List of Properties in NDMC Where Amount Outstanding Is Above Rs.50000 As on 31-03 LIST OF PROPERTIES IN NDMC WHERE AMOUNT OUTSTANDING IS ABOVE Rs 50,000 AS ON 05-09-2011 As earlier suggested by CIC, list of properties with an amount of Rs.50,000 or more is being placed on Website with the following explanation : ‐ • Property tax is a tax on the property and not a tax on the person and as such the name of the property to which the tax relates is necessary and as such the list has been prepared giving the identification of the property, name of the recorded owner and the amount outstanding against the said property. • The name recorded in NDMC record is the name of the person paying property tax and not legal owner of the building. If property has been sold or transferred, unless it is mutated in the name of purchaser, it continues in the name of previous person. • The list is not the list of defaulters but only the list showing the amount outstanding in respect of the property as per NDMC records. In large number of cases, appeals, writ petitions or suits have been filed. These are either pending in the courts or have been remanded for fresh assessments, either as per the directions of the Court or as per law. There are also stays granted by the court pending decision by court. Pending settlement of dispute, decision in the appeal, writ petition or suit or decision in the remand cases, which are held up due to pending decision of the Supreme Court in the case of STC v/s. NDMC or LIC v/s. NDMC, the rectification or correction in the rateable values are pending. In the meantime in most of properties, payments of admitted amount as per own calculation are being received. • There are also cases in which vacancy remission is to be granted and grant of vacancy remission is held up due to the property not having gone on rent again or due to want of details of consumption of electricity and proof of vacancy. Mutations in properties are also pending. Unless the outstanding amount is cleared, the property be not mutated. There are cases where the amount outstanding is the protective amount to be reduced after the portions sold by the Builder are assessed as a separate unit. • The list of the properties in which an amount of more than Rs.50,000/ ‐ are outstanding, is not the list of defaulters, but the amount outstanding against the premises, subject to decisions in remanded cases, or decision in court cases or settlement of disputes etc. as aforesaid.     337 In Remembrance In Remembrance Gurcharan Singh Kalkat (1926‐2018) Photo: Courtesy of The Tribune, Chandigarh The Punjab Agricultural University salutes the august, noble and iconic visionary, Dr G.S. Kalkat, who not only made Punjab a food surplus state, but also transformed the agricultural face of the country. He will always be remembered as an architect of Green Revolution as well as Soybean Revolution in India. A visionary scientist par excellence, Dr Gurcharan Singh Kalkat dedicated a substantial part of his time, energy and life to the farming community. The right mix of brain, heart, talent and faith, Dr Kalkat worked with the farmers at the grass‐root level to solve their problems and understand their needs. Born at village Sahora in Hoshiarpur on June 17, 1926, Dr Kalkat obtained his B.Sc. (Agriculture) from Punjab Agriculture College, Lyallpur (now in Pakistan) and his Masters in Agriculture from the Panjab University, Solan. He completed his Ph.D. in Agricultural Zoology Entomology from the Ohio State University, wherein he was honoured with the “Distinguished International Student Award.” JSPS 25:2 338 An academically brilliant young man, Dr Kalkat was also an exceptionally humane and generous man. Truly, life’s experiences not only shape the course of our life; but also mould our persona, the way we think and feel. He was a sensitive young man of 21, when partition turmoil wreaked havoc in the country. Amidst the horror of bloodbath, he vividly remembered how his mother carried only the picture of her son before boarding the train to Jalandhar. The pain of losing his loved ones, the unthinkable trauma of migration, dislocation and alienation, the uphill struggle and toil to survive ‐ all made him an exemplary human ‐ a combination of tough will and a soft heart.
