Apologies: PCSO Diane Smith, Cllr Haslam 2. Minutes of last meeting (12th May 2014) These were agreed and approved. Proposed –Cllr Young Seconded- Cllr Sankey 3. Matters arising There were no matters arising. 4. Annual Report The Chairman gave a report on activities and events during the past 12 months. a) Major tree maintenance throughout the village, especially the cemetery, has been continued with the cutting back of the large line of trees dividing the cemetery in half and the two lime trees behind the bus stop on the High Street. b) Improvements to Arena View Play Park has started with the purchase of a picnic table and two new pieces of play equipment for younger children. A £500 grant was obtained from the Richmondshire Area Partnership Funding Scheme to help pay for these. c) The Parish have helped to pay for the resurfacing of the car park at the Sports field by giving £4000 (half the total cost). After a poor first resurfacing it was carried out again at no extra cost and everyone is now very pleased with the result. d) The Parish Council agreed to fund a Youth Worker to restart the Youth Club held at the Sport's Pavilion. The first meeting was on 1st May and initially the signs are promising. e) The Parish Council have donated money to a number of charities including the Great North Air Ambulance, Catterick Villager Pre-School, British Legion and the repair of the Church Clock fund f) The Parish Council has been able to keep the precept at the same level for the last 6 years g) The Chairman expressed her thanks to Cllr Les for his help over the past year and also to all the other Parish and District Councillors, and the Clerk. 5. Issues raised by the public. The Rev. Lindsay Southern thanked the Parish Council for the money they gave for the repair to the Church clock. Mr Bob Rafferty also thanked the Parish Council for their support over the year, especially for helping to fund the car park resurfacing. The meeting closed at 7.15 pm Signed:……………………………………………………………. Apologises for absence; Apologies were received from Cllr Haslam & PCSO Smith 2. Open Forum: 3 members of the public were present. One resident asked if it was a right of way up the steps behind the café to the church as sometimes cars are parked here and makes it difficult to get to the steps, although she has never been prevented from gaining access to the steps. The Parish Councillors think that the cars that park here are either residents or working at the shop, pharmacy and café and cannot find a parking place in the parking bays at the front of the properties. Cllr Sankey and Campbell said that they would have a word with the owners and ask them to make sure they don't block the steps. The resident also said that a laurel bush by the steps is getting very over grown and wondered who was responsible for it. The Council were not sure but Cllr Campbell said that she would ask Colin Browne to trim it back. The wall here is also in need of repair due to a tree pushing it out. The Councillors will take a look at it and see what can be done. Mr Rafferty reported that the Youth Club started on the 1st May with 26 children turning up. It was held again last Friday with a good number turning up again. More volunteers would be welcome to help out on the evenings. 3 Reports 3. 1 Report from the police. PCSO Smith could not attend the meeting but she sent in a report which Cllr Campbell read out. There have been 6 incidents reported over the last month which include; Theft -5, violence - 1 (Domestic incident, the offender received a caution), Anti- social behaviour -5. There have been several reports of suspicious vehicles and door to door salesman in the area. If you see any thing suspicious please call the police at the time to give them a greater chance of speaking to the people and to establish whether they are legitimate. Future dates at the village café are; Tuesday 12th May 11-12am Contact 3521 PCSO Di Smith [email protected] 3.2 Report from Cllr Pelton. He brought along an extract from a Richmondshire District Council report about the A6136 Catterick Junction improvement scheme. 2 options have been proposed. Option 1 is a medium cost expansion of the junction at the white shops at a cost of £1,226,544. Option 2 provides for substantially increased capacity at the White Shops and is future proofed allowing for open market and military flexibility up to 2028. This would be at a cost of £1,602.039. A decision on which option is to be carried out is expected in May. Once this is made the NYCC will then put the scheme out for competitive tender. 3.3 Report from Cllr Les: He gave a report of some of the events that have happened over the last year. a) The start of the A1 upgrade was the most important event of the year, especially for this area with the Tunstall Rd junction modification. The 'dogs leg 'in the road has been kept in the plans so hopefully will discourage people from using this route as a cut through to Catterick Garrison. b)The problems at Richmond school have now been sorted. There is now a shadow governing body which will soon take over completely the governing of the school. c)The North Yorkshire Youth have been helping with the setting up of the Youth Club in the village. d) The trench across the High St opposite Mowbray Rd which was caused by British Telecom. when putting in broadband cables will now bee sorted out by Highways. British Telecom contractors have been to repair this trench a number of times but is still not satisfactory. 3.4 Report from Major Tickner. The Regiment from Germany will soon be arriving at Marne Barracks. Some families and other personnel are already here getting ready for their arrival. The trees in front of the Barracks have been cut back earlier than originally intended by the A1 contractors on request of the army. This is to improve the security. CCTV cameras will soon be installed at the Guard Room gates. 89 nurses have now been stationed at Marne Barracks. They are going out to work in the military wings of the local hospitals. 5.Minutes of the last meeting held on 13th April 2015 were approved Proposed: Cllr Helme Seconded: Cllr. Sankey 6. Matters arising. None arising. 7.Election of Officers – Chairman and Vice Chairman The Clerk requested nominations for Chairman. Cllr Campbell was nominated and asked if she would continue as Chairman. She agreed to this. Proposed – Cllr Young Second – Cllr Helme A vote was taken and this was unanimous in her favour. The Clerk asked for nominations for vice-chairman. Cllr Young was proposed and asked if he would continue as vice -chairman. He agreed Proposed- Cllr Campbell Second - Cllr Sankey. A vote was taken and this was unanimous in his favour. 8. Current Issues. 8.1 Core Plan; Following on from last month's talk from Mr John Hiles from RDC about the local core plan the Clerk asked the Parish Councillors if they had any comments that they wished to send to him about suitability of future development in the area. Cllr Young mentioned that Mr Hiles had said that only about an additional 30 houses would be needed in the village and so if the new development at Bishop's Way (21 houses have been applied for) goes ahead this would take up most of this number. Only 9 more houses would be needed to fulfil the quota. He said that this could be achieved by using small patches of land, building a few at a time. Cllr Sankey suggested using part of the large gardens behind the District bungalows at the end of Mowbray Rd. Another suggestion was the small piece of land near the start of Bishop's Way that used to be a play area. The equipment has been taken out and is now just a grassed area maintained by RDC. Cllr Campbell suggested that a range of types of housing is needed – bungalows as well as two storey. The Councillors mentioned that an important point to consider in any development in the village is the risk of flooding. 8.2 Bench for memorial garden in the church yard. Following on from the meeting in November when the Rev Lindsay Southern attended the Parish meeting to discuss the purchase of a bench for the memorial garden she said that the diocese need to know the exact bench before they can give permission for it's installation.
