2.30(c)(1) REGISTRATION. At 12:23 pm, the USDA inspector received an electronic communication from the contact phone number provided by the facility. The message stated that the business no longer exists and that it has been dissolved.
VMO Dr. Aaron Rhyner spoke with facility representative several months previously regarding the closure of the research facility. At that time, he informed the representative that the Regional Director needed to be notified about the change in operation.
To date, the research facility still has an active USDA license.
A research facility shall notify the AC Regional Director by certified mail of any change in the name, address, or ownership, or other change in operations affecting its status as a research facility within ten days after making such change.

The inspector called the contact number provided by facility and left a voice message at 12:20pm. A text message was received by the inspector from the phone number provided stating that the business had been dissolved. The inspector waited in the area for thirty minutes before leaving.

He called back at 9:22 am to say that the employee could not come and there was no other person there to do the inspection. He stated that morning hours were not good. The inspector indicated that the licensee should submit a request in writing to change optimal hours. This attempted inspection was conducted within the current optimal hours for this facility.

Brown dirt and debris are present on the floor surface. The interior surfaces including the floor must be constructed and maintained so that the surfaces are impervious to moisture so that they can be repeatedly cleaned and sanitized. Correct by ensuring the areas of floor where bare wood is present is resealed or covered with an impervious surfaces so that floor can be adequately cleaned and sanitized when dirty. Correct by May 10, 2017.

3.131(a) SANITATION. 1. Excessive feces and urine scale were present in the enclosure containing the Patagonian cavy, the chinchilla, the dove, and the three finches during the time of inspection. The four species share the enclosure without any barriers between them. Elevated shelves and planks of wood are located within the enclosure to enable the chinchilla and birds to nest and eat without interference from the Patagonian cavy. Excessive bird feces were present on the elevated wood shelf on the front side of the enclosure and on the shelf containing the chinchilla's food receptacle. Excessive chinchilla feces and urine scale were present on the elevated wood shelf located in the back of the enclosure. Excessive feces can make animals ill.
Thoroughly clean and sanitize all affected areas of the enclosure and repeat often enough to prevent build up.

2.5(d) REPEAT DURATION OF LICENSE AND TERMINATION OF LICENSE. - The drive through area of the park is currently open for visitors, but is not an approved site. Site 002 (drive through site) is not a valid site and must be in complete compliance with all aspects of the Animal Welfare Act prior to being used for regulated activity.
2.131(a) REPEAT HANDLING OF ANIMALS. - The information for "Handling Dangerous Animals" has not been completed and sent to the regional office. The qualifications of the employees and addressing the other issues listed on the form are of utmost importance. The drive through section of the park contains potentially dangerous animals, such as a rhinoceros and a lion, which were not on the original license. Individuals lacking knowledge and experience with dangerous animals might negatively impact the health and welfare of the animal through improper husbandry. The licensee must provide the regional office with written documentation regarding the experience and knowledge of the individuals who handle these animals. This information must be submitted and approved by the Western Regional Office before this site can be approved for regulated activity.
3.125(a) REPEAT FACILITIES, GENERAL. - In the Serengeti section of the drive through area of the park the giraffe enclosure has exposed sharp points. A section of the enclosure fencing behind the barn the fence is detached from the top rail, with points exposed and within reach of the giraffe. This area is a potential source of injury for the enclosed animal and must be corrected and/or repaired. All fencing in every section of the park must be maintained at all times in order to safely contain and prevent injury and/or entrapment to the enclosed animals.
