it provided the basis for the County Council’s response to Horizon’s statutory consultations (PAC1, 2 and 3) and also provided a sound and robust policy framework for the IACC to make decisions in relation to any planning applications (as well as the DCO itself). However, since the SPG was adopted in 2014, there have been a number of fundamental changes which has necessitated the need to review and update this SPG. 1. Policy Changes – The JLDP was formally adopted by the IACC on the 31st July 2017 (Link). -

Topic Paper 1 Candidate Site Assessment Update
Topic Paper 1: Candidate Sites Assessment Update 1 1 1 Anglesey & Gwynedd Joint Local Development Plan May 2013 Anglesey & Gwynedd Joint Local Development Plan 1 May 2013 Candidate Site Assessment Update Background This is one of a range of emerging papers prepared to offer more detailed information and explain the approach of the plan to different topics and issues affecting the Joint Local Development Plan Area. This paper will look specifically at Candidate Sites Assessment Update. It will explain the background which will help to identify the issues, objectives, options and the preferred strategy for the Preferred Strategy document, which is the first draft of the Plan. The paper will be developed as the preparation of the Deposit Plan (which will be the full Plan) proceeds and a final version will be published at the Deposit stage. The Preferred Strategy document is the first statutory stage of the Joint Local Development Plan (JLDP). The JLDP shapes the future growth of communities in the Joint Local Development Plan Area and will set out the policies and land allocations against which planning applications will be assessed. The Preferred Strategy version of the Plan is also an important opportunity to comment on the strategies that will shape the final Deposit Plan. The Deposit Plan is the second statutory stage of the plan and will allow a further period of formal public consultation. The Deposit Plan will be submitted to the Welsh Government, which will appoint an independent inspector to assess the soundness of the Plan in the Examination in Public. If the inspector considers the Plan to be sound it will be recommended for adoption. -

6.4 Supply and Quality of Housing
6.4 Managing Growth and Development Supply and Quality of Housing 6.4 SUPPLY AND QUALITY OF HOUSING SCALE OF HOUSING 6.4.1 Context • A key aim of national planning policy is to create sustainable mixed communities for current and future residents. • Local planning authorities must ensure that sufficient land is genuinely available or will become available to provide a 5-year supply of land for housing. • Local planning authorities, in partnership with the community, including the private sector, must develop policies to meet the challenges and particular circumstances evident within specific locations in their areas. • The purpose of the Single Integrated Plan and each Council’s Strategic/ Corporate Plan is to promote economic, social and environmental wellbeing in Anglesey and Gwynedd. • Through their Strategic/ Corporate Plans and their Housing Strategies, each Council seeks to facilitate the provision of an adequate amount of housing to satisfy the needs of local communities in terms of type and affordability. Introduction 6.4.2 The Plan is expected to deliver one of the Government’s key housing goals that aims to ensure that more housing of the right type be provided and that more choice should be provided. The creation of a healthy and balanced housing market is also a key objective of both Councils, and together with other strategies and programmes being undertaken by the Councils and other organisations, the Plan should ensure the use of land supports the delivery of sustainable communities which in turn helps to sustain or strengthen the well-being of the Welsh language. Failing to do this will undermine the Councils’ economic strategies and restrict our ability through the planning system to secure affordable housing to meet the very acute needs of many communities.
