Situation Report No. 8 re Effects of Continuous rains due to Tail-End of a Cold Front in Regions V, VIII, X, XI and CARAGA

I. SITUATION OVERVIEW

A. BACKGROUND  Moderate to heavy rains that prevailed since early morning of 29 December 2010 due to tail-end of a cold front triggered the occurrence of flooding and landslides in Regions V, VIII, X, XI and CARAGA.  Affected provinces are , and (Region V); Southern , Eastern , Western Samar and Leyte, in Region VIII; del Norte, and in CARAGA; Compostela Valley in Region XI; and in Region X.

B. EFFECTS

Region VIII  Landslides and floodings occurred in the provinces of Leyte, , Western Samar, , and  Two (2) persons identified as Fatima Discaryal (5 years old) and Rodel Discaryal (1 year old) were reported dead and one, identified as Jimboy Lakipon , 7 years old, from in Brgy Bolodbolod in St. Bernard who was reported missing has been found alive. In Brgy Guinsaugon, Bontoc, Southern Leyte, one (1) person was reported missing and one house totally damaged due to strong current  Majority of the barangays including the Poblacion of St. Bernard, Southern Leyte are flooded:  Landslides and floodings occurred in the provinces of Leyte, Eastern Samar, Western Samar, Northern Samar, and Southern Leyte  In City, Leyte. minor landslide occurred at Artemio Mate Avenue which blocked the half-lane of the road. Flooding in Brgy. 92 were also reported . Eastern Samar  Upstream barangays of Oras and the towns of , Can-avid, Dolores, and some of its barangays are flooded  Brgys. of Burak, Binaloan, San Pablo and Malinao, all of Taft, Eastern Samar are flooded

Western Samar  Road from Brgy. Fatima, , Samar to Taft, Eastern Samar is now impassable due to flooding

CARAGA  Flooding occurred in some areas of Surigao City. Surigao del Sur, and Agusan del Sur  Minor landslides also occurred in some areas of Surigao City and , Brgy Salvacion, Prosperidadm Agusan del Sur affecting one lane of the National Highway

 Of the number affected, 289 families from Surigao City and Surigao del Sur were evacuated to Kaskag gymnasium  Four (4) hectares of corn field in Las Nieves, Agusan del Norte has been flooded with still undetermined cause  Three (3) road sections in Agusan del Sur are not passable to all types of vehicles due to flooding and landslide : Bah-Bah-Talacogon Road and Awa-Aspetia and Butuan Lapaz Road

Region X  Flooding incidents occurred in Tubod, Baroy and Lala, Lanao del Norte due to the overflowing of Bulod River as a result of continuous heavy rains, with 1,009 families /5,045 persons were affected in 14 barangays  Twelve (12) families from Baroy and Tubod evacuated to friend and relatives  Twenty two (22) houses (12 totally and 10 partially) in Baroy and Tubod  One,(1), identified as Cristy Jane Celocia, 6 yrs old, female of Brgy Lower Sagadan, Baroy was reported dead due to drowning

Region XI  As a result of the overflowing of Agusan River, flooding occurred in the province of Compostela Valley affecting the municipalities of Monkayo, Compostela, new and Montevista  A total of 65 families/341 persons in Compostela were affected/evacuated at the municipal gymnasium and 200 families are still to be evacuated to the municipal gymnasium  One (1) person, identified as Apolinarias Porras, 58 years old female has been recovered in Purok 16, Mt Diwata, Monkayo, Compostela Valley  Two (2) footbridges were washed out in Brgy Andap , New Bataan.  National highway along Barangays Cabinuangan and San Roque, New Bataan – scoured  Other municipalities are still assessing effects in respective areas

Region V Affected/Evacuated Population  Albay - Cumulative total of population affected/evacuated = 12,752 families / 62,655 persons Landslide - 1,118 families/ 5,414 persons (18 barangays in Manito, Sto Domingo, Malilipot and Bacacay all of albay ) Flooding - 11,634 families/57,241 petrsons (various barangays in Jovellar, Daraga, Camalig, Malinao, Polangui, Libon and Tiwi) Evacuees stayed in various designated evacuation centers, relatives and friends  Sorsogon - Around 29 families in the municipality of Castilla evacuated to the relatives due to flooding but returned immediately after the floodwater subsided .

Casualties  Three (3) persons, identified as follows: (a) Lolita Dadap (mother), 80 years old and (b) Antonio Dadap (son), 50 years old, both from Manito, Albay were swept away by strong current of water on their way to the evacuation center; and (c) Maricris Abrigo , 21 years old, from Mariawa, Legazpi City, who was reported missing after the 30 December flashflood, was found today.

Damage to Agriculture o A total of 199 hectares of seedlings and newly transplanted stage of rice and vegetables were submerged in the province of Albay: Camalig (174 Has), Malilipot (15) Has and Manito (10 Has).

II. Actions Taken:

Region VIII  MDRRMC has been conducting rescue evacuation in the affected barangays  PDRRMC Southern Leyte provided additional dump trucks for the on-going evacuation efforts  RDRRMC OpCen coordinated with DSWD Region VIII and DPWH Region VIII for augmentation of Food and Non-Food Items.  Road leading to the Municipality of (way to St. Bernard), Southern Leyte is already cleared

Region X MDRRMC Tubod has been conducting rapid damage and needs assessment

CARAGA  RDRRMC- CARAGA TWG convened today to discuss preparations on the projected increased of rainfall in succeeding days  MGB CARAGA advised the residents in areas vulnerable to landslides to be vigilant  DPWH advised all travellers to be vigilant for possible falling debris caused by landslides  Dep Ed suspended classes in Elementary and High School  Local DRRMCs have implemented their respective contingency and preparedness measures  Butuan City DRRMC declared the city under a State of Calamity

Region XI  Local DRRMCs dispatched respective emergency responders for search and rescue operations  MDRRMCs Kapalong and Sto Tomas, convened this afternoon

Region V

3  Chairperson, RDRRMC 5 and Albay PDRRMC conducted aerial survey and rapid assessment Findings : damage is generally minimal with traces of landslides noted in some areas. All road networks were passable except national road at Brgy Maynongnong, Tiwi, Albay going to Sagnay, (partially blocked and limited to light vehicles); No water build-up in Mayon catchments; and River crossing going to Sitio Inangmaharang, Brgy Nagotgot, Manito still swollen  DPWH 5 conducted works and clearing operations; installed road signs and steel plate on potholes; declogged line canal; and cleared along the carriage way. As of December 4:00 PM of 31 December 201031, all roads were rendered passable  PDRRMC Albay repacked and distributed relief goods to the affected population  DSWD R5 provided assistance (food items amounting to PhP207,170.65  AFP R5 deployed assets for rescue and evacuation of affected population: - - Committed 7 Officers & 72 Enlisted personnel, 7 M35 trucks, 6 KM 450 truck, 1 ELF vehicle; On-call vehicles with drivers and escorts for 1 KM 450 truck (1 st District); 1 KM 450 truck, 1 truck, 3 M35 truck (2nd District) and 1 Isuzu truck, 2 M35 truck (3 rd District) - (PN) – 10 man team, 1 truck with SAR team and 1 group on standby at Rawis, Legaspi City - (PAF) – 12 man SAR team and one (1) UH1H aircraft prepositioned in BICOL Region to be used for operational purposes  PCG District Bicol deployed 2 rubber boats and 2 response team  DSWD Region 5 conducted close coordination with PDRRMCs Albay and Sorsogon : SWAD teams conducted initial assessment on municipalities prone to flooding and landslide and prepositioned standby funds (PhP281,886.66) and stockpile of relief commodities composed of 1,566 family packs ready for augmentation  PSWDO Albay provided food packs and rice assistance to the affected families.  DA Region 5 coordinated with the Office of the Provincial Agriculturist to validate reported damages in municipalities. Certified seeds (rice and vegetable) are available ready for distribution in case rehabilitation is required.  PDRRMC Albay issued Advisory No 3 on the following: - Suspension of all public and private works except bank and disaster response offices; - Evacuation of population covering all areas vulnerable to flood, and mudflow/lahar around Mayon Volcano aside from landslide; - Directing all communications’ facilities of different cities and municipalities of Albay to be on a 24-hour basis operation effective Dec.30, 2010; and - Requiring all cities and municipalities to activate their disaster operation center effective immediately and until the tail end of a cold front dissipates  PHO-Albay conducted site visit in Malilipot, Manito and 3 rd District  Center for Health Development (CHD) BICOL monitored events in both provinces; attended press con with Governor Joey Sarte Salceda in Albay; released medicines and supplies to PHO Albay; and will release PhP 1,000,000.00 to Albay for the purchase of drugs and meds as requested by the Province of Albay through a proposal;  CPD and Medical Unit of Energy Development Corporation spearheaded evacuation efforts of some 100 persons in Sitio Inang Maharang, Nagotgot in Manito  PDRRMC Albay prepared food packs for the affected population; monitored landslide and flood prone areas  PDRRMC Albay declared the entire province of Albay under a State of Calamity
