apt Amarinder Singh did not mince words when he talked about complete waiver of loans for farmers. He has made it clear tha the Punjab farmer would Cbe debt-free despite the provision of a mere Rs 1500 crore set aside in the budget presented by the Finance Minister in the Vidhan Sabha. The onus of repaying the complete loan would be on the state government. The farmer will be free of the debt once the notification in this regard is issued in a week’s time. Intervening in the House, the Chief Minister clarified that although a total sum of Rs 9,500 crore will be required to fully implement the debt waiver scheme, which would take about four to five years to settle with the banks, the farmers would be free from their debt once the notification is issued. “We propose to take over the debt of the farmers covered under the scheme and make the payments to the banks directly in instalments,” Captain Amarinder stated in clear terms. This is good news for 10.25 lakh farmers who will benefit from this debt waiver as part of the initiative, which proposes double the relief provided by the States of U.P. and Ma- harashtra. The people’s CM set a personal example when he announced to give up power subsidy at his own farm while appealing to all big and well-to-do farmers to give up power sub- sidy voluntarily. He made this gesture and appeal while reiterating his government’s com- mitment to provide free power to farmers. His commitment to the girl child is reflected in the government’s decision to provide free education to girls from the nursery to the Ph.D. in state government institutions. The new education policy also provides for introduction of pre-primary classes (Nursery and LKG in government schools from the next session.

He worked out all the modalities as to how to look after a child who arrived in the cradle and fixed the responsibilities for the same. This initiative pricked the con- scious of a few and they restrained themselves from throwing away in- fants. Others, who due to various rea- sons could not look after their infants, started placing them in the cradle.
