CV Summary

Samuel Kalibala, M.D., is an experienced international public health policy and program consultant who has worked in a variety of capacities at the national, regional and international level for over 20 years. Dr. Kalibala is a highly experienced expert in developing and evaluating HIV/AIDS interventions. He was involved in the development of the HIV care and support model of The AIDS Support Organization (TASO) of his native Uganda where he worked as a physician and counselor trainer. In February 2007 TASO named a building after him for recognition of his pioneer role. Working with the Ministry of Health in Uganda, he developed and coordinated the national program on Sexually Transmitted Diseases. He was later employed by the Global Program on AIDS (GPA) of the World Health Organization (WHO) in Geneva where he developed the HIV counseling intervention as a key component of the comprehensive care for HIV/AIDS. When the Joint United Nations AIDS Program (UNAIDS) was formed in late 1995 he worked on the Voluntary Counseling and Testing (VCT) intervention conducting the multi-site VCT efficacy study together with USAID-funded AIDSCAP program and the University of California San Francisco. This study resulted in global policies that promote VCT as a preventive intervention. Dr. Kalibala first worked for the Population Council in Nairobi 1998 to 2003 as the leader of the USAID-funded Horizons program in East Africa. Within Horizons, Dr. Kalibala led the piloting of the Prevention of Mother to Child Transmission (PMTCT) program in three sites in and two sites in which resulted in the scaling up of PMTCT programs by various agencies including UNICEF. Dr Kalibala contributed to the first background publication that highlighted the operations research priorities relating to the Male intervention. Dr. Kalibala also led the Horizons team which examined ARV adherence in Coast General Hospital in Mombasa Kenya. This led to the publication of the ARV adherence counseling manual which has since been used in many service delivery programs as they scale up ARV use. In the period 2003 to 2008 Dr. Kalibala worked for the International AIDS Vaccine Initiative (IAVI) as the Regional Representative in East Africa based in Nairobi. While working for IAVI he tested the delivery of Routine HIV Counseling and Testing in Kilifi, Kenya and Home based VCT in Kisubi Uganda as approaches for enhancing the availability of HIV testing in communities where IAVI was recruiting volunteers for vaccine trials. In 2008 June, Dr. Kalibala returned to Population Council Nairobi where he headed the HIV/AIDS 1

Program and was also the Country Director. He lead the Council’s USAID funded HIV operations research programs in Kenya, Uganda and Zambia. These programs evaluated and developed evidence base for a variety of interventions including Pediatric HIV treatment, support for Orphans and Vulnerable Children (OVC); care and prevention programs targeting People Living With HIV/AIDS; programs addressing alcohol as a risk factor for HIV; programs educating school children about HIV; and programs of Palliative Care for HIV. In addition he was the principal investigator in two studies evaluating the impact of HIV prevention programs in Zambia one of which involves a sero-behavioral survey to measure HIV incidence. In February 2012, Dr Kalibala relocated to Population Council Washington DC where he serves as the Project Director for a USAID funded task order known as HIVCore which focuses on developing operations research studies aimed at enhancing scale, and quality of HIV and AIDS treatment, care and support, and prevention of mother-to-child transmission (PMTCT) programs in PEPFAR supported countries.

Achievements  Identified and recruited a Horizons research team at the Population Council regional office in Nairobi and local research teams in the countries.  Carried out a Needs Assessment visit to COPE to explore the possibility conducting operations research on care and support for Orphans and Vulnerable Children (OVC)  Lead the Horizon’s team fro East Africa to work with Plan International to develop and conduct a study on succession planning for children whose parents were living with HIV/AIDS in two districts in Uganda.  Established and managed relationships with research partners, governments, USAID missions and CAs in Uganda, Kenya, , Malawi, , Zambia and to identify cutting-edge HIV operations research priorities. Joint United Nations Programme on HIV/AIDS (UNAIDS), Geneva, Switzerland Psychosocial Support Adviser, September 1995 – December 1997

Achievements  As the UNAIDS Principal Investigator in a collaborative multi-site study of the efficacy of Voluntary Counselling and Testing (VCT) was responsible for developing and overseeing the study site in Trinidad. Other collaborative partners included the AIDS Control and Prevention project (AIDSCAP), the Centers for AIDS Preventions studies (CAPS) and the World Health Organization (WHO). Other study sites were in Nairobi, Kenya and Dar es salaam, Tanzania. Developed the study protocol, study tools, monitored data collection, data analysis and wrote report and paper published in the Lancet in July 2000.

 Planned and conducted regional workshops on Voluntary Counselling and Testing (VCT) in the South East Asian region held in December 1996 in Bangkok, Thailand and in the Latin American and Caribbean region held in Santiago, Chile in July 1997.

 Wrote the following UNAIDS publications: o UNAIDS Policy on HIV testing and counselling, August 1997 o Developed the draft tool for monitoring and evaluating HIV Counselling which was later finalized and published as the Tools for evaluating HIV voluntary counselling and testing, May 2000.
