Asian Shipbuilding Experts’ Forum for International Maritime Technical Initiative (ASEF)

Asian shipbuilding industries have grown up a lot and supply most merchant ships to the world market. We are now in a position to be responsible for ensuring safety in shipping in international transactions.

Safety of ships is primarily preserved by the rules of International Maritime Organization(IMO) and regulations of IACS. But, these regulations are reviewed and revised mostly by European countries. Asian shipbuilding industries have little voice to the manipulation of these international maritime regulations. In order to maintain sound and balanced international maritime regulations, we need to reflect more Asian shipbuilding industries’ viewpoints on them.

As world fleet increases, stricter regulations are expected to be imposed to ensure safety and environmental protection. In order to cope with these trends effectively, entire Asian shipbuilding industries need to quickly identify general trends in international regulations and standards and improve mutual communication in the region. In other words, shipbuilding engineers in Asia need to share information and enhance their mutual understanding through discussions on the matters that may significantly affect shipbuilding industries. They can then, reflect their coherent views on the international regulations.

With this viewpoint, the First Asian Shipbuilding Experts’ Forum was organized by JSTRA and held successfully in Tokyo Japan last year.

The Second Asian Shipbuilding Experts’ Forum will be held in , Korea on 12th-13th November 2008. The Forum will proceed in parallel with Korean Maritime Exhibition (KOMARINE) at the same place. At the end of the Forum, all participants will be invited to visit STX shipyard.

Specialists involved in Asian shipbuilding are cordially invited to attend the Second ASEF Forum and exchange their experiences and ideas on shipbuilding regulations and standards. Furthermore, shipbuilders’ associations of respective countries are encouraged to participate in the discussion on NGO to IMO on the second day.

Note: The Forum will proceed with English/Korean simultaneous interpretation.

Experts involved in Asian shipbuilding industries (shipbuilding, ship repairing and machinery manufacturing) and relevant R&D activities ; governmental organizations and classification societies may attend the forum as observers.

Appendix 1

Map, Directions and Hotel Information

Gimhae International Airport provides nonstop service to 9 counties and 25 destinations worldwide via 400 weekly flights, including international flights to Japan, China, Germany, Thailand, Taiwan etc. Also, 39 international airlines of 23 countries connect Int’l Airport with major cities in the world. Airport limousine service from International Airport to Changwon-city operates every 15-20 minute intervals from 06:40 ~ 22:00 every day. And it takes only 30 minutes.

1. Direct flight to Gimhae() International Airport

From Japan (Tokyo, Osaka, Fukuoka, Nagoya, Sapporo), China (Beijing, Dailian, Shanghai(Pudong), Nanjing, Shenyang, Qingdao, Guangzhou, Hangzhou), Vietnam (Ho Chi Minh, Hanoi), Russia (Vladivostok), Hong Kong, Taiwan (Taipei), Thailand (Bangkok), Cambodia (Siemreap), USA (Honolulu), Philippines (Manila, Cebu), Germany (Munich)

Participants from the above countries can take a direct flight to Gimhae(Busan) International Airport. Gimhae(Busan) International Airport is only 40 minutes flight from Incheon International Airport or (Seoul) Domestic Airport.

2. Transfer from Seoul to Gimhae(Busan) International Airport

From Incheon International Airport (West of Seoul), Gimpo(Seoul) Domestic Airport

Upon arrival at the Incheon International Airport, visitors must go through immigration and custom clearance at the arriving terminal. To go to Gimhae(Busan), visitors can check in at the transfer desk on the 1st floor to receive boarding pass and board domestic flight to Gimhae(Busan) from the 3rd floor departure level (terminal 1A) for Gimhae(Busan) International Airport. Visitors transferring out of Gimpo(Seoul) Domestic Airport must take a 30-minute shuttle bus upon arrival at Incheon International Airport to Gimpo(Seoul) and transfer to a local flight. Please check with your carrier for connections. (There are around 30 flights per day with 30 ~ 40 minute intervals)

3. From Gimhae(Busan) International Airport to CECO(Changwon Exhibition Convention Center), The City 7 Pullman Ambassador Hotel and Dragon Hotel

Airport limousine leaves the airport in 15-20 minute intervals from 06:40 ~ 22:00 every day. Please get on the bus at Bus Stop #2 of Gimhae International Airport (If you transfer from Seoul, please get on the bus at Bus Stop #1 of Gimhae Domestic Airport) and get off at Changwon Hospital and take a taxi to CECO or The City 7 Pullman Ambassador Hotel which is linked to CECO by sky bridge. (Taxi fare: around KRW 3,000 = USD 3)

To go to Dragon Hotel, please get off at Express Bus terminal where is the next stop after Changwon hospital. Dragon Hotel is beside Express Bus terminal. From Dragon Hotel to CECO, it takes less than 5 minutes by taxi. (Taxi fare: around KRW 3,000 = USD 3)

 Airport Limousine Bus Route(Bound for Changwon, ): Gimhae Airport → NamsanDong Changwon → Changwon Hospital(40 minutes) → Changwon Express Bus Terminal → Masan * Limousine Fee (KRW 6,000)

4. Hotel Information

The City 7 Pullman Ambassador Hotel(www.thecity7pullman.com) is the official hotel for the 2nd ASEF which is discounted more than 50%.

Another hotel : Dragon Hotel(www.dragonhotel.co.kr) is located beside Changwon Express Bus Terminal.

Reservations of participants of the 2nd ASEF can be made through Hotel Reservation Form.(Appendix 4)

Participants to attend the 2nd ASEF should obtain a visa by themselves with the official Letter of Invitation. If you need any help, please contact Mr. Choi without hesitation.

Appendix 3

FRAMEWORK OF ASEF

I Purpose

This Forum is intended to allow participants to establish clear channels of communication and to engage in dialogue concerning common matters related to international technical regulations and international standards, which can significantly affect shipbuilding industries. The Forum is also intended to enhance mutual understanding among shipbuilding engineers throughout Asia; to express internationally relevant opinions; and ultimately to promote maritime safety and environmental conservation.

II Organization of the Forum

1 The Organizer shall convene and manage a Forum at least once a year. 2 The Organizer shall call on a coordinator of the Forum. 3 The Organizer is responsible for selecting Forum themes from significant international maritime technical regulations and related international standards. Each theme will be discussed by all participants after experts' presentation addressing controversial points. 4 While there is no mandate to reach agreement on the themes to be discussed, the Organizer will compile the summary of the discussion. 5 At an event of each year’s Forum meeting, attendees will determine the organization to serve as the Forum Organizer for the subsequent year. Although the term of responsibility is one year, re-election will be permitted.

III Forum Participants

Full membership will be granted to technical engineers and/or representatives of organizations involved in shipbuilding industries in Asia (shipbuilding, ship repairing and ship machinery manufacturing) and relevant R&D institutions. Governmental organizations and societies related to ships and ship classification may attend the Forum as observers.

IV Budget issues, including payment of expenses

Operating expenses for each Forum shall be the responsibility of the Organizer. Costs incurred for participation in Forum meetings shall be paid by each participant.

V Future challenges

The Forum will explore the possibility of establishing an NGO with IMO- Consultative status.
