    Chapter 6 Business Conglomerates in the Context of Myanmar’s Economic Reform Aung Min and Toshihiro Kudo Abstract The purpose of this paper is to identify the role of conglomerates in the context of Myanmar’s economic reform process. The paper addresses the research question of the role of business conglomerates and the Myanmar economy, such as are they growth engines or just political cronies? We select some of the top conglomerates in Myanmar and assess their profile, performance, and strategies and examine the sources of growth and limitations for future growth and prospects. The top groups chosen for this paper are Htoo, Kanbawza, Max, Asia World, IGE, Shwe Taung, Serge Pun Associates (SPA)/First Myanmar Investment Group of Companies (FMI), Loi Hein, IBTC, Myanmar Economic Corporation (MEC), and Union of Myanmar Economic Holdings Ltd. (UMEHL). There are other local conglomerates that this paper does not address and they include Shwe Than Lwin Group, Eden Group, Capital and Dagon International etc., which are suggested for further research about Myanmar’s conglomerates in the future. Sources of growth and key success factors of the top business groups are their connection with government, contact with foreign partners, and their competency in the past and present. In the context of the economic reform, previously favored business people appear to recognize that the risks of challenging economic reform could outweigh the likely benefits. In addition, some of the founders and top management of the conglomerates are still subject to US sanctions. Market openness, media monitoring, competition by local and foreign players, sanctions, and the changing trends of policy and the economy limit the growth of conglomerates.

    INTERNATIONAL JOURNAL OF URBAN AND REGIONAL RESEARCH 447 DOI:10.1111/1468-2427.12831 — SECURING URBAN FRONTIERS: A View from Yangon, Myanmar Jasnea sarma and James d. sidaway Abstract This article examines how variegated local and transnational interactions are reconfiguring Myanmar’s largest city of Yangon. We do this through an analytical focus on frontiers and an empirical focus on how these are secured, drawing on interviews at two Security Expos and street-level observations in Yangon conducted over three years. Yangon thereby becomes a site for critical reflections about complex and multiple imbrications of frontiers, security and the urban with implications for how these may be conceptualized elsewhere. ‘Built from historical models of European conquest, frontiers create wildness so that some––and not others––may reap its rewards …. [T]hey arise in the interstitial spaces made by collaborations among legitimate and illegitimate partners: armies and bandits; gangsters and corporations; builders and despoilers. They confuse the boundaries of law and theft, governance and violence, use and destruction. These confusions change the rules and thus enable extravagant new economies of profit––as well as loss’. The ten or so most transparent companies in 2015 are broadly the same as those who were most transparent in 2014. However the order has changed. Top scoring companies in 2015 are Serge Pun and Associates (SPA) , Max Myanmar Group and KBZ Group. Amongst the leading companies, particular areas of improvement include publication of financial data, grievance mechanisms, and environmental and social impact assessments. However many companies either do not have websites (39% of those assessed) or publish very little data, including none on anti-corruption programmes.

Those measures replaced the previous measures, the first of which were adopted in 1996 in Common Position 96/635/CFSP (2 ). (2) Council Common Position 2009/351/CFSP (3 ) adopted on 27 April 2009 extended Common Position 2006/318/CFSP until 30 April 2010. (3) In view of the situation in Burma/Myanmar, in particular the lack of improvement in the human rights situation and the absence of substantive progress towards an inclusive democratisation process, notwithstanding the promulgation of a new electoral law and the announcement by the Government of Burma/Myanmar of multi-party elections to be held in 2010, the restrictive measures provided for in Common Position 2006/318/CFSP should be extended for a further period of 12 months.
