Members, I refer with profound sorrow to the passing away of Shri J.P. Goyal, former Member of this House; Shri Mohan Singh, sitting Member of this House; Shri Ram Naresh Kushawaha, Shri Mohan Manikchand Dharia, former Members of this House; Shri Manna Dey, noted singer and composer and Shri Dina Nath Mishra, former Member of this House. Shri J.P. Goyal passed away on the 11th of September, 2013 at the age of 86 years. Born in December, 1926 at Nala Village in Muzaffarnagar District of , Shri Goyal was educated at and Lucknow Universities. A lawyer by profession, Shri Goyal practised as a Senior Advocate in the Supreme Court of India. He was an active political and social worker. Shri J.P. Goyal represented the State of Uttar Pradesh in this House from April, 1982 to April, 1988. He served as a Member on the Panel of the Vice-Chairmen in the Rajya Sabha from 1984 to

1 1985. He was also a Member of the Committee on Rules and General Purposes Committee of the Rajya Sabha. In the passing away of Shri J.P. Goyal, the country has lost a distinguished parliamentarian. Shri Mohan Singh passed away on the 22nd of September, 2013. Born in March, 1945 at Deoria in Uttar Pradesh, Shri Mohan Singh was educated at Shri Krishna Inter College, Deoria and Allahabad University. An agriculturist, political and social worker, Shri Singh was associated with a number of cultural societies. He was also involved in many constructive and developmental works. Shri Singh started his legislative career as a Member of the Uttar Pradesh Legislative Assembly in 1977 and served as a Member of that Assembly till 1985. He was also a Member of the Uttar Pradesh Legislative Council from 1990 to 1991. He served as a Minister of State in the Government of Uttar Pradesh from 1978 to 1980. He was also a Member of the Tenth, Twelfth and Fourteenth Lok Sabha. Shri Singh represented the State of Uttar Pradesh in this House from July, 2010 till his sad demise. He was also the Leader of the in the Rajya Sabha. Shri Singh had several publications to his credit both in English and in Hindi like, History of Socialist Movement, Dr. Ambedkar - A Multifaceted Personality, Freedom Movement and Socialist Contribution and Yadain Aur Batain, among others. He had contributed a number of articles to various magazines and Hindi dailies. He was a recipient of the Best Parliamentarian Award for the year 2008. In the passing away of Shri Mohan Singh, the country has lost an outstanding parliamentarian and a distinguished social worker.

2 Shri Ram Naresh Kushawaha passed away on the 7th of October, 2013 at the age of 84 years. Born in April, 1929, in , Uttar Pradesh, Shri Kushawaha was educated at Swami Devanand Inter College, Deoria. An agriculturist and teacher by profession, Shri Kushawaha participated in the Kisan Movement and worked tirelessly for the welfare of farmers, backward classes and abolition of the dowry system. He served as the President of Uttar Pradesh Hind Kisan Panchayat from 1964 to 1974. Shri Kushawaha also had a few publications to his credit. Shri Ram Naresh Kushawaha represented the State of Uttar Pradesh in this House from April, 1982 to April, 1988. He was also a Member of the Sixth Lok Sabha. In the passing away of Shri Ram Naresh Kushawaha, the country has lost a distinguished parliamentarian and a dedicated social worker. Shri Mohan Manikchand Dharia passed away on the 14th October, 2013 at the age of 88 years. Born in February, 1925 at Nata in Kolaba District of Maharashtra, Shri Dharia was educated at Fergusson College, Sir Parshurambhau College and the Law College, Pune. A lawyer by profession, Shri Dharia served as the Secretary of the Pune Bar Association from 1952 to 1953. He participated actively in the freedom struggle and was associated with several trade union movements and underwent imprisonment on different occasions. A dedicated social worker, he worked tirelessly for the upliftment of the downtrodden and was a strong advocate of farmers’ rights. He was associated with a number of educational, cultural and co-operative activities. He was the founder of an environmental organisation, Vanrai, through which, he championed the cause of afforestation and water conservation. Shri Dharia served as a Member of the Pune

3 Municipal Corporation from 1957 to 1960 and was the Chairman of the Corporation’s Transport Undertaking from 1957 to 1958. Shri Dharia represented the State of Maharashtra in this House for two terms, that is, from April, 1964 to April, 1970, and again from April, 1970 to April, 1971. He was also a Member of the Fifth and Sixth Lok Sabha. Shri Dharia served in the Union Council of Ministers as the Minister of State for Planning from 1971 to 1974; as the Minister of State for Works and Housing from 1974 to 1975; and as the Minister of Commerce, Civil Supplies and Co-operation from 1977 to 1979. He was also the Deputy Chairman of the Planning Commission from 1990 to 1991. Shri Dharia was the founder and Editor of a journal called ‘Lokpratinidhi’. He also had a publication named ‘Fumes and Fire’ to his credit. He was a recipient of the Padma Vibhushan Award for the year 2005. In the passing away of Shri Mohan Manikchand Dharia, the country has lost a distinguished parliamentarian, an able administrator, a committed environmentalist and a crusader of farmers’ rights. Shri Manna Dey passed away on the 24th of October, 2013 at the age of 94 years. Born in May, 1919 at Kolkata, Shri Manna Dey was inspired by his paternal uncle for a career in music and became an accomplished singer with a unique and melodious voice which enthralled the audience for over five decades. Shri Manna Dey sang more than 3,500 songs in 16 different languages, including songs for films in Hindi, Bengali, Gujarati, Marathi, Malayalam, Kannada and Assamese. He was adept at singing Rabindra Sangeet also. Shri Manna Dey was honoured with several awards and recognitions during his life time. He was awarded Padma Shree in 1971, Padmabhushan in 2005, and, Dadasaheb Phalke Award in 2007.

4 In the passing away of Shri Manna Dey, the country has lost a legendary singer and one of the towering personalities in the world of Indian music. Shri Dina Nath Mishra passed away on the 13th of November, 2013 at the age of 76 years. Born in September, 1937 at Jodhpur, Shri Mishra was educated at the Rajasthan and the Jodhpur Universities. A journalist by profession, Shri Dina Nath Mishra was associated with ‘Nav Bharat Times’ published from Jaipur and Patna as Resident Editor from 1985 to 1988, and, as Bureau Chief in 1991. He also had a few publications to his credit. Shri Dina Nath Mishra represented the State of Uttar Pradesh in this House from July, 1998 to July, 2004. In the passing away of Shri Dina Nath Mishra, the country has lost a noted journalist and an able parliamentarian. We deeply mourn the passing away of Shri J.P. Goyal, Shri Mohan Singh, Shri Ram Naresh Kushawaha, Shri Mohan Manikchand Dharia, Shri Manna Dey and Shri Dina Nath Mishra. CHAIRMAN: Hon’ble Members, as you are aware, 67 persons of various nationalities, including 4 Indian nationals, were killed and 6 other Indian nationals were injured in a terrorist attack on a Shopping

5 Mall in Nairobi, Kenya, which lasted from the 21st to 24th of September, 2013. In another incident, Super Typhoon, Yolanda (Haiyan) struck parts of Philippines on the 8th of November, 2013, in which many persons lost their lives and large scale devastation and extensive damage was caused to infrastructure and property. In yet another tragedy, all 50 passengers were killed when a Boeing 737 airliner crashed while attempting to land in the city of Kazan in Russia, on the 17th of November, 2013. I am sure, the whole House will join me in expressing our heart-felt condolences and sympathy to the bereaved families and also the losses suffered by the people of Kenya, Philippines and Russia. The people of India extend their full support and stand in solidarity with the people of these countries in their hour of need. Hon’ble Members, you might be aware that 110 persons, mostly pilgrims, reportedly lost their lives and more than 100 others were injured in a stampede that occurred on a bridge leading to Ratangarh temple in Datia District of Madhya Pradesh on the 13th of October, 2013. In another incident, cyclone ‘Phailin’ and subsequent heavy rains and floods struck the States of Odisha and Andhra Pradesh from 11th to 14th of October, 2013. In this incident, 119 persons lost their lives, more than ten lakh houses and huts were reportedly damaged and over 26 lakh hectares of cropped area was affected in both the States. Severe cyclonic storm ‘Helen’ also hit the State of Andhra Pradesh at Machilipatnam on the 22nd of November, 2013, in which six persons lost their lives, more than one thousand three hundred houses were damaged and about 4.6 lakh hectares of agriculture crops in five districts and about 8,700 hectares of horticulture crops like coconut, banana and vegetable were also damaged. Hon’ble Members, there were two more tragic incidents in which two luxury buses caught fire. In the first incident, 45 passengers were reportedly charred to death on the Bangalore-

6 Hyderabad National Highway in Andhra Pradesh on the 30th of October, 2013. In the second incident, seven passengers were reportedly charred to death and 40 others were injured in Haveri, Karnataka on the 14th of November, 2013. The loss of precious lives, injury to people and destruction of crops and property in all these incidents is indeed tragic and unfortunate. I am sure, the whole House will join me in expressing our deepest condolences and sympathy to the bereaved families and pray for the speedy recovery of the injured.
