Delivery Programme 27 6. Risk and Mitigation 31 7. Glossary 106 Appendices A. Infrastructure Planning and Delivery Table B. Evidence Base C. Performance Management Framework D. Centres and Corridors Delivery Summaries E. Brierley Hill Public Transport 2 1. Introduction a) Overview The role of this document, The Delivery and Implementation Plan, is to clearly set out how the Black Country Core Strategy (referred to as the Core Strategy) will be implemented. The Core Strategy is a key element of the Statutory Development Plan, which sets out a detailed spatial strategy and the policies and mechanisms needed for delivery. It is anticipated that the Delivery and Implementation Plan will be reviewed and updated regularly. It sets out in detail: • what The Black Country needs to deliver; • the quantum and phasing of delivery; • infrastructure requirements; • viability; • short term delivery programme (to 2016); and • risks and mitigation measures. b) Past and Present The Black Country is densely populated, has poor ground conditions, a legacy of mining and heavy industry and faces the challenges associated with deprivation. These are all issues that Black Country communities have dealt with in the past (economic restructuring has been ongoing since the 1920’s) however these factors contribute to some of the delivery challenges we currently face in our sub‐region. The Black Country has a strong history of working in partnerships, and has already begun delivering the transformational change set out in the Core Strategy.
