Beggary is a serious human right issue and is considered a sign of social dysfunctioning.

Since beggary undermines human dignity, superior courts in have time and again directed the Government to take concrete measures to eliminate this eminence.

On the directions of Government of the Punjab, University of Okara, intends to collect both quantitative and qualitative data on “The Problem of Beggary and Strategies of its Elimination”.

In total 3580 (three thousand five hundred and eighty only) structured questioners will be filled for collecting quantitative data. For qualitative data, from each city mentioned in table 1 (below), 05 FGDs and 2- in-depth interviews will be conducted. The consultant is also required to develop community profile of the beggars and network analysis of their social relations within anthropological perspective. The participants of the FGDs and in-depth interviews will be selected in consultation with the researchers at the University of Okara. Before embarking on data collection, the firm will give a detailed presentation on the strategies of data collection.

Data will be collected from the specific districts of Punjab province mentioned in table

1. Details of the project deliverables are given at table 2. The financial bid must include the cost, lodging, boarding, and transportation of the field researchers. The financial bid should also include all the government taxes and overheads as well as cost of the

Interested firms having relevant experience may submit separately sealed technical and financial proposals. The firm must demonstrate its capability for the analysis of advanced statistical skills and application of quantitative and qualitative techniques such as SPSS, NVivo, as well as Endnote. The consultant will also be responsible for the analysis of both qualitative and quantitative, its Synthetization and development of first draft report. The technical proposal may be developed and study will be conducted strictly in accordance with the highest standards of work ethics and professional research norms enunciated by the American Psychological Association.

The quality of data will be checked by a committee consisting of independent experts/professionals. It is expected that the firm will report any bottleneck/limitations experienced in the field to the committee immediately. The consultant and committee shall deliberate to find a solution. However, no unilateral decision on the part of consultant will be accepted. If committee found that information contained in a particular questionnaire is incomplete/vague or incorrect,

The bidding firm must be registered with income tax and sales tax departments.

Additionally, the firm must have capacity to analyze data by SPSS and other advanced social science data analysis soft wares. Sealed financial and technical proposals must reach to the office of the Treasurer, University of Okara, Okara on or before 20-11-

1. Must have master’s degree in Social Sciences or graduation in Mathematics/Statistics along with Computer Expertise. 2. Must have at least 15 years’ experience as data collection and conduction of large scale surveys. 3. Previous experience of working with academic/educational institution is desirable 4. Must be registered with income and sales tax department. 5. Must not be blacklisted by any public sector organizations.
