OVERVIEW , officially the Republic of Kiribati, is a sovereign state in Micronesia in the central Pacific Ocean. The permanent population is just over 110,000 (2015), more than half of whom live on Atoll. The state comprises 32 atolls and reef islands and one raised coral island, Banaba. Air Kiribati Limited is the national airline of Kiribati operating passenger services within the of Kiribati, and within the . It also utilises other international airlines to assure regular air services into and out of Bonriki. It also operates charters, medical evacuation and search and rescue services. Its main base is Bonriki International Airport, Tarawa Atoll. Air Kiribati currently has a fleet consisting of two DHC-6 aircraft, two Harbin Y12 (with one located on Island) and one DHC-8 100 series. With the support from the Government of Kiribati Air Kiribati will enter into international jet operations, operating a fleet of 2 Embraer 190 E2 aircraft with the first arriving in December 2019. Services are to commence in December 2019. This will form the nucleus of its international operations. As such the airline is currently undergoing a process of institutional strengthening to allow the carrier to take on greater levels of domestic and international services. ROLE AND RESPONSIBILITIES Director of Safety and Quality (Safety Senior Person) The Director of Safety and Quality is responsible to the Chief Executive Officer by effectively and efficiently carrying out the following duties and responsibilities as outlined below: • To facilitate and assist in the preparation of Part 119/121 Exposition and supporting manuals for the Air Kiribati Limited and Air Kiribati International Limited company group; • To facilitate and compile an application for an Airline Air Operators Certificate (AOC) with New Zealand Civil Aviation Authority (NZ CAA), and act as company liaison for Air Kiribati International Limited with the NZ CAA; • To facilitate the documentation and training requirements for the implementation of a Safety Management System for the Air Kiribati Limited and Air Kiribati International Limited company group; • To make recommendations to the Air Kiribati Limited and Air Kiribati International Limited company group for resources supporting the implementation and continuing effectiveness of the System for Safety Management; • To fulfil the requirements of the Senior Person responsible for the System for Safety Management in the AOC application to New Zealand CAA;

• To provide advice and support to the CEO and the Air Kiribati International Limited jet program implementation team where relevant on safety and assurance process; • To assist in building the capacity and capability and mentoring of members of the safety and quality department of Air Kiribati. • To liaise as required with Regulatory authorities including the NZ CAA, CAAK and other States in the applications and FAOC applications; • To monitor and evaluate all safety related matters with Air Kiribati International and to provide necessary reports to the CEO, approved Senior Persons and Officers of the Air Kiribati Limited and Air Kiribati International Limited company group Competencies and Experience • A minimum of three years of experience in a Certificated aviation organisation or air operator role as the Senior Person responsible for Quality Assurance or Safety Management including responsibilities for safety reporting, audit and assurance and/or implementation of the system for safety management. • A thorough understanding of the rules and regulatory requirements for the air and associated ground operations of the Air Kiribati company group, including Rule Parts 12 (Occurrence Reporting), Part 91 (General Operating Rules), Part 119 (Air Operator Certification), Part 100 (SMS), Part 108 (Security) and Part 121 (Air Operations) and supporting Rules to the above is essential.
