VEDANTA ROLLS OUT FIELD HOSPITAL IN NAYA RAIPUR IN RECORD TIME Vedanta has been at the forefront of the fight against the second wave of Covid-19 and is working on a war footing to upgrade the medical infrastructure by supplementing efforts of the central and state governments. As part of its commitment to build 1,000 critical care centres, the Vedanta Cares Hospital Project is taking off in record time. After the Covid facility in Delhi NCR, Vedanta has set up a 100-bed field hospital at Naya Raipur in Chhattisgarh. The 100-bed field hospital - with state- of-the-art infrastructure to provide oxygen and ventilator support, was inaugurated by Chhattisgarh Chief Minister Bhupesh Baghel on Wednesday in a virtual ceremony along with Mr. Anil Agarwal, Chairman, Vedanta Resources. BALCO, Vedanta Group’s Chhattisgarh- based subsidiary, has set up this COVID hospital within the perimeter of its landmark Balco Medical Centre, which is one of country’s leading cancer care hospitals. The air-conditioned field hospital, which has 90 beds equipped with oxygen support and 10 beds with ventilator support, will be managed by the Balco Medical Centre. An expert team of doctors, specialists, and medical/paramedic staff will be manning the field hospital. The Vedanta Cares Field Hospital project is an initiative of Anil Agarwal Foundation. Apart from Delhi NCR and Naya Raipur, the Vedanta Cares Field Hospitals are being set up in Rajasthan, Karnataka, Odisha, Chhattisgarh, Jharkhand, and Tamil Nadu. The work is going on in full swing for the eight other field hospitals which are fast nearing completion. The field hospital project, undertaken under the aegis of Anil Agarwal Foundation, is aimed at achieving Mr. Anil Agarwal’s mission of giving back to the country and communities. Vedanta has pledged Rs 150 crore to help the country in its fight against the rapidly spreading second wave of COVID-19. This is over and above the Rs 201 crore that was spent last year by the Vedanta group which included a contribution to COVID Relief Fund and Vedanta’s commitment of catering to three specific areas–livelihood of daily wage workers across the nation, preventive health care and support to all its employees and contract partners across its plant locations. The company has received 50,000 doses of the vaccine and employees and family members are being inoculated across business units. Vedanta is procuring an additional 2 lakh doses to complete the inoculation plan, which covers Business Partners, along with family members. More than 1.2 lakh people will be vaccinated under the program. Employee-centricity is at the core of Vedanta which has taken up employee friendly initiatives to promote health and safety of its people, especially during the current pandemic. The company is spending around Rs 12.6 crore to procure vaccines in bulk for the Vedanta family. ALL OUR PEOPLE WILL BE VACCINATED The well-being of every single member of Vedanta and the extended family of business partners is of paramount importance. I am happy that our vaccination drive will ensure that 100 per cent of our people are inoculated. I would urge the entire Vedanta family to participate in the program. ANIL AGARWAL CHAIRMAN, VEDANTA HINDUSTAN ZINC INAUGURATES MOBILE HEALTH VAN AT DOSWADA SMELTER Ensuring the health and wellbeing of our communities, HZL inaugurated its first Mobile Health Van near our Doswada operations in Gujarat. The MHV will be operational near Tapi and Songad villages where the communities can avail health check-up and benefits without any cost. The van will be focusing on providing more preventive, promotive, and curative services through IEC awareness sessions, Point of care tests. This was inaugurated by R.J. Halani , Tapi district collector. During the pandemic, employees have stepped up to ensure that the plants remain operational as they continued to work from plants and offices. Considering the importance of employees’ well-being as well as the philosophy of giving back to the society, many initiatives have been taken up on a priority basis after considering best practices across companies, new practices across different sectors. 1. COVID Kawach - Insurance for Business Partners (Term Life – Rs 5 Lakh; Medical – Rs 2 Lakh) 2. Additional assistance in case of loss of both parent (Employees & Business Partners) 3. Best-in-class Term Life Insurance Policy with world-wide coverage for all our executives across group in line with our commitment towards our employees. The policy provides coverage of 5x fixed pay of employees which is equivalent to annual salary for 5 years. Term Life insurance provides financial security for the dependents of the employee in the unfortunate event of death and is in addition to Mediclaim and Group Personal Accident insurance policies currently provided to support the employees in emergencies. 4. Enhanced the existing Medical insurance cover to 1.5 times the existing eligibility. Also, the company is extending all support that is required and the corporate floater cover is introduced for any employee that exceeds their eligibility. 5. Introduced Monthly Chairman Award for Covid Warriors to recognize and reward employees who have contributed to support people and community during this pandemic. New Initiatives 1. The company has procured oxygen cylinders, portable ventilators, oximeters, and oxygen concentrators for emergency usage and has placed it at different locations. 6. Hospital beds are being arranged as per requirement. We have a tie-up with Apollo Hospital for doctors and on-call medical service. 7. Covid Task force formed to action on any requirement of employee or their family members on a priority basis. 8. Sanitization of all plants, office deep cleaning done regularly. 9. Company is working in close association with Govt authorities and making necessary arrangements for employees. 10. Regular Covid awareness online sessions organized for employees. 11. Placing Sanitizers at key touch points at the office premises 12. 24X7 Apollo helpline services for all our employees VEDANTA SUPPLIES 500 OXYGEN CONCENRATORS TO RAJASTHAN GOVT Vedanta group company Hindustan Zinc has imported 500 oxygen concentrators to meet the shortage oxygen in the hospitals of Rajasthan. The oxygen concentrators were handed over to Rajasthan Chief Minister Ashok Gehlot at a virtual program in the presence of Vedanta Group Chairman Anil Agarwal, Group CEO Sunil Duggal and Hindustan Zinc CEO Arun Misra. The oxygen concentrators will help patients whose oxygen saturation levels range between 88-92 during the time of respiratory distress and is one of the solutions to the short supply of oxygen beds in hospitals or outside hospitals.

Nandini Gupta* Current status of the privatization program In February 2010, India’s United Progressive Alliance (UPA) government, led by the Congress party, resurrected its stalled privatization program with a secondary offering of shares in National Thermal Power Corporation Ltd (NTPC), one of India’s best performing government-owned firms, which owns 20% of India’s power generation capacity. The sale of the $1.8 billion block of shares reduced the government’s existing stake in the company by an additional 5%, leaving 85% still under government control. However, the poor performance of the offering has raised alarm bells for the government’s future privatization plans. NTPC was subscribed just 1.2 times for the secondary offering, mainly with the help of government-owned financial institutions (“NTPC issue scrapes through with support from SBI, LIC,” The Economic Times, February 6, 2010). Although two foreign investment banks, Citigroup and J.P. Morgan were advising the company, the secondary offering did not attract any foreign institutional investment. The poor performance of the offering has also raised questions regarding the growth prospects of this company, which is a “navratna”, one of the nine “jewels” in the government’s crown. In a recent speech, the top ranking bureaucrat in the power ministry, HS Brahma, pointed out the company’s low employee productivity (“Power secretary censures NTPC for low productivity,” Daily News and Analysis India, February 15, 2010). The lackluster performance may also be due to investor skepticism regarding the company’s ability to compete effectively with a rapidly growing private sector.

A little more than a year ago we had gathered to discuss the Draft Approach Paper to the Tenth Five Year Plan. Now, when the first year of this Plan is nearing its end, we are meeting to approve the Draft Tenth Five Year Plan. However, discussion at this stage would, I presume, serve the purpose of focusing attention not only on the objectives and strategy set out for the Plan but, in the light of the role that has been envisaged for the States, also focus on the ability, or otherwise, of the States to contribute to the success of the same. 3. Every Five Year Plan provides an opportunity of stock taking as well as reorienting the priorities of the Government, Central and State, in the light of the changing environment. It is pertinent, therefore, to discuss briefly what we had sought to achieve in the Ninth Five Year Plan and how far we in Rajasthan have succeeded in achieving the same. 4. The main objectives of the Ninth Five Year Plan was 'growth with equity' and included objectives like generating adequate productive employment, eradicating poverty, ensuring nutrition security to the vulnerable sections, basic minimum services of drinking water, healthcare, containing population growth primary education and shelter, empowering the disadvantaged groups like SCs/STs and OBCs, promoting and developing people's participatory institutions, and, strengthening efforts to build self-reliance.

RESTART SHUT MINES Around 500 mines in the country are currently not operational due to various disputes and restarting them would be a big step towards achieving India’s target of becoming a $5 trillion economy. “India gets maximum revenues from the natural resources sector, but that’s just the tip of the iceberg. Let the production go on. Let the existing owners restart production and double the output. If the production is doubled, there is no question we will not have our $5 trillion target,” Mr Agarwal said. ACCELERATE DISINVESTMENT India needs to step up the pace of disinvestment. “Right now, one or two disinvestments are taking place in a year. We need to have at least 20 disinvestments in a year.
