Dr. Al-Othaimeen was welcomed by IRCICA Director General Dr. Halit Eren first in his office at Seyir Pavilion of Yıldız Palace. The Director General briefed the Secretary General on the history of the Centre and its premises as well as on most recent progress achieved in the context of diverse projects. Then Dr. Eren guided the Secretary General to the library at Silahhane Building. RCICA’s headquarters have been relocated Ifrom Yıldız Palace to the district of Gülhane (Cağaloğlu), Istanbul. The new premises allocated to IRCICA by the Presidency of the Turkish Republic are situated in a complex of historical buildings. The main building of the complex used, until early 20th century, to house the Ottoman “Hazine-i Evrak” (“Treasury of Documents”, i.e. state archives) which was part of the “Bab-ı Ali” (“Sublime Porte”), i.e. the Grand Vizier’s offices. This building now comprises the Directorate General of IRCICA together with conference and exhibition halls. The other buildings are allocated to the departments of research, library and documentation, finance and administration respectively.

Calligraphy exhibition organized jointly with National Academic Library of Kazakhstan Astana, 17 July-17 August 2017

RCICA and the National Academic Library of the Republic of IKazakhstan organized a calligraphy exhibition titled “Selected works from IRCICA International Calligraphy Competitions (1986-2016)” at the Library’s premises in Astana which was opened on 17 July 2017 for a period of one month. Mr. Quatzhan Waliev, State Secretary of the Ministry of Culture and Sport of Kazakhstan, officiated the opening ceremony. Dr. Umithan Munalbaeva, General Director of the National Academic Library and Dr. Halit Eren, Director General, IRCICA, took part in the ceremony.

The Minister of Culture and Sports of Kazakhstan Mr. Arystanbek Mukhamediuly visited the exhibition on its first day. The event presented a selection of calligraphy works that had received awards in international calligraphy competitions organized by IRCICA between 1986 and 2016. “Al-Qalam” International Calligraphy Exhibition Islamabad, Pakistan, 25-28 August 2017

RCICA and the National History and Literary IHeritage Division (NH&LH), Government of Pakistan, jointly organized the “Al-Qalam” International Calligraphy Exhibition in Islamabad, from 25-31 August 2017. The event took place within the framework of cultural activities commemorating the 70th Anniversary of the Islamic Republic of Pakistan. The exhibition consisted of works by calligraphers from around the world: a selection of calligraphy works that won awards in the competitions organized by IRCICA and works by artists from Pakistan and around the world. 10 artists from IRCICA’s side and 70 artists from Pakistan participated in the events. The opening ceremony was addressed by: H.E. General of IRCICA, was read by Mr. Said Kasimoğlu, Ms. Mariam Orangzaib, Minister of State for Coorrdinator of the Calligraphy Competitions, Information and Broadcasting, representing IRCICA, representing the Director General. Exhibition of calligraphy during Istanbul Youth Festival and Ethnosports Culture Festival Istanbul, 4-14 May 2017

RCICA held an exhibition of calligraphy and Igilding on the sidelines of two consecutive international festivals in Istanbul namely the Youth Festival organized by Istanbul Metropolitan Municipality on 4-7 May 2017 and the Second annual Ethnosports Culture Festival on 8-14 May 2017. The exhibition consisted of twenty calligraphic works selected from among winners in IRCICA’s calligraphy competitions. The Youth Festival featured sportive events in many branches including basketball, footrace, archery, the inter-university League of Legends tournament as well as cultural and artistic events, among them exhibitions of photographs and Mr. Bilal Erdoğan, President of World Ethnosports Confederation, classical arts, worksohps of culinary arts, social visited the exhibition of IRCICA media and photography. As to the Ethnosports Culture Festival, organized by the World concerts, and some traditional arts and crafts Ethnosports Confederation for the second time that have few practitioners left. this year, it aims to promote, revive and introduce to the world those sports and traditional cultural activities that form the intangible heritage from ancient Turkic life. IRCICA was honoured by the visit of H.E. Mr. Abubakar Ousainu N.M. Darboe, Minister of Foreign Affairs of the Gambia, on 14 July 2017. H.E. the Minister and Director General Dr. Halit Eren’s meeting was an excellent occasion to brief the Minister on the Centre’s activities. It was all the more memorable as it coincided with the Centre’s first work day at its headquarters newly allocated by the Presidency of the Turkish Republic, in the historical complex of the Ottoman State’s Treasury of Documents at Gülhane. The Minister expressed his appreciation of the Centre’s activities and the progress of cultural cooperation between the Gambia and IRCICA. Minister of Foreign Affairs Mr. Darboe was accompanied by a delegation consisting of: Brigadier General Mr. Mamat Cham, Chief of Army; Mr. Baboucarr Puye Joberteh, Director of Protocol, Ministry of Foreign Affairs; Ambassador Momodou Badjie, Ambassador of the Gambia in Turkey, Ms. Saffie Sankareh, Undersecretary of the Ministry of Foreign Affairs; Mr. Serign Modou, Counsellor, Embassy of the Gambia in Turkey.

Governor of Istanbul Mr. Vasip Şahin paid a visit of congratulation to Director General Dr. Halit Eren on 14 July 2017, the first work day of the Centre in its new location. Governor Şahin expressed his best wishes to Dr. Eren on the occasion. The visit was also an occasion for Dr. Eren to inform Governor Şahin on recent developments in IRCICA’s activities.

Mr. Hakan Çavuşoğlu, Deputy Prime Minister of Turkey, paid a courtesy visit to IRCICA Director General Dr. Halit Eren. The visit was on 21 July 2017, shortly after Mr. Çavuşoğlu’s taking the Office. Mr. Çavuşoğlu also expressed his best wishes to IRCICA on its moving to its new location.

Dr. Zeynoul Cajee, Founding Member and Chief Executive Officer, National Awqaf Foundation of South Africa (AwqafSA) and Mr. Mickaeel Collier, Deputy Chief Exceutive Officer, visited IRCICA on 10 May 2017. Awqaf Foundation and IRCICA cooperated in the organization of two congresses on the theme of “Islamic Civilization in South Africa, in 2006 (with the cooperation of University of Johannesburg) and 2016 (with the cooperation of University of Kwazulu-Natal and International Peace College South Africa), respectively. During the meeting with Director General Dr. Halit Eren suggestions were put forward for continuing cooperation. Then Dr. Eren guided the guests to the library, and also showed them the Centre’s publications.

Mr. Suleiman Rahimov, Director General of Kazan State Archives, Tatarstan, Russian Federation, visited IRCICA, 2 May 2017. Mr. Rahimov has been cooperating with IRCICA since the beginning of the latter’s joint activities conducted with governmental and academic authorities of Tatarstan. Director General Dr. Eren informed Mr. Rahimov of recent developments in the activities.

Mr. Aziz Phitakkumpon, Sheikhul lslam of Thailand and a delegation paid a visit to IRCICA on 12 May 2017. Ambassador of Thailand in Ankara Amb. Suvat Chirapant and Subsecretary of the Embassy Mr. Natachi Powcharoe were present together with the delegation. The visit took place within the framework of Mr. Aziz Phitakkumpon’s official visit to Turkey during 7-12 May 2017. The Sheikhul Islam was accompanied by Muslim leaders in Thailand such as Mr. Ajarn Aroon Boonchom, President of the Islamic Committee of Bangkok, Ajarn Prasarn Sricharoen, Vice President of Islamic Scholars Committee of the Sheikhul lsiam and Dr. Wisoot Binlateh, Director of the Southern office of the Sheikhul Islam’s Affairs and Coordination.

Minister Irfan Siddiqui, Advisor to the Prime Minister for National History and Literary Heritage, Pakistan, visited IRCICA on 22 May 2017. The talks with the Director General Dr. Halit Eren focused on preparations for the international calligraphy exhibition which was organized by IRCICA and the National History and Literary Heritage Division (NH&LH) on 25-28 August 2017, in Islamabad.

Mr. Abdulaziz Mohammed Al-Hayam from King Abdulaziz Centre for National Dialogue, Riyadh, Saudi Arabia, paid a visit to IRCICA on 3 August 2017. Director General Dr. Halit Eren gave information to Mr. Al-Hayam on IRCICA’s activities.

Ambassador Shaban Muradi, former Advisor to the Prime Minister of Albania and Dr. Ramiz Zekaj, Director General, Albanian Institute of Islamic Thought and Civilization (Tirana) visited IRCICA on 31 May 2017. The visit was an occasion to share views on cultural issues. Cooperation between the Albanian Institute and IRCICA had yielded the Albanian edition of IRCICA’s book History of the Ottoman State, Society and Civilisation, titled Historia e shtetit, shoqërisë dhe qytetërimit osman. The book was translated into Albanian by the Institute with the cooperation of the Turkish Cooperation and Coordination Agency (TİKA). It was launched with a ceremony and seminar held at the Institute in Tirana on 30 April 2009.

Ambassador Sohail Mahmood, Ambassador of Pakistan in Ankara, visited ıRCICA on 9 June 2017. The meeting with Director General Dr. Halit Eren was an excellent opportunity to appraise the existing cooperation between Pakistan and IRCICA.

A group of experts from the International Research Center Imam Bukhari, Samarkand, Uzbekstan was at IRCICA on 23 June 2017, on a study visit for acquaintance with library and computer systems of IRCICA. On 2 August 2017 Ambassador Mohammed Ahmed Al-German, Deputy Minister of Foreign Affairs, State of the United Arab Emirates, and Dr. Khalid al-Mulla, Minister Plenipotentiary from the Department of International Organisations and Conferences of the Ministry, visited IRCICA. Dr. Al-Mulla is acquainted with IRCICA’s activities through the various OIC conferences. Director General Dr. Halit Eren and Dr. Al-Mulla discussed on international cultural affairs and on the Centre’s activities.

The Consul General of Kuwait in Istanbul, Mr. Mohammed F.M.F. Al-Mohammed, visited the Director General of IRCICA on 9 August 2017. The meeting recolved around cultural cooperation established between the State of Kuwait and IRCICA and the resulting joint work. Kuwait is represented in IRCICA’s nine-member Governing Board. Cultural events are organized jontly with Kuwaiti institutions: an exhibition of historical photographs of Al-Haramein (Makkah al-Mukarramah and Madina al-Munawara) was held from 20 December 2016 to 11 February 2017 at the museum Dar al-Athar al-Islamiyya, Kuwait City; within the framework of “Kuwait Capital of Islamic Culture 2016”, the Kuwait International Exhibition on Islamic Arts and its Application on Metal Crafts was organized jointly by IRCICA and Kuwait Centre for Islamic Arts, Ministry of Awqaf and Islamic Affairs.

Tabriz International Award for Innovation and Creativity in Crafts Album of the Winning Entries

n album of the award-winning entries at the ATabriz International Award for Innovation and Creativity in Crafts (2017) has been published. The award was conducted during the “Tabriz International Festival of Arts, Crafts and Creativity” which took place in in Tabriz on 7-12 May 2017. The album is published as of August 2017. The festival and award program were organized by IRCICA and Tabriz University for Islamic Arts in cooperation with the Islamic Culture and Relations Organizations of Iran. The festival gathered innovators and craftspeople in pavilions forming a craft village where they displayed their works, tools and techniques. Awards amounting to $60.000 were distributed in ten Craft Topics. Each crafts theme was allocated three awards of $6.000 in total, in the amount of $3.000, $2.000, and $1.000, respectively. The album constitutes a documentary catalogue of all the winning entries of artisans from various geographical regions of the world. RCICA publishes a series of volumes on the Iregisters of the Sharia courts held in Al-Quds/ Jerusalem during the Ottoman period. There are altogether 412 registers, dating from 1529 to 1909. These registers are valuable first-hand sources that record cases reflecting daily life in the region, the relations between the local administration and the people, interaction among different faith communities and people of different social statuses. Therefore the court registers reliably complement other sources. The index of terms, places, communities and professions are useful additions. The first volume published in 2013 is related to the register no. 107 which comprises the period between 5 August 1623 and 10 April 1624 and contains cases reflecting social and economic life in the region. RCICA has a research project on Ithe history and heritage of the waqf institution, which is known to have originated in the Muslim world. In this project the Centre collects the original sources on waqfs such as the establishment deeds, documents resulting from their operations and if any, reports on their functions; studies them and makes them available for researchers. Special consideration is given to the waqfs which are at present located outside the OIC member countries, in particular those addressing the Muslim communities and minorities. The project started with a focus on the waqfs dating from the Ottoman period in the Balkan countries. The series titled Ottoman Waqfs in the Balkans was launched with the three- volume first book Ottoman Waqfs in the Balkans: Waqf Deeds, Bulgaria in 2012.
