Wycombe District Council Election Results 1973-2011 Wycombe District Council Election Results 1973-2011 Colin Rallings and Michael Thrasher The Elections Centre Plymouth University The information contained in this report has been obtained from a number of sources. Election results from the immediate post-reorganisation period were painstakingly collected by Alan Willis largely, although not exclusively, from local newspaper reports. From the mid- 1980s onwards the results have been obtained from each local authority by the Elections Centre. The data are stored in a database designed by Lawrence Ware and maintained by Brian Cheal and others at Plymouth University. Despite our best efforts some information remains elusive whilst we accept that some errors are likely to remain. Notice of any mistakes should be sent to [email protected]. The results sequence can be kept up to date by purchasing copies of the annual Local Elections Handbook, details of which can be obtained by contacting the email address above. Front cover: the graph shows the distribution of percentage vote shares over the period covered by the results. The lines reflect the colours traditionally used by the three main parties. The grey line is the share obtained by Independent candidates while the purple line groups together the vote shares for all other parties. Rear cover: the top graph shows the percentage share of council seats for the main parties as well as those won by Independents and other parties. The lines take account of any by- election changes (but not those resulting from elected councillors switching party allegiance) as well as the transfers of seats during the main round of local election. The lower graph shows for each main round of local elections the overall percentage turnout (solid line), the percentage of women candidates standing at (dotted line) and the percentage of women among those elected (hashed line). Acceptance was proposed by Cllr Sage and seconded by Cllr Blackwell 3. Neighbourhood Plan To receive and approve minutes from the Neighbourhood Plan Working Group (appended). To agree guidelines to delegate additional decisions to the Working Group. Cllr Breese briefed the Parish Council of the Working Group progress and asked for approval and comments on the six key issues included in the minutes from 21st September 2015. 1. Review the draft survey and authorise the WG to finalise and send it out at a cost of no more than £1 per survey including printing, envelopes, stuffing and certified posting (2nd class). There are approximately 2,000 residents over 17 and around 200 businesses. The cost is likely to be less than 80p each. – Councillors asked for feedback by 4th October 2015. 2. Approve the use of Survey Gizmo to collect and process the results of the survey at a cost of up to £100. 3. Authorise the WG to seek quotations from at least two planning consultants and, subject to their being vetted, to select a planning consultant to support the development of a neighbourhood plan for a fee of no more than £15,000 excluding VAT.

Eight members of the public were logged on via Zoom Communications at the start of the meeting. i. A member of the public addressed the Council concerning the Annual Governance and Accountability Return 2019/2020. The member of the public stated that they had raised concerns with Council but had not received a satisfactory response and so she had written to the External Auditor raising two objections to the Annual Governance and Accountability Return. The objections concern 1) filling casual vacancies and poor corporate governance 2) allotments and poor corporate governance. Copies of the objections have been sent to the Clerk to the Council, Buckinghamshire Council Monitoring Officer and Council’s Internal Auditor. Copies of the objection may be obtained from the Clerk. The Chairman responded that Council had sought and followed legal advice concerning the co-option process.
