Scope of work Establishment/strengthening of referral pathways between target schools and service providers and Support identification, tracing and reunification of Separated and Unaccompanied minors in and Bari region,

Introduction Relief International is implementing an integrated Education and Child Protection emergency project funded by UNOCHA. The project will improve access to quality education, increase access to critical WASH inputs and enhance child protection mechanisms in 31 schools for drought- and conflict-affected students and their surrounding communities in Bari (Bareeda, Habo, Bargal, Qandala, Ufyan, Alula & Iskushuban districts) & Mudug ( District) region of Puntland State of , targeting 5377 school children and 9300 community members. Under child protection activities will include the case management for separated and unaccompanied children and GBV survivors, mapping and sharing of existing child protection service providers and their respective services to school administrators and communities, strengthening child protection systems in schools, including the recruitment and training of child protection focal persons at each school, Linking schools to referral pathway outside the school and facilitating schools to develop school child protection action plans. RI, through child protection committees will deliver messages to schools and communities on key protection concerns affecting the community based on the previous findings of the child protection assessment. These messages will target prevention as well as the response. To build up on the work that RI did under 7335 in Qandala and Ely, RI requires service of an agency that will facilitate referral linkages between the targeted 31schools and child protection/ GBV and FTR service providers who can provide services in Bari and Mudug regions. These service providers would include both state and non-state agencies as well as community based groups such as Child Protection Committees especially those located closer to the identified schools. The agency will also provide support in identification and reunification of missing and Unaccompanied and Separated Children back to their families. Also agency will facilitate linkages to MOWDAFA, case management committee and GBV working group and RI to ensure interventions are plugged in the broader existing child protection system.

Objectives a. To strengthen the referral mechanisms outside schools through review meetings and foster linkages between 31 targeted schools and service providers within these referral mechanisms b. Facilitate linkages and coordination between the project and the existing child protection system through quarterly/monthly meetings and regular updates to MoWDAFA, case management committee and CP and GBV working groups c. Provide support to RI staff in case management of UASC and CP/GBV cases in Bari and Mudug regions

Activities a. Facilitate the mapping of GBV and FTR service providers in Mudug and Bari region and publish service providers directories one for Mudug and another one for Bari. Distribute 200 directories(Mudug and Bari) to target schools, target community child protection committees and the identified service providers in the two locations b. Facilitate 7 (4 Mudug and 3 in Bari) service providers’ review meeting workshops aimed at strengthening the CP referral mechanisms in these regions. Each region to have a review meeting every quarter apart from Bari region that will not have the first review meeting. Service providers will discuss and agree on term of referrals, documentation of cases, SOPs to be followed in managing referrals across the pathway. The agency will identify and present/escalate issues that cannot be resolved within the service providers review meetings to Child protection, case management and GBV cluster meetings c. On quarterly basis, the agency will identify child protection concerns trends in target regions, Mudug and Bari and share this with RI, other stakeholders including MoWDAFA d. Identify school specific referral map and print 3 specific school referral map for each of the target schools e. Conduct quarterly follow up of the identified school specific referral maps(31) with target schools protection focal points, identified service providers and CPCs to iron out bottlenecks on the referral pathway f. Facilitate 3 quarterly meeting between Agency, RI and MOWDAFA to discuss and update MOWDAFA on the progress of interventions under the project g. Agency to maintain linkages with key stakeholders including case management committee, GBV working group and Protection Sub-cluster at Puntland and in Mudug and Bari regions to ensure these groups are updated on the project h. Facilitate the project RI and MOWDAFA meeting to agree on processes, tools, linking with broader UASC &FTR system and coordination & linkages i. Agency to facilitate FTR for 60 UASC

Expected outputs/ deliverables: a) Bari and Mudug service providers directories-200 copies printed and distributed to target schools, CPCs and service providers b) Seven(4 in Mudug and 3 in Bari) service providers workshop reports-service providers commitment to provide services to children and communities from targeted schools and neighbourhoods with agreed terms of referral as well as mode of referral-by phone or forms and critical information they need at point of case being referred c) 31 school specific referral pathway identified and 93 posters of these referral pathways printed and distributed to schools-3 in each of the target schools and additional 93 posters with child protection messaging d) At least 3 follow up visits to each of 31 target schools; meeting with school head teacher and school protection focal point and identified service providers e) Project updates shared in case management, GBV and CP cluster meetings f) Three quarterly trend analysis of protection concerns in target regions-Mudug and Bari g) Three quarterly review meetings reports between agency, RI and MOWDAFA h) Identify 60 Unaccompanied and Separated Children, conduct family tracing and best interest of the child determination before reunification and provision of necessary support in line with FTR best practices and based on FTR tools agreed between MoWDAFA and RI

Requirements and Documents to be Submitted.

Technical Proposal a) Profile of the consultant/Agency (max 2 page) explaining the Linkage of MOWDAFA and participation of Case management working groups and Child protection Coordination Mechanisms in Puntland. b) Relevant Experience in coordinating service providers in remote areas of Puntland and facilitating linkages between service providers and (max 2 pages). c) Detailed methodology and conceptual framework with expected deliverables and timelines, (3-5 pages). d) Staff Resume/CV who will be in charge of the coordination and implementation of these activities.

Financial Proposal The Agency should share detailed financial proposals highlighting on the description of the activities, unit cost of each activities and total costs. Some of the activities will be carried out in remote areas, the agency has to add the budget all costs related any meetings attended and other costs should be in their budget.

Other Requirements  The agency must be registered in Puntland and have staffs and offices in Puntland.  Good track records and reputations among the communities and government  Have partnership agreements and worked with MOWDAFA Puntland  Have worked with other INGO in Somalia and in Particularly Puntland.
