Context

• On the 8th August, 2013 the Iwi Chairs Forum at Ngaruawahia passed a unanimous resolution endorsing the CCILG to escalate the NZU price collapse issue beyond Minister Groser (if required); and • On the 20th August, the CCILG (Dr. Mahuika) wrote to the Minister for Climate Change setting out Iwi concerns in respect of the collapse in the NZU price, and tabling the unanimous Iwi Chair resolution to escalate this issue to Ministers Joyce, and Chris Finlayson.

Since then

• There has been no official response to CCILG from Minister . Officials have advised that the Minister is considering his response. • Minister has been briefed on the concerns of Iwi and been briefed on the $2.0 billion economic development proposal by Iwi and therefore continues to sponsor and control the proposal with positive signals from his political private secretary.

He has not shared the proposal with others (as is his style) but has asked for feedback on specific things. • Feedback from Minister English’s office via Amo is positive about the proposal – particularly as a “solution” to the issues raised by Iwi. She confirmed that the CCILG letter from last week has got the attention of cabinet and they are looking for “solutions at the highest levels”. • Useful discussions with MPI and Treasury to lay the ground-work for the proposal. More feedback about high profile of the CCILG letter. • Provided data and suggested messaging to forestry industry group who are championing similar messaging especially aimed again at Minister Steven Joyce.. • A climate change think tank last week demonstrated that Government are very sensitive to issue of deforestation with MPI retreating from data in the National Exotic Forest Description. Relatedly, MPI have started to ‘go slow’ on processing to reduce flow of negative data on ETS exits. • Green party policy update: heading in right direction in terms of our Iwi interests but continued focus need on the ‘overhang’ issue and import caps & environmental integrity of imported units. They will likely go public in around a month.

Private and Confidential 1 • Amid the Labour Party’s leadership race, of the three contenders, has come out publicly on television that were he to be elected leader and were Labour to be voted into Government in 2014, he would take all necessary steps to push the NZU price back up to $20 per NZU.

This will restore around $NZ600 million to Iwi balance sheets.

Other

At the 44th Pacific Islands Forum1 this week in the Marshall Islands, Prime Minister was attacked by Vice President Tony de Brum who said:

“New Zealand and Australia as the big brothers (to other Pacific countries), needed to put aside their ‘you go first’ attitude and show leadership in the Pacific region”. He also said: “New Zealand’s new emissions reduction target of 5% below 1990 levels – was a joke”.

Next steps

CCILG write to Ministers Joyce and English seeking an urgent meeting with both Ministers.

Subject: $NZ2 BILLION AND 17,000 NEW JOBS - A SIGNIFICANT & DURABLE ECONOMIC DEVELOPMENT OPPORTUNITY

At a meeting of all Iwi Leaders at Ngaruawahia on 8th August (2013) a unanimous resolution was passed by Iwi mandating the Climate Change Iwi Leadership Group (CCILG) to seek an urgent meeting with yourselves to table a significant and long term economic development proposal independently valued at around $NZ2.0 billion and will generate more than 17,000 new jobs through investment that is especially targeted at more than 1.2 million hectares of under-utilised Maori land.

In the meeting, CCILG will:

• Table formally our concerns with current ETS policy settings that have wiped between $NZ400 to NZ$600 million off Iwi asset values in the last 12 to 18 months; • Outline the Impact this has on Treaty Settlements where forests and associated NZU’s have been part of the agreed settlement/s; • Lay out in detail a proposal that will create $NZ2.0 billion with Iwi and especially those Iwi living in the regions, and generate an estimated 17,000 new jobs again in regions in desperate need of new jobs; and • Finally, that the proposal will have no fiscal cost to the New Zealand economy.

Please advise a date that you are available to meet urgently with Iwi to discuss this matter.
