DOG TAGS

Dog tags for 2014 can now be purchased at the District Office. If your dog is spayed or neutered, the cost is $5, if not the cost is $15.

The fine for an unlicensed dog at large is $100 plus the cost of a tag. $50 for a dog that is picked up by the Animal Control Officer with a tag.

MUNICIPAL SERVICES AND BUSINESS LICENCES

Library

On behalf of the Board members and employees of the Hudson’s Hope Public Li- brary, we hope you have all had a wonderful holiday season and wish you all the best for a happy and healthy 2014!

A great big thank you to both of the Hudson’s Hope Fire Halls for making such a substantial donation! We have now received our new tablet style children’s desktop computer that was sponsored by the kind and generous members of both fire hall teams.

Our new children’s computer uses the touch screen technology that our younger patrons have all come to enjoy with our iPads but it can be used like a standard home computer with a keyboard and mouse! We will soon have this computer set up so that your children can do their homework and print through our printers.

The Bulletin 2 January 2014 New - reduced printing rates will apply for children printing homework materials. We have installed parental controls, so that children can enjoy browsing the inter- net while visiting the library. It will likely become a very popular item, as the iPads are and we may need to limit time for each child on the new computer if there is a queue for playtime.

This computer will not need a signed parental consent form in order for your child to use it, as the adult computers do. If there are specific types of websites that you do not approve of but are approved by our parental controls, please make this known both to your children and the librarians. I believe if your children are aware that we know their internet access limitations, they will not be tempted to access these websites in your absence.

Story time starts up again on Tuesday, January 7th starting at 10:30 am. This is a special time when the library opens up just for parents/guardians and tots for lots of fun, crafts and of course stories! Library Club also returns on Wednesday, January 8th at 3:30 pm. School aged children can come in and also get to enjoy games and crafts for older children. It is a lot of fun and even the librarians who do not run the program cannot help but get swept up in the action and excitement of Library Club!

The following District of Hudson’s Hope regular Council meetings are scheduled for 2014 and will be held in the Council Chambers, District Office, at 9904 Dudley Drive, Hudson’s Hope. All meetings will commence at 7:00 pm, unless otherwise advertised.

Regular council meetings are posted annually, and agendas are made available prior to each meeting. The powers of the mayor and council are exercised through the adoption of resolutions or the enacting of bylaws at council meetings.

All regular council meetings are open to the public and no person is excluded, except in the case of improper conduct. Members of the public are welcome to attend the open meetings of council.

The rules governing the conduct of the meeting are outlined in the Council Procedures Bylaw and Robert's Rules of Order.

Financial Assistance Grants

Council would like to remind those clubs and organizations requesting funding assistance:

The deadline for applications is February 14, 2014.

Under section 176(1) of the Local Government Act, Council may provide assistance for the purpose of benefiting the community or any aspect of the community, subject to the specified limitations and conditions established by or under this or another Act.1 This assistance may be a grant, benefit, advantage or other form of assistance including: a. an exemption from a tax, fee or charge; b. disposing of land or improvements, or any interest or right in or with respect to them, for less than market value; c. lending money; d. guaranteeing repayment of borrowing or providing security for borrowing; and e. assistance under a partnering agreement.

When an application for a grant is submitted to Council the person must also provide: a. a written explanation of the project or event; and b. a budget for the project or event showing anticipated revenue and expenses. c. The club or organizations 2013 financial statement and budget.

If assistance in the form of a grant is approved Council requires the organizer(s) to provide the municipality with a financial statement of revenue and expenses when the event or project concludes. If you have not already submitted your report for 2013 your 2014 Grant Application will be DENIED.

Applications should contain all assistance requests for the year, including waivers for municipal tent rental and other donation requests such as complimentary recreation admission requests.

Santa Skate

Thanks to all came out to the Santa Skate and Christmas Craft Creations. Thanks to all the Figure Skating elves who were so willing to help out and make the extra effort to take on the arena concession. A special thanks to Julie Biever for volunteering to help with all the creative card makers. And a big merry thanks to Santa and his elves for taking time from their busy schedule to join us.

Christmas Tree Light Up and Parade

What an incredible evening on December 1st! There were many true hardy northern souls out to participate and view the Christmas Parade and Tree Light Up. Once again, a big thank you to Freddy’s Deli for all the delicious treats. Many thanks to the volunteers who helped out behind the scenes to make the event run smoothly. Thanks to Ken MacDonald, Bob Fequet, Celina Fequet, Tess Herrington, Christopher Fequet, Mary Bereton, Jason Naisby, and Liza Rhymer for stepping in to help out. And of course a big thanks to the Public works crew for doing such an amazing job on the park. Thanks to all who cheered the parade on, and thanks to all the participants who made the parade a success. The floats were incredible! There were so many wonderful comments. And to the most amazing little voices, the Community Christian Choir under the direction of Sybil Quebec, who just made the night absolutely perfect. It truly reflects the community spirit that this little town offers.

Christmas Bingo

Congratulations to all the winners at the Christmas Bingo. A special congrats to Jackie Hodgkinson who won the full turkey dinner. Senior swim is up and running. The water is great! The hot tub is even better. It’s a great way to take advantage of some winter pool time without the worry of driving. The walking track is free for use. There’s a decked out gym available as well. I love it! You can even take in a bit of shopping or get some errands done. As one participant exclaimed “Unreal!”

Get ready for the 5th Annual Winter Carnival! Let’s play ... it’s your winter playground! Once again there’s an amazing line up of events for everyone to enjoy!

Events include ice and snow sculpting, a bonfire evening, snow shoeing, skiing, , curling, figure skating, Cameron Lake Fun day, Snowed Inn Cafe, karate, bingo, community potluck dinner... and, of course, auction.

Your Winter Playground contests and quizzes Ice Sculpture event at the Grand Opening on January 26th. Ice is limited. To guarantee your block for your creative masterpiece, register your team. Teams must be registered by Tuesday, January 22nd by contacting the District office or Greta Goddard, the Special Events Coordinator. There will be some ice blocks reserved on a first come, first served basis on the day of the event.

All Around Town Snow Sculpture Contest: Get your employees together, your club together, or your union together and take advantage of all this snow and use it to create your snow sculpture while building your team. Can you just imagine having snow sculptures all around town? Play time in your winter playground.

Photo contest for both juniors and adults. Enter your best winter photo at the Grand Finale on February 2nd. All entered photos will be mounted on a standard display board. Please print your name and telephone number clearly on the back of the photo. Contest winners determined by people’s choice. Winners in each category can win cash prizes. *Photos may be used for District of Hudson’s Hope promotional purposes.

For a chance at even more Carnival bucks drop by the Hudson’s Hope Public Library and the Hudson’s Hope Museum to try out their trivia quizzes at any time during the Winter Carnival.

Chilli, buns and hot chocolate provided. This is one of the most awesome days of the Winter Carnival. You have got to be there. You can even take advantage of free travel. The Lion’s Van will be available to take folks to the event. The bus will leave from the Sportsman Inn at 12:34 pm. Collect another 100 Carnival Bucks

Saturday: February 1st Cameron Lake Fun Snow Day 11 am - 3 pm Ski Trails open, ice skating, snow shoeing, quincy making, surprising snow events... This year during the Winter Carnival you once again have the opportunity to collect Winter Carnival Bucks at each event that you attend. There will also be surprise giveaway bucks. That means there may be opportunities during the Winter Carnival to collect even more bucks, just by being at an event at the right time. The Carnival bucks are great incentives to participate in as many events as you can. Carnival Bucks come in denominations of $5.00, $10.00, $20.00, $50.00 and $100.

January 2014 15 The Bulletin If an emergency happens in your community, it may take emergency workers some time to get to you. You should be prepared to take care of yourself and your family for a minimum of 72 hours. By taking a few simple steps today, you can become better prepared to face a range of emergencies – anytime, anywhere.

THE 3 STEPS

# 1 KNOW THE RISKS

Although the consequences of various disasters can be similar, knowing the risks in your region can help you better prepare. Across Canada, we face a number of hazards, such as earthquakes in British Columbia, blizzards in Nunavut and tornadoes in Ontario. In addition to natural disasters, there are other types of risks, such as power outages and industrial or transportation accidents.

Find out the risks most likely in your community by visiting the ‘Know the risks’ section from the GetPrepared.ca website or by calling 1-800-O-CANADA to obtain our National Hazards map.

# 2 MAKE A PLAN

Every Canadian household needs an emergency plan. It will help you and your family know what to do in case of an emergency.

Your family may not be together when an emergency occurs. Plan how to meet or how to contact one another, and discuss what you would do in different situations.

It only takes 20 minutes to complete a personalized plan online. You can then print it out. Most of this information can be filled out on your own. You may need to get some information from your municipality. To complete your emergency plan online, visit the ‘Make an emergency plan’ page from the GetPrepared.ca website.

To fill out your home emergency plan, you will need to think about the following:  Safe exits from home and neighborhood  Meeting places to reunite with family or roommates  Designated person to pick up children should you be unavailable  Contact persons close-by and out-of-town

Keep this document in an easy-to-find, easy-to-remember place (for example, with your emergency kit). Photocopy this plan and keep it in your car and/or at work.

# 3 GET AN EMERGENCY KIT

In an emergency you will need some basic supplies. You may need to get by without power or tap water. Be prepared to be self-sufficient for at least 72 hours. Make sure your kit is easy to carry and everyone in the household knows where it is. Keep it in a backpack, duffle bag or suitcase with wheels, in an easy-to-reach, accessible place, such as your front-hall closet.

Basic emergency kit  Water – at least two litres of water per person per day. Include small bottles that can be carried easily in case of an evacuation order  Food that won’t spoil, such as canned food, energy bars and dried foods (Replace food and water once a year).  Manual can-opener  Wind-up or battery-powered flashlight (and extra batteries)  Wind-up or battery-powered radio (and extra batteries)  First aid kit  Extra keys to your car and house  Some cash in smaller bills, such as $10 bills and change for payphones  A copy of your emergency plan and contact information  Special items such as prescription medications, infant formula, equipment for people with disabilities or food, water and medication for your pets or service animal (personalize your kit according to your needs)

TIP:  Keep a corded phone in your home, as most cordless phones will not work during an emergency.

Check your kit twice a year to ensure contents are up to date. Re-stock as needed.

The Bulletin 18 January 2014 THANK YOU HUDSON’S HOPE!!!

The Grad Class of 2014 would like to send out a heartfelt Thank You to everyone who contributed to our fundraising efforts over the course of 2013! The Grads and their parents worked very hard all year to raise money for the Grad ceremony and the opportunity to take a trip together!

The kids and their two chaperones will be travelling to Costa Rica in March for 10 days. Some of the activities they will have the opportunity to do are zip lining, repelling down a waterfall (), white water , hiking, and stand up paddle boarding! They are also visiting a school while there and bringing with them some much needed school supplies! While at the school they will participate in some English lessons, and hopefully challenge the kids to a soccer match! All in all, this is an amazing opportunity for all the kids involved and we have YOU to thank for that!

We send out a HUGE Thank you to the following, because without your support, we definitely would not have succeeded: Clean Harbours, District of Hudson’s Hope, Talisman Energy, YRB, Monicha & Joel Stark, BC Hydro Lifestyles, St. Peter’s Church, Bob Fequet, and Grad 2013!

There are WAY too many people to thank to name them all, but…we are so grateful to everyone who hired us, gave us bottles, sorted bottles, donated money, donated equipment or time, supported our events, bought all our raffle tickets and whatever we were selling…you all know who you are and we want to say THANK YOU from the bottom of our hearts for making this trip possible! This is such an incredible opportunity for our youth…to travel and experience something outside of Hudson’s Hope that not everyone has the chance to do…and to be with your peers while doing it…it will truly be awesome for them!

I am always truly amazed by this little town and its generosity! Every year for the past however many years, the Grads have been raising money to take a trip…and every year they manage to raise thousands of dollars!!! That is so incredible for a town our size…not to mention all the other clubs and organizations that are raising money at the same time or the people that truly need a helping hand when tragedy strikes! I am so proud to call Hudson’s Hope my home…this town never fails to show me the true meaning of Kindness, Generosity and Love!

I want to thank each Grad and their parents for all the hard work they did all year! It was a lot of work, but you really have to be proud of yourselves and what you have accomplished! When you’re in Costa Rica you will definitely be enjoying the fruits of your labor! You are a great bunch of kids and I will miss your faces when you graduate. I wish you all the best of luck and much success for the future!

If you are a senior and interested in going into Fort St. John on these dates, you must contact the District Office at 250-783-9901 no later than 3 pm the Friday prior to the trip to reserve a seat on the van.

This is a free service provided by the District of Hudson’s Hope. Transportation provided via the Lions Van. The trip will be cancelled if there are not enough people signed up.

The Lions Van leaves from Silver Willows at 8:50 am and the Sportsman’s at 9:00 am. The driver will accommodate individual appointments, however the bus generally starts the return trip from Fort St. John by 3:30 pm.

Growing the Grinch's Heart. During the final two weeks of classes before Christmas break, our students "Grew the Grinch's Heart" with acts of kindness and good citizenship. It was a fun way to recog- nize the great things students are doing in our school.

Our annual Christmas Concert was a huge success. Students presented a "Muppet Christmas Telethon", which included each class performing videos and singing in order to raise funds to free a kidnapped muppet. Our Spanish/French club students also presented two beautiful songs (one in Spanish, one in French). A big thank you to the many vol- unteers who helped to make this event happen: Jacelynne, Kestyn, & Lynnea Sta- cey, Dylan Beswick, Christopher Fequet, Charo Lloret, Ana Seaton, Mr. Heiberg, and of course a fantastic bunch of teachers!

Christmas Cookies: Thank you to Ms. Ackroyd and our Foods class, as well as community volunteers for once again baking dozens and dozens of cookies to con- tribute to the Friends of Hudson's Hope Food Bank. Also thank you for the baking donations from community members.

Student Newspaper: Congratulations to Mrs. Baytaluke and her Junior Writing class for producing a fantastic newspaper "Winter Wonderland". These girls worked very hard to produce a fun and informative paper for our stu- dents and staff. On Tuesday December 3, 2013 Miss Bruce took twenty-six students and three adults to see the new release of Catching Fire. This highly anticipated movie did not disappoint. This movie followed the plot line of the much loved book, yet it still had some surprises.

Many viewers in the full theatre left with smiles and conversations about how great the movie was for them.

Community Choir: Thank you very much to Mrs. Sybil Quebec for volunteering to run a community choir at the school. Numerous students took part in the choir and greatly enjoyed learning to sing a variety of songs. I had the opportunity to listen to the choir at the Christmas Light Up Parade, and they were wonderful. Thank you Mrs. Quebec for giving our community your time and energy, especially during such a busy time of year!

Student Council: A big congratulations to our Secondary Student Council for working so hard to raise awareness and funds for relief in the Philippines. Thanks to their efforts, and generous support from our community, they were able to raise an additional $1100.00! These funds will be matched, bringing the total contribu- tion to $2200.00 A big thank you to Joel Tichonow for all his work (he's not even on student council), as well as Christopher and Celina Fequet for spearheading the majority of this effort.

Cruisin’ Day Thank You: Thank you to Ms. Bruce for volunteering to take our students on a "Cruisin' Day" to Fort St. John to watch the movie "Catching Fire". Many secondary students took the opportunity to enjoy this outing. It cre- ated quite a bit of fun and philosophical discussion back at the school!

Steffie Ackroyd, Retirement: After many years of outstanding service to stu- dents in the North Peace area, Steffie Ackroyd will be resigning this January, 2014.

Please join us as we celebrate and reflect on the wonderful memories Steffie has built with our school and community.

We will be hosting a Potluck Dinner on Thursday, January 30th, at 6:00pm in the School Gymnasium.

On November 27th, 2013 police received a report that two of Talisman’s digital powered speed signs had been shot by unknown(s) suspects who dangerously and carelessly discharged a firearm down a roadway. In addition, these signs do not resemble a deer and are quite expensive.

On November 28th, 2013 police came upon a two vehicle accident at the intersection of Canyon Drive and Beattie Drive. Thankfully no one was injured and the vehicles only sustained minor damage.

On December 2nd, 2013 a person contacted the Hudson’s Hope RCMP to report that they had lost their P.A.L while hunting in the Hudson’s Hope area. A few days later the person called back to say they had found it when they got home and cleaned out the interior of their vehicle. Case closed…. no helicopter or police dog required.

On December 6th, 2013 police were advised of a scam where visa interrupted a payment from a person who was paying for a security package. The perpetrators of the scam (being the Mensa candidates they are) then called the person back asking her for her bank account information to refund the money. The person did not give them banking information. The scammers left a phone number. This might be a clue for us.

On December 7th, 2013 members of the Hudson’s Hope RCMP participated in a National Impaired Driving initiative. Road Checks were conducted in town and in the rural areas. We are happy to report that we did not charge anyone with Impaired Driving related offences. We did have to endure the usual “It wasn’t me” line (point to your buddy) and several references to donuts. In actual fact, we don’t like donuts. Cpl. FENSKE likes breakfast sandwiches, Cst. McELWAIN likes muffins, and Cst. BERNIER likes bear claws…just in case you were wondering.

On December 8th, 2013 police were called to a single vehicle accident on Highway # 29 just West of Farrell Creek road. The vehicle struck the cement barricades so hard that both the passenger side front and rear tires and rims were tore off the vehicle. The matter is still under investigation.

On December 9th, 2013 police were called to a deer vs. car collision. The SUV suffered some major damage, but the driver was not hurt. The deer was not so lucky, but efforts were made to donate it to a local trapper.

On December 10th, 2013 police assisted the Hudson’s Hope Fire Department with a vehicle fire on Turner Crescent. It appears that a faulty engine heater caused the car to light on fire. The fire then spread to the garage of the residence. No one was injured. Thanks to the neighbours who assisted with keeping the owners

On December 10th, 2013 police responded to a complaint of an injured calf moose on Canyon Drive near the 600 Road. A motorist had to take evasive action to avoid momma moose and accidentally hit the calf when it ran out in front of their vehicle. Hudson’s Hope RCMP responded, located and dispatched the calf after getting chased back to the truck on two occasions by a very upset momma moose. Moose can cover a long distance in a (very) short time. The member responding will now need to attend remedial training on how to operate and fire a shotgun….. for shame…

On December 11th, 2013 police assisted YRB with a tractor trailer unit that spun out on the hill on Highway #29 behind the Sigma Hotel. Once the driver installed chains he was able to drive his tractor trailer slowly up the hill and continue on his way.

The Paladin Security Ninjas have had a quiet month, in fact way too quiet. The Hudson’s Hope RCMP are very suspicious. Perhaps the three amigos are up to something?

If anyone has information about any of these incidences please contact the local RCMP or to remain anonymous please contact Crime STOPPERS.

In last month’s bulletin the Hudson’s Hope RCMP mentioned that several cattle had been shot on a local ranch. We have contacted the Conservation Officer and he confirmed that the cattle were killed by wolves, not simpletons with guns.

Please don’t drink and drive this holiday season (or any other season). There is absolutely no justification for driving under the influence of alcohol and/or drugs.

With the recent frequently changing weather conditions driving can be a real chore. Plan on taking extra time to reach your destination. It’s also a good idea to carry extra winter gear, blankets, and a First Aid kit with you in case you need them or come across an accident.

Monthly Field Studies Summary: January 2014

The Site C Clean Energy Project is currently undergoing a cooperative environmental assessment by the Canadian Environmental Assessment Agency (CEA Agency) and the B.C. Environmental Assessment Office (BCEAO), which includes a Joint Review Panel process.

BC Hydro filed its Environmental Impact Statement (EIS) in January 2013 as part of this process and in August 2013, the CEA Agency and the BCEAO determined that BC Hydro's amended EIS was satisfactory. BC Hydro has now entered the Joint Review Panel stage.

BC Hydro is continuing to conduct environmental and engineering field studies on and around the Peace River between the Williston Reservoir and the Alberta border to inform detailed mitigation planning, prepare project permits, and ensure information is gathered with respect to monitoring programs proposed in the EIS.

This notice provides a list of field work planned for January 2014. Helicopters may be required for some of the work listed below. Current and previous field study activities are available at www.sitecproject.com/ news-and-information and in the Community Consultation offices in Fort St. John and in the Pearkes Centre in Hudson’s Hope.
