Job title Head of Africa Programme Reporting to Chief Executive Officer Terms of Permanent post employment (subject to successful completion of a probationary period of 6 months) Grade and Salary range £27,000 - £31,000. salary (More may be available for an exceptional candidate.) A 10% pension contribution will be made subject to successful completion of a probationary period of 6 months. Supervisory responsibility Responsible for at least 1 member of staff (structure under review). Hours of work 35 hours per week – Monday to Friday Some unsocial hours may be required. Time off in lieu will be awarded in accordance with our policy Travel This role requires significant international travel Estimated 6-10 weeks per year Holiday allowance 25 days per annum + bank holidays Location This post is based in Netley Marsh, Southampton Overall Tools for Self Reliance’s ambitious five year strategy focuses on the purpose expansion of the scope of our operations in Africa. We have established programmes in 6 African countries: Ghana, , , , Uganda and ; and work with implementing partners in country to deliver projects which contribute to livelihoods security and improved lives. We are looking for an experienced and dynamic Head of Africa Programme who will be able to drive the programmes and also identify opportunities for change and improvement. The organisation is currently working towards a new strategy which will reflect the changing and developing environments it works in and the ways in which change is effected to best meet the needs of the people it is working with.

Main duties and responsibilities

Strategic Planning and Programme Development

 To oversee the implementation of country strategies in Ghana, Malawi, Sierra Leone, Tanzania, Uganda and Zambia.

 To oversee the strategic development of the country programmes, including identifying relevant opportunities for improvement and ways to develop them.

 To co-ordinate, develop and manage relationships with implementing partners.

 To proactively identify and implement opportunities to build and improve the capacity of implementing partners.

 To liaise with the Head of Fundraising to develop proposals and secure funds for projects; including gathering information and data from projects to feed into reports to funders on the outcomes of the projects.

 To explore new initiatives and strategic partnerships with organisations that link with the work of Tools for Self Reliance.

 To undertake other duties commensurate with the position and as required by the Chief Executive Officer.

Programme Management and Implementation

 Provide overall oversight of country programmes.

 Lead the development of country programmes, and oversee the implementation of any new initiatives.

 Develop robust and effective monitoring and evaluation tools and share with implementing partners, offering advice and guidance where needed on their use.

 Lead the work done to gather impact data and tracking of participants, developing tools for this where needed.

 Oversee the timely completion of project reports and the delivery of reports to funders.

 Oversee the planning and completion of overseas visits; identify key activities for evaluations and ensuring adherence to all relevant health and safety issues.

People Management  Manage the performance of other Africa Programme staff

 Oversee the completion of performance reviews of staff being line managed and liaise with the Chief Executive Officer to address learning and development priorities.

Funding

 Lead the development of proposals from implementing partners.

 Liaise with the Fundraising Team to develop and implement funding strategies for the programmes in each of the countries Tools for Self Reliance works in.

 Liaise with the Fundraising Team to effect growth of funding for the Africa Programme, including identifying opportunities to secure funding from major institutional funders.

Financial Management

 Manage the completion of project budgets, in line with activities Tools for Self Reliance is able to secure support for.

 Manage the completion of a budget for the Africa Programme, which includes all costs associated with the implementation of the programme.

 Manage and review spending against the budget and report on this to the Chief Executive Officer.

 Manage the completion of required documents for the transfer of funds to implementing partners.

Person Specification Qualifications Degree level education or a qualification such as PRINCE, or similar. Masters in a related field of study Significant management experience in a charitable organisation. In depth knowledge of the development context in Africa, particularly the livelihoods development sector, in Ghana, Malawi, Sierra Leone, Tanzania, Uganda and Sierra Leone, and the challenges and opportunities this presents. Proven experience of identify, establishing and building partnerships with overseas organisations. Proven experience of working with overseas partners to develop, manage and implement projects. Experience of working to develop proposals at all levels, but especially at major institutional level. The ability to analyse and present information clearly and demonstrable experience of formulating project proposals. Proven experience of developing and implementing monitoring and evaluation systems Demonstrable experience of line managing individuals / small teams Networking and relationship building expertise. The ability to manage a complex workload and deadlines. Strong organisational / administrative skills, with good attention to detail and the ability to prioritise and meet deadlines. Demonstrable ability to use databases. Demonstrable ability to work as part of a team and on own initiative. The ability to work within limited resources. Familiarity with Microsoft Word, Access and Excel.
