Morris House is a contemporary residence at 2 Waverly Court in the Museum District south of downtown Houston. The house was designed by prominent Houston architect Seth Irwin “S.I.” Morris, Jr. (1914-2006) and completed in 1952 as his family’s home. Morris’ firms – Wilson, Morris & Crain, AIA; Wilson, Morris, Crain & Anderson, AIA; S.I. Morris Associates; Morris*Aubry Architects and Morris Architects – left a timeless imprint on Houston through their crucial roles in creating such treasured landmarks as the Astrodome (1965), Pennzoil Place (1976), Transco (now Williams) Tower (1983) and Gus S. Wortham Theater Center (1987), among many others. In Building A Houston Practice: The Career of S.I. Morris, Barry Moore notes that Morris insisted the only building he had ever personally designed was the house built at the corner of Waverly Court and Bissonnet in the 1950s. The real impact of this COVID crisis will not present *Projected in the data until later in Q2. Inertia will carry us for a few more weeks. The world is focused on the COVID driven economic slowdown. Houston has two issues to watch – COVID and a collapse in oil prices. The oil issue is driven by Saudi Arabia and Russia failing to reach an agreement on production and by the severe decline of oil and gas demand driven by the COVID shutdown. Since we issued our previous report on telecommunications competition in January 1999, the Commission has continued to make significant progress in managing the transition to competitive local telecommunications markets. Numerous new providers have entered the market, and the market share held by competitive providers has increased significantly. Recent developments, however, have shown that some of the new providers are having difficulties staying in the residential local exchange market. In the four largest metro areas of Texas, facilities-based competitors have developed increased capacity for long-run competition with incumbent providers. As a result, the market for business customers in these metro areas has strong potential for genuine competition, although market penetration levels are too low to conclude that full competition has arrived. Whether residential and rural customers will have competitive choices is more uncertain. Chapter 6 presents an economic diagnosis for why residential and rural customers have largely been left behind in the move to competition. The regulatory tradition of maintaining low (often below cost) rates for residential local telephone service is the key reason. As outlined in the Executive Summary and discussed in its first legislative recommendation, the Commission presents the Texas Legislature with several alternative strategies to create greater opportunity for residential and rural customers to benefit from local exchange competition. -

Research & Forecast Report HOUSTON | OFFICE Q4 2018 Houston’s office market closes out 2018 with positive net absorption Lisa Bridges Director of Market Research | Houston Houston’s office market continues to take baby steps towards filling vacant space emptied during the energy downturn. In Q4 2018, the market posted positive absorption of 1.9 million SF, a substantial Market Indicators Annual Quarterly Quarterly increase from the negative 0.4 million SF of absorption recorded Relative to prior period Change Change Forecast* one year ago. Leasing activity remained steady over the quarter at VACANCY 3.5M SF pushing the year-end total to 14M SF. Houston’s overall vacancy rate fell slightly from 20.6% to 20.0% over the quarter, NET ABSORPTION but it is still well above Houston’s 5-year average vacancy rate of NEW CONSTRUCTION 16.4%. UNDER CONSTRUCTION Construction activity decreased in Q4 2018 from 3.2M SF to 2.5M SF as several new buildings were delivered. HP’s and ABS’s new *Projected CityPlace buildings in The Woodlands submarket delivered during Q4 2018. Houston’s job growth increased by 3.7% over the year, according to recent data released by the US Bureau of Labor Statistics. The Houston MSA created 114,400 jobs (not seasonally adjusted) between November 2017 and November 2018, growing faster than Summary Statistics the U.S. during the same time period.
