Main Issue: It was not adequately demonstrated that the proposal would not place unacceptable increased pressure on the availability of on-street parking adjacent to the appeal site. This could lead to inappropriate on-street parking that would be detrimental to the free flow of traffic, leading to highway safety concerns. The proposal was therefore considered to be contrary to Policies NP/E3(.2) and Policy NP/T1 of the Ascot, Sunninghill and Neighbourhood Plan, which require that: developments for any change of use on the frontage of the village centre shall not unacceptably increase pressure on parking availability in the immediate area; and developments that include a reliance on parking on existing streets will not be permitted where the streets are narrow, already heavily trafficked, have identified parking issues, or where such on-street parking would impact on the safety of road users.

While the proposal was considered to comply with the other criteria of Policy NP/E3 of the Neighbourhood Plan, this did not overcome or outweigh the above conflicts.
