EXECUTIVE SUMMARY

Kutara IDP Camp is located at Karu Local Government Area, Nasarawa State, Nigeria. Thecamp has approximately 500 occupants comprisingmen, women and children who were displaced from the insurgency of in .

This project aims at providing sustainabledevelopment and empowerment for the residents of the camp, especially for the women and children.In order to achieve an accomplished processIn order to familiarize ourselves with the reality on the ground, our team (Ignite Africa) went on a monitoring visit which took place on Friday, 11th January 2019.

FINDINGS ON COMPLETION OF THE VISIT

Having completed the monitoring visit to Kutara IDP Camp, the following issues were found: • The camp has never received any support from the Nigerian Government since its establishment;

• It was observed that there was no school, hospital, and any means of earning a living in the camp due to its location at the outskirts of the municipality. It was observed that the camp has once been attack by disease outbreaks which left the camp unsafe for all to live;

• The camp has a borehole with a pumping machine, but the availability of water is low due to lack of power supply for the pumping machine. The pumping machine has a solar inverter and also a generator to supply power however the battery/-ies for the solar inverter is damaged and

unavailability of funds to acquire fuel for the generator to pump the water has been a major challenge;

• Some non-governmentalorganizations have visited the camp but unfortunately the camp hasn’t received any support from any of them;

• There isno form of security provided for the camp.,

Actions Needed:

1. Develop and erect a proper signage as a mean of navigationinto the camp; 2. Purchase a new battery to solve the issue of the pumping machine as regular purchase of fuel isn’t sustainable.This should be done undergood management and rightful supervision.Solar powered battery is the best option for the camp. 3. As for education, teacher(s) need tobe employed to teach the children, both thefoundational knowledge and basic skills.The camp has a hall used for church service which serve for schooling as well. A proper sustainability plan needs to be developed and put in place. 4. A periodic medical campaign needs tobe organized for the camp’s residents to help avoid the following below listed. Video coverage weill be produced for the purpose of awareness building, transparency and evidence collection of the camp’s conditions during the inception mission, project implementation and its conclusion.

CORPORATE PROFILE

a) Establishment

Ignite Africa is a 501(c)(3) nonprofit organization that specializes in implementing projects that helps provide support for IDPs utilizing humanitarian media broadcast around Africans and Africans in the diaspora with global partnerships expanding her audience in Africa as well as North and South America. b) Governance

The organization has a Board of Directors consisting of founding members and other members who have joined the organization after its establishment to oversee and deal with all policy issues. It has also a managing board to decide on major administrative matters, oversee major developments and guide its operations. There is a management committee consisting of department heads and chaired by the President to deal and execute administrative and managerial matters.

The President answersto the Board of Directors and is entrusted with the main task of overseeing and implementing decisions passed by the General Assembly and Board of Directors. He also manages all activities and operations of the organization.

The organization has four major departments, namely Administration, Finance, Program Management and Public Relations, and each department has betweenthree to five sections and country representatives. c) Vision, Mission and Objective of the Organization Vision

Our main goal is to make a positive impact and positive changes in the lives ofInternally Displaced Persons (IDPs) andcontribute towards Africa development progressby implementing skills building and awareness projects and by harnessing the power ofmedia for information dissemination.We are committed toassisting Africans towards becoming active contributors to their nation’s economic, social and political future.

Mission

Our mission is to provide humanitarian resources, trainings and educational facilities to ensure the successful integration and sustainability of Internally Displaced Persons (IDPs) back into their communities with dignity. d) Activities of the Organization

Learning Center

We established a Learning Centre in the camp providingeducation for the children especially those who dropped out of school due to the war insurgency. It

has a capacityof 80 regular students and of a 3-men staff. The children are trained for a period of 6 months to one year after they are admitted to the nearby locatedgovernmental and private schoolsto further advance their education or they are enrolled for vocational training.

Organizing (Self-Help Groups) SHGs

Ignite Africa undertakes special efforts to motivate people, particularly those from socioeconomically disadvantaged groups,such as those living in slums, tribal, or rural areas, to stay at school or to opt for a self-employment. We also put a lot of effort into awareness building on the economic role of women in the community.Establishing SHGshave proved to be especially effectivein highly marginalized areas.

Our organization has until now formed three SHGs, which are dedicated to working towards resuscitation of the residents of Kutara camp’stheir social as well Commented [TS3]: Whose? Vocational training Ignite Africa provides vocational training (cutting, tailoring and computer literacy), to the women and youth inside the camp. Our organization has so far trained more than 70 youths in vocational training and remedial classes, and as a result most of the beneficiaries have beensuccessfully placed in satisfactory decent Commented [TS4]: How do you define satisfactory? Drug awareness camp

Ignite Africa organizes seminarsin slum areas and communitiesinhabited by socially and financially disadvantaged camp residentsnotonlyto disseminateawareness about harmful effects of drugs but also to spread knowledge about methodsto fightaddiction. Until now, more than 100 camp residents have benefited from the de-addiction seminarlaunched by Ignite Africa this year. The drug awareness camps are one of the key componentsin community development.

PROJECT BACKGROUND

Studies from the Internal Displacement Monitoring Center (IDMC) highlight the severity of Africa’s continuing displacement crisis. The studies reveal 12.6 million people living in internal displacement in Africa at the end of 2016, with 3.9 million new displacements each year. Nigeria has emerged as the third country with the highest number of Internally displaced people (IDPs) after the Democratic Republic of Congo (DRC) and Ethiopia.The IDMC 2017 report reveals that 2.7 million people were newly displaced in Africa between January and June, the equivalent of 15,000 people forced from their homes every day.

Internal population displacement has become an issue of a serious concern due tothe human tragedy and insecurity associated with it. The main issues concerningInternal Population Displacement at a global, continental and national level are the conflict-induced displacements caused mainly by ethno-religious, inter-ethnic, political and intra and inter-communal conflicts.

With its return to a civil rule in 1999, Nigeria has been affected by recurrent internal conflicts and generalized violence which have resulted in the displacement of millions ofinnocent people across the six geopolitical zones in the country. An analysis of the displacement of many Nigerians since1999 untilnow reveals that internal population displacement is caused by differentcategories of violence, namely inter-ethnic, ethno-religious, communal and political.

Nigeria is facing a series of economic and humanitarian crises which, if not resolved, will disrupt basic life-support systems, contribute to the worsening of already fragmented security structures and perpetuate underdevelopment and indebtedness. Following the dispersal of the inhabitants of north-eastern Nigeria

by the Boko Haram terrorist group, accessing adequate food, shelter and safe drinking water has become increasingly difficult for the majority of the dispersed population.

Northeast Nigeria has been the primezonefor the militant group Boko Haram’s insurgency since 2009. Violence has ebbed and flowed over the years as the insurgents evolved from a homegrown uprising against the police in three states to a more sophisticated and ruthless extremist Islamist grouppledging its allegiance to ISIS in 2015. The sheer brutality of Boko Haram, marked by mass abductions, indiscriminate killings, suicide bombings, sexual violence, and slavery, has earned the groupan unsavory designation as the world’s deadliest terrorist group. The toll is not certain, but reportedly over 80,000 have been killed as a result of the insurgency. In 2014, Boko Haram intensified its attacks, resulting in a sudden growth in the number of internally displaced persons arriving in , the capital city of the northeastern state of Borno.

The humanitarian crisis facing the aid community in the northeast is nothing short of daunting. According to the 2016 Humanitarian Needs Overview (HNO), 14.8 million people are affected in four states of the northeast. The UN estimates that of this number, seven million are in need, three million of whom are estimated to be entirely inaccessible. It is worthwhile to note, however, that precise numbers are difficult to attain due to the humanitarian access constraints. This is especially the case for Borno, where nearly 70 percent of the territory was inaccessible at the time of the HNO assessment.

The numbers of displaced persons in Nigeria increased speedily in 2014 and 2015 following an increase of severe attacks byBoko Haram. From the Displacement Tracking Matrix (DTM) in a report published in February 2015, over a million

displaced persons consisting of 149,357 households were identified in six states of North East and North Central (Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe states). Another 5,910 households were identified in Plateau, Nasarawa, Abuja, Kano and Kaduna states.

A national organization in Nigeria known as the National Emergency Management Agency’s (NEMA) and the International Organization for Migration (IOM) also identified a number of internally displaced persons. However, it is clear that the figures may not be accurate as some of the IDP camps are not recognized by the governmental agencies. Despite the discrepancy, displaced persons in Nigeria today can be counted in millions. 53% of them are said to be women while 47% are men. 56% of the total IDPpopulation are children and more than half of them are up to five years old, 2.26% are breastfeeding mothers, 1.2% are pregnant women, and 1.61% are identified as unaccompanied and separated children. 92% of themwere displaced by the insurgency in the north east.

The focus of Ignite Africa isKutaraCamp.Kutara camp in Nasarawa state is a few kilometers from Abuja and about two hours from , the capital of Nasarawa State. We are aiming to provide them with the mentioned support and to use our media production capabilities to draw awareness not only to the camp per se but to the entire IDP emergencyin Nigeria and in the rest of Africa.

The IDPs in this particular camp are consideredto be locatedin a very secluded area. The Church of the Brethren, a gospel Church, owns the land where the IDPs are living on and has built about 78 camp tents to accommodate the residents. The camp comprises 499 people, which includes232 children, 139 women, 128 men,including youth (boys and girls). The KutaraIDPs are displaced due to Boko Haram insurgency from Borno and Adamawa states.

Kutara camp residents are weary of being interviewed as a number of NGOs had only paid the visit for the information gathering without any help as a follow up.Thus, many people have lost trust in NGOs that claim to want to assist them.

APPROACH AND METHODOLOGY

Ignite Africa aims to support the Kutara Camp IDPs by educating and training camp residents. We will achieve this by:

Our activities will empower the camp’s IDPs to become economically and socially self-reliant.We also look forward to partnering with different organizations to further provide support program for the camp’s IDPs, to further ensure they experienceanadequate access to basic amenities, safety, sensitization and human rightscounseling.

More specifically, issues that must be addressed include: ▪ Humanitarian Assistance (food, clothing, hygiene materials) ▪ Health, Wellbeing, and Psycho-social Support ▪ Agro-based trainings of trainers (ToT) ▪ Water purification system ▪ Provision for schools and empowering teachers and pupils ▪ Collaboration with the Government

Justification

Assessing the damages done to the Nigerian economy and social composition in northern Nigeria by Boko Haram over the years, the issue of Internally Displaced Persons (IDPs) situationpresentsan enormous challenge to Nigeria and Africa at large. Efforts are made from various ends to recover and rehabilitate them but due to the lack of a comprehensive roadmap/master plan of rehabilitation, there is no formidable combined effort. At this point, it is important to note that rehabilitating IDPs goes far beyond randomly donating items, but rather it requires a robustresearch-basedsustainableplan addressing the experiential challenges of the displaced persons, as a strong platform for government and international organizations to act upon. The facts, such asgrowing intensityrateof poverty, malnutrition, insecurity, lack of education, lack of skills and empowerment, allplay in favor of implementing the measures stated above. In recent weeks, about 450 displaced persons were reported dead due to malnutrition, as well as at various instances, insurgents have attacked displaced persons in different camps. The gap between humanitarian needs and the system’s capacity to respond is likely to widen before end of 2019 Commented [TS10]: 2016? It’s the past -- unless a proper rehabilitation plan for IDPs is not implemented.

Target Group (Kutara Camp IDPs)& the needs assessed

In order to more effectively address the plight of IDPs and seek durable solutions to internal displacement and forced migration, interventions should be addressed in such a way that they are not prolonged and in situations where returnis not possible due to extreme insecurity or environmental destruction. A number of factors would therefore need to be addressed, including targeting the underlying drivers of displacement. Assistance should be centered on social

inclusion, education, youth employment, women empowerment, feminine hygiene, natural resource management, investment in infrastructure, and environmental protection. This requires engagement from the Nigerian authorities, civilsociety, governments of neighboring countries, and the international community.

On the account of the needs of IDPs at Kutara Camp,feasibility studies from our Commented [TS11]: One or more? field officers reveal that there is a high prevalence of malaria in the camp. This calls for the need of medications to preventthis disease and other prominent ones. It was assessedthat the women are eager to undertake vocational education such as tailoring, grinding, hair braiding, and so are in a need of sowing machines and grinding or milling machine. On the other hand, the men had been observed to enjoy agricultural activities, hence it will be fittingto provide them with viable seedlings and other farm inputs such as cutlasses, hoes, etc.

The water in the area is not suitablefor consumption.There is a great need to supply the campwith appropriate chemicals to treat the water to make it safe for use (drinking and cooking)as well as to provide them with pumping machine for an easy access to the water supply. In addition to the abovementioned needs, the camp residents will also appreciate long shelf lifefood items (rice, garri, tuo, indomie, semo, etc).

Our feasibility studies also assessedthat there is a classroom made of galvanized iron with severalindividuals who volunteered to teach the pupils. On this note, it is necessary to empower both the pupils and the teacher with study materials such as writing board, chalk, books, etc.to enhance their literacy.

All in all, there is an obvious need for swift actions and intervention as a matter of urgency to save the lives of these people from this sudden condition they found themselves in.

Project Monitoring and Evaluation

This involves periodic monitoring focuses on the day-to-day activities of the project. Ignite Africa uses clearly stated activity indicators in the plan for monthly, quarterly and annual targets to be accomplished. Monitoring activity includes measuring the physical performances, budgetary utilization, quality and quantity of work done, correlation of the work done with the set objectives and the set plans and timetables. The various Country Supervisors will conduct the day-to-day monitoring activities of the project and report to the Project Coordinator of the organization. Project evaluation will be jointly held with all stakeholders including, donors, and community elders in the project area, beneficiaries, and relevant government counterparts every year before the starting of another budget year.

Feasibility, Value for Money (VFM), Risk Management and Sustainability of Results

To ensure sustainability of Project outcomes, the Project will take into consideration sustainability perspectives at every step of implementation with Project partners. Some of the sustainability elements that will be assessed, analyzed and integrated within planning with partners include;

Political Sustainability

The Project environment will be dependent on a political climate that remains stable and receding towards a peaceful transition. However, which direction the political environment takes remains unpredictable and is thus an extrinsic factor beyond the control of Project implementers. While there is little influence the Project can exert on wider regional political dynamics, the peace building initiatives within our projects may in a small way add significant contribution to early recovery.

Economic Sustainability

The conflict in Nigeria has created a high inflation environment, with direct consequences on the value of currency and net worth of investments within small turn around cycles. While the element of adaptability maintains the momentum and resilience of micro-enterprises, the political environment is a determinant of overarching macro and micro economic sustainability in the future. The Project would also find ways of how to respond to currency fluctuations that may affect delivery of available funding.

Environmental Sustainability

The current projects have taken into consideration the natural resource sustainability elements by deliberately anchoring natural resource management with peace building and livelihood agendas. For instance, community environmental action planning with project partners will ensure that locally available natural resources are optimally utilized and that there is significant reduction of conflict as a result of competition for such resources. During the action planning stage, sustainability indicators will be developed along political, economic, and environmental and programmatic areas and these will be tracked during joint monitoring and evaluation (M&E) exercises. The progress on these indicators and mitigation measures required if any will form part of the regular reporting shared with donors and partners. The Project is originally designed for 24 months to implement the activities. Building on these foundations for improved security, livelihoods and basic services in return areas, the Project aims to become a longer-term program to ensure the sustainability of the intervention. To address the particular challenges for operating in Kutara IDP camp in Nasarwa state, the Joint Management Team will establish avalue for money (VFM) action plan. The

In addition, the agencies will separately produce VFM action plans for financial management and decentralization of operational support.

The core areas of the joint action plan will include developing skills of staff and stakeholders, improving monitoring and evaluation and learning tools, including VFM data collection and cost-effectiveness analysis and working closely with partners. The organization ensure working with highly qualified local staff and seek to use locally available resources and input materials.

Olarotimi has worked and managed large projects in several organizations which include Sustainable Healthcare International under the Global Fund and National Malaria Elimination Programme, Breakthrough Action Nigeria at both federal, state and Local Government level and likewise served as advisor for several local non- governmental organizations in providing technical assistance to develop and implement health communication strategies, HIV/AIDS, malaria, family planning and reproductive education curriculum and HIV/AIDS prevention programs in all phases from formative research, through design, media and materials production, community mobilization and evaluation.
