Warner v Abstract Scholarship on the Democratic People’s Republic of Korea is severely limited due to the secretive nature of Kim Jong Il and his regime; much of this secrecy and, generally, the closed nature of North Korean society is due in part to an ideology based on self-reliance, Juche. Through a communication scholarship based rhetorical examination this thesis aims to understand and explain how Kim Il Sung and Kim Jong Il have been able to create and sustain the Juche ideology in spite of North Korea’s poor economic and social condition. The research traces the evolution of North Korea’s Juche ideology from 1955 to 1990, using Ernest Bormann’s Fantasy Theme Analysis, by examining two key speeches. The first speech was given by Kim Il Sung and has been pinpointed by scholars as the symbolic inception of Juche. The second speech is thematically similar and was given by Kim Jong Il in 1990. The two orations are compared and the ideological differences between the two are parsed out and summarized. This thesis found that the Juche idea began as a legitimate lifestyle rhetorical vision cast to the people by Kim Il Sung which met the needs of the people. The purpose of the original Juche idea proved effective at overcoming the conditions present in 1955 and was adopted by the nation as a whole. However, under Kim Jong Il the nature of Juche changed from serving to the people to serving the Korean Worker’s Party. The implications extend to the North Korean situation today and this thesis suggests a new paradigm for understanding North Korea’s possession of nuclear and biological weapons, hostility towards South Korea, and general attitude towards outsiders. Introduction The Purpose Jim Carrey, in the film The Truman Show, plays Truman, a man raised from birth in an artificial and controlled environment: a television set designed for him to perceive as reality. As the movie progresses one is able to see the process of creation and simulation beginning with a camera dangling above his crib along with his mobile, leading all the way to his final condition – in which his wife and best friend are an actress and actor respectively, simply playing a role. Or rather, living a role. Of course, since Truman’s life is broadcast globally on live television “Save Truman” activist groups begin to form, in order to release Truman from his enslaved state. And, of course, the protagonist is cast as the television producer commandeering the role of God in Truman’s life. Similar in many aspects to The Truman Show, more than 20 million North Koreans also live in a controlled environment. Unfortunately, it is not artificial, nor can we simply turn it off and forget about it after 90 minutes of entertainment – as we can with Jim Carrey’s film. There are several striking similarities between the Democratic People’s Republic of Korea and The Truman Show. For example, Kim Jong Il – the current dictator/deity who exerts iron handed control of North Korea plays the role of protagonist and is also, in many respects, commandeering the role of God in the subjugation of the Democratic Peoples Republic of Korea (DPRK). This is manifested in his control over the ability of North Koreans to travel domestically, the work each citizen does, and the education each citizen is either commanded to, or not to, receive. In many Warner 2 ways, due to extreme use of propaganda and information control, the culture of the North Korean people is one invented by Kim Il Sung, Kim Jong Il, and their advisors. Glaring dissimilarities also exist between the DPRK and The Truman Show. First, there are no metaphorical cameras hung over cribs, nor is North Korea contained inside a massive television studio in Los Angeles that dwarfs the famous HOLLYWOOD hillside letters as in The Truman Show. Rather, North Korea is the most closed and secretive nation on earth, with very little known about any aspect of the nation. What the outside world knows about North Korea has been gleaned from refugees’ personal recollections, rare and highly supervised journalistic forays, and first hand accounts of tourists3 who have gone on North Korea’s

    Marxism, Stalinism, and the Juche Speech of 1955: On the Theoretical De-Stalinization of North Korea Alzo David-West This essay responds to the argument of Brian Myers that late North Korean leader Kim Il Sung’s Juche speech of 1955 is not nationalist (or Stalinist) in any meaningful sense of the term. The author examines the literary formalist method of interpretation that leads Myers to that conclusion, considers the pro- grammatic differences of orthodox Marxism and its development as “Marx- ism-Leninism” under Stalinism, and explains that the North Korean Juche speech is not only nationalist, but also grounded in the Stalinist political tradi- tion inaugurated in the Soviet Union in 1924.     NORTH KOREAN REFUGEES IN CHINA Findings • The Chinese government continued to detain North Korean refugees in China and repatriate them to the Democratic Peo- ple’s Republic of Korea (DPRK). North Korean refugees face se- vere punishments upon repatriation to the DPRK, including torture, imprisonment, forced labor, and even execution. The repatriation of North Korean refugees violates China’s obliga- tions under international human rights and refugee law. The UN Commission of Inquiry on Human Rights in the Demo- cratic People’s Republic of Korea has stated that such repatri- ation may amount to ‘‘aiding and abetting crimes against hu- manity.’’ • Chinese and North Korean authorities continue to impose strict border controls. These controls are meant to deter North Korean refugees from escaping the DPRK, and the South Ko- rean government reported that about 1,047 North Korean refu- gees escaped to South Korea in 2019, compared to the 2009 peak of 2,914 refugees. The majority of North Korean refugees escape to South Korea via China and Southeast Asian coun- tries. • Chinese authorities’ crackdown on and expulsions of South Korean missionaries have undermined refugee rescue work carried out by the missionaries. South Korean missionaries and organizations play a crucial role in assisting and facili- tating the movement of North Korean refugees in China. Addi- tionally, further restrictions placed by Chinese and DPRK au- thorities during the novel coronavirus outbreak indirectly ham- pered missionary efforts to facilitate the movement of refugees in China. • The majority of North Korean refugees leaving the DPRK are women, who are often vulnerable to human trafficking.

    International Journal of Communication 13(2019), 3764–3780 1932–8036/20190005 Welcome to Korea Day: From Diasporic to Hallyu Fan-Nationalism IRINA LYAN1 University of Oxford, UK With the increasing appeal of Korean popular culture known as the Korean Wave or hallyu, fans in Israel among Korean studies students have joined—and even replaced— ethnic Koreans in performing nationalism beyond South Korea’s borders, creating what I call hallyu fan-nationalism. As an unintended consequence of hallyu, such nationalism enables non-Korean hallyu fans to take on the empowering roles of cultural experts, educators, and even cultural ambassadors to promote Korea abroad. The symbolic shift from diasporic to hallyu nationalism brings to the fore nonnationalist, nonessentialist, and transcultural perspectives in fandom studies. In tracing the history of Korea Day from the 2000s to the 2010s, I found that hallyu fan-students are mobilized both by the macro mission to promote a positive image of Korea in their home societies and by the micro motivation to repair their own, often stigmatized, self-image. All rights reserved. 146 Te Review of Korean Studies Pyongyang’s Strategic Shift North Korea is a society under constant surveillance by the apparatuses of state, and is a place where coercion—often brutal—is not uncommon.1 However, this is not the whole story. It is inaccurate to say that the ruling hereditary dictatorship of the Kim family exerts absolute control purely by virtue of its monopoly over the use of physical force. The limitations of state coercion have grown increasingly evident over the last two decades. State-society relations in North Korea shifted drastically when Kim Jong-il came to power in the 1990s. It was a time of famine, legacy politics, state retrenchment, and the rise of public markets; the state’s coercive abilities alternated between dissolution and coalescence as the state sought to co-opt and control the marketization process, a pattern which continued until Kim Jong-il’s death in 2011 (Kwon and Chung 2012; Hwang 1998; Hyeon 2007; Park 2012). Those relations have moved still further under Kim Jong- un.2 Tough Kim’s rise to the position of Supreme Leader in December 2011 did not precipitate—as some had hoped—a paradigmatic shift in economic or political approach, the state has been extremely active in the early years of his era, responding to newfound domestic appreciation of North Korea’s situation in both the region and wider world.

The North Korean government’s main reactions to the changes taking place in the international environment during this time are illustrated clearly in this passage: fear of increased isolation, apprehension of external threats, and resistance to reform. The transformation of the international situation between the years of 1989 and 1992 presented a daunting challenge for the already struggling North Korean government.
