Elbers Ontario Provincial Police Adjudicator Appearances: Counsel for the Prosecution: Ms. Jessica Barrow Cornwall Police Service Counsel for the Defense: Self represented Penalty Decision with Reasons: The Hearing: Staff Sergeant Archambault #126 pled guilty on Tuesday December 08, 2020 via an electronic Hearing and was found Guilty of Discreditable Conduct contrary to Section 2 (1)(a)(ix) of the Code of Conduct contained in Schedule for Ontario Regulations 268/10, as amended. An Agreed Statement of Facts was tendered in this Hearing by Counsel and marked as Exhibit #5. COUNT 1 - DISCREDITABLE CONDUCT 1. On October 28, 2020, Staff Sergeant Robert Archambault pled guilty to Operating a Motor Vehicle with a blood alcohol concentration that was equal to or exceeded 80 milligrams of alcohol in 100 milliliters of blood, contrary to section 320.14(1)(b) of the Criminal Code of Canada before Justice O’Brien in Cornwall, Ontario. A copy of the transcript from this proceeding is attached as Appendix ‘A’. 2. At this time, the following facts were admitted by Staff Sergeant Archambault and read into the record by the Crown: a) On August 8, 2020 at 17:17 hours, Erika Hebert and Julien Adam were southbound on Highway 138 from St. Andrews in South Stormont Township, when they observed a black F150 pickup truck also southbound, cross into oncoming traffic twice, nearly causing head-on collisions with several vehicles. -

The Fit Interview and Cultural Matching: Examining Equity in Hiring Processes in Law Firms in Canada by Tanya Jo-Anna De Mello A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Social Justice Education Ontario Institute for Studies in Education University of Toronto © Copyright by Tanya Jo-Anna De Mello 2020 The Fit Interview and Cultural Matching: Examining Equity in Hiring Processes in Law Firms in Canada Tanya Jo-Anna De Mello Doctor of Philosophy Social Justice Education Ontario Institute for Studies in Education University of Toronto Abstract When someone says, “This person is a perfect fit for the job,” I find myself asking, “what does it mean to fit?” and “who fits and who doesn’t?” In many interview processes, recruiters assess a candidate’s fit, that is how well suited they believe the candidate is to a given workplace. Big law firms in Toronto have developed a structured interview process that formalizes the practice of assessing candidates for fit, which is referred to in this study as the fit interview. This study examines how racialized candidates are affected by the fit interview, documenting their stories to understand how they made meaning of their experiences. Semi-structured narrative interviews were conducted with 25 racialized interviewees and 5 recruiters, two of whom were racialized, who have participated in recruitment in big law firms in Toronto. The participants’ narratives were interpreted using critical qualitative analysis, rooted in critical race, feminist, and intersectional theories. All participants described experiences in the fit interview as consistent with cultural matching, that is recruiters tending to hire candidates similar to themselves in terms of personal interests, values and ii backgrounds, which are often linked to social identities (i.e., race, gender, class, etc.). -

Selected police-reported crime and calls for service during the COVID-19 pandemic, March 2020 to March 2021 Released at 8:30 a.m. Eastern time in The Daily, Tuesday, May 18, 2021 Police-reported data on selected types of crimes and calls for service during the COVID-19 pandemic from March 2020 to March 2021 are now available. Note to readers The Canadian Centre for Justice and Community Safety Statistics is conducting a special survey collection from a sample of police services across Canada to measure the impact of COVID-19 on selected types of crimes and on calls for service. Data will continue to be collected monthly until December 2021 and to be reported regularly. This is the fifth release of this special data collection by Statistics Canada. Previously published data may have been revised. For this reference period, 19 police services provided data on a voluntary basis. These police services are the Calgary Police Service, Edmonton Police Service, Halton Regional Police Service, Kennebecasis Regional Police Force, London Police Service, Montréal Police Service, Ontario Provincial Police, Ottawa Police Service, Regina Police Service, Royal Canadian Mounted Police (RCMP), Royal Newfoundland Constabulary, Saskatoon Police Service, Sûreté du Québec, Toronto Police Service, Vancouver Police Department, Victoria Police Department, Waterloo Regional Police Service, Winnipeg Police Service, and York Regional Police. Police services that responded to this survey serve more than two-thirds (71%) of the Canadian population. Although the Edmonton Police Service, Montréal Police Service, RCMP, Sûreté du Québec and Winnipeg Police Service were unable to provide data on calls for service, the police services that did provide these data serve one-third (32%) of the Canadian population. -

International Journal of CO-OPERATIVE ACCOUNTING AND MANAGEMENT, 2020 VOLUME 3, ISSUE 3 DOI: 10.36830/IJCAM.202014 Locating the Contributions of the African Diaspora in the Canadian Co-operative Sector Caroline Shenaz Hossein, Associate Professor of Business & Society, York University, Canada Abstract: Despite Canada’s legacy of co-operativism, Eurocentrism dominates thinking in the Canadian co- op movement. This has resulted in the exclusion of racialized Canadians. Building on Jessica Gordon Nembhard’s (2014) exposure of the historical fact of African Americans’ alienation from their own cooperativism as well as the mainstream coop movement, I argue that Canadian co-operative studies are limited in their scope and fail to include the contributions of Black, Indigenous, and people of colour (BIPOC). I also argue that the discourses of the Anglo and Francophone experiences dominate the literature, with mainly white people narrating the Indigenous experience. Finally, I hold that the definition of co-operatives that we use in Canada should include informal as well as formal co-operatives. Guyanese economist C.Y. Thomas’ (1974) work has influenced how Canadians engage in co-operative community economies. However, the preoccupation with formally registered co-operatives excludes many BIPOC Canadians. By only recounting stories about how Black people have failed to make co-operatives “successful” financially, the Canadian Movement has missed many stories of informal co-operatives that have been effective in what they set out to do. Expanding what we mean by co-operatives for the Canadian context will better capture the impact of co-operatives among BIPOC Canadians. S. O. 1990 c. P. 15, as amended; Count One - Discreditable Conduct It is alleged that Detective James Yuzefowich committed Discreditable Conduct in that on or about November 30, 2020 and February 11, 2021 he acted in a disorderly manner or in a manner prejudicial to discipline or likely to bring discredit upon the reputation of the Peel Regional Police constituting an offence against discipline as prescribed in section 2(1)(a)(xi) of the Code of Conduct, Regulation 268/10, as amended. Amalgamation of Police Services
Amalgamation of Police Services by John Kiedrowski, Ronald-Frans Melchers, Michael Petrunik, Rick Ruddell RESEARCH REPORT: 2015–R027 RESEARCH DIVISION www.publicsafety.gc.ca Abstract Police amalgamation (also referred to as regionalization, consolidation, or merger) has been a focus for administrators of police service delivery since the early 1950s when various provincial governments began to promote the amalgamation of services in adjacent municipal governments in the interests of cost-effectiveness and efficiency. The major justification for police amalgamation has been that significant cost savings would result through achieving economies of scale. While several studies show that economies of scale can be achieved in some contexts, other research suggests diseconomies of scale may also occur depending on the context and the size of police services being amalgamated. Police expenditure and crime rate data were collected for nine police services across Canada to help understand the impact of police amalgamation on the cost-effectiveness and efficiency of service delivery. Our review found no significant differences in cost-effectiveness and efficiency of service delivery among those police services that had undergone amalgamation and those continuing to operate independently. Several potential implications of police amalgamation for the FNPP are identified and discussed in the context of the legal framework for First Nations policing, Aboriginal governance and funding issues, and the rural and remote locations of many Aboriginal communities. Assistant Professor, Department of Criminology Date: April 21, 2019 !2 Racialized Victims of Police Violence and Canadian Media: Racial Victim Blaming and Absolving the Police by Matthew Allain Abstract The purpose of this thesis was to determine whether Canadian news media relied on racist tropes and stereotypes of black people in their portrayal of black men who had died as the result of police violence. Additionally, the thesis wanted to identify the different uses of language that news media uses to absolve the institution of policing. For this thesis, news media articles published by Canadian outlets that pertained to Canadian cases of black men dying because of direct police violence or death exasperated by police violence had their content analyzed. The articles were made up from regional and national outlets and they were themed and coded to identify specific uses of phrases and words that speak to premature or unfounded absolving of the police and victim blaming with overt racist tropes and stereotypes. What the methods found was that Canadian media often includes irrelevant information pertaining to the victim that is used to implicitly blame the victim for their fate. The thesis also found that specific language tactics were used by these articles to reduce the violence done by the police officers and to remove the officer from the ordeal entirely. -
