"Our Bar Owners Association of Texas lobbying effort will focus on the fact that most accidents and fatalities are concentrated in the 23- to 25-year- old age group, not under 21," she explained. "Statistics also show that in states where the drinking age has been rais- ed to 21, traffic deaths declined at first, but later, climbed back up in suc- ceeding years. Nevertheless, the bill to raise the drinking age in Texas has a lot of support," Naylor added. Support among legislators to wipe out happy hour is not as popular as is the move to raise the drinking age. "Based on what the new legislative makeup is, the happy hour bill probably won't pass," she said. "But we can't take that for granted. "Meanwhile, because BOAT is the new kid on the lobby block, we must concentrate on building our alliances with other groups of similar interests until we become better known as a lob- by to the legislators," Naylor said.
