We gen- eralize this result to the class of normal hypergraphs. 1 Introduction Hall's theorem gives a necessary and sufficient condition for the existence of a system of distinct representatives of a family of finite sets. It is equivalent to the following result on matchings in bipartite graphs. Theorem 1.1. [Hal35] A bipartite graph has a perfect matching if and only if for all stable sets S the set N(S) of its neighbors is as least as big as S. This result has been generalized to balanced hypergraphs by Conforti, Cor- nu´ejols,Kapoor, and Vu˘skovi´c[CCKV96] using a linear programming argu- ment. Later, Huck and Triesch [HT02] gave the first combinatorial proof, Schrijver provided the probably shortest proof (Corollary 83.1d in [Sch03]), and recently Scheidweiler [Sch11] gave an alternative one based on an elegant Gallai-Edmonds decomposition. Theorem 1.2. [CCKV96] A balanced hypergraph has no perfect matching if and only if there exists a pair (R; B) of disjoint node sets such that je \ Rj ≥ je \ Bj for all hyperedges e but jRj < jBj. The optimization version of Hall's theorem is K}onig'stheorem which holds for bipartite graphs, balanced hypergraphs, and for the larger class of nor- mal hypergraphs. This brings up the question whether Theorem 1.2 can be generalized to normal hypergraphs. Figure 1: Does Hall's condition hold for normal hypergraphs? Example 1.1. Take H = (V; E) with V = f1; 2; 3; 4g and E = ff1; 2; 4g, f2; 3; 4g, f1; 3; 4gg, see Figure 1a. This is the smallest normal hypergraph that is not balanced. H has no perfect matching and jRj ≥ jBj for every pair of disjoint node sets R; B with je \ Rj ≥ je \ Bj for all e 2 E. We can fix Hall's condition in Example 1.1 by considering the hypergraph H0 = (V 0;E0) obtained from H by multiplying vertex 4 by 2, that is, by setting V 0 = f1; 2; 3; 4; 40g and E0 = ff1; 2; 4; 40g; f2; 3; 4; 40g; f1; 3; 4; 40gg. Now, B := f1; 2; 3g and R := f4; 40g is a pair violating Hall's condition, see Figure 1b. In Section 2 we show how this idea can be generalized in order to derive a Hall condition for normal hypergraphs, including an analysis of bounds for the multiplicity of a node. We also investigate a deficiency version. Section 3 discusses relations and differences between K}onig'sand Hall's theorem in the graph and hypergraph case. 2 A Hall Condition for Normal Hypergraphs We say that a hypergraph satisfies Hall's condition if jRj ≥ jBj for all disjoint node sets R; B with je \ Rj ≥ je \ Bj for all hyperedges e. Otherwise, H violates Hall's condition for hypergraphs. In the same vein, we call the maximum violation of Hall's condition in a hypergraph its critical difference d(H) := maxfjBj−jRj : R; B ⊆ V (H);R\B = ;; je\Rj ≥ je\Bj8e 2 E(H)g; and a pair R; B of nodes attaining the maximum at the right hand side of this definition a critical pair; this generalizes the definition of the critical difference in graphs [LM12]. A hypergraph has a perfect matching if and only if its deficiency is zero, and it satisfies Hall's condition if and only if its critical difference is zero. Thus, the result of Conforti, Cornu´ejols,Kapoor, and Vu˘skovi´c[CCKV96] can be restated as def(H) = 0 , d(H) = 0 for all balanced hypergraphs H. For bipartite graphs, and more generally K}onig-Egerv´arygraphs (for a char- acterization of K}onig-Egerv´arygraphs see [Ste79], [Dem79], or [KNP06]), it is known that the deficiency is equal to the critical difference, see for example [LM12]. In hypergraphs, the critical difference gives a lower bound on the deficiency. Example 2.1. [HT02] Let H by the hypergraph with vertices 1; 2;:::; 2n+1 and hyperedges e1 = f1; : : : ; n + 1g; e2 = fn + 1;:::; 2n + 1g, see Figure 2 for an example with n = 3. As H has only two hyperedges it is obviously balanced. Furthermore, every non-empty matching misses n vertices, so def(H) = n. However, d(H) = 1 as there is no pair R; B ⊆ V with jei \Bj ≤ jei \Rj for i = 1; 2 and jBj−jRj > 1, and thus R = fn + 1g, B = fn; n + 2g is a critical pair. If we could take n copies of the vertex n + 1 into the set R, and all other vertices into B, then we would get a pair R; B with jei \ Rj = n = jei \ Bj (i = 1; 2) and jBj − jRj = 2n − n = n. This means that the deficiency of 3 H equals the critical difference of the hypergraph in which node n + 1 is \multiplied" n times. The multiplication trick of Example 2.1 can be formalized and generalized to derive a Hall condition for normal hypergraphs. To this purpose, we use the vertex multiplication definition according to Berge. Definition 2.1. [Ber89] Let H = (V; E) be a hypergraph, v 2 V a fixed vertex, and λ 2 N. The hypergraph obtained by multiplying v by λ is the hypergraph that arises from H by replacing the vertex v by λ new vertices (v; 1);:::; (v; λ) and every hyperedge e containing v by the new hyperedge e n fvg [ f(v; 1);:::; (v; λ)g. If all entries of c are equal to some constant k 2 N, we also write H(k);V (k);E(k); and e(k). Berge observed that H(c) is balanced if H is balanced. Similarly, if H is normal, then H(c) is also normal. So multiplying the vertices of a hypergraph does not destroy normality. One problem arises when looking at the critical difference of the multiplied hypergraph H(k). Namely, if R; B ⊆ V (k) is a critical pair of H(k) with d(H(k)) = jBj − jRj > 0, then we can define a pair of disjoint vertex sets R0;B0 ⊆ V (lk) by taking l times the number of copies of v 2 V that R or B contains. Matching two representations against one another is central to many applications, e.g., matching observation against models in ob- ject or scene recognition or matching a local perception against a global map in self-localization if a mobile robot. In both examples, spatial infor- mation structures are associated, i.e., the representation includes spatial arrangement information of individual parts, either in a relative or an absolute frame of reference. In this paper the utility of qualitative configuration information for matching is investigated. Qualitative configuration information expresses relative arrangement information. It is argued that such information is helpful for making side conditions of plausible matchings explicit, which can improve matching efficiency as well as quality of the matching. Keywords. For example scene recognition involves identifying a set of spatially distributed objects. However, this assumption does not hold anymore when learning from a networked sample because two or more training examples may share some common objects, and hence share the features of these shared objects. We show that the classic approach of ignoring this problem potentially can have a harmful effect on the accuracy of statistics, and then consider alternatives. One of these is to only use independent examples, discarding other information. However, this is clearly suboptimal. We analyze sample error bounds in this networked setting, providing signifi- cantly improved results. An important component of our approach is formed by efficient sample weighting schemes, which leads to novel concentration inequalities. Keywords: Networked Examples, Non-i.i.d. This answers one of the long-standing open questions of distributed graph algorithms· from the late 1980s, which asked for a polylogarithmic-time algorithm. See, e.g., Open Problem 4 in the Distributed Graph Coloring book of Barenboim and Elkin. The previous best round complexities O(√log n) were 2 by Panconesi and Srinivasan [STOC’92] and O˜(√∆) + O(log∗ n) by Fraigniaud, Heinrich, and Kosowski [FOCS’16]. A corollary of our deterministic list-edge-coloring also improves the randomized complexity of (2∆ 1)-edge-coloring to poly(log log n) rounds. − The key technical ingredient is a deterministic distributed algorithm for hypergraph maximal matching, which we believe will be of interest beyond this result. In this paper, we develop a generic and clean recipe for derandomizing randomized LOCAL algorithms and transform- ing them into efficient deterministic LOCAL algorithm. We also exhibit how this simple recipe leads to significant improvements on a number of problems, in cases resolving known open problems. Two sample end-results are as follows: • An improved distributed hypergraph maximal matching algorithm, which improves on that of Fis- cher, Ghaffari, and Kuhn [FOCS’17], and leads to improved algorithms for edge-coloring, maxi- mum matching approximation, and low out-degree edge orientation. The first gives an improved algorithm for Open Problem 11.4 of the book of Barenboim and Elkin, and the last gives the first positive resolution of their Open Problem 11.10. • An improved distributed algorithm for the Lovasz´ Local Lemma, which gets closer to a conjec- ture of Chang and Pettie [FOCS’17], and moreover leads to improved distributed algorithms for problems such as defective coloring and k-SAT. ∗Supported by ERC Grant No. 336495 (ACDC). 1 Introduction and Related Work The gap between the best known deterministic and randomized local distributed algorithms constitutes a central open question in the area of distributed graph algorithms. For many of the classic problems (e.g., maximal independent set (MIS) and (∆ + 1)-vertex coloring), O(log n)-time randomized algorithms have been known since the pioneering work of Luby [Lub86] and Alon, Babai, and Itai [ABI86].

Introduction and terminology Let G be a finite undirected graph without loops or multiple lines. A set of lines M c E(G) is a matching if no two share a common endpoint. A matching is said to be perfect if it covers all points of G. One can take the point of view that a perfect matching is a special case of a more general concept in graph theory-an n-factor. An n-factor of graph G is a spanning subgraph which is regular of degree n; that is, each point has degree it. So a perfect matching is a l-factor. But we can generalize even more. Let f denote a function which assigns to each point u in V(G) a nonnegative integer f(v). Then an f-factor is any subgraph F of G in which deg F2r =f(v). The existence of these increasingly more general concepts for a fixed graph G are all instances of what have come to be called degree-constrained subgraph problems. The reader of these Proceedings may see in Mulder’s article [126] that these ideas were of great interest to Julius Petersen and in fact Petersen enjoyed some considerable success in his studies of such problems.

    Workshop on Probabilistic and Extremal Combinatorics (19w5009) Penny Haxell (University of Waterloo) Michael Krivelevich (Tel Aviv University) Benny Sudakov (ETH Zurich) September 1-6, 2019 1 Overview of the Field Combinatorics, also known as Discrete Mathematics, is a fundamental mathematical discipline which studies the nature of discrete mathematical objects, such as permutations, graphs and set-families. Encompassing some of the most basic and natural mathematical questions, Combinatorics is probably as old as the human ability to count. During the twentieth century and the first two decades of the present century, the field has experienced remarkable growth, transitioning from a collection of mostly isolated results relying on ad hoc arguments, to a major branch of mathematics with its own theory, problems and techniques. Modern Combi- natorics has well-established and fruitful connections to numerous scientific fields, including Number Theory, Discrete Geometry, Statistical Physics, Evolutionary Biology and, most notably, Theoretical Computer Sci- ence, with which it is intimatively intertwined. Combinatorial methods and ideas have been exported to many of the above disciplines, in some cases leading to outstanding results. The workshop focused on two major branches of Combinatorics: Extremal Combinatorics and Proba- bilistic Combinatorics. These two highly-related fields have flourished in recent decades, producing several breakthroughs and many fascinating results, and leading to the creation of a vibrant community comprising both senior and young researchers. We now briefly overview each of these two disciplines. Extremal Combinatorics encompasses several important areas of research, such as Extremal Graph (and Hypergraph) Theory, Extremal Set Theory, and Ramsey Theory. Extremal Graph Theory typically asks to maximize/minimize some graph parameter over all graphs satisfying a given property.
