any years ago, in the dim ages of the past, the Lenni Lenape Tribe of the Delaware Indians inhabited the Delaware River M Valley. Here they pursued the deer, the bear, the wildcat, and the panther. They hunted and fished. Their villages were numerous and powerful, their hunting parties strong. They tilled the field as well as followed the chase. They were a peaceful people, never warring with other tribes unless attacked first. The smoke arose from their wigwams as they returned from the hunt, and the council fires blazed brightly, as around them they smoked their pipe of peace. Many moons they lived in this blissful state of happy contentment. Springtime blossomed into summer, matured into autumn, and faded away into winter, in what seemed a never-ending succession of season. But a cloud arose on this peaceful scene. Neighboring tribes and distant enemies began to raid their hunting grounds. Then Chingachgook, the chief of the Lenni Lenape Tribe, made inquiry, “Who will go and warn the villages of the Delaware of the danger which threatens?” But no one wished to go. One said “Let them look to themselves – we are happy here.” Another said, “Why should we be concerned as long as we are safe?” But Uncas, his son, said “My father, here I am; send me. All these villages are of our blood – the Lenni Lenape. What is danger to one is the affair of all. The need is urgent. They are six to our one. If we are to survive as a nation, we must all stand by each other. Meanwhile let us urge upon our kindred the necessity of unselfish devotion to each other and the cause in which we are enlisted, and as they get this higher vision, send them forth on this errand of cheerful service.” Then Chingachgook, the chief, and his son, Uncas, set to work. In every village were found some whom were willing to give themselves cheerfully in the service of others. Their enemies were compelled to retire to their own borders and, when peace was declared between them, they who first went out cheerfully to serve their kindred were raised to places of high eminence in the tribe by the chief. For, he said, “The servant of all is the greatest of all.” And these men became so convinced of the truth of this saying that they besought the chief to perpetuate it in some manner. So Chingachgook bound them together in a Brotherhood into which only they can be admitted who can forget their own interests and advancement while looking out for their brothers. And these must be so considered and recommended for membership by their associates. So greatly did this Order aid and strengthen the Lenni Lenape that other tribes seeing this besought their help in forming similar lodges in their own tribes. So in the same spirit of service many such lodges were formed, which were bound together into a great Brotherhood. And so we, the followers of the early Indian on this soil, perpetuate to the present day the Brotherhood of Cheerful Service, which being translated into the language of the Delaware Indians, becomes Wimachtendienk, Wingolauchsik, Witahemui.

“Alertness to the needs of others is a mark of the Vigil Honor. It calls for an individual with an unusual awareness of the possibilities. The Vigil Honor is a high mark of distinction and recognition reserved for those Arrowmen who, by reason of exceptional service, personal effort, and unselfish interest, have made distinguished contributions beyond the immediate responsibilities of their position or office…” The Vigil Honor is one reserved for those select Arrowmen who stand out in their practical execution of the customs and traditions of the Order of the Arrow, namely, brotherhood, cheerfulness, and service. These select few Arrowmen are those who E. Urner Goodman and Carroll Edson envisaged most when they stood upon Treasure Island Scout camp in 1915, the cradle of the Order of the Arrow. Vigil Honorees are those who embody most what all Arrowmen have pledged themselves to become. The Vigil is the highest of honors that a lodge can award an Arrowman, and so nomination and selection of honorees must be done with the utmost care and thoughtfulness. Failure to do so would result in the degradation of a great honor, a tarnish on what the Order prides itself. Any Arrowman must meet the following requirements for nomination of Vigil  Arrowman must have obtained Brotherhood membership for a minimum of 2 years  Be in good standing as a chartered member of and registered with the lodge  Arrowman must be nominated by at least one member of the lodge.

Anyone interested in nominating an Arrowman for the Vigil Honor may obtain a nomination form from the Lodge Adviser. The Vigil Nominating Committee, who selects an allotted number—based on Lodge membership—of Vigil Honors, then reviews all Nominations.

Santee Lodge 116 P a g e 7 2014-2015 SECTION EVENTS Section 5 Indian Seminar This is a time for members to learn more about American Indian customs and traditions as well as Order of the Arrow ceremonies. It includes instruction during the day and culminates in a Pow-Wow on Saturday night. It usually takes place on the 3rd weekend of January hosted by Eswau Huppeday Lodge.

Section 5 Dixie Fellowship This is the annual conclave attended by the 11 Lodges of Section SR-5. Recognized nationally as a premier event, you don’t want to miss this fun weekend. Competitions include Parade of Braves, Individual and Team Dancing, Ceremonial Teams, Displays, Publications, Quest for the Golden Arrow, Knowledge and Training, and the Norman Alston Memorial Spirit Award. Section officers are selected at this weekend in April.

National Events National Order of the Arrow Conference (NOAC) Recently held in even years, this conference is usually held on the campus of a large University. Training is the centerpiece of the event and covers all phases of the OA Program. Many exciting and “Once-in-a-lifetime” experiences await the attendees. The next NOAC will be held at Michigan State University in 2006.

Arrow Tech This training event is held during the first weekend of November during NOAC years. Each participant has a choice to major in Program, Inductions, or Administration and takes classes that follow their "career" choice.

National Leadership Seminar (NLS) During the years between the NOAC events, each region holds one or more NLS’s for the purpose of training the Lodge Key Three and other interested Arrowmen in Lodge administration, communications, and other valuable leadership skills.

High Adventure OA Trail Crew— For one week, participants have the chance to make a significant difference to Philmont by participating in trail building. Work will include clearing terrain for trail and constructing switchbacks, retention bars, and several other erosion controls.

The second week of the program is spent experiencing Philmont in its finest. Unlike regular treks, Trail Crews make their own itinerary, instead of selecting from pre-planned routes.

Santee Lodge 116 P a g e 8 2014-2015 OA Wilderness Voyage—Boundary Waters Canoe Area Wilderness The Order of the Arrow Wilderness Voyage program is an experience like no other. For two weeks, you will join together with Arrowmen from around the country and experience all that the Boundary Waters Canoe Area Wilderness has to offer.

The first week of the program is spent giving back to the Boundary Waters through portage trail restoration work. Participants have the opportunity to leave their mark on the Boundary Waters that will enable millions of visitors to better enjoy their experience.

The second part of the program is a trek planned by the crew. From the 8-1/2 mile "Grand Portage" to the Height of Land, crews have done and seen all in the Boundary Waters.

OA Ocean Adventure—Florida Sea Base The Order of the Arrow Ocean Adventure is a unique opportunity to experience the programs at the Florida Sea Base, while providing a new type of service to the Atlantic Ocean. In a two-week period, participants will complete PADI SCUBA certification, as well as interact with undersea wildlife like no other Scouts do.

For one week, participants will undergo intensive SCUBA certification in preparation. Arrowmen will also provide meaningful service to the staff of the Florida Sea Base, and enjoy fun in the Florida sun while brushing up on their volleyball skills.

The second week of OAOA is spent using the SCUBA certification to its fullest extent. Participants will spend their time taking wildlife samples in the Florida Keys, performing island restoration and other meaningful projects to the surrounding area.

Among the requests received for Order of the Arrow Charters by the National in 1938 was one postmarked Florence, . Apparently, Mr. Rucker Newberry had inspired local scouts to become part of the rapidly growing organization of honor campers. The lodge chartered to the Council was the 116th Order of the Arrow Lodge. After a selection period, the name "Santee” was settled upon and duly registered with BSA. The lodge grew slowly, suffering numerous difficulties, which eventually led to a return visit by Mr. Newberry to reorganize the group. After his return, the lodge began to expand and become more involved in the Order and service to the Pee Dee Area Council. Two totems were adopted prior to the middle of the1950’s. The Carolina Parakeet became the official lodge totem when the first patch was issued in 1955; just before Santee Lodge hosted the Dixie Fellowship for the first time. The actual bird used on the patch was adapted from the Audubon painting of Carolina Parakeets. At this time, the patch sold for fifty cents. At approximately the same time, the first newsletter was published. Its name, the Santee Arrowman, has survived the years and still remains as the title of the current newsletter. On February 28, 1958, the lodge held its first Winter Banquet. Banquets have been held at a variety of locations including Marion, several meeting rooms in Florence, Darlington, Hartsville, Cheraw, Conway and Sumter. Featured speakers have included the world’s strongest man – Paul Anderson, National Order of the Arrow Chiefs Brad Starr and Jeff Herman, American Indian specialists, and many military, political and community leaders, including Lt. Governor Nick Theodore in 1992. A special feature of the banquet is the presentation of the Santee Lodge Red Arrow Awards for outstanding contributions by non-Arrowmen and Founders Awards to one or two brothers who have given outstanding service and example to the lodge. The lodge's primary functions are its fellowships, held in the Fall, Spring, and the end of summer camp. These events have varied in dates and occasionally in location. The Spring Fellowship in March of 1963 was held at the Myrtle Beach Air Force Base. Over the years, the main purposes of these weekends were the induction of new Ordeal members, conducting the Brotherhood and Vigil Honor Ceremonies, and service projects. Like most lodges, Santee Lodge is closely tied to its summer camp, and it spends a great deal of time helping to make improvements to Camp Coker. These projects have included preparatory and repair work to campsites, the re-roofing and repair of many buildings, the construction, maintenance and improvements to the Council Ring and COPE Course, construction of the Dining Hall buttress, restrooms, basketball court and and rifle ranges, and numerous bridges, check dams and trails. Santee was the first lodge to conduct an OA member’s only week of summer camp. The tradition began about 1958 when Arrowmen were encouraged to attend the last week of camp to present a special parent’s night program. In the 1960’s, original scripts were written as the parent’s night program evolved into a full-scale production. Since 1969, only OA members have attended the last week of summer camp with the lodge offering a special program of merit badge sessions and activities. It is at this time that most Ordeal candidates are inducted into the Order. The annual Pageant is presented on Friday night, which also kicks off the Summer Fellowship during which more members are inducted, and officers of the lodge are chosen for the coming year.

Santee Lodge 116 P a g e 10 2014-2015 Over the past sixty years, Santee Lodge 116 has become an active, viable part of the Pee Dee Area Council. Many former youth members of the lodge are still involved in Scouting as Volunteer Leaders. Several members have become professional Scouters and one cannot enter a city, town or community without finding someone that has been touched by the Lodge. Many members have gone on to become Section Officers and serve with distinction. Jody Clark became the first Santee Lodge member to become a national figure as he was elected Southeast Region Chief. Both he and Mac McLean have been honored with the Distinguished Service Award, the National Order of the Arrow’s highest honor. Current Lodge Adviser David Surrett also holds the DSA from prior service as Section SR-5 Chief, NOAC and NLS Staff member and Region OA Committee member. Members account for about 85% of all Eagle Scouts from the Pee Dee Area Council. Many of the adult members have been awarded the , District Award of Merit and the Silver Beaver. At the National Convention in 1995, Santee Lodge was honored as recipient of the E. Urner Goodman Camping Award, one of only eight presented nationally. For the past several years, Santee Lodge has been honored as a National Honor Lodge. In 2005, Santee Lodge was one of only two lodges in the Southern Region chosen to receive the National Service Award, an award given on the basis of significant service to the home council. Endowed with this tradition, Santee Lodge is not afraid of initiating new ideas. With its rich memories of the past and vision of the future, Santee Lodge 116 stands ready to play a continuing important role in Scouting in the Pee Dee Area Council.

The Story of the Carolina Parakeet The Carolina parakeet once ranged over most of the United States east of the great plains. The birds preferred to roost in hollow trees, usually deep in the heart of a swamp forest. John James Audubon wrote, "the richness of their plumage, their beautiful mode of flight, and even their screams lend charm to our darkest forests and most sequestered swamps." During a period of about 90 years, the parakeets gradually disappeared. When cockleburs were not available, these birds would flock to farmers' orchards and fields, rapidly destroying the precious crops. Farmers could easily retaliate: when one member of the flock was shot, the others would fly around over their fallen companion instead of leaving for safety. In this manner, the entire flock could easily be destroyed. These birds were also collected for their colorful feathers and because the young birds were considered good to eat. Santee Lodge 116 P a g e 17 2014-2015 Lodge Goals Santee Lodge #116 has a long year ahead with many changes to come. This year, Santee Lodge #116 is going to make huge changes in how the Lodge coordinates events. 1. Move the Lodge Year to a January- December calendar. 2. Develop a superior Unit Election training seminar for those that will conduct elections. 3. Develop a new-and-improved Lodge Leadership Development plan. 4. Further serve our community, our Council, and our Camp for the betterment of the lives of other Scouts, Scouters, and local community members. 5. Conduct at least one service project per Chapter in their local communities.

Santee Lodge 116 P a g e 18 2014-2015 Lodge Events Winter Banquet This is the night for Santee to Celebrate! We come together to in acknowledging all we have accomplished during the year, enjoy fellowship and companionship, share a fine meal, and recognize Red Arrow and Founders Awards recipients. The event stretches throughout the day including training, planning and fellowship and culminating in the evening Banquet. This event is usually held during early January.

Spring Fellowship This event signals a time for preparation. The brothers carry out many work projects geared toward preparing Camp Coker for the coming camping season. Preparations are also made for Santee Lodge’s attendance and competition at the spring Dixie Fellowship. The afternoon is usually filled by some sort of chapter competition, anything from balloon shaving to food-eating contests have graced the Camp Coker grounds. The famous Santee cracker barrel caps the evening. This event is held during early March.

Lodge Work Days Lodge work days are great events dedicated to deliver service to our Council. These are in one day increments and focus on setting up and taking down Camp Coker. These events usually take place on Saturdays in late May and early August.

Order of the Arrow Week Santee Lodge is the only lodge in the nation to conduct an entire week of camp designed just for Arrowmen. During this week of only Order of the Arrow members, merit badges that are not offered during the normal camping season are taught. An Ordeal is held during the week and an opportunity to seal your ties in Brotherhood is also conducted. Special events are frequent throughout the week culminating in the youth written and directed Pageant Friday night for our families and friends. This event occurs as the last week of the camping season at Camp Coker.

Summer Fellowship This event begins with the Pageant on the Friday of Order of the Arrow Week and ends on the following Sunday. Work projects are geared at taking down the camp and an Ordeal and Brotherhood ceremony are included. The highlight of the Saturday night business meeting is the selection of Lodge Officers for the coming year. Chapter Officer Elections are held on Sunday morning. This is a huge event full of fun, pageantry and fellowship and is a date you don’t want to miss!

. Service-Chapter Chief will send in report to AVC after each service project. The report needs to include the number of participants (youth) and the number of hours worked. To calculate score the number of youth is multiplied by hours worked = points earned Points are cumulative throughout the Lodge year. . Spirit-2 representatives from each chapter vote for first, second, and third place chapter, but are NOT allowed to vote for themselves. The voting will take place Summer Fellowship, and voters should consider chapter spirit at each function. . Attendance-1 point for each youth at chapter functions. 1 point for each youth at Lodge functions. Chapter Chief will submit all cumulative attendance reports to AVC following function. Points will be throughout the year. . Points will be totaled to determine the Chapter of the Year Award Winner. The Award will be presented at Summer Fellowship following voting and tabulation.

I. Foreword

A. The Bylaws are designed to give more explicit instruction for the operation of the Lodge. They, by mandate of the Lodge Rules, have equal effect with the Lodge Rules. The Bylaws shall be liberally interpreted to effect an efficient operation of the Lodge. The Bylaws are designed to give each year’s Lodge Officers a measure of flexibility in the operation of the Lodge.

II. Officer A. The Lodge Chief 1. The Lodge Chief shall be responsible for the overall operation of the Lodge. 2. He shall normally preside over all Lodge Business Meetings and all Executive Committee meetings. 3. He shall provide a written agenda for all the Lodge Business Meetings, and all Executive Committee meetings. 4. He shall appoint the Special and Temporary Committees and Committee Chairmen as provided for in the Lodge Rules and elsewhere in the Bylaws. 5. He shall serve as an ex-officio member of all Lodge committees. 6. He shall serve as Chairman of the Activities Committee. 7. He shall represent the Lodge in official and public relations functions. 8. He shall perform such other duties as may be necessary for the proper function of the Lodge.

B. The Lodge Administrative Vice-Chief 1. The Lodge Administrative Vice-Chief shall work closely with the Lodge Chief in seeing to the general administration of the Lodge. 2. He shall preside if the Lodge Chief is unable to preside or deems it inappropriate to preside at a Lodge Business Meeting or Executive Committee meeting. 3. He shall serve as or appoint a Chairman of the Camping Promotion & Unit Elections Committee. 4. He shall be responsible for the formation and continuation of the Chapters. 5. He shall represent the Lodge at such times the Lodge Chief is unable to attend. 6. He shall promote the selection of Order of the Arrow Unit Representatives in all eligible units and maintain the phone list of these individuals. 7. He shall perform such other duties as the Lodge Chief may assign.

Santee Lodge 116 P a g e 21 2014-2015 C. The Lodge Ceremonial Vice-Chief 1. The Lodge Ceremonial Vice-Chief shall work closely with the Lodge Chief to see that all ceremonies are conducted in the impressive manner called for in the latest editions of the Order of the Arrow Handbook and the various ceremonial pamphlets. 2. He shall serve as Chairman of the Ceremonial Committee, appoint chairs to the Elangomat Development Committee and Ordeal Administration Committee. 3. He shall aid the Vigil Honor Committee when that committee requests. 4. He shall be responsible for maintaining the Ceremonial Regalia of the Lodge in good condition. 5. He shall be responsible for administering the Induction Sequence. 6. He shall perform such other duties as the Lodge Chief may assign.

D. The Lodge Secretary 1. The Lodge Secretary shall maintain the permanent Lodge records in the Council Office and serve as Chairman of the Membership Committee. 2. He shall keep a record of minutes of all Lodge Business Meetings and Executive Committee meetings. The official minutes are to be kept in a permanent file located in the Council Office. 3. He shall handle the general correspondence of the Lodge as assigned by the Lodge Chief. 4. He shall maintain the official copy of the Lodge Rules and Bylaws and be responsible for bringing this copy to all Lodge Business Meetings and Executive Committee meetings. 5. He shall certify all candidates for Chapter and Lodge Office of their eligibility as provided for in the Lodge Rules. 6. He shall assist the Ceremonial Committee and the Vigil Honor Committee by providing eligibility lists from Lodge records. 7. He shall notify all Brothers whose dues have expired as of Summer Fellowship of that year. This notification is to be sent at least two weeks prior to Fall Fellowship. He shall perform such other duties as the Lodge Chief may assign.

E. The Lodge Treasurer 1. The Lodge Treasurer shall be responsible for all Lodge finances and shall be Chairman of the Finance Committee. 2. He shall handle all money in accordance with the established procedures of the Pee Dee Area Council, National Order of the Arrow Committee, and the Boy Scouts of America. 3. He shall provide The Santee Arrowman with a general financial report to be published in the edition after the closing of the Lodge financial records for the year. 4. He shall deliver a brief financial report at each Lodge Business meeting. 5. He shall keep the Executive Committee informed in detail of all financial activity.

Santee Lodge 116 P a g e 22 2014-2015 6. He shall present a balanced budget to the Executive Committee as provided in the Lodge Rules. 7. He shall maintain an inventory of the Lodge Collection and relevant records. 8. He shall perform such other duties as the Lodge Chief may assign.

F. The Lodge Editor 1. The Lodge Editor shall be Chairman of the Publications Committee. 2. He shall perform his duties as provided for in the Rules and By- Laws.

G. Assistant Treasurer 1. The Lodge Assistant Treasurer shall work with the Lodge Treasurer to complete the duties of that office.

H. Assistant Secretary 1. The Lodge Assistant Secretary shall work with the Lodge Secretary to complete the duties of that office.

I. Chapter Officers 1. The Chapter officers shall be Chapter Chief, Chapter Vice-Chief, and Chapter Secretary. 2. Larger Chapters may have more officers with the approval of the Executive Committee. 3. Duties of Chapter officers shall be similar to those of the corresponding Lodge Officers. 4. The Chapter Chief shall represent his Chapter at Executive Committee meetings. If he is unable to attend, he may appoint another brother, normally the Chapter Vice-Chief, to serve in his absence.

III. Chapters

A. Organization 1. Chapters exist to further the effectiveness of the Lodge. 2. Each Chapter shall come under the supervision of the District Camping Committee and the administrative authority of the District Scout Executive in whose service area the Chapter serves. 3. The Chapter officers and their duties and qualifications are provided for elsewhere in the Lodge Rules and these Bylaws. B. Requirements for the Formation of a Chapter 1. Each District of the Pee Dee Area Council shall be entitled to form a Chapter of the Santee Lodge provided the requirements below are met.

Santee Lodge 116 P a g e 23 2014-2015 2. Each Chapter shall have at least five youth members of the Santee Lodge. 3. Each Chapter shall have an Adult Adviser. 4. Each Chapter shall have meetings and conduct service projects quarterly. 5. Each Chapter shall promote camping in their District in cooperation with the District Camping Committee. 6. Each Chapter shall conduct unit elections and camping promotion within its area under the supervision of the Camping Promotion & Unit Elections Committee. 7. Each Chapter shall comply with procedure established by the Executive Committee for the recognition of chapters.

IV. Committees

A. Organization 1. Committees exist to make it easier to carry out the work of the Lodge. 2. Committee assignments should be split among the various Chapters to insure adequate representation of all the Chapters. 3. Standing Committees of the Lodge are as provided for in the Rules and Bylaws. 4. The Special Committees of the Lodge are as provided for in the Rules and Bylaws. B. Executive Committee 1. The Committee shall be composed of those persons listed in VI. A. of the Lodge Rules. 2. The Lodge Chief shall serve as Chairman of the Committee. 3. Committee meetings shall normally be opened to the general membership of the Lodge. They may, however, hold Executive Sessions. 4. The Committee shall see that the Lodge plans a yearly calendar. 5. The Committee shall publish in The Santee Arrowman an early calendar, which includes Lodge meetings and events and Executive Committee meetings. This calendar, which is subject to change by the Committee with the approval of the Council, shall be drawn up as requested by the Council for inclusion in the Council Calendar and approval by the Council Executive Board. 6. The Committee shall approve the appointment of Brothers to serve on the Standing Committees. 7. The Committee shall establish an Induction Fee for which each new Brother shall receive materials as provided elsewhere in the Bylaws. 8. The Committee shall elect Adult Scouters to membership in the Santee Lodge as provided for in the Order of the Arrow Handbook. 9. The Committee shall bestow the Founder’s Award annually in accordance with National Order of the Arrow guidelines.

Santee Lodge 116 P a g e 24 2014-2015 10. The Committee shall bestow the Red Arrow Award as it sees fit, keeping in mind the high standard of the Award. 11. The Committee shall carefully check the membership and financial records of the Lodge at the close of each calendar year, prior to Lodge recharter. 12. The Committee shall be authorized to approve any routine operating expenses. 13. The Committee is further empowered to transact any and all business of the Lodge between Lodge Business Meetings. However, any action of the Committee is subject to review at the next regularly scheduled Lodge Business Meeting.

(Standing Committees) C. Camping Promotion & Unit Elections Committee 1. The Administrative Vice-Chief shall act as Chairman of this committee. 2. The Administrative Vice-Chief with the prior approval of the Executive Committee shall appoint members of this committee. 3. The committee shall prepare, in cooperation with the overall camping promotion program as developed by the Council Camping Committee, a Lodge promotion plan. 4. The committee shall be responsible for seeing that Unit Elections are held in every eligible unit of the Council between February 1st and May 15th of each year. 5. The committee shall be responsible for the training of Brothers in Unit Election procedures. 6. The committee shall coordinate Camping Promotion and Unit Election visits through the Order of the Arrow Unit Representatives as much as possible. 7. The committee shall be responsible for seeing that reports of Unit Elections reach the Lodge Secretary by June 1st.

D. Finance Committee 1. The Treasurer shall serve as Chairman of this committee. 2. The Treasurer with the prior approval of the Executive Committee shall appoint members of this committee. 3. The committee shall assist the Treasurer in preparing the annual budget for submission as provided for in the Lodge Rules. 4. The committee will assist the Treasurer in operating the Lodge store. 5. The committee will develop plans for any fundraising efforts of the Lodge to be submitted to the Executive Committee for consideration. 6. The committee will suggest changes to financial procedures to create a smoother operation. These must be compliance with policies as stated elsewhere in the Rules and these Bylaws.

Santee Lodge 116 P a g e 25 2014-2015 E. Ceremonial Committee 1. The Ceremonial Vice-Chief shall serve as Chairman of this committee. 2. The Ceremonial Vice-Chief shall appoint Brothers to chair subcommittees on Brotherhood, Elangomats, Ceremonies & Regalia, and Indian Dance and Native American Activities. These shall have the prior approval of the Executive Committee. 3. Other subcommittees may be appointed as necessary. 4. Each subcommittee chairman will select Brothers to serve with as needed. 5. Duties of subcommittees are as follows: a. Brotherhood 1) The Brotherhood Committee shall seek to have members seal their membership by completing the Induction Sequence. 2) In coordination with the Elangomats the committee will encourage Ordeal members to complete the challenges of Brotherhood. 3) The committee will lead Brotherhood candidates in a review of the Ordeal by assisting in the preparation for an Ordeal. 4) The committee will review candidates on their knowledge of the Signs of Arrow Membership. 5) The committee will prepare a list of candidates completing the Challenges of Brotherhood and submit it to the Ceremonial Vice-Chief. b. Elangomat Development and Ordeal Administration Committee 1) The Elangomat Chairman shall serve as the Ordeal Master. 2) The committee is responsible for the recruitment and training of Elangomats. 3) The committee shall use resources provided and recommended by the National Order of the Arrow. 4) The committee shall be responsible for encouraging all candidates to complete the Induction Sequence. c. Ceremonies & Regalia 1) The committee shall aid the Ceremonial Vice-Chief in the building and preservation of ceremonial regalia. 2) The committee shall aid the Ceremonial Vice-Chief in presenting effective ceremonies. 3) The committee shall recruit and train Brothers to serve as principals and support persons in ceremonies. d. Indian Dance and Native American Activities Commit6tee 1) The committee shall organize and maintain the Kittan Dance and Sing teams. 2) The committee shall aid in the promotion and instruction of Brothers in Indian Lore.

F. Activities & Service Committee 1. The Lodge Chief shall serve as Chairman or appoint another Brother as Chairman of the committee.

Santee Lodge 116 P a g e 26 2014-2015 2. The Lodge Chief with the prior approval of the Executive Committee shall appoint members of this committee. 3. The committee shall aid the Lodge Chief in planning and carrying out functions of the Lodge. 4. The committee shall plan and encourage involvement in service projects to benefit the Camp, Council, and Communities.

G. Nominating Committee 1. Each Chapter will submit the names of two Brothers to the Lodge Chief to be considered for membership on the Nominating Committee. 2. The Nominating Committee must contain two brothers from each chapter. 3. The membership of the Committee shall be made known to the Brothers of the Lodge at Fall Fellowship. 4. The Lodge Chief will appoint replacements from the respective chapters, be it through resignation, failure to perform his duties or as needed. 5. The Lodge Chief shall select a chair whose purpose it is to conduct meetings according to the Rules and Bylaws. 6. The Committee is charged with the ongoing process of reviewing the skills, abilities and leadership qualities of the Brothers of the Lodge and shall make recommendations to the Lodge Chief for the appointment of Brothers to chair and serve on the various Lodge committees. The Committee shall compile a list of brothers that they feel are qualified to hold elected offices in the Lodge, by position. The committee will list as many as are qualified for each position based on their performance in past positions held, the individuals character, motives, service to others and dedication to the Lodge in attendance of its functions and meetings. The Lodge Secretary will notify the list of brothers of the Nominating Committees recommendation three weeks after Spring Fellowship. 7. The Committee may add additional names, which will be given to the Secretary for prompt notification. 8. Any individuals that have been recommended by the Committee for office and will stand for election shall meet with the Lodge Adviser and/or the Scout Executive, individually and as a group to discuss the responsibilities and expectations of the positions. After the meeting, a confirmed list of eligible candidates will be delivered back to the Nominating Committee for their report to the Lodge Chief. The Nominating Committee shall make its report known to the Lodge Chief at the beginning of Summer Fellowship. 9. All nominations from the floor must be of those that meet the eligibility requirements, which include the Nominating Committees and Advisers recommendations. Individuals not selected by the Nominating Committee that wish to run for office may request a meeting with the Chairman and the Lodge Adviser for explanation and further consideration by the Committee.

Santee Lodge 116 P a g e 27 2014-2015 H. Publications Committee 1. The Lodge Editor shall be the Chairman of the Publications committee. 2. The Chairman of the committee shall select Brothers to serve on the committee. 3. The committee shall be responsible for publishing editions of The Santee Arrowman to all active Brothers at least three weeks before Fall Fellowship, Winter Banquet, Spring Fellowship, and Summer Fellowship. 4. The committee shall see that The Santee Arrowman contains news of upcoming Lodge events, stories of recent Lodge activities, the formation of Lodge Committees, reports from the Committees, news of various Chapters, a copy of the annual financial statement from the Lodge Treasurer, editorials pertinent to the Lodge, messages from the Lodge Chief, the Scout Executive, the Lodge Adviser and others, and any other Lodge information. 5. The committee shall compile, publish, and distribute a Lodge Planbook by Fall Fellowship. 6. The committee shall compile, publish, and distribute a Where To Go Camping” guide by Spring Fellowship of each year. This may be an update of a previous edition. Assistance of the Administrative Vice-Chief and the Camping Promotions & Unit Elections Committee should be sought. 7. The committee shall coordinate Internet services, as the Lodge desires. 8. The committee shall assemble all publication items needed for submission for judging at Section, Regional, and National events. 9. The committee shall publish such other Lodge publications (i.e. promotional letters to Brothers) as the Lodge Chief may assign.

I. Membership Committee 1. The Lodge Secretary shall be chairman of the Membership Committee. 2. The committee membership shall consist of the Chapter Secretaries. 3. They shall assist the Lodge Secretary in maintaining the Lodge membership records, compiling reports and confirming eligibility to hold office. 4. They shall perform other duties as assigned.

(Special Committees) J. Vigil Honor Committee 1. The Lodge Chief shall appoint an older, more experienced Brother to serve as Chairman of the committee. 2. The Chairman of the committee shall be publicly made known by Winter Banquet. 3. The Lodge Chief shall appoint mature Brothers, normally from Vigil Honor members of the Lodge, so serve on the committee. 4. The committee shall provide for the conferring of the Vigil Honor on deserving Brothers. 5. The committee shall encourage all Brothers to submit recommendations for consideration.

Santee Lodge 116 P a g e 28 2014-2015 6. The committee shall submit a budget to the Executive Committee for approval prior to any expenditure. 7. The committee may call on the Ceremonial Vice-Chief for assistance if needed.

V. National, Regional, and Section OA Activities A. Attendance at National, Regional, and Section Order of the Arrow activities shall be promoted by the Executive Committee. B. Due to limiting physical features for attendance at the above mentioned activities, Brothers shall be sent in the following preference: 1. Officers of the Lodge 2. Adult drivers and judges as needed. 3. Teams to compete in events. 4. Other Brothers under 21 on first come - first served basis. 5. Other adults on first come – first served basis. C. To maintain their ranking in the above, Brothers must meet deadlines for registration and payment. D. The Santee Lodge may, with approval of the Executive Committee and the Advisers, provide at no additional expense to the Brothers involved, transportation to and from National, Regional, and Section OA activities for the Lodge Chief and/or Administrative Vice-Chief and/or Ceremonial Vice-Chief. E. The Santee Lodge may, with approval of the Executive Committee and the Advisers, provide for at least two delegates to attend the National Order of the Arrow Conference. One of these delegates should be the current Lodge Chief at the time of the Conference. F. The Santee Lodge may, with approval of the Executive Committee and the Advisers, provide for the Lodge Advisers so that there will be no additional burden placed on them by taking their time to attend any of the above activities.

VI. Affiliate Membership A. This membership is available to Arrowmen who formerly were active members of Santee Lodge. B. Individuals applying for affiliate membership must provide proof of current registration in the Boy Scouts of America. C. The fee for Affiliate membership shall be equal to the current Lodge dues. D. Affiliate members will receive all general communications sent to Lodge members. E. Affiliate members may not vote, hold office or position, nor participate in activities as an active member of Santee Lodge. F. Affiliate members are not entitled to purchase items of the Lodge except as approved by the Executive Committee

Santee Lodge 116 P a g e 29 2014-2015 VII. Supplies A. For his induction fee, each new Brother shall receive the following: 1. Ordeal sash 2. Order of the Arrow Handbook 3. O.A. Dangle Pin 4. Membership card good through the next Summer Fellowship 5. A copy of the Lodge Rules and Bylaws and/or a Lodge Planbook 6. A Spirit of the Arrow pamphlet set 7. The Santee Lodge pocket flap B. For his Brotherhood fee, each Brotherhood member shall receive a sash. C. Each Brother honored by the Lodge with the Vigil Honor shall receive at no cost to him, a Vigil Honor sash and such other materials as may be deemed necessary by the Vigil Honor Committee and within the budget approved by the Executive Committee.

VIII. Amendments A. These Bylaws shall be subject to amendment at any regular or special Lodge Business Meeting, provided that a notice of a proposed change is approved by the Scout Executive, or his designee, and given to all active Brothers at least ten days before such a meeting. A two-thirds favorable vote of those present and voting shall be required for the change to take place. B. Amendments shall become an integral part of the Bylaws, completely replacing the former wording, if any.
