The 2000 Census counts some 28 million first‐generation immigrants among us. This is the highest number in history – often pointed out by anti‐immigrant lobbyists ‐ but it is not the highest percentage of the foreign‐born in relation to the overall population. In 1907, that ratio was 14 percent; today, it is 10 percent. Yet there is the pervasive notion that something is occurring that has never occurred before, or that more is at stake than ever before. And there is a crucial distinction to be made between the current wave and the ones that preceded it. As late as the 1950s, two‐thirds of immigration to the US originated in Europe.
