B.C. Soccer Association Minutes - A.G.M. - 1987

The meeting was called to order at 10:00 a.m. with Mr. Fryatt in the chair.

Mr. Fryatt then introduced the Directors of the Association along with the professional and support staff.

The guests and delegates were then introduced.

Following his opening remarks the chairman then asked the meeting to rise and observe a moment of silence as a tribute to those persons within the soccer family who had passed away during the past year.

The secretary reported on behalf of the credentials committee.

There were twenty-one delegates present, with a total of 48 votes.

Business:

There was no business arising from the Minutes.

Mr. Churchard gave a summary of his report and the many programmes carried out through his office during the past year, along with those programmes planned for the forthcoming year.

The chairman called upon C.S.A. president Dr. Fred Stambrook, to address the meeting.

Dr. Stambrook summarized the many C.S.A. programmes and activities.

At the conclusion of his address, Dr. Stambrook paid tribute to Mr. Fryatt for his outstanding contribution to the Canadian Soccer Association and the B. C. Soccer Association.

There was no correspondence.

Consideration for Amendments to Constitution

The following revision to the By-Laws of the B.C. Soccer Association was presented:

Article 7 : (Board of Directors) a) i) The business of the British Columbia Soccer Association shall be conducted by a Board of Directors, four to be elected annually at the Annual General Meeting for a term of two years, and an immediate Past President who shall not be an elected member to the Board of Directors. n) ii) If the office of a Director shall become vacant for any reason during his term of office, the Vice-Chairman shall succeed him as Chairman, but the immediate Past President shall remain in office.

Article 8 : (Annual General Meeting)

The Board of Directors and the immediate Past President shall have a voice but no vote at the Annual General Meeting. The Chairman shall have a casting vote only.

Article 12: (Life Members)

Persons who have rendered valuable service to the Association may be elected Life Members of the Association. Such persons shall have a voice but no vote at all meetings of the Association.

J. Beveridge/McAdams that the revisions to the By-Laws be adopted as presented. The motion was carried. -7-

Elections:

It was confirmed that Mr. Fryatt, Mr. Hibbert, Mr. Brown and Mr. MacSween would not be seeking re-election. It was also confirmed that Mr. Turkington was retiring from the Board with one-year left in his term of office.

Chairman ruled that first there would be a call for nominations for the the two-year term; and a call for nominations for the one-year term.

K. Millar moved a a vote of thanks to the retiring members of the board for their outstanding contribution to the B.C. Soccer Association. -Carried.

General Business

1. Alan Errington

Mr. Fryatt announced that Mr. Errington would be leaving the Association shortly. He wished him well, and hoped that everything would workout in his best interest in the no too distant future.

2. Senior Amateur Championships

Mr. Knights raised the point in regards to player eligibility in the Provincial Cup championships.

The chairman referred the matter to the incoming Board.

3. Affiliation and Registration Fees

Mr. Knights spoke against the high percentage increase in the player registration forms, and affiliation to the Association.

4. Player Insurance

Sport B.C. Insurance consultant John Hart, gave a summary on the proposed program for Liability Insurance which was circulated amongst the delegates.

4. Labatt Breweries of B.C.

Mr. Fryatt introduced Labatt Breweries of B.C. representative, Bob Husband, who was the host for the lunch served at conclusion of the meeting.

The chairman asked Mr. Husband to express the appreciation of the B.C. Soccer Association to Labatt's for the continued support of the B.C. Soccer Association senior amateur and adult education programmes. 9

Chairman's Report

I am pleased to welcome the delegates and guests to, what is estimated to be, the 80th Annual General Meeting of the British Columbia Soccer Association.

It would be difficult for me to explain the great amount of knowledge and understanding required to perform as Chairman or a Director of this Association. Over the past two years, I have had an incredible learning experience. At this time, I must express my extreme gratitude to my teachers. My special thanks to Dave Fryatt, Deryl Hughes, Alex Kemp and Ivan Garrod.

I have discovered, as I am sure many other volunteers have discovered, that organized soccer is more than the game we see on the field. In my first year as Chairman, I was introduced to National soccer politics, government funding and multi-year planning. In all it has been a very busy year.

British Columbia, because of its unique climate, is often host to games of the Canadian National team. Recently,. Victoria and Burnaby^ played host to Team Canada and the Mexican National team in an exhibition game series. We fully expect to be playing host to more National team games in preparation of Canada's bid for the World Cup in 1990. The National Women's team held a training camp in Victoria late last year and several British Columbia player are in attendance at the current women's training camp which is preparing for a F.I.F.A. tournament in China. Quadrennial planning are the operative words in the national team program and financial planning at the national level. The British Columbia Soccer Association is currently changing some of its player development programs and fiscal planning to be compatible with the Canadian Soccer Association.

At the provincial level, it has been a good year for soccer in British Columbia. The senior men's All-Star team won the gold at the Western Canada Games and the United won the Women's National Club Championship. Out of the fourteen national championships held this year, from U14 to senior, British Columbia placed in the top four of all fourteen competitions.

On the administrative side of the provincial program, the Board of Directors is taking steps to plan and shape the future of the Association. A successful mini-planning meeting was held in February of 1988. Communication which has been a concern of the membership, is being addressed as a priority. An information brochure is being printed and distributed and, hopefully, a calendar of events will soon be in operation. A committee structure has been established. Some of the committees were fully operational this past year and it is hoped that in the coming year, all the committees will be fully functional. As part of the - 1 1 -

provincial requirement for lottery funding, the British Columbia Soccer Association will soon be developing a four year plan to guide the Association in its program operations.

Congratulations to the Vancouver 86er's for an exciting and entertaining season of soccer in 1987. I wish them well in their coming season. I am also pleased to report the possibility of a Victoria franchise in the . I wish Victoria success in their negotiations with the C.S.L.

The British Columbia Soccer Association gratefully acknowledges the financial assistance of the Provincial Government Physical Fitness and Amateur Sports Fund. We also thank Labatt's for their continued financial assistance and continued efforts in promoting the Men's and Women's Senior Amateur Championships, in hosting our Annual General Meeting and in assisting in many of our other soccer events and programs throughout the year.

The soccer community was saddened by the news of the passing of Alex McPhee in December of last year. Alex served as a member of the Board of Directors of this Association for nine years and for many years was the sponsor of the Royal Oaks soccer team in the Men's Soccer League. We will miss him.

Our year in soccer has concluded; another year is yet to begin. We must plan now for the future. The British Columbia Soccer Association must continue the dialogue with its membership and make every effort to continue to produce a high quality of service to soccer.

I express my appreciation for the help and cooperation I received from my colleagues on the Board, Neil Ellett, Roy Nosella, George Graveson, Ken Fowler, Terry Price, George Smith, and Robert Allan. The average length of service to this Board is less than three years, and their efforts and support have been invaluable. I must also recognise the assistance of the office staff, Alan Churchard, Marcey Cameron, and Sally MacDonald. Finally, and most importantly, I wish to thank the various leagues, sub-committees and other interested soccer people who have taken the time to work on the behalf of the British Columbia Soccer Association.

SECRETARY'S REPORT

The 1987-1988 soccer year was again a busy one for your Board of Directors, Officers and Staff.

The Board met for sixteen regular meetings; the sub-committee's met regularly, or when called upon, and presented written or verbal reports on their deliberations.

You are know doubt aware that there was a major turn over of members elected to the Board at the 1987 annual general meeting. Neil Ellett is now the only 'long standing' member, since two of incumbents had only been elected on the previous year. All of the your Board members had served as administrators with affiliated leagues and associations prior to their election. However, I am quite sure that they would be the first to admit that this past year has been of a great learning experience, since they were faced with some very difficult situations and decisions to deal with.

The international highlight of the past year was Canada's partic­ ipation in both both the F.I.F.A. under-16, and under-19, youth world championships. B.C. was again well represented with players selected on both teams. Brian Hughes, Victoria, was coach of the under-16 team. F.I.F.A. referee John Meachin, West Vancouver, officiated in the Under-19 competition held in Chile.

The women's program continued to get special attention from the Canadian Soccer Association, and also from the B.C.S.A. The B.C. all-star team competed in a national competition in Winnipeg, last June, as part of the preparation and selection of the national team which competed in an international tournament hosted by the U.S. Soccer Federation. Late in 1987, the Canada team competed in a tournament played in China. The women's national team is currently back in China competing in a F.I.F.A. tournament.

The B.C. women's all-star team also compted in the 1987 Western Canada Summer Games held in Regina, last August.

The B.C. men's all-star team also competed in the 1987 Western Canada- Games, and won the gold medal. This competition is now the only open-age program for the provincial men's team since the Schreyer Trophy competition has been dropped from the C.S.A. program. - 1 3 -

Teams representing the B.C. Soccer Association also did well in the C.S„A. national club championships,played last October. Coquitlam Soccer Club became the first women's team from B.C. to win a national championship as the won the gold medal round and the . New Westminster Queens Park Rangers were finalists in the Challenge Cup competition. Both series were played in Winnipeg..

B.C. Youth Soccer Association teams also competed in national competitions during the late summer and fall. The boys' under all-star team won the Petro-Canada Cup competition held in Richmond, B.C. The boys' under-15 also competed, and the girls' under-18 played in a competetion for the western provinces.

The Labatt's senior amateur championship for the Province Cup was held last weekend at Kinsmen Stadium, North Vancouver. Semi-finals were played at the same venue two weeks previous and attracted a good attendance, as did the final. The dates for the women's Labatt Trophy competition had to be moved ahead to allow those players selected from competing teams to attend the national women's team training camp in Edmonton.

The revenue derived from the provincial cup -along with the financial assistance from the Government of B.C., and, Labatt's- is the only source of income the B.C. Soccer Association has, with the exception of monies raised through the sale of player registration forms, and the payment of affiliation fees.

As well as giving financial assistance to teams travelling for - /V' competition in national senior amateur championships,£the B.C. Soccer Association also continues to make a substantial financial contribution towards the operation of the B.C. Youth Soccer Association, and also to many programmes administered through the office of the development co-ordinator.

My personal thanks to the Board of Directors, fellow appointed officers, the development co-ordinator, and office support staff, for their continued support and keen interest in the affairs of the B.C. Soccer Association. I

I also gratefully acknowledge the cooperation and assitance received from the staff of the Canadian Soccer Association, the B.C. Youth Soccer Association, and also from Leagues in Membership of this Association. -14-

In closing, I would be remiss in not taking this opportunity to thank a long time friend, and colleague -Ivan Garrod- for the outstanding contribution he has made to the operation of the B.C. Soccer Association during his fifteen years of dedicated service as treasurer of the Association.

Mr. Garrod has served notice that he shall retire from the position at the conclusion of the 1987-88 year operation.

Prior to his appointment by this Association, Mr. Garrod served B.C. soccer in many capacities, the most notable being that as the administrator of the Vancouver Grandview Legion Branch 179 juvenile soccer program, and also as treasurer of the fund raising promotion committee of the Vancouver District Juvenile Soccer Association.

LABATT'S B.C. / B.C. SOCCER ASSOCIATION

Labatt Breweries of British Columbia Limited, officially became a corporate sponsor of the British Columbia Soccer Association in 1978. For many years prior to that the company's New Westminster brewery had been involved in the B.C. Soccer program, giving both financial and promotional support to many senior soccer leagues and member teams throughout the province. This relationship continues today, along with Labatt's support of the B.C.S.A. Men and Women's provincial cup championships, and also the adult education program conducted through the office of the development coordinator.

The Labatt-B.C.S.A. relationship began during the period that the company were the official sponsor of the Canadian Soccer Association world cup team, as well as the C.S.A. senior amateur championship for the Challenge Cup.

Labatt's have also made an outstanding contribution towards bringing professional soccer to this province. The company assists the Vancouver 86'ers of the Canadian Professional Soccer League, and previous to the formation of the C.S.L., were associated with the with the Vancouver Whitecaps of the North American Soccer League.

Labatt's, in previous years, as well as sponsoring the B.C.S.A. provincial cup championships, assisted the Association in the promotion of the Russell Cup men's all-star competition. This trophy was originally competed for by teams representing the Mainland Soccer League and the Victoria & District Soccer League. It grew to a four team competition when the Fraser Valley Soccer League and the Okanagan Valley Soccer League were invited to have their all-star teams compete in a two-day weekend tournament staged by the B.C. Soccer Association as a vehicle to select the players representing the province in the Western Canada Summer Games soccer competition. It would possibly be in the best interest of both our sponsor, and the B.C. Soccer Association, to consider reviving the Russell Cup tournament, and also provide a similar competition for those leagues and players competing in the B.C.S.A. recreation league program.

Labatt's has made an outstanding contribution to the soccer program in British Columbia during the past ten years. We look forward to their continued support.

AUDITORS' REPORT

To the Members of British Columbia Soccer Association.

We have examined the balance sheet of the British Columbia Soccer

Association as at March 31, 1988 and the Operating Fund, Building Fund, Physical Fitness and Amateur Sports Fund, and Special Purposes Fund statements of revenue, expenditure and fund balances for the year then ended. Our examination was made in accordance with generally accepted auditing standards, and accordingly included such tests and other procedures as we considered necessary in the circumstances.

In our opinion, these financial statements present fairly the financial position of the Association as at March 31, 1988 and the results of its operations for the year then ended, in accordance with generally accepted accounting principles as disclosed in Note 1, applied on a basis consistent with that of the preceeding year.

II) F.I.F.A. COURSE - 38 officials, including 3 out-of-province colleagues, attended the July lst-5th, 1987 course organized by the B.C.S.A. on behalf of the Canadian Soccer Association. AWARD - Of the 7 Canadians presently active at International level, British Columbia Representatives are John Meachin and David Brummitt. - Further congratulations to John Meachin on his award of B.C. Official of the Year 1987. (Bob Allen, recently retired from the F.I.F.A. list, was the previous recipient of this prestigious award).

PLAYER DEVELOPMENT PROGRAM

I) Objectives - Maximize the enjoyment and potential of all soccer players at all ages and skill levels. - Elevate the Calibre of play in B.C. through exposure of players to the Player Development Program. - Ensure all players have the opportunity to participate in the Player Development/All-Star team program. - Maximize opportunities for B.C. players to become members of National teams. - Achieve top ranking in National Select team competitions.

II) SCOPE OF TRAINING AND TALENT IDENTIFICATION PROGRAM a) Local club training and teams. b) District player development programs. c) All-Star leagues. d) Regional player development camp conducted by appointed regional/district coach and provincial team coach. e) Players from 1IV) III)*d ’ invited to attend provincial team concentrations from which final squad will be selected. Exhibition games and sessions by guest coaches assist the provincial coach in this task. f) British Columbia has the benefit of two High Performance Centres located at Simon Fraser University and the University of Victoria. The Centres give our players and coaches the opportunity to work with national team staff and be exposed to national training and selection criteria.

III) COMPETITIONS - National Provincial All-Stars - U-17 and U-15 Boys - Pacific Coast International Tournament - Nike Tournament - Western Canada Games - Male and Female - Canada Games - Male - Best Ever Olympic Development Program

IV) TEAM B.C. - MEN - Canada Games 1989 (Under 20 years of age) - Olympic Team Development Program 1992 a) The development process outlined under "Scope of Training and Talent Identification", has greatly assisted in the development of this squad. -31-

b) Team B.C. has a regular exhibition schedule in effect during the summer months. The majority of the squad is involved in University and College play September - November. c) The B.C. Soccer Association enjoys an excellent working relationship with the Vancouver 8 6 ers Soccer Club. Team B.C. represents Vancouver 8 6 ers Reserves, this being a natural, logical extension of the player development program. d) Team B.C. won the Gold Medal at the 1987 Western Canada Games. e) The squad is presently preparing for the 1989 Canada Games.

V) TEAM B.C. - WOMEN - Won bronze medal at the 1987 Western Canada Games. - 8 players selected to National Team squad preparing for 1st F.I.F.A. World Cup for Women to be held in China during June 1988.

VI) B.C. ATHLETES REPRESENTING CANADA IN INTERNATIONAL COMPETITION - World Cup (14) - Olympic Games (11) - Pan American (6 ) - Under-19 (6 ) - Under-16 (6 ) at present. (Preparing for CONCACAF Tournament 1988).

VII) INTERNATIONAL RANK OF TEAM CANADA - 1st in CONCACAF (Senior) - 5th in CONCACAF (U-19 Youth) - 5th in 1984 Olympic Games - 23rd in 1986 World Cup (Out of 152 F.I.F.A. members) - 9th in World Youth Cup (Out of 152 F.I.F.A. members) - 15th in World U-16 Youth Cup

VIII) It is now heartening to see and hear that the Soccer Development Manual devised by the Canadian Soccer Association is being adopted by adminis­ trators throughout the Province as guidelines for soccer development in their Districts and Clubs.

IX) The logistics of Mini-Soccer for players under 10 years of age seems to be no longer in question, undoubtedly assisted by the fun and participation in evidence at the 2nd Annual Safeway Mini-Soccer Festival arranged at B.C. Place.

X) Mini-Soccer Manual now ready for distribution via workshops throughout the Province. - 3 2 -

BEST EVER OLYMPICS DEVELOPMENT PROGRAM - The B.C.S.A. Best Ever Program continues its objective of assisting B.C. players to be selected for the Canadian Olympic Team through talent identification, training and competitive experience. The pool of coaches consists of Alan Errington, Brian Hughes, Vince Alvano, Joe Iacobellis, Skip Radbourne, , , Alan Churchard. The Best Ever Program, financially assisted by the Provincial Government also contributes to the development of officials. F.I.F.A. and CONCACAF courses have been financially assisted by this program. We also look forward to the continuing development of the Canadian Soccer League which will effectively augment the excellent senior and youth leagues that are available in British Columbia. The C.S.L. is an additional outlet for B.C. players and officials who wish to further their career and participate at the highest possible level. II) HIGH PERFORMANCE COACHES SEMINAR - Thanks to support of the National Coaching Institute 25 coaches were able to attend this course July 1st - 7th 1987, at Shawnigan Lake Boys School. Course Director was Allen Wade, Director of Coaching to the Football Association of Ireland.

LABATTS/PEPSI-COLA SEMINARS - The B.C.S.A. enjoys the opportunity via these evening to meet with coaches and players at both the senior and youth level to discuss tactics, teamwork, organization and development programs available. The Football Association Coaching Tactics and Skills films prove very popular at these gatherings in addition to being essential on qualifying clinics.

BRITISH COLUMBIA ATHLETIC AWARD - 1987 recipients of this award, provided by the Provincial Government were: Rob Ciccone; Dave Fiorvento; Tom Kim; Scott McQuill in; Mike Mosher; Mario Montagliani; Raymond Pang; Robert Reed; Robert Ruggiero; Rod Schenoni. The Award provides financial assistance to B.C. athletes who are striving for excellence. The athletes assisted by the program are expected to maintain their commitment to athletic training and competition and, where- ever feasible, to continue their academic or working careers in B.C., and assist with the development programs of the sport governing body. B.C. SUMMER GAMES - The 1987 Summer Games will be hosted by Greater Victoria, July 28th-31st. Our zone representatives deserve medals for the tremendous effort they put into successfully organizing the playdowns which result in one male team and one female team representing each zone at the Summer Games Final Competition. The Summer Games are proving to be a vital contact vehicle for the Association in non-affiliated areas, and assisting in the awareness of development programs through the Association. Various areas of our Province use the Summer Games to develop league organization and officials development. - 3 4 -

B.C.S.A. SUMMER SOCCER ACADEMY - This program is also earning a permanent place in the Annual Program Calendar. The boys residential course has blossomed from its inaugural 1983 registration of thirty-six to a 1987 full-house of one hundred ten. The fifty-one referees and coaches also had the opportunity to upgrade their qualifications under the expert eyes of Keith Hackett, Allen Wade, Gordon Banks and the effervescent Paul Sturrock. Lou Moro was always on hand to assist both participants and staff to complete the demanding but thoroughly enjoyable course content. Soccer Academy 1987 also saw the successful introduction of two new programs, namely a High Performance Coaches week supported by the National Coaching Institute, and a residential course for girls. The Association truly appreciates the assistance of Keith Liddiard, B.C.Y.S.A. Executive Director, in the Academy organization, and is fortunate to be able to make use of the excellent facilities at Shawnigan Lake Boys School. The B.C.S.A. is now able to offer members a full menu of soccer school experiences ranging from daily clinics, residential and international programs.

AFFILIATED SOCCER SCHOOLS - The B.C. Soccer Association was able to reach a working agreement with the World of Soccer and the Credit Union Soccer School. These independent schools lent their expertise to youth players via soccer schools and in return for the endorsement of the B.C. Soccer Association made financial contributions to the program development area. We are also pleased to announce a third B.C.S.A. endorsed soccer school for 1988 in the form of the Lenarduzzi Soccer Schools.

CONCLUSION - 1987-88 has been a hectic year in the development program area. Without the essential assistance of a program administrator, due to lack of finances to support the position, much behind the scenes hairpulling and gnashing of teeth accompanied the upfront smiles and pleasant disposition of Marcey Cameron and Sally MacDonald. Fortunately the Association has dedicated volunteers in the form of instructors and club contacts who all pulled together to organize and implement the numerous development clinics and process the required paperwork.

- It has been another hectic but exhilerating year. Thank you for the opportunity to be involved in the British Columbia soccer scene.

REFEREE ASSESSMENT AND EXAMINING BOARD

As we look back over the past twelve months one can see the work that has gone in to the assessment program. During that period there have been three Assessors clinics held. They were held in the Victoria, Vancouver and Fraser Valley regions. The attendance at all of these clinics was encouraging.

Mr. Ken Ridden, a FIFA/English F.A. Instructor, will conduct a clinic on our behalf in July. I would encourage any person interested in the referee assessment program to attend.

The assessment program has come a long way over the past few years. We cannot stand still.. We would like to see each tournament staged throughout the province covered by at least two assessors since a well planned assessment program is a major factor in the development of the game official both on and off the field.

The B.C. Summer Games allows the assessors to give a field test and examine those referees from outside the lower mainland. The 1988 B.C. summer games will be held in Oak Bay, Victoria. There will be a full complement of assessors on hand at both the Men and Women's competition. The board also has an ongoing assessment program throughout the year.

The B.C. Soccer Association has an excellent referee development and assessment program and we are continuually searching the ranks of officials to find capable persons to carry out our philosophy within the assessment program. Bob Allen has recently retired from the F.I.F.A. list of referees in Canada. We can now put Mr. Allen's knowledge of the game to work in the B.C. assessment program.

David Brummitt has been upgraded to the F.I.F.A. list from C.S.A. National .referee, and last month had his first international appointment officiating in a CONCACAF zone qualifying round game for the 1990 world cup.

John Meachin continues on the F.I.F.A. list. His most recent appointments were at the F.I.F.A. women's tournament being held in China. John, as has the other -past and present- members on the F.I.F.A. list, has made an outstanding contribution to B.C. referee program and was honored earlier this year as the "Official of the Year" at the Sport B.C. Athlete of the Year banquet. Robert Allen won this honour when it was initially presented in 1986. -36-

There have been five referees nominated from this province for the CSA National class. Pat Harkness, Vancouver Island; along with lower mainland region officials Rob Brown, Len Coombes, Dominic Pace and Terry Rowe, will attend the national clinic to be held in Vancouver on July 9-11. We wish them well in their endeavours to reach the National referees standard.

Commencing this year Class 1 referees will shall be required to undergo a fitness test and a Laws of the Game review to maintain their Class 1 standing. Tests will be held every second year. First review will be held in September. Eric Mason - Assessment Board, and Jack Tinnion -Education Committee, will formulate this program. The benefit of this should be apparent improvement of the quality of refereeing on the field. The referee who is not interested should not be at a Class 1 1evel I
