I would like to address that situation, as well as several other changes that I have decided to make for the overall and long-term welfare of our parish. I want to begin by expressing my confidence in and respect for Deacon Dave, whose love for and dedication to this parish are so obvious. Over the past 15 years since his ordination to the permanent diaconate, and even before his ordination, he has tended generously to the needs of the people of this parish, and I pray that he will continue to do so into the future. With respect to Deacon Dave’s title as Parish Administrator, it is important to recognize that Canon Law envisions the position of Parish Administrator as “essentially transitory” until the appointment of a pastor. The recent Instruction from the Congregation for the Clergy in Rome, entitled The Pastoral Conversion of the Parish Community in the Service of the Evangelizing Mission of the Church makes this very clear: “75. If it is not possible to proceed immediately with the appointment of the Parish Priest (Pastor), the appointment of Parish Administrators must be done only in conformity with what is established in the canonical norms. In effect, the office of [Parish Administrator] is essentially transitory and is exercised while awaiting the appointment of the new Parish Priest.” Thus, in accord with Canon Law, the position of Parish Administrator here at St. James is no longer necessary, since we have a pastor, appointed by our Bishop, whose responsibilities by virtue of his pastoral office include those of a Parish Administrator. Therefore, instead of Parish Administrator, Deacon Dave’s new title is Pastoral Associate for Business Administration and Outreach. In that capacity, he will continue to serve our parish in a direct supervisory capacity over parish staff in the areas of business administration, facilities maintenance, social outreach (e.g., the St. Roch Outreach, etc.), youth ministry, and our “Summer at St. James” Summer Camp Program. These ministries comprise a significant part of our parish life here at St. James. In addition to those responsibilities, and together with Deacon James Munuhe and Deacon Bill Bronzi, Deacon Dave will continue to fulfill his proper liturgical roles by assisting at Mass, preaching, baptizing, witnessing weddings outside of Mass, and in various other roles that he currently fulfills. In other areas of parish life (e.g., Religious Education, Liturgy, etc.), while Deacon Dave will continue to be involved, I as pastor will assume my proper supervisory capacity over parish staff. The primary reason for this change is to foster more effective communication between myself as pastor and members of our parish staff by “streamlining” that process of communication. Parish Pastoral Council I would also like to add an additional comment about the importance of the Parish Pastoral Council. In the aforementioned Instruction from Rome, Pope Francis reminds us of the importance of pastoral councils: “How necessary pastoral councils are! A Bishop cannot guide a Diocese without pastoral councils. A Parish Priest cannot guide without pastoral councils (n. 108).” “Far from being simply a bureaucratic organ, the Pastoral Council highlights and realizes the centrality of the People of God as the subject and active protagonist of the evangelizing mission, in virtue of the fact that every member of the faithful has received the gift of the Spirit through Baptism and Confirmation… (n. 110)” “In light of this fundamental vision, the words of St. Paul VI come to mind, ‘It is the function of the Pastoral Council to investigate everything pertaining to pastoral activities, to weigh them carefully, and to set forth practical conclusions concerning them so as to promote conformity of the life and actions of the People of God with the Gospel,’ in an awareness that, as Pope Francis recalled, the purpose of such a council ‘should not be ecclesiastical organization but rather the missionary aspiration of reaching everyone’ (n. 110).” Because of the importance of the Pastoral Council, it is my desire to convene that Council here at St. James with greater frequency and regularity, that they may fulfill the vision set forth in the above Instruction. Although their purpose is different from that of the Pastoral Council, their role is nevertheless important, and I want to pledge my continued presence and support to them in their own proper ministry here at St.
